This document shows that the Commission is working to ascertain what the best direction is for the Commission to take for the future. It is also a requirement of the State to have this document on file with the De- partment of Natural Resources to enable the Commission to be eligible for grant funding. This budget is up 4.7 percent over the proposed budget for 1991. Of the $10,847,760 total, $4,642,160 will come from fees and charges, and the balance of $6,205,600 will come from the millage and interest on investments. The proposed operating budget for 1992 is $9,040,339, an increase of 5.2 percent over the 1991 proposed budget. From the balance of revenue over operating funds, including depreciation expenses of $650,100, the amount of $639,350 will be bud- geted for operating equipment and $1,818,171 will be for capital improvement projects. 3b-1 (Public Hearing, December 4, 1991) Manager Richard also reviewed the fees and charges, noting changes made as recom- mended by the Commission. The Commission also presented a plaque to Pat Langlois, volunteer with the Parks' wheelchair basketball team, in recognition of her efforts in coordinating the wheelchair basketball league over the past several years. APPROVAL OF SYNOPSIS: A regular Commission meeting was held on Wednesday, November 20, 1991; however, because there was not a quorum present, no official business was transacted. Instead, the Commission reviewed the agenda and recommended the following items be approved at the next regular meeting: 3 - 1 (Commission Meeting, December 4, 1991) Approval of Minutes of the meeting of November 6, 1991, as written. Approval of Minutes of the Budget Review Meeting of November 6, 1991, as written. Approval of Payments: Vouchers 11-1 through 11-188. Receive the Activities Report for the month of October, 1991. Amendment to the 1991 Operating Budget: Staff requested Commission approval to transfer $65,000 from the 1991 Operating Budget Contingency to the Red Oaks Water - park expense budget. This transfer is required in accordance with the Commission's 1991 General Appro- priation Act, which incorporates the Uniform Local Budgeting Act, and will cover additional expenditures of $25,000 for the initial backbill payment to Detroit Edison, $15,000 adjusted actual for utilities, and $25,000 for unbudgeted part- time salaries and fringe benefits. Grant Resolution: Staff recommended approval of the following resolution to ex- tend the grant for the Rookery Acquisition for another year: WHEREAS, the Oakland County Parks and Recreation Commission has been notified by the Department of Natural Resources that the grant agreement for the Lyon Rookery Acquisition MNTRF 89-003 will expire on December 31, 1991; and WHEREAS, an extension period is available for situations where delay in closing is beyond the control of the grantee; and WHEREAS, the Lyon Rookery acquisition meets identified and estab- lished priorities for acquisition and development within the adopted Recreation Master Plan; and WHEREAS, the Oakland County Parks and Recreation Commission has appropriated matching funds and is actively pursuing this acquisition; thereby meeting the criteria for the extension. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommend amending the grant with the appropriate extension. Addison Oaks Conference Center Ventilation System Bid Approval: Bids were re- ceived for the purchase and installation of a cooking ventilation system for the kitchen at the Addison Oaks Conference Center. Commission concurred with staff's recommendation to award the contract to the sole qualified bidder, Premium Air Systems, in the amount of $26,155. Chipping Green - Glen Oaks Golf Course: In conjunction with recommendations from Risk Management, staff suggested removing the chipping green at the Glen Oaks Golf Course when the parking lot expansion begins. Commission recommended removing the chipping green from its present location and constructing a smaller one at the far east portion of the site. 3 - 2 (Commission Meeting, December 4, 1991) Receive Manager's Report: ---In addition to the cost breakdown of the funds expended at Addison Oaks, staff distributed information from Industrial Appraisal Company on the Addison Oaks Conference Center. ---The MRPA Annual Conference is scheduled in Grand Rapids on February 9-12, 1992. Those Commissioners planning to attend should contact Karen Smith as soon as possible. ---The Addison Oaks master plan work session originally scheduled for Thursday, December 5, at 7 p.m. has been changed to Tuesday, December 10, 6:30 p.m., at the Addison Oaks Conference Center. The next Commission meeting will be Wednesday, December 4, at 9 a.m. Meeting was followed by an overview of the Parks' new maintenance scheduling system and proposed office automation system, then a tour of the new computer services center. Moved by Mr. Korzon, supported by Mr. G. Kuhn to approve the synopsis and all of the recommendations made at the meeting of November 20, 1991, as written. ROLL CALL VOTE: AYES: Korzon, G. In response to an inquiry on Voucher 11-262, staff noted that a breakdown of the expenses on that voucher will be included in the Manager's Report for the next Commission meeting. STATEMENT OF OPERATIONS AND CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE: Moved by Mr. R. Kuhn, supported by Mrs. Tomboulian to receive the State- ment of Operations for the month ending 10-31-91 and the Capital Improve- ment Projects Budget Update as of 10-31-91. 3 - 3 (Commission Meeting, December 4, 1991) AYES: Fox, Korzon, G. Kuhn, Law, Lewis, Olsen, Tomboulian, Wint (9) NAYS: (0) Motion carried on a voice vote. 1992 OPERATING AND CAPITAL IMPROVEMENT PROJECTS BUDGETS: Moved by Mr. Korzon, supported by Mr. Lewis to approve the resolution adopting the Parks and Recreation Commission's 1992 Appropriations Act incorporating the 1992 Operating Budget and to approve the adoption of the Commission's 1992 Capital Improvement Projects Budget. RECREATION MASTER PLAN: Consultants from Carlisle Associates reviewed the rough draft of the revised Rec- reation Master Plan, which must be submitted every five years to the Department of Natural Resources in order for the Commission to be eligible to apply for grant funding. Commissioners made several suggestions for changes and additions. Commissioners will review the document for any other additional changes, with approval of the plan scheduled for the Commission's January 15, 1992 meeting. WELL REPLACEMENT - INDEPENDENCE OAKS: Moved by Mr. R. Kuhn, supported by Mr. Vogt to approve the expenditure of $3,594.29 to 0. 0. Corsaut, Inc. for the installation of a 4" replace- ment well at the boathouse/beach facility at Independence Oaks. AYES: Fox, Korzon, G. Kuhn, R. Kuhn, Lewis, Olsen, Tomboulian, Vogt, Wint (9) NAYS: (0) Motion carried on a voice vote. SNOW GROOMER - INDEPENDENCE OAKS: Moved by Mr. Lewis, supported by Mrs. Tomboulian to approve the purchase of a reconditioned Excel Snow Track 440 cross-country ski trail groomer for Independence Oaks from W. F. Miller Company in the amount of $30,000. Commission requested staff ensure the figures used to count the cross-country skiers at the parks, which will be sent to the DNR in the Recreation Master Plan, reflect a more accurate count. 3 - 4 (Commission Meeting, December 4, 1991) ROLL CALL VOTE: AYES: Lewis, Olsen, Tomboulian, Vogt, Wint, Fox, Korzon, R. DEER HERD - ADDISON OAKS: Chief of Parks Dan Stencil showed slides of deer seen at Addison Oaks and some of the plant destruction occurring around the park because of the overpopulation of deer. DNR Wildlife Biologist Tim Payne informed the Commission of the consequences that can be expected if the herd is not reduced from its present estimated size of 100 - 150 to a more manageable size of approximately 25 - 40. Mr. Payne recom- mended a program be implemented to reduce the herd. Commission concurred that action must be taken now and discussed possible activities recommended by DNR and staff. Moved by Mrs. Tomboulian, supported by Mrs. Fox to authorize staff to work with the Department of Natural Resources to devise a 3-year program to reduce the deer herd at Addison Oaks to approximately 40 by using a range of activities as recommended by DNR. This is in an effort to prevent environmental damage and to promote good conservation. Staff will also work with the DNR to start the first step with an experimental block permit issued to harvest 20-30 antlerless deer by park staff only at Addison Oaks by January 1, 1992. Harvested deer will be donated to charitable organizations as recommended by the DNR. This program will be reassessed during its third year. C. 8-4 ITEM #9 AMENDMENT TO THE 1991 OPERATING BUDGET In accordance with the Commission's 1991 General Appropriation Act which incorporates the Uniform Local Budgeting Act, the Manager and his fiscal officer shall not permit expenditures to exceed the appropriation for any budget center as approved or amended by the Commission. After reviewing current costs and anticipated costs, staff feels the following changes are needed for 1991: BUDGET ORIGINAL REQUESTED PROPOSED NEW CENTER EXPENSE BUDGET INCREASE EXPENSE BUDGET Independence Oaks $ 688,345 $ 41,5.60 $ 729,905 Orion Oaks 77,960 (41,560) 36,400 The additional expenditure for Independence Oaks is for the salary and fringe benefits of a full-time position, General Maintenance Mechanic, for the entire year. The funds for this position are budgeted in Orion Oaks. The employee in this position was transferred in 1991 to Independence Oaks. Staff recommends the transfer of $41,560 from the Orion Oaks expense budget to the Independence Oaks expense budget. 6 ITEM #10 MOUNTED UNIT A meeting was held between representatives of the Sheriff's Depart- ment's Mounted Unit, staff, and commission chairman Lew Wint to discuss remuneration for 1992 services. After much discussion, the group focused on a multi -year agreement of $13,000 per year for four (4) years as an equitable amount for both parties. This equates to $12.89 per person hour, including the care and maintenance of their animals and equipment. Their service includes 8 to 12 horses and riders for each Saturday, Sunday, and holiday starting on Memorial Day weekend through Labor Day weekend. Groveland Oaks 24 days Independence Oaks 24 days Addison Oaks 24 days 72 days 72 days x 2 x 7 hours/rider = 1,008 man hours. $13,000 - 1,008 man hours = $12.89/hour of service. A contingency from the Mounted Unit will be making a presentation to the commission at the meeting. Staff is recommending approval of a service contract of $13,000 per year for four (4) years with the Sheriff's Department's Mounted Unit. 10-1 ITEM #11 GLEN OAKS WATERPROOFING Glen Oaks clubhouse stonework was repaired and tuckpointed last year. In order to reduce future repairs, it was recommended that the structure be waterproofed and sealed. Bids were taken in July, 1991. The low bidder, Akins Construction, was awarded the contract with a bid of $2,999.00. The bids, based on an average coverage area per gallon, were as follows: VENDOR BASE BID UNIT PRICE Heineman -Lovett $11,100.00 $65.88/gal. Detroit, Michigan Akins Construction $2,999.00 $76.25/gal. Sterling Heights, Michigan Western Waterproofing $3,732.00 $112.50/gal. Detroit, Michigan James Johnson $6,930.00 $126.00/gal. Pontiac, Michigan D. C. Byers $14,500.00 $60.00/gal. Detroit, Michigan LBR Enterprises $4,322.00 $130.00/gal. Huntington Woods, Michigan The actual coverage could not be determined until the completion of the work due to the porosity of the stone. Due to the additional absorbency of the structure, an extra 25 gallons of material were used. The contractor charged us $30.00 per gallon for the material which amounts to a total of $750.00. The work was completed in November, 1991 and the results are very good. Staff recommends payment of the additional $750.00. This plan commission meeting• 12-1 ITEM #13 ADDISON OAKS SANITARY SYSTEM Oakland County Parks and Recreation staff has been working with the Michigan Department of Natural Resources (DNR) and our consultants, Schleede Hampton Associates, Inc., to obtain the new discharge permit for the sanitary lagoon. This process has been on going since the fall of 1988 when Oakland County Parks and Recreation submitted a required application for a sanitary discharge permit. As a result, the DNR requested additional information regarding the existing sanitary system and the ground water conditions. Schleede Hampton Associ- ates, Inc. was then retained to provide expertise in these areas. The first phase of the application included the installation of four monitor- ing wells, testing of the ground water, determining the direction of ground water flow, as well as determining the make-up of the water and the type of discharge that would occur. This information and these installations determined the type of systems that would be permitted under the new regula- tions to replace the existing system which is no longer allowed. A preliminary conceptual scheme of the proposed system, required by the DNR, was submitted and a preliminary permit was issued for our review. The preliminary permit was very limiting and the schedule for reviews and construction were unreasonable. Negotiations by our staff and the consultants resulted in a reduction of some requirements and extension of the time frames for the review and construction. A revised permit, submitted to the Water Resource Commission, was approved on October 17, 1991. In the permit are several special conditions and requirements including the following: Installation, monitoring and testing of three new wells. Submission of plans for review by the DNR on or before June 1, 1992. Initiation of construction by October 1, 1992. Completion of construction by April 1, 1993. Construction certification. Submission of an irrigation plan, Program for Effective Residual Management Program (PERM), and an operation and maintenance manual. Due to time constraints and the familiarity of Schleede Hampton Associates, Inc. with the work and DNR requirements, we requested that they submit a proposal for continuing this project through the construction phase. We have included this proposal for your review. A presentation and discus- sion will be made at the commission meeting. Please note that the proposal includes the special requirements of the Michigan Department of Natural Resources. We will be receiving a grant for this project, which will substantially reduce our costs for both design and construction. The grant is for $294,000 with our match being $70,000. 13-1 9 3. Staff is in the process of reviewing the proposals and will bring back a recommendation at the first meeting in February. ---As per the goals set at the Commission/staff retreat to increase the identity of the Parks Commission, we will institute a moving billboard campaign this sum- mer. Four different Oakland County Parks transit messages will be placed on SMART buses in June and July; these buses will be driven on all major bus routes through- out Oakland County. The artwork and slogans will be seen 6.4 million times at a cost of $.003 (00.3 cents) per impact. Response will be measured, in part, by offering a free parks pass by calling 858-0906. Extra signs will be used on the five parks buses for additional visibility. Cost for this entire program including artwork, design, production of signs, and transit placement, is approximately $19,500. Funds have been allocated in the Public Communications budget.
