January 15, 1992
The meeting was called to order at 9:21 a.m. by Chairman Wint in the commission
room of the Parks and Recreation Commission's administration office.

Larry Littman, chairman of the Oakland County Road Commission; and Roy Rewold,
former chairperson of the Oakland County Board of Commissioners.
APPROVAL OF MINUTES:
Moved by Mr. Lewis, supported by Mr. G. Kuhn to approve the minutes
of the December 4, 1991 Public Hearing for the Recreation Master Plan,
the December 4, 1991 Public Hearing for the 1992 Operating Budget, and
the regular meeting of December 4, 1991, as written.

APPROVAL OF PAYMENTS:
Moved by Mr. Korzon, supported by Mrs. Fox to approve the payment of
Vouchers 12-1 through 12-361 and 1-1 through 1-4; and the Interdepart-
mental Payment Register for the October charges paid in November and
the November charges paid in December.

STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND
ACTIVITIES REPORT:
Moved by Mr. Lewis, supported by Mrs. Fox to receive the Statement of
Operations for the month ending 11-30-91, the 1991 Capital Improvement
Projects Budget Update as of 11-30-91, and the Activities Reports for
November and December, 1991.

AMENDMENT TO THE 1991 OPERATING BUDGET:
Due to the transfer of a full-time position from Orion Oaks to Independence Oaks
for the entire year, staff requested a transfer of $41,560 from the Orion Oaks
expense budget to the Independence Oaks expense budget.
This transfer will comply with the Commission's 1991 General Appropriations
Act and will not affect the total 1991 Operating Budget, which will remain at
$8,596,222.
Moved by Mr. Rewold, supported by Mr. Lewis to approve a transfer of
$41,560 from the Orion Oaks expense budget to the Independence Oaks
expense budget in order to comply with the Commission's 1991 General
Appropriations Act.

OAKLAND COUNTY SHERIFF'S MOUNTED UNIT:
Staff and Chairman Wint recently met with members of the Mounted Unit to discuss
details of a service contract with the Mounted Unit.

(Commission Meeting, January 15, 1992)
Representatives from the Mounted Unit made a short presentation to the Commission
on the services provided by the patrol for the Parks.
Staff requested Commission approval of a service contract with the Mounted Unit
in the amount of $13,000 per year for four years (1992 - 1995).
Moved by Mr. G. Kuhn, supported by Mr. Littman to approve a service
contract with the Oakland County Sheriff's Department's Mounted Unit
for patrol services on weekends and holidays in the amount of $13,000
per year for four years.

GLEN OAKS WATERPROOFING:

expenditure of $750 to Akins Construction for the waterproofing of the
Glen Oaks Clubhouse.

ADDISON OAKS MASTER PLAN:
Mr. Peter Pollack, from the consulting firm of Peter Pollack and Associates,
presented a preliminary master plan design of Addison Oaks for the Commission's
review and input.
Staff requested Commission approval of the conceptual plan as presented, plus
authorization to proceed with final plans for adoption.
Moved by Mr. Korzon, supported by Mr. Littman to approve the conceptual
master plan of Addison Oaks as presented by the consultant, Peter Pollack
and Associates, plus authorization to proceed with the final plan for
adoption.

Commission complimented staff and consultant on an exciting and innovative plan.

(Commission Meeting, January 15, 1992)
ADDISON OAKS SANITARY SYSTEM:
Chief of Design and Development Joe Figa reviewed the progress of the sanitary
system project at Addison Oaks, noting a revised discharge permit was approved
by the Water Resource Commission of the DNR on October 17, 1991.
Mr. Figa explained the involvement of our consultant, Schleede-Hampton Associates,
throughout the project. Staff requested that, due to time constraints and the
consultant's familiarity with the work and DNR's special conditions and require-
ments, the Commission approve a proposal from Schleede-Hampton to proceed with
construction drawings for the sanitary system.
Moved by Mrs. Fox, supported by Mr. G. Kuhn to proceed with the con-
struction drawings of the Addison Oaks Sanitary System as presented in
the proposal from Schleede-Hampton, our current consultants, as follows:
1) Waste stream sampling, $2,420.00; 2) Monitoring well installation,
including reports and documentation, $13,580; 3) Plans, specifications,
and contract documents, $28,120; for a total contract amount of $44,120.
Also budgeted is $5,000 for supervision, materials testing, and certifi-
cation by Facilities, Maintenance and Operations -Engineering.
Maintenance and operation documents as required by the Department of
Natural Resources will either be prepared by Facilities, Maintenance
and Operations -Engineering or the consultant, cost as determined after
plans, specifications, and contract documents have been completed.

BROCHURES:
Moved by Mr. Rewold, supported by Mr. Law to award the bid for the print-
ing of 12,000 camping brochures, 10,000 wave pool brochures, 10,000
Waterford Oaks brochures, 10,000 Springfield Oaks brochures, and 8,000
Mobile Recreation brochures to the low bidder, TAC Business Forms, in
the amount of $4,174.32.

Chairman Wint requested Commissioner G. Kuhn to assume the position of Temporary

Chairman, Jean Fox as Vice Chairman, and Pecky Lewis as Secretary of

ANNOUNCEMENTS:
---The Commission saluted Vice Chairman Jean Fox as a recipient of the United
Way Heart of Gold Award. She will be honored on February 11, 1992, at Cobo Hall.
(United Way has requested that information on Heart of Gold winners not be re-
leased to the media until the public recognition on February 11, 1992. Your co-
operation is greatly appreciated.)
---Secretary Pecky Lewis, Jr. has been selected as an MRPA Special Award winner.
He will receive his award at the state conference in Grand Rapids on February 10,
1992.
CHRISTMAS TREE RECYCLING PROGRAM:
Chief of Parks Dan Stencil updated the Commission on the successful Christmas
Tree Recycling Program, noting over 3,000 trees have been received to date.
PROPOSED PROPERTY ACQUISITION:
Manager Richard updated the Commission on the progress being made towards the
acquisition of property in Lyon and Rose Townships, including the status of grants
for those parcels.
NEW BUSINESS:
Chairman Wint noted that a letter had been received from the Oakland County Board
of Commissioners Democratic Caucus Chairman Pernick announcing Commissioner Rudy
Serra has been elected as caucus representative to the Parks Commission.
MANAGER'S REPORT:
The Manager's Report is as filed in the agenda.
The next meeting will be Wednesday, February 5, at 9 a.m.

BEACH SHELTER
Bids were received for a 40' X 68' picnic shelter to be installed a the
Independence Oaks beach area. The shelter consists of a rectangular shelter
with open cable ends, 6" X 6" solid timber pressure -treated southern pine;
2' X 6" tongue and groove, select -grade roof decking, glue -laminated structural
beams, architectural grade, and all necessary hardware for assembly.

STEINER TURFMASTER - 420 MOWER
INDEPENDENCE OAKS
Staff requests replacement of a 1985 Steiner mower that has operated,
for over 2,000 hours moving hillsides, berms and ditches; removing
snow from walks, ice rinks and blowing leaves. This piece of equipment
is quite versatile with its varied attachments, which include a mowing
deck, blower, dozer blade and salt spreader.
The original purchase price of the tractor unit was $8,385 compared
to the 1992 price of $8,300. Life expectancy is anticipated to be
six to eight years.
The old tractor, mowing deck and dozer blade will be placed in
the County's spring auction with an anticipated sale of $1,000 - $1,500.

RECREATION MASTER PLAN
The overall recreation master plan is in the process of being revised
to incorporate comments by staff, commission and the Department of Natural
Resources (DNR). The DNR has reviewed and approved the plan subject to
only a few changes, primarily in clarification. We have included the
revised Executive Summary which provides a general overview of the report.

WATERFORD OAKS
REFRIGERATED TOBOGGAN SLIDE
Five proposals, received for the above project on January 3, were reviewed by
staff members Ralph Richard, Jon Kipke, Joe Figa, and Steven VandenBossche,
who concluded that interviewing the firms would be most beneficial in making
a selection.
The proposals submitted included the following information: business organi-
zation; personnel qualifications; management summary, including an under-
standing of the scope of the project; scope of the services, including work
planning and design, inventory and analysis; contractual documents including
plans, specifications, and schedules; as well as additional services such as
soil borings, wetland mitigation, etc.
The fee schedule was basically divided into two areas: 1) a feasibility study
and 2) facility design and engineering contractual documents. Due to the
uniqueness of the project and the wetland involved, the feasibility siting
study will provide the necessary data and insight for determining
constraints, opportunities, and the magnitude allowing for sound recommenda-
tions. Fees for the construction documents include schematic design, design
development, and contract documents (drawings and specifications) and will be
a percentage based on the approved final cost estimate.
Presentations were made on January 24 by the following firms: Johnson/Johnson
and Roy, Hoyem Basso, Wade Trim Associates, SSOE Inc., and Harley Ellington
Pierce Yee Associates, Inc. Although all of the firms were very qualified,
one firm, Harley Ellington Pierce Yee Associates, Inc., stood out above the
others due to their qualifications and excellent presentation; which further
clarified their proposal. The presentation displayed considerable research
and knowledge of the project site location, potential conceptual solutions,
and innovative techniques and design components. They also collaborated with
professionals in slide design and refrigeration acquiring even further
project insight.
Therefore, staff feels the firm displaying the best design and engineering
capabilities, as well as innovation, for this project is Harley Ellington
Pierce and Yee Associates, Inc. This firm will make a presentation to the
commission for review and recommendation.

HEPY Associates, Inc. is pleased to submit this clarification to our
proposal of January 3, 1992 for the planning and design of a
refrigerated toboggan slide facility at the Waterford Oaks County Park,
Based upon discussions during our January 24th interview, we
understand that alternative locations on the Waterford Oaks site are
being considered for the placement of the toboggan facilities, The
current proposed site presents development constraints and cost
premiums due to the presence of extensive wetlands. Although this site
offers advantages of natural topographic change, other land areas within
the park are available for development and will be evaluated for their
relative benefits.
Our services, therefore, have been divided into two parts:
1. Facility Siting Study
This will explore and test alternative locations to establish the
preferred development site and a facility development concept.
11. Facility Design and Engineering
This will include the schematic design, design development and
contract document work as outlined in our proposal of .January 3,

Outlined herein are the services we will provide for the Facility Siting
Study, It includes the work necessary to make a planning level
assessment of the best location for the Phase i and future toboggan

2. Facility Development Alternatives
• Explore and evaluate alternative facility development concepts
showing site circulation and utility routings, land use and facility
relationships and environmental impacts. The alternative
evaluations will be based upon the criteria noted above and will
establish relative advantages and disadvantages along with order
of magnitude assessments of cost and time savings or premiums.
(Detailed facility designs and itemized cost estimates will not be
necessary to make these planning level evaluations).
HEPY will, in conjunction with our slide consultant Rick Hunter and
OCPR staff, make site specific field assessments of slide design
opportunitles for each of the alternatives. We will also make site
specific field assessments of the environmental impacts of the
alternatives. As part of these alternative investigations, we will
explore and evaluate development phasing strategies.
The Inventory and Alternatives work will be reviewed with the Park
Commission to establish a preferred concept for development.
3. Preferred Concept Master Plan
• Based upon commission review and 'input, HEPY will develop a
concept level master plan for Phase 1 and future winter sports
facility development. It Is our intent that this concept plan and the
preliminary toboggan slide planning will establish the necessary
criteria and guidelines to begin schematic design for Phase 1 work.

MANAGER'S REPORT
---Attached per Commission request is a list of the grants received from the
state from 1967-89. Staff will answer any questions you may have on this infor-
mation.

ment. Winship Photography is located on 5530 Sashabaw Road at Maybee Road. Let
them know you are an Oakland County Parks Commissioner, and they will bill us.
---The Waterford Oaks Wave Pool is 17 years old and is undergoing major drainage
problems due to a leak located somewhere in the pool. There is presently a need
for staff to have water continuously run into the pool to meet the level of water
required during the winter months to keep the structure intact.
Thus far $1,000 has been expended for videotaping the main pipes in trying to
determine the location and problem.
Subsequently, Oakland County Parks and Recreation has requested the services of
Paddock Pools of Eastern Michigan, Inc. Paddock Pools did the construction of
the Red Oaks Waterpark. Bill Robertson of Paddock Pools has indicated to park
staff that the following may have to be done to alleviate the problem at the wave
pool:
1. Pressure test done on all pipes. This pressure test cannot be done until
the snow diminishes.
2. The main expansion joints at the bottom of the pool need gunite adhered to
them. There is indication that the expansion joints have corroded.
3. The four boxes located in the deep end of the pool, which are the base to
the drains, are made out of steel. These boxes, protected by four grates,
have also frozen and there is a possibility that water is leaking out of these
four grates.
4. There is a possibility of caulking needed on all expansion joints of the wave
pool.
Bill Robertson is in the process of determining the cost for repair of the pool
in order for us to be open for operation on Memorial Day. He has indicated to
Joe Figa, Jon Kipke and Sue Wells that the cost could run between $10,000 and
$100,000.
This information has been forwarded to Jerry Mathews at the request of Frank Trionfi
for insurance claim purposes for the wave pool.
