Lewis, Jr. in the commission room of the Parks and Recreation Commission's administration office. COMMISSION MEMBERS PRESENT: Chairman Pecky D. CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE: The Capital Improvement Projects Budget Update as of January 31, 1993, was accepted as filed. ACTIVITIES REPORT: The Activities Report for January, 1993, was accepted as filed. 1993 COMMUNITY ASSISTANCE PROGRAM - MOBILE RECREATION: In addition to the report filed in the agenda, staff reviewed the criteria for receiving this service. Moved by Mr. Rewold, supported by Mrs. Fox to approve $20,000 for the Mobile Recreation Community Assistance Program for 1993. ROLL CALL VOTE: AYES: Korzon, Kuhn, Law, Lewis, Lozano, Olsen, Rewold, Skarritt, Fox (9) NAYS: (0) A sufficient majority having voted, the motion carried. BIDS: As per the information filed in the agenda, the following bids were approved: Moved by Mr. Kuhn, supported by Mr. Rewold to award the contract for a new children's production to be performed by the traveling music show for Mobile Recreation to the low bidder, Yessian Music, in the amount of $11,500.00. ROLL CALL VOTE: AYES: Kuhn, Law, Lewis, Lozano, Olsen, Rewold, Skarritt, Fox, Korzon (9) NAYS: (0) A sufficient majority having voted, the motion carried. Moved by Mr. Rewold, supported by Mr. Lozano to award the bid for an inflatable bouncer for Mobile Recreation to the low bidder, Space Walk, in the amount of $6,550.00. Moved by Mr. Olsen, supported by Mr. Skarritt to award the contract for the excavation and pouring of concrete for the additional low walls and short walks for the Groveland Oaks concession building terrace improvements to McCarthy Construction in the amount of $4,215.00, plus a ten percent contingency of $422.00, for a total budgeted amount of $4,637.00. ROLL CALL VOTE: AYES: Lewis, Lozano, Olsen, Rewold, Skarritt, Fox, Korzon, Kuhn, Law (9) NAYS: (0) A sufficient majority having voted, the motion carried. Staff updated the Commission on recommendations for the removal and replacement of overhead electrical lines at Groveland Oaks, which is necessary to fulfill grant requirements. Our consultant, Peter Basso Associates, concurred that it would be best to contract with Detroit Edison to complete this work. Commission directed staff to renegotiate with Detroit Edison to ascertain the costs of removing and not replacing the north lines in the park and having Detroit Edison find an alternative method of feeding electricity to the four adjacent homeowners. Moved by Mr. Kuhn, supported by Mr. Korzon to award the bid for the purchase of 24 4-wheel gasoline golf cars for Springfield Oaks Golf Course to the low bidder, Club Car, in the amount of $44,436.00. The total bid includes the trade in of 22 golf cars. ROLL CALL VOTE: AYES: Rewold, Skarritt, Fox, Korzon, Kuhn, Law, Lewis, Lozano (8) NAYS: (0) A sufficient majority having voted, the motion carried. 1994 BMX WORLD CHAMPIONSHIP: Assistant Manager Kipke informed the Commission that the Waterford Oaks BMX track is being considered as a host for the 1994 BMX World Championship Race. Mr. Kipke detailed requirements and plans for the race and requested Commission authorization for staff to pursue securing this race for Waterford Oaks. Moved by Mr. Rewold, supported by Mrs. Fox to support staff's efforts to secure the 1994 Bicycle Motocross World Championship Race to be held at Waterford Oaks County Park. The performance presented this year is Oklahoma, and tickets are available from the Foundation's Executive Director, By Parrot, at a cost of $30 each. As in the past, the performance will be followed by an afterglow from Oak Management and door prizes will be given away. 9-1 ITEM 110 GRANT APPLICATION SUBMISSION The Oakland County Parks and Recreation Commission has been notified that applications for funding for the Land and Water Conservation, Michigan Natural Resources Trust, and the Recreation Bond Funds may be submitted for 1993 funding. The applications are due on April 1, 1993. Staff recommends the following grants be submitted for the new funding cycle: Lyon Oaks Acquisition Independence Oaks Nature Center Expansion Lyon Oaks Acquisition consists of a proposed acquisition of approximately 188 acres adjacent to Lyon Oaks Park. The property, consisting of wooded and wooded wetland areas, will assist in preserving and protecting the ecology and habitat of Lyon Oaks. Adjacent to Lyon Oaks and located in Wixom, this parcel will provide additional buffering from existing industry and industrial zoned areas. This acquisition is consistent with the goals adopted in the 1992 Recreation Master Plan. The estimated cost for this acquisition is $965,000, with $665,000 being from Michigan Natural Resource Fund and $300, 000 from Oakland County Parks and Recreation. The Independence Oaks Nature Center Expansion consists of an addition of approximately 2,175 square foot to the existing nature center. The new space will provide for two assembly/workshop areas, allow for nature and environmental interpretive programs, expansion of the existing exhibit room, and additional restrooms . This new space will also provide for future programs and permit the new star lab program to be used concurrently with other activities. The nature center has seen an increase in visitors of 70 o since it was constructed, and the awareness program attendance has increased 77 0. The estimated cost for this project is $375,000, with $225,000 being from the Michigan Recreation Bond Fund and $150,000 from Oakland County Parks and Recreation and Oakland Parks Foundation. A presentation and further information will be presented by staff at the required public hearing scheduled for 9 a.m. at the March 17 commission meeting. 10-1 R E S O L U T I O N Whereas, the Oakland County Parks and Recreation Commission has been notified by the Department of Natural Resources that applications for cost sharing Land and Water Conservation Fund, Natural Resources Trust Fund, and Recreation Bond Fund may be submitted by April 1, 1993; and Whereas, the Oakland county Parks and Recreation Commission has identified and established priorities for acquisition and development projects within the adopted Recreation Master Plan; and Whereas, the Oakland County Parks and Recreation Commission recommends the filing of the following applications to the Department of Natural Resources for a matching grant: Lyon Oaks Acquisition Independence Oaks Nature Center Renovation NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommends submission of the above -said grant applications with the appropriate matching funds to be designated from the one -quarter mill. Move by Supported by Date Subscribed and sworn before me, a Notary Public in and for the County of Oakland and State of Michigan, this day of March 1993. 10-2 ROOF REPAIR WATERFORD OAKS G�J Staff is requesting Commission approval of an expenc Newton & Crane, Inc., for roof repairs for the Waterford Oaks Activ,, _- This company is under contract through a blanket order bid to make repairs on county buildings. This is done on a time and materials basis for each repair contracted. This roof repair was generated through the replacement of the air conditioning units at the building. Once the new units were put in place, the roof had to be reworked to conform with these units. The cost of repair is included in the $35,000 Capital Improvement Projects line item for Waterford Oaks. The air conditioning units were approved at the August 5, 1992, Commission meeting for $13,920, which left a balance of $21,080. Less this roof expense, the revised balance will be $16,431. Additional expenses will include crane rental (estimated $269), duct work (estimated $2,500), and miscellaneous parts (estimated $1,000). At this point the project will be well under budget. ITEM #11 ROWBOATS ADDISON OAKS AND GROVELAND OAKS The park staff of Addison and Groveland Oaks request the replacement of four each 14-foot, 4-passenger rowboats for their respective rental operations. These American -made boats will be replacing units that were purchased in 1981 and whose optimum condition has declined. Average boat rental revenues will assure a 2-year payback. The replaced boats will be sold in the upcoming spring county auction for prices ranging from $150 to $300. The expected life of these boats is 10 - 15 years. The 1990 purchase price for the same boat was $700 from the same vendor. The following bid was received: Freeway Sports Fenton, MI $6,000.00 No bids were received from Jan's Sport Shop, Cruise Out, Colony Marine, and ABP, Inc. Staff concurs with Purchasing's recommendation to award this purchase to the sole bidder, Freeway Sports of Fenton, for the total purchase price of $6,000.00. There is also a demolition phase, which will be performed by park staff, estimated to cost $18,000. Also included in the original estimate were several items such as: lawn and irrigation modification, fencing, pavers, etc., which staff felt should be included in the second phase of construction. The total estimated cost for all of the above was $220, 000. The 1993 Capital Improvement Budget identified $581,000 for this project. This included possible alternate surfaces, modifications to the bathhouse, and a new surface for the pool, as well as miscellaneous items. 20-2 ITEM #21 CONCRETE WORK INDEPENDENCE OAKS Staff is requesting Commission approval of an expenditure of $3,000 to Trio Contracting for miscellaneous concrete work for the new park office at Independence Oaks. This project is being completed by Technical Support staff. Purchasing requested bids and awarded the contract for concrete work throughout the county to Trio Contracting. The work on this project was completed under this contract and included fine grading the floor area, supplying and placing 6x6 #10 w.w.f., supplying and placing a 5" concrete floor, and digging and pouring thickened slab areas per plan. There is $19,500 budgeted in the Capital Improvement Projects Budget for this project. 21-1 ITEM 122 STAFF SHIRTS ADMINISTRATION Bids were requested from five companies to provide 124 dozen blue and green 3-button golf -style shirts. Only one company, Graphmark Services of Clarkston, returned a bid. The bid total, $5,600.16, equates to $105.67 per dozen. Last year's cost was $93.00 per dozen. Staff concurs with Purchasing's recommendation to award the bid to Graphmark Services in the amount of $5,600.16. Funds for this purchase are contained in each facility's uniform line item. 22-1 ITEM 123 800 MHZ RADIO SYSTEM ADMINISTRATION Previous presentations to the Commission have indicated the Commission should change its current radio system to the County's new 800 mhz system. This would allow continuity with the Oakland County Sheriff's Department, park deputies, Mounted Division, and other county departments. This 800 mhz system will also allow better communication for field supervision and intrapark communication. It would also provide radio communication throughout the county for staff at Red Oaks, Lyon Oaks, and other areas of the county that we now are unable to communicate from. The only holdback has been the cost of the initial purchase and who should bear that cost. Staff will be making a presentation to the Commission, which will address this issue, along with a recommendation. 23-1 ITEM 024 EXECUTIVE SESSION Staff is requesting an Executive Session to discuss a proposed property acquisition. 24-1 ITEM 125 MANAGER'S REPORT ---RETREAT CHANGE: Due to cancellation by Garland, the retreat has been moved to the Thomas Edison Inn in Port Huron for the same time --April 22 - 24, 1993. Contact Karen if you are not planning to attend; arrangements are being finalized now with the Inn. Also, any topic ideas you would like placed on the retreat agenda should be given to staff as soon as possible. ---Indianwood Golf and Country Club is requesting the use of Orion Oaks for parking during the U.S. Women's Open in July of 1994, similar to what we did in 1989. Indianwood will be paying us $2,000 for the use of the park that weekend and will provide all required insurance and acquire all local permits. ---Manager Richard and Chief of Design Figa will be attending the March 23 Planning and Building Committee meeting to give the general parks presentation and also update the Committee on our grants status.
