The meeting was called to order at 9:10 a.m. by Chairman Wint in the commission
room at the Oakland County Parks and Recreation Commission's administration
office.

STATEMENT OF OPERATIONS, CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE, AND
ACTIVITIES REPORT:
Moved by Mrs. Fox, supported by Mr. Korzon to receive the Statement
of Operations for the month ending 12-31-91, the Capital Improvement
Projects Budget Update as of 12-31-91, and the Activities Report for
January, 1992.

AWARD PRESENTATION:
Chairman Wint congratulated Vice Chairman Fox once again on her being a 1992 re-
cipient of the United Way Heart of Gold Award.
Chairman Wint announced that, at the MRPA Annual Conference, the Oakland County
Parks and Recreation Commission was recognized with an "Anniversary of Excellence"
award for our 25 years of service to the community.
Also, Chairman Wint presented Secretary Pecky Lewis with a special individual
award from MRPA recognizing Mr. Lewis' years of service to the Parks Commission.
Commissioner Olsen announced that Commissioner Rewold was recognized at a recent
Michigan Association of Counties conference for his past contributions to that
association.

As per the information filed in the agenda, the following bids were approved:
Moved by Mr. R. Kuhn, supported by Mr. Rewold to approve the purchase
of the Olathe sweeper for Groveland Oaks from Wilkie Turf Equipment
Company in the amount of $14,875.00.

of three S10 pick-up trucks, with one bed cap, for Addison Oaks, Grove -
land Oaks, and Mobile Recreation through Oakland County's Cooperative
Purchasing Program for a total amount of $29,109.26.

ropes, and stakes from the manufacturer, Armbruster, in the amount of
$14,113.00.
Commission directed staff to make an effort to destroy the logos on the tents
being placed in the county auction for sale.

the low bidder, Mac's Service Equipment, in the amount of $10,062.00.

32 gas and 7 electric Yamaha golf cars for Springfield Oaks, White Lake
Oaks, and Red Oaks, including a trade in of 30 gas cars, to the low
bidder, Burington Golf Car Distributors, in the amount of $73,508.00.
Commission reiterated their request to have the American -made content included
with all of the bids in order for them to make a better determination on equipment
purchases.
Commissioner Law requested information on the electric and gas cars, comparing
performance, problems and their sources, etc.
Commission also directed staff to look into golf cart lifts in lieu of an addition
for the White Lake Oaks golf cart storage building.

MANAGER'S REPORT:
In addition to the information filed in the agenda, the following was noted:
---Manager Richard updated the Commission on the progress being made on the
appraisal and toxic waste plan for the Lyon Township property. Commissioners
expressed concern about moving forward with these plans without having a signed
offer; staff reiterated that a price has been established in good faith, but will
keep the Commission abreast of any changes or progress made.
The next meeting will be at 9 a.m. on Wednesday, March 4, 1992.
The meeting was adjourned at 10:35 a.m.

GRANT APPLICATION SUBMISSION
The Oakland County Parks and Recreation Commission has been notified
that applications for funding for the Land and Water Conservation, Michigan
Natural Resources Trust, and the Recreation Bond Funds may be submitted for
1992 funding. The Michigan Department of Natural Resources has requested
that development projects be limited to one application, and indicated that
Land and Water will not assist in acquisition projects. The applications are
due on April 1, 1992.
Staff recommends the following grant be submitted for the new funding
cycle:
Groveland Oaks Camping Renovation
This project area is approximately 15 acres, with 200 existing primitive
campsites established in. the 1950's. The sites are small and primitive with
minimum site utilities and amenities. The renovation will redesign the area
sites for larger sites; reduce the number of campsites to 120; provide
individual electric and water hook-ups, lighting, landscaping, on -site and
visitor parking, and other site amenities which will complement the new
concession/bathhouse building and other facilities within the park.
The area has direct access to Stewart Lake with the original beach being
developed 30 to 35 years ago. This project also provides for the
redevelopment of this existing beach including; a new retaining wall, walks,
erosion control, barrier free access to the water, and adjacent lawn
renovation.
The estimated cost for this project is $600,000. The grant is a 50/50
match, with $300,000 from Parks and Recreation and $300,000 from Land and
Water Conservation Fund, or a 55/45 match, with $330,000 from Parks and
Recreation and $270,000 from Recreation Bond Fund, depending on which grant
is approved.
A presentation and further information will be presented by staff at the
required public hearing at the commission meeting scheduled for March 4
at 9 a.m.

WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that applications for
the cost -sharing Land and Water Conservation Fund, Natural Resources Trust
Fund, and Recreation Bond Fund may be submitted by April 1, 1992; and
WHEREAS, the Oakland County Parks and Recreation Commission has identified
and established priorities for acquisition and development projects within
the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recommends
the filing of the following applications to the Department of Natural
Resources for a matching grant:
Groveland Oaks Camping Renovation
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission recommends submission of the above -said grant applications
with the appropriate matching funds to be designated from the one -quarter
mill.

ers, and Waterford Fuel.
Due to the vigorous growth of the grass and numerous complaints
from golfers, we have begun to mow our fairways daily at Glen Oaks.
This has created a need for an additional fairway mower. Our existing
Ransomes cannot complete all 18 fairways ahead of the golfers.
At White Lake, we presently mow the fairways every other day with
a 5-gang Ransomes mower. The Golf Course Superintendents request that
we transfer the 2-year old Ransomes mower from White Lake to Glen Oaks
and station this new Toro mower at White Lake.
The cost of this additional mower would be reflected in the De-
preciation line item at Glen Oaks.
Staff recommends awarding the bid to the single bidder, Wilkie
Turf (Toro), for $17,315.00.
There is $28,000.00 budgeted in the 1992 Operating Equipment Budget
for this mower.
This new mower is expected to last ten years.
The engine for this mower (approximately 15 of the mower's value)
is manufactured overseas; the rest of the mower is American -made.

This projector will be used in the campground recreation program for the
purpose of showing movies to the campers.
Currently we rent 16mm films for this program; our rental costs for these
films are over $1,000 annually. With this new system of videotapes, this pur-
chase and the rental of video tapes will pay for itself in approximately three
years.
This projector is portable enough that it can also be used for other special
projects in the park on a year-round basis. Expected life of the unit is 7 - 10
years.
The manufacturer of this video projector, like most of the electronics in-
dustry, is foreign -owned with some assembly plants in the United States.
Staff concurs with Purchasing's recommendation to award the purchase to the
low bidder, City Animation, in the amount of $3,248.00.
There is $3,000 budgeted in the 1992 Operating Equipment Budget for this
purchase; the balance of $248.00 will come from the Operating Equipment Contin-
gency.
If this program is successful, staff will consider expanding it to the camp-
grounds at Addison Oaks in the future.
