November 3. 1993
The meeting and budget review was called to order at 9:10 a.m. by Chairman Pecky
D. Lewis, Jr. in the commission room of the Parks and Recreation Commission's
administration office.

the meeting of October 6, 1993, with the following corrections:
Page 3 - 1, under Public Comments should read: "Oakland County

Page 3 - 4, under Electrical Renovation - Groveland Oaks the motion

Register for the August charges paid in September.

STATEMENT OF OPERATIONS:
The Statement of Operations for the month ending September 30, 1993, was accepted
as filed.
CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE:
The Capital Improvement Projects Budget Update as of September 30, 1993, was
reviewed and discussed as part of the Budget Review Session.
ACTIVITIES REPORT:
The Activities Report for September, 1993, was accepted as filed.
AWARD PRESENTATION_
Staff presented two awards the Commission has recently received: the first from
the Michigan Recreation and Park Association in appreciation for the Parks
Commission's hospitality in hosting the Association's 21st annual Scholarship
Golf Outing on September 16, 1993, which raised $5,000; the second was a
beautification award from the City of Farmington Hills for the landscaping and
maintenance at Glen Oaks Golf Course.
ROSE TOWNSHIP PROPOSED PROPERTY ACQUISITION APPRAISAL FEE PAYMENT REQUEST:
Moved by Mr. Korzon, supported by Mr. Rewold to approve the payment
of the expenditure of $4,000.00 to Fuller Appraisal Services for the
appraisal of the 610-acre site of the Rose Township proposed
property acquisition.

WATERFORD OAKS "FRIDGE" WARMING SHELTER WELL:
Commission suggested staff also consider a back-up system to this requested well.
Moved by Mr. Lozano, supported by Mrs. Fox to award the contract for
the installation of a 6" well at the Waterford Oaks Refrigerated
Toboggan Slide to the low bidder, Jim Layman, in the amount of
$10,210.00.

WATERFORD OAKS WAVE AND SPLASH DOWN POOLS SANITARY CONNECTION:
Moved by Mr. Rewold, supported by Mr. Lozano to amend the contract
with Omilian, Inc., to add the construction of a sanitary connection
for both the wave pool and water slide splash down pools at
Waterford Oaks, including approximately 200 feet of 6" sewer lines,
three manholes, and a connection into the existing 21" sewer line,
in the amount of $9,500.00.

SPRINGFIELD OAKS YOUTH ACTIVITIES CENTER RESOLUTION:
Moved by Mr. Rewold, supported by Mr. G. Kuhn to approve the
following resolution to be forwarded to the Planning and Building
Committee and recommended for approval by the Oakland County Board
of Commissioners:
WHEREAS, an agreement was entered into on April 11, 1972
between the Parks and Recreation Commission and the County of
Oakland for the operation of the Youth Activities Complex at
Springfield Oaks, pursuant to Miscellaneous Resolution 5984; and
WHEREAS, the Agreement was amended on April 29, 1976 by
Resolution 5984 and on August 6, 1987 by Miscellaneous Resolution
87167; and
WHEREAS, the current agreement for operation on the Youth
Activities Complex expires on December 31, 1993; and
WHEREAS, the County of Oakland has provided a subsidy to the
Parks and Recreation Commission to offset a portion of the operating
costs at a net cost to the commission of approximately $843,501.30;
and
WHEREAS, the County is not recommending the continuation of
the current $100,000 per year subsidy from the General Fund; and
WHEREAS, the County is recommending the Parks and Recreation
Commission be given full control over the operation and activities
of the Youth Activities Complex with all associated revenues and
costs.
NOW THEREFORE BE IT RESOLVED, that the Oakland County Board of
Commissioners approves the transfer of the Youth Activities Complex
to the Parks Commission to be operated as a parks facility under
their direction and prescribed policies with no obligations as to
space, staff, or programs; and
BE IT FURTHER RESOLVED, the Parks and Recreation Commission
pursuant to Act 261, Public Acts 1965 shall exercise authority over
the establishment of fees and charges with respect to the Youth
Activities Complex for all users and patron superseding all past
agreements and/or commitments.

MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---Staff has received a report from the Department of Natural Resources with a
preliminary list of grants approved for 1993. We are still on the list for the
grant through the Michigan Natural Resources Trust Fund for the acquisition of
the two additional parcels at Lyon Oaks; however, the nature center addition
through the Recreation Bond Grant Program did not make the list. The list we
received will be reviewed once again for additional cuts, with a final decision
expected in mid -December.
1994 PROPOSED OPERATING BUDGET:
Staff noted that the proposed revenue budget for 1994 is $12,647,000, an increase
of 4% over the proposed budget for'1993. Of this amount, $5,238,071 comes from
fees and charges, and the balance of $7,408,929 will come from the millage and
interest on investments.
The proposed operating budget is $9,682,238, an increase of 2.3% over the 1993
proposed budget.
The remaining balance of the revenues of the revenues, after the $9,682,238 for
operations, is for new operating equipment and capital development. The amount
of $797,525, of which approximately $413,825 is budgeted for revenue -producing
items (i.e., golf carts and boats), is for operating equipment. Estimated new
funds for capital development for 1994 is $2,611,375.
Personnel:
No new full-time positions are being requested for 1994.
Fees and Charges:
Staff reviewed the proposed changes in the fees and charges for 1994. All of the
fees and charges recommended by staff were approved, along with the following
that was not included in the proposed fees:
Annual Motor Vehicle Permit - Senior Rate (62 and over) - $15.00
1994 Proposed Capital Improvement Projects Budget:
The proposed 1994 projects are budgeted at $4,040,719. The budget of $2,611,375
includes funds obligated from the DNR grants.
Manager Richard reviewed the major projects schedule for 1994 at each park.
Commission suggested changing the forecasting of the construction of the golf
course at Lyon Oaks before the golf course at Groveland Oaks.
The Commission was in agreement to approve the budget as presented, with the
noted CIP Budget change and additional fee. In accordance with State law, a
public hearing will be held prior to its formal adoption in December.
The next meeting will be Wednesday, November 17 at 9 a.m.
The meeting was adjourned at 1:50 p.m.

GLEN OAKS CLUBHOUSE EXPANSION
As discussed at the budget work session, staff and members of Oak
Management Corporation have been working on a proposal for the future expansion
of the Glen Oaks clubhouse.
Chairman Lewis and staff have met with Oak Management, and the enclosed
information is a breakdown on this project.
We are estimating a total building expansion cost of approximately $725,000,
with an additional $150, 000, furnished by Oak Management, for internal
improvements.
A presentation on the enclosed information will be made at the meeting.

Glen Oaks has been a historical landmark in Famington Hills for many years
and has served the community with distinct elegance. However, at times it is
necessary to evaluate existing properties so as to maintain their charm.
It is with great anticipation and excitement that we at Oak Management are
once again addressing the further enhancement of one of Oakland County's premier
facilities. As in the past, Oak Management is prepared to assist in the ongoing
effort to meet the expectations of the Parks Commission and the community that

4-H FAIR PROGRAM
At the budget presentation of the Finance Committee, Commissioner Obrecht
requested that the Parks and Recreation Commission pick up full funding of the 4-H
program.
The Finance Committee voted on it and requested that we review it again to see
if this is acceptable.
Jeff Pardee will be making a presentation on this item at the meeting.
Also, enclosed is some general information about 4-H; other information will
be available at the meeting.

PERIMETER FENCING
Bids were received for the perimeter fencing for Lyon Oaks Park. The work
consists of a four -foot field/farm fence including cedar posts, line wire, fabric,
hardware and installation. There is approximately 13,270 linear foot of fencing.
The request for bids contained an alternate for brushing and clearing, as well as
unit prices. The final total cost will be based on actual footage based on the unit
prices.

Staff has reviewed the bids and recommends the contract be awarded to the
low bidder, Nationwide Fence Co., in the amount of $24,668, plus alternate 1 of
$6, 624, for a total contract amount of $31, 292, and a contingency of $3,130, for a
budgeted amount of $34,422. The final price shall be based on the unit costs.
Funds for this project are allocated in the 1994 Capital Improvement Projects
Budget.

URBAN AND RURAL
TREE PLANTING INITIATIVE GRANT
We recently received notification that we have been awarded a grant by the
Small Business Administration in the amount of $14, 670 to be equally matched by
Parks and Recreation. This will supply approximately 240 evergreen, deciduous,
and flowering trees, which are to be supplied and planted by companies that qualify
as a small business.
The trees are to be divided between four separate parks --Lyon Oaks, Grove -
land Oaks, Orion Oaks, and Red Oaks.
Staff recommends accepting this grant and allocating the $14, 670 matching
funds from the 1994 Capital Improvement Projects Budget.

HYDROGEOLOGIC STUDY
SPRINGFIELD OAKS GOLF COURSE
In June of this year, the Department of Natural Resources directed us to
continue the investigation as to the amount of contamination from the removed
underground storage tank at Springfield Oaks Golf Course.
Purchasing has set up a contract with Soil and Materials Engineers to conduct
testing for the entire county, which Parks and Recreation has utilized.
We have been invoiced by Soil and Materials Engineers for $5,495.10 for a
portion of Phase I of testing. Phase I of the testing will be approximately $8,500.00.
So far, Soil and Materials Engineers have defined where the contamination is
located and confirmed it has not spread.
Staff requests Commission approval to pay this invoice.
To keep you updated, the DNR's procedure is to direct us to continue with
Phase II of testing to define the amount of contamination, the depth of contamination,
and to draft a Corrective Action Plan.
Phase II of testing was quoted to us by Soil and Materials Engineers to cost
approximately $17, 000.00. Soil and Materials Engineers will also be conducting these
tests.
From all information we can gather, all but $15,000.00 of these costs of fuel
tank removal will be reimbursed by the State.

MANAGER'S REPORT
--"Fridge" : Another tour of the facility is scheduled after the meeting. If you
have time, please plan on joining us for this tour.
---The upcoming MRPA Winter conference is being held at the Grand Traverse in
Traverse City. Commissioners schedule is set for February 5 and 6, with the
conference concluding on Tuesday, February 7. More information will be made
available to you as we receive it from the MRPA office. Please let Karen Smith know
if you are interested in attending.
---The Red Oaks Golf Dome blew down this past summer and a new one has been
installed. Pictures are available and will be included in the Manager's Report file for
you to see at the meeting.
---Nearly 13,000 (mostly $2 off) coupons were redeemed in the park system this
summer. Of that number, 3,000 came from ads placed in local community recreation
publications. Among other discount coupon programs included the Gold C enter-
tainment Book, new resident information mailings, direct mail to campers, and
cooperative promotions with Hungry Howies, L & L Markets, and Olive Garden
restaurants.
---The next Commission meeting is scheduled for 9 a.m. on Wednesday, December
1 and will be held at the Independence Oaks Nature Center. A public hearing will
also be held that morning for the 1994 Operating Budget, which is expected to be
adopted in the regular meeting.
