Adjourn to Budget Work Session. 416, A AMENDMENT TO THE 1992 OPERATING BUDGET In accordance with the Commission's 1992 General Appropriation Act which incorporates the Uniform Local Budgeting Act, the Manager and his fiscal officer shall not permit expenditures to exceed the appropriation for any budget center as approved or amended by the Commission. After reviewing current costs and anticipated costs, staff feels the following changes are needed for 1992: BUDGET ORIGINAL/AMENDED REQUESTED PROPOSED NEW CENTER EXPENSE BUDGET INCREASE EXPENSE BUDGET Waterford Oaks W.P. $ 349,657 $ 25,270 $ 374,927 Waterford Oaks Tennis 42,553 4,409 46,962 The additional expenditures at Waterford Oaks Wave Pool are for $25, 000 to Building Maintenance for pool floor repairs and $270 to Miscellaneous Expense for lifeguard training. The additional expenditures at Waterford Oaks Tennis Complex are for unbudgeted expenses: $1,200 for Building Maintenance, $2,800 for Utilities, and $409 for Office Supplies. Staff recommends the transfer of $29,679 from the Operating Budget Contingency to the Waterford Oaks Wave Pool and Tennis Complex. There is $64,648 designated for this project in the 1993 Capital Improvement Projects Budget. OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING September 16, 1992 The meeting was called to order at 9:06 a.m. by Vice Chairman Jean Fox in the commission room of the Parks and Recreation Commission's administration office. COMMISSION MEMBERS PRESENT: Vice Chairman Jean Fox, Secretary Pecky D. Lewis, Jr., Fred Korzon, George Kuhn, Richard Kuhn, Jr., Thomas Law, Lawrence Littman, John Olsen, Roy Rewold COMMISSION MEMBERS ABSENT: Chairman Lewis Wint ALSO PRESENT: Parks and Recreation Ralph Richard, Manager Jon Kipke, Assistant Manager Dan Stencil, Chief of Parks Joe Figa, Chief, Design/Devel. Assistant Sheila Cox, Accountant APPROVAL OF MINUTES: Moved by Mr. Littman, supported by Mr. Korzon to approve the minutes of the meeting of August 5, 1992, and the minutes of the meeting of September 2, 1992, as written. AYES: Fox, Korzon, R. Kuhn, Lewis, Littman, Rewold (6) NAYS: (0) Motion carried on a voice vote. PUBLIC COMMENTS: No comments were made by nor questions received from the public. APPROVAL OF PAYMENTS: Moved by Mr. Rewold, supported by Mr. R. Kuhn to approve the payment of Vouchers 8-442 and 9-1 through 9-187. ROLL CALL VOTE: AYES: Korzon, R. Kuhn, Lewis, Littman, Olsen, Rewold, Fox (7) 3 - 1 (Commission Meeting, September 16, 1992) NAYS: (0) A sufficient majority having voted, the motion carried. ADDISON OAKS CONFERENCE CENTER IMPROVEMENTS: Chief of Design Joe Figa reviewed the plans for the Addison Oaks Conference Center electrical improvements as completed by our consultants, Hoyem Basso. These improvements will consist of updating the existing system to current codes and replacing old and deficient equipment. Estimated cost for the electrical improvements is $85,000, which does not include updating the lightning protection system or the fire alarm system. Additional information on phased renovation work on the conference center was also distributed and reviewed. Staff requested Commission acceptance of the plans, with authori- zation for the electrical improvements project to go out for bid. Commissioner Olsen requested staff compile information on the original cost of the building, plus repairs and renovations. Commissioner Lewis also requested, in conjunction with the expenditures, that staff list all revenue information, including that received from Oak Management. Moved by Mr. Rewold, supported by Mr. Olsen to accept the electrical improvement plans for the Addison Oaks Con- ference Center and to authorize staff to put the project out for bid. AYES: Fox, Korzon, G. Kuhn, R. Kuhn, Lewis, Littman, Olsen, Rewold (8) NAYS: (0) Motion carried on a voice vote. HUNTING POLICY UPDATE: Chief of Parks Dan Stencil updated the Commission on the hunting policy for the rookery property, Orion Oaks, and Addison Oaks. At the rookery, trapping will be prohibited, archery hunting will be allowed, and there will be a special Canada goose season. Staff will be providing information to the public on what's allowed, putting up information signs at the park, and installing a parking lot at the site. 3 - 2 (Commission Meeting, September 16, 1992) In response to Commission concerns, staff is approaching the DNR to have trapping disallowed at Orion Oaks. Staff is also working with the DNR on the feasibility of public participation to help control the deer population at Addison Oaks. Both archery and muzzleloading are under consideration. Staff will present a more precise policy for Addison once the details are worked out with the DNR. PARK NAMING - ROOKERY PROPERTY: Several options for the new park name for the rookery property were offered and discussed, including The Rookery, Heron Oaks, Lyon Oaks, Lyon Oaks Rookery, South Lyon Oaks, and The Rookery at South Lyon. Moved by Mr. Rewold, supported by Mr. Korzon to officially name the new park in Lyon Township "Lyon Oaks". ROLL CALL VOTE: AYES: R. Kuhn, Lewis, Littman, Olsen, Rewold, Fox, Korzon, G. Kuhn (8) NAYS: Law (1) A sufficient majority having voted, the motion carried. CAR LEASE PROGRAM: Chief of Administrative Services Frank Trionfi reviewed the car lease program, which was modified by the suggestions made by the Commission at the September 2 meeting. Commission questioned who is responsible for regular maintenance costs and additional purchase options, plus what the parameters are on mileage allowance. Commission noted that staff must be prepared to answer those, and any other questions on the program, when presenting it to the Board of Commissioners. Moved by Mr. Korzon, supported by Mr. Littman to approve the car lease program presented by staff with the under- standing to include an addendum explaining concerns dis- cussed about maintenance, purchase options, and mileage allowance. AYES: Fox, Korzon, G. Kuhn, R. Kuhn, Law, Lewis, Littman, Olsen, Rewold (9) 9�1 (Commission Meeting, September 16, 1992) NAYS: (0) Motion carried on a voice vote. MANAGER'S REPORT: In addition to the Manager's Report filed in the agenda, the following was noted: ---Staff showed videos on the disc golf program and luge clinic. ---Commission reviewed the survey conducted at the Waterford Oaks Wave Pool earlier this summer and questioned whether or not it would be possible to ascertain who is using the parks from the local area. The next Commission meeting will be 9 a.m. on Wednesday, October 7 in the administration office. Staff also noted that the second meeting in October may also include the budget session, if preparations can be completed in time, leaving October 27 as an additional date, if needed. Oakland County Board of Realtors 2. Michigan Recreation and Park Association 3. National Recreation and Park Association 10-1 ITEM #11 INTRODUCTION By Parrot, the new Executive Director of the Oakland Parks Foundation, will be introduced to the Commission. ITEM #12 Groveland Oaks Barn Removal Bids are to be received on October 20th for the removal of the asbestos shingles on the existing barn at Groveland. This barn, which is badly deteriorated, is to be removed and a new storage workshop facility to be constructed in its place. Our crews will remove this structure after the shingles have been removed in accordance with the law regarding asbestos. Bids and a recommendation will be presented at the commission meeting. 12-1 ITEM #13 Waterford Oaks Refrigerated Toboggan Slide Soil Borings This project has progressed to a point where soil borings are required in order to properly engineer the slide and warming shelter footings. This is especially important due to the soil conditions and the wetlands, which are adjacent to this project. Bids are being solicited by our consultants from soil testing firms. They will be received on October 20. Staff and our consultants will review these bids and present a recommendation at the commission meeting. 13-1 ITEM #14 MANAGER'S REPORT ---Our contract with Oak Management specifies renegotiating fees for the next five years beginning in 1993. Staff is working to get the new contract ready for early 1993. ---At the Oakland County Board of Commissioners meeting on October 8, the Board passed our new millage rate of .25 mills for parks and recreation. WILLIAM CADDELL, CHAIRPERSON IN RE: 1992 COUNTY GENERAL FUND PROPERTY TAX AND PARKS & RECREATION TAX RATES TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the County has a fixed millage tax rate of 5.26 mills and a voted .25 mill for Parks & Recreation; and WHEREAS the Huron -Clinton Metro Parks Authority has requested the County to apportion a .25 mill property tax rate; and WHEREAS application of the compound millage rollback required by Article 9, Section 31 of the Michigan Constitution, the Headlee Tax Limitation Amendment, results in the maximum allowable County tax rate of 4.5920 mills, a Parks & Recreation maximum allowable tax rate of .2500 mill and a Huron -Clinton Authority maximum allowable tax rate of .2303 mill; and WHEREAS Public Act 5 of 1982, "Truth in Taxation" Act, requires the County Board of Commissioners to hold a public hearing if the recommended property tax rate exceeds the adjusted Base Tax Rate of 4.4848 mills; and y WHEREAS the County Executive recommends that the County tax rate be set at 4.5720 mills, same as the 1990 and 1991 County tax rates and .0200 mill below the maximum allowable tax rate; and WHEREAS, the Finance Committee recommends that the 1992 County General Fund Property Tax rate be set at 4.5720 mills, .0200 mill below the maximum allowable tax rate; the Oakland County Parks & Recreation Tax rate be set at .2500 mill, the maximum allowable tax rate; and the Huron -Clinton Metro Park Authority Tax rate be set at .2303 mill, the maximum allowable tax rate; and WHEREAS $128,659,549 is the estimated amount of the 1993 County General Fund Budget to be raised by taxation based on the 1992 State Equalized Valuation of $28,140, 758, 763 at the recommend- ed rate of 4.5720 mills, together with the voted .2500 mill for Parks & Recreation of $7,035,190 and the .2303 mill for the Huron - Clinton Authority of $6,480,817. t,ommittee Vote: Motion carried unanimously on a roll call vote with Olsen, McCulloch, Pernick and Ferrens absent. 14-1 NOW THEREFORE BE IT RESOLVED that each Supervisor of the_ various townships and Assessing Officers of the several cities of Oakland County are authorized and directed to spread on their respective township or city tax rolls for the year 1992 the following tax rates to be applied to their 1992 State Equalized Valuation: 1992 County Voted for Huron -Clinton General Property Tax Levy Parks & Recreation Park Authority 4.5720 Mills .2500 Mill .2303 Mill Mr. Chairperson, on behalf of the Finance Committee, I move adoption of the foregoing resolution.
