ACTIVITIES REPORT:
The Activities Report for February, 1994, was accepted as filed.
1993 AUDIT REPORT:
Moved by Mr. R. Kuhn, supported by Mr. Law to receive the 1993 Audit
Report from Janz & Knight as filed, and to amend the 1993 Operating
Budget to $8,915,156 with the individual amounts for each budget
center to be the same as those shown in the "actual" column of page
11 of the report. This action is in compliance with the Michigan
Uniform Local Budgeting Act and the Commission's By -Laws.

STATE PARKS 75TH ANNIVERSARY CELEBRATION:
The Michigan Department of Natural Resources has requested Commission support of
the State Parks' 75th Anniversary Celebration by donating the use of a showmobile
and two sets of bleachers for their 3-day event on June 3, 4, and 5.
Moved by Mr. Skarritt, supported by Mr. Olsen to waive the fee and
donate the use of a showmobile and two sets of bleachers to the
Michigan Department of Natural Resources for their 3-day State
Parks' 75th Anniversary Celebration on June 3, 4, and 5, 1994.

Chief of Design Joe Figa noted that the Department of Natural Resources notified
staff that the deadline to submit applications to request matching Land and Water
Conservation, Natural Resources Trust, and Recreation Bond funds is April 1.
A public hearing, which is a requirement of the Department of Natural Resources
to qualify for funds, was conducted. Notice of the hearing was advertised in
area newspapers.
Staff recommended the following grant be submitted: Waterford Oaks Acquisition.
This project consists of a proposed acquisition of two parcels adjacent to
Waterford Oaks, one approximately 15 acres and one approximately 3 acres, for a
total of approximately 18 acres.

STATEMENT OF OPERATIONS:
The Statement of Operations for the month ending January 31, 1994, was accepted
as filed.
CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE:
The Capital Improvement Projects Budget Update as of January 31, 1994, was
accepted as filed.

The estimated cost for this acquisition is $230,000 and will be a 75/25 matching
grant with $172,500 coming from the Michigan Natural Resources Trust Fund and
$57,500 from the Oakland County Parks and Recreation Commission.
Staff requested Commission approval of a resolution to submit the grant
application.
Moved by Mrs. Fox, supported by Mr. Skarritt to approve the
following resolution for the submission of a grant application:
WHEREAS, the Oakland County Parks and Recreation Commission
has been notified by the Department of Natural Resources that
application for cost sharing Michigan Natural Resources Trust Fund
may be submitted by April 1, 1994; and
WHEREAS, the Oakland County Parks and Recreation Commission
has identified and established priorities for acquisitions within
the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission
recommends the filing of the following application to the Department
of Natural Resources for a matching grant:
WATERFORD OAKS ACQUISITION
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends submission of the above -said grant
application with the appropriate matching funds to be designated
from the one -quarter mill.

Staff also noted that, after further investigation into the ISTEA grant program,
the Oakland County Parks and Recreation Commission's trail paving project does
not qualify under the intent of the program; therefore, the application for grant
funding will not be submitted.
GROVELAND OAKS PLAY FACILITY:
Moved by Mr. Olsen, supported by Mr. R. Kuhn to award the contract
for the site work for the major play facility at Groveland Oaks,
including excavation and grading of the project site, playing a
drainage system, and installation of concrete walks, ramps, and
minor retaining walls, to the low bidder, Larry Fornari, in the
amount of $38,500, plus a ten percent contingency of $3,850, for a
total budgeted amount of $42,350. Approval of this contract is
contingent upon review and approval by the Michigan Department of
Natural Resources.

GLEN OAKS/SPRINGFIELD OAKS PAVING PROJECTS:
Staff reviewed the proposed paving projects at Glen Oaks and Springfield Oaks.
Commission approval was requested to retain Giffles Webster for engineering
services, including site topo phase, preliminary and final design phases, bidding
phase, contract administration phase, construction layout, and record drawing
phase. Construction inspection will be an added cost.
Commission questioned how the paving project at Glen Oaks is affected by the
proposed clubhouse expansion and the planned golf cart storage, plus the
aesthetics of the parking lot.
Moved by Mrs. Fox, supported by Mr. Law to table the Glen Oaks
paving project.

For Springfield Oaks, Commission directed staff to look into designing a road
that goes around the front entrance, including a drop off area, and then
continues up into the upper parking lot.
Moved by Mr. R. Kuhn, supported by Mr. Law to retain the engineering
firm of Giffles Webster for engineering and surveying services for
the proposed paving project at the Springfield Oaks Activities
Center, in the amount of $17,000, plus 20 percent to incorporate the
road around the front entrance, for a total budgeted amount of
$20,400.

Staff also noted we have been working with the 4-H Fair Board about building an
addition to the Activities Center and incorporating the two offices not in use
there now rather than them moving the previously proposed trailer onto the site.
It would provide better use of the building and be more cost effective to them.
COMMUNITY ASSISTANCE PROGRAM - MOBILE RECREATION:
Moved by Mr. R. Kuhn, supported by Mr. Law to approve the Mobile
Recreation's Community Assistance Program for 1994 in the amount of
$20,000.

COMMISSION/STAFF RETREAT UPDATE!
Chairman Lewis reviewed plans for the Commission/staff retreat scheduled for
April 22-23 and requested commitments from the Commission members to attend.
MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---Letters of invitation will be sent shortly for the May 6 legislators breakfast
meeting at White Lake Oaks. State legislators from Oakland County, county
commissioners, and parks commissioners will be invited to attend.
---Commission concurred to send representatives from the Commission and staff to
attend the 1994 Special Park Districts Forum in Vancouver.
---Manager Richard distributed copies of a letter being sent to the editor of the
Oakland Press in response to an article recently written about "The Fridge."
The next meeting is scheduled for 9 a.m. on Wednesday, April 20, 1994 at Glen
Oaks Golf Course.

The public hearing for the grant application was called to order at 9:25 a.m. by

ADDISON OAKS
WILDLIFE MANAGEMENT REPORT
Introduction
In the mid-1980's, parks operation staff began to observe a significant
population increase of Whitetail Deer, as evidenced by frequent observations, non -
intimidated deer behavior, overbrowsing of a significant cedar swamp, and
overbrowsing of general park vegetation (The regeneration of cedar, lady slippers,
trilliams, etc., are affected) . The ornamental landscaping and flower beds around
the park and conference center were also significantly being damaged, with an
estimate of over $10, 000 worth of damage in 1991 alone.
Addison Oaks also has approximately 100 acres of agricultural land that is
leased to a local farmer for cash crops. Annually, the farmer was experiencing crop
loss ranging between 25 and 30%.
During this period of observation, the Parks Commission and the Michigan
Department of Natural Resources, Wildlife Division, were kept apprised of the
overpopulation problem. In the last 19801s, the DNR established an experimental
block crop damage program in light of nuisance deer populations adversely affecting
many of the agricultural regions of the state. Under the guidelines of this program,
landowners who had agricultural operations taking place on their land could qualify
for permits based on the DNR Wildlife Section's recommendation and verification that
a nuisance Whitetail Deer population existed. The permits were issued to the
landowner at a cost of $3.00 per permit. It is at the landowner's discretion under
the guidelines of the program to issue and process the permits.
On December 4, 1991, the Commission approved a staff plan for a three-year
participation in the DNR Experimental Block Permit and Crop Damage Program based
upon the DNR's projection that between 150 and 200 deer were living in the 794 acres
of Addison Oaks. The recommended population capacity for deer in southeast
Michigan is between 25 and 30 per square mile.
In 1991, due to the lack of implementation time, park staff conducted the first
deer management program with 25 deer harvested. In 1992 and 1993, park staff
implemented a volunteer hunter involvement program that was well received by the
participants, with the following results:

All deer harvested under this program were donated to the Salvation Army in
Pontiac. Safari Club International volunteers transport, process, and provide
delivery of the ground venison to the Salvation Army. The number of pounds of
venison donated per year is listed below:
1991 900 lbs .

At the conclusion of the 1993 deer management control program, park staff and
DNR representatives drew the following conclusions:
1) Whitetail Deer observations are not as frequent.
2) Browsing of park ornamental and flower plantings has decreased
but still very apparent.
3) Overbrowsing of cedar swamp remains constant.
4) Population numbers were still speculative.
To provide greater accuracy of the estimated park deer population, DNR and
park staff conducted an aerial helicopter deer census on Wednesday, February 16;
the results are attached. At that time, 120 individual Whitetail Deer were counted,
with highest concentrations observed in the southeast and northwest quadrants of
the park. Surveying the areas adjacent to the park to a distance of 1 / 2 to 1 mile in
each primary direction, only six deer were observed in an area of Bald Mountain
State Park.
DNR and park staff concluded that:
1) The nuisance deer population at Addison Oaks still exists. It is
recommended that the Commission authorize staff to continue participation in the
DNR Block Permit program for at least another three years.
2) Staff recommends an annual deer census at Addison Oaks and several other
parks with apparent high deer populations ( Independence Oaks and Orion Oaks) .
3) Installation of several exclosures and vegetation study areas at Addison
Oaks and Independence Oaks.
4) That a highly visible deer herd is not desirable in the current operations
philosophy of the park system.
Tim Payne, District Wildlife Biologist, and Julie Parsons, a local DNR Wildlife
Habitat Biologist, have prepared the attached population projection model based
upon two scenarios:
1) If in 1991, the Commission had done nothing with deer management
control.

2) Deer management control with implementation of the DNR Block
Permit program.
Mr. Payne and/or Ms. Parsons will be attending the Commission meeting and
be available to answer questions from Commission members. Park staff will have
available to Commission members the DNR Whitetail Deer nuisance population control
policy statement that outlines seven different control programs from do nothing/
status quo to open hunting. The summary of DNR policy is that the DNR supports
hunting as the most efficient and effective means of implementing a deer management
control program. Additional information regarding nuisance Whitetail Deer
populations will also be available at the meeting.
In 1994, the DNR has expanded its qualification standards for the Block Permit
Program to include damage inflicted on general vegetation and ornamental plantings.
Agricultural damage is no longer the primary criterion.

Glen Oaks, part of our responsibility is to arrange for the relocation of
7 electrical poles, which will come into play with the changing of the #12
fairway.
Detroit Edison has given us a price of $16, 859.20 to relocate these
7 poles and lines. To continue to proceed with this project, staff
recommends Commission authorization to expend $16, 859.20 for this
relocation.
Funds for this work will come from the Capital Improvement
Projects Budget Contingency.

These mowers will replace 8-year old greensmowers that will be sold in the
County auction.
Though close in mechanical specifications, the Bunton mower has only been on
the market for three years, with only one golf course mowing greens with it in the
state. The references that the dealer gave staff to call were not that favorable.
Also, the average price for parts for the Bunton is 1/3 more than for the Jacobsen.
In light of this, and the fact that Oakland County Parks have had 20 years of
excellent service from Jacobsen and have an inventory of Jacobsen parts, staff
recommends the Commission award the bid as specified to W. F. Miller for the three
Jacobsen mowers in the amount of $37,416.00.
There is $42, 000 budgeted for these three mowers in the 1994 Operating
Equipment Budget.

These projects will consist of expanding the parking lot and capping the
existing lot at Red Oaks; and additional cart paths, patching and capping old paths,

At White Lake, there were three separate items: 1) cart paths; 2) maintenance
building drive; and 3) cap parking lot.
Staff recommends splitting the bid and awarding the Red Oaks project to the
low bidder, Asphalt Specialists, for $19,150; and awarding the Springfield and White
Lake Oaks projects to the low bidder, Allied Construction, for $33, 743 .
There is $25,000 budgeted for Red Oaks, $11,074 for Springfield, and $32,020
for White Lake Oaks in the 1994 Capital Improvements Projects Budget for these
projects.

IN -LINE SKATES
MOBILE RECREATION
Bids were requested for the purchase of 60 pair of in -line skates
for the Mobile Recreation program. These in -line skates will be
used on one of the two skate mobiles, creating a new mobile unit
for the program.
The new mobile unit will have 80 pair of in -line skates and
safety equipment. We will continue to have 100 pair of
rollerskates and scooters on the unit.
The in -line skates will be an addition to the 20 pair on the
unit, they will also replace rollerskates that are in poor
condition and others will be used to replace skates on the
existing skate mobile.
Staff feel that the additional in -line skates will increase the
number of units rented and will meet the demands of our
customers.
Over the past five years the skate mobiles have made 703 visits
with 115,501 participants. The units go to community parks, day
care centers, fairs, special events and are part of many Oakland
County Parks and Recreation Commission events and programs.

PEDALBOATS
ADDISON OAKS AND GROVELAND OAKS
Parks operations staff have operated a boat rental concession for nearly 20
years. One of the most popular elements of the rental program is the pedalboats.
Staff is requesting the purchase of 14 each 4-passenger pedalboats for
Groveland Oaks and 4 each 2-passenger boats and 2 each 4-passenger boats for
Addison Oaks. These units will be replacing and/or supplementing our current
rental fleet. Eight (8) 2-passenger pedalboats from Groveland Oaks will be split
equally between Independence Oaks and Addison Oaks, and four (4) 8-year old boats
will go in the spring auction ($100 - $300 value) .
Each pedalboat generates approximately $400 per year in rental revenue. The
payback period is approximately 2 - 3 years. The life expectancy of a rental
pedalboat is 5 - 8 years. The most recent purchase prices of similar pedalboats:

ROOF REPAIR
INDEPENDENCE OAKS
Several of the original design park buildings at Independence Oaks are
constructed of slab limestone with flat roofs. These flat roofs have been a major
maintenance concern, due to the periodic failure of adhesives/caulks, general
leaching of the stone, and poor roof drainage.
In 1989, a roofing contractor installed a rubberized roof on the Pine Grove
Picnic Shelter, which has eliminated the roof problems at that facility.
The Beach Concession and the Lakeview Picnic Shelter are built into the side
of the hill and have rooftop access. Staffs original request was for a rubberized
roof. Based upon roofing specifications for a US Intec Modified Bitumen Roof as bid
and amended by the low bidder, Energy Shield, Inc. of Pontiac, that will withstand
foot traffic and has a ten-year warranty.
Staff has received approval from Purchasing that the amendment to the
alternate bid of an additional $4,500 to install a built-up insulated roofing system for
the Beach Concession building is acceptable, since the new total is still less than the
original second low bid total. The Beach Concession building is heated for winter
operations as the ski rental and warming area.

WELL DRILLING
INDEPENDENCE OAKS
Park staff requested bids for the installation of a 5" PVC well, approximately
200 feet deep, to be located at the Independence Oaks Boathouse area.
The original 4" steel casing well was installed in 1976. This well provides the
water supply for the Beach Concession and Boathouse (added in 1977) facilities.
Due to the increase in demand for water for the Boathouse, Beach Cove Shelter, and
the Beach Concession, the current well, on frequent basis in recent years, has
failed.
Staff recommends the installation of this well, with valve controls to the
existing system, so that in the event of a pump failure, the other well can support
the water supply without interruption.
The bid summary for this contract is as follows:

WHITE LAKE OAKS
ENTRANCE AND PARKING AREA LANDSCAPING
Bids were received on March 29 for the new north entrance drive and parking
lot landscaping and site work.
This project consists of planting a variety of deciduous and evergreen trees,
shrubs, groundcover, and perennials in the newly created drop-off drive area at the
clubhouse. It includes creating berms, placing fill, sod, small boulders, mulch,
areas of cobblestone, and edging.
The alternate is work to be performed around the newly paved north parking
lot. It includes finish grading, top dressing and seeding of the disturbed turf areas
around the parking lot perimeter; the planting of deciduous trees within the islands;
and creating a berm along the south side which will be planted with trees to control
drainage flow into a swale.

TREE PLANTING BIDS
Attached are bids for a tree planting project explained at the
November 17, 1993 Commission meeting; the project was bid out this
spring.
Due to the timing of the Commission meetings, staff contacted the
Chairman to award the contracts; the Chairman concurred with staff s
recommendation, since it was within our budget and met the
contractors' schedules for planting.
Staff is requesting formal authorization as noted.

TREE PLANTING BIDS
(GROVELAND OAKS, LYON OAKS, ORION OAKS, RED OAKS)
At their November 17, 1993 commission meeting, the Oakland County Parks and
Recreation Commission voted to accept the Urban and Rural Tree Planting Initiative
Grant from the Small Business Administration (SBA) for the purchase and
installation of trees within our parks. The goal of this grant is to provide many
small contractors the opportunity to bid on this work.
In order to meet this intent, staff selected four parks (Groveland, Lyon, Orion, and
Red Oaks) to receive trees. Each park was presented as a separate project to allow
for four separate bids.
The work consists of evergreen, large deciduous, and small flowering trees to be
planted along park perimeters and adjacent to local roads. We also allowed alternates
for park -grade trees; these trees would have minor defects but would be adequate
for general plantings where you need trees in mass to provide buffer plantings.
Bids were received on March 28, 1994 and are attached.
We would like to award the contracts as follows:
1. Red Oaks - we recommend awarding the contract to C & H Landscaping in the
amount of $5,875. We would not recommend using park -grade, as this area is
has very close public use and viewing.
2. Groveland Oaks - we recommend not going with park -grade trees, as this park
has development and the area will also be viewed at a closer range. We
therefore recommend awarding the contract to the low base bidder, Lowrie's
Landscaping, in the amount of $7,050.
3. Lyon Oaks - this park is undeveloped and the area that has been selected for
planting will be a buffer area and not viewed closely. Therefore we recom-
mend using park -grade trees and awarding the contract to the low bidder for
park -grade trees, Lowrie's Landscaping, in the amount of $8,160.
4. Orion Oaks - this park also is undeveloped, the area selected allows for
buffering and will not be closely viewed. We recommend using park -grade
trees and awarding to the low bidder for park -grade, Olson Landscaping, in
the amount of $6, 277.50.
The total amount of the four contracts is $27,362.50. The SBA grant is a 50/50 grant
in the amount of $14, 670. With matching funds from the 1994 Capital Improvements
Projects Budget of the Oakland County Parks and Recreation Commission, the total
funding for the project is $29,340; allowing a contingency of $1,977.50.
The bidders are very concerned that the contracts be awarded as soon as possible
so they will be able to order the quantities and plant them at the appropriate time,
before they begin leafing out. This bid was processed and scheduled to be on the
regularly scheduled April 6th commission meeting. Because the meeting was
cancelled, staff is recommending approval of this bid as soon as possible to avoid
major planting problems.

WHEREAS, the Michigan State University Extension - 4-H Youth Program
promotes and provides positive human growth experiences instilling confidence and self-
esteem in Oakland County youth; and,
WHEREAS, the Oakland County 4-H youth program promotes family and
community values by learning and sharing knowledge and skills with brothers, sisters,
neighbors, and friends; and,
WHEREAS, 4-H affords Oakland County youth the opportunity to explore and gain
new knowledge and experiences from 14,000 learning -by -doing projects ranging from dog
obedience to international cultural diversity; and,
WHEREAS, over 11-00 4-H leaders volunteer their time in planning, coaching,
supporting, encouraging, associates and youth in their participation in learning -by -doing

WHEREAS, the origin and foundation for 4-H comes from the Federal Extension
System; through state Land -Grant Universities (Michigan State University); and to
counties (Oakland); and,
WHEREAS, an Oakland County appropriation of $1.00 leverages,an additional
$3.72 of care and nurturing from volunteer investment in building human capacity; and,

WHEREAS, Oakland County continues to strive to achieve greatest efficiency in
service delivery and is exploring organizational arrangements that will maintain or amplify
public service,
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners create a Blue Ribbon Committee consisting of the following: County
Executive - 2 representatives; Board of Commissioners - 2 representatives; MSU
Extension - Oakland County - 2 staff representatives; Parks& Recreation Commission
2 representatives; and 4-H Leaders - 2 representatives; who will 1) review the virtues
and organization of the MSU Extension 4-H youth program in the County; and, 2)
recommend future organization and funding arrangements that will increase service and
benefits to the public.
Chairperson, on behalf of the Public Services Committee, I move the adoption of
the foregoing resolution.

MANAGER'S REPORT
---RETREAT: After much discussion with members of the Commission and the
Chairman, it looks like the two-day retreat will not happen this spring. Instead, we
are planning a work session day on May 18, the regular Commission meeting day, at
White Lake Oaks.
This will be reviewed at the meeting; a commitment must be made at that time.
---The Oakland Parks Foundation's Annual Meeting is scheduled for Wednesday, May
4, at Addison Oaks. That is the same day as our Commission meeting, so I am
recommending that we hold our Commission meeting at 4 p.m. at the Conference
Center. We should be done by 6 p.m. in time for the Foundation's meeting, to which
you are all invited to stay and attend.
---As of April 14, 15 people have RSVP'd to attend the breakfast meeting with the
legislators and commissioners at White Lake Oaks on Friday, May 6. I hope that all
of you can attend.
---This past year the Christmas Tree Recycling Program hit a new high. Attached
is a breakdown for your information.
---Also attached is a winter revenue comparison for Independence Oaks for the years
1987 through 1994 for your review and information.
