Adjourn. - OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING January 5, 1994 The meeting was called to order at 9:15 a.m. by Chairman Pecky D. Lewis, Jr. in the commission room of the Parks and Recreation Commission's administration office. COMMISSION MEMBERS PRESENT: Chairman Pecky D. Lewis, Jr., Richard D. Oakland Press Tracy Ward, Reporter APPROVAL OF MINUTES: Moved by Mr. Olsen, supported by Mr. Rewold to approve the minutes of the meeting of December 1, 1993, and the Public Hearing of December 1, 1993, as written. AYES: R. Kuhn, Law, Lewis, Lozano, Olsen, Rewold (6) NAYS: (0) Motion carried on a voice vote. PUBLIC COMMENTS: There were no questions asked, nor comments made, by the public. APPROVAL OF PAYMENTS: Moved by Mr. Rewold, supported by Mr. R. Kuhn to approve the payment of Vouchers 11-301 and 12-1 through 12-264, and the Inter- departmental Payment Register for the October charges paid in November. ROLL CALL VOTE: AYES: R. STATEMENT OF OPERATIONS: The Statement of Operations as of November 30, 1993, was accepted as filed. 3 - 1 (Commission Meeting, January 5, 1994) CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE: The Capital Improvement Projects Budget Update as of November 30, 1993, was accepted as filed. ACTIVITIES REPORT: Commissioner Olsen suggested staff consider a separate fee for the guaranteed tee times we provide at Springfield Oaks Golf Course. The Activities Report for November, 1993, as accepted as filed. ELECTION OF OFFICERS: Chairman Lewis requested Commissioner Olsen to assume the position of Temporary Chairman for the purpose of electing new officers for 1994. Commissioner Olsen assumed the Chair and opened nominations. Moved by Mr. Rewold, supported by Mr. Law to nominate the current slate of Pecky D. Lewis, Jr. as Chairman, Jean Fox as Vice Chairman, and Richard Kuhn, Jr., as Secretary of the Oakland County Parks and Recreation Commission for 1994. AYES: R. Kuhn, Law, Lewis, Lozano, Olsen, Rewold (6) NAYS: (0) Motion carried on a voice vote. Moved by Mr. Rewold, supported by Mr. Law the close the nominations and elect the nominees by a unanimous vote. AYES: R. Kuhn, Law, Lewis, Lozano, Olsen, Rewold (6) NAYS: (0) Motion carried on a voice vote. The Commission congratulated the new officers. Kuhn, supported by Mr. Law to award the bid for the purchase of 121 each 4-wheel electric golf cars and 14 each 4-wheel gas golf cars for the golf courses, including trade in of 119 electric cars and 12 gas cars, to the low bidder, Club Car, in the total amount of $250,445.00. ROLL CALL VOTE: AYES: Law, Lewis, Lozano, Olsen, Rewold, R. Kuhn (6) NAYS: (0) A sufficient majority having voted, the motion carried. GOLF COURSE IMPROVEMENTS - GLEN OAKS GOLF COURSE: Moved by Mr. Rewold, supported by Mr. Law to award the contract for the golf course improvements at Glen Oaks, including rebuilding 4 new tees, building a new fairway for #12 hole, constructing 2 ponds, and installing irrigation as needed, to the low bidder, Kevin Aldridge, in the amount of $151,966.00, plus a ten percent contin- gency of $15,196.00, for a total budgeted cost of $167,162.00. 3 - 2 (Commission Meeting, January 5, 1994) ROLL CALL VOTE: AYES: Lewis, Lozano, Olsen, Rewold, R. Kuhn, Law (6) NAYS: (0) A sufficient majority having voted, the motion carried. GLEN OAKS PAVING REQUEST: Chief of Design and Development Joe Figa reviewed information from the City of Farmington Hills regarding plans to pave Greening Road, which is on the west boundary of Glen Oaks Golf Course. Commission directed staff to inform residents that we have no real need for this road to be paved, but will, in good faith, work with them in their effort to have this road paved. MARKETING COMMUNICATIONS CONSULTANTS: Moved by Mr. Olsen, supported by Mr. Lozano to award the contract for the marketing communications consultants for the Parks Commission for the calendar year 1994 to BBD & 0 in the amount of $2,400.00 per month. AYES: R. Kuhn, Law, Lewis, Lozano, Olsen, Rewold (6) NAYS: (0) Motion carried on a voice vote. PARK DEVELOPMENT ROAD - WATERFORD OAKS: Moved by Mr. Rewold, supported by Mr. Olsen to approve the expenditure of $20,632.47 to U.S. Sand and Stone for the purchase of road gravel and crushed stone for the construction of a multi- purpose road for the park development project at Waterford Oaks. AYES: R. Kuhn, Law, Lewis, Lozano, Olsen, Rewold (6) NAYS: (0) Motion carried on a voice vote. MANAGER'S REPORT: The Manager's Report was as filed in the agenda. NEW BUSINESS: Commissioners Law and Olsen commented that this was the last meeting for Mr. Korzon to serve on the board; they expressed their disappointment that he was not re -appointed, and thanked him for his contribution to the Parks. Commissioner Olsen also noted that Mr. Lozano will not be serving on the board this year, but enjoyed working with him and thanked him for his contribution. EXECUTIVE SESSION Moved by Mr. Rewold, supported by Mr. Law to adjourn the meeting to Executive Session to discuss a proposed land acquisition. AYES: R. Kuhn, Law, Lewis, Lozano, Olsen, Rewold (6) NAYS: (0) Motion carried on a voice vote. 3 - 3 (Cpmmission Meeting, January 5, 1994) Meeting was adjourned to Executive Session at 10:21 a.m. and was not re -convened. The next step will be to establish a network of teams throughout the parks system to deliver continuous rapid improvements in: * Performance (organizational and personnel capabilities) * Productivity (quality, quantity, speed, cost -saving) * Service (to both internal and external customers) Field staff also needs assistance and training in goal setting and measurement . We have interviewed HR Pros, a firm which specializes in matching human resource specialists with various organizations. HR Pros will custom design a program for Oakland County Parks. This is a very results -oriented program that has been very successful with similar groups such as shopping center service employees. The Excellence Network focuses on: * Customer satisfaction and "partnership" * Shared leadership, empowerment, and teamwork * Continuous improvement and adaptability to change * Practical, fast simple, cost -saving approaches * Outstanding performance, accountability, and results Cost of the seven -month program, in which every employee will participate at some level, is $9,500 (approximately $120 per employee.) We will also be talking with at least two similar firms to provide cost quotes. Funds for this training and development program will come from the contingency budget. Staff is asking for your approval to proceed with this training program and the expenditure. ITEM #7 APPRAISAL REPORT The following is a summary appraisal report from Industrial Appraisal Company on the Parks Commission's properties as of August 25, 1993. This report has been forwarded to Risk Management for their review and subsequent evaluation for the purpose of determining insurance charges. As indicated in the report, the total sound value of Commission properties is $19,093,962, with contents equaling $2,845,590. Insurance rates have been previously based on a sound value of $21,775,430. 1994. Ralph 14-5 1993 ANNUAL REPORT Public Communications Training and Development -- An increased emphasis was placed on customer service and expectations at orientation sessions for parks and recreation seasonal staff. Public communications conducted on -site follow-up interviews to measure and evaluate information retention. Employees also had the opportunity to make suggestions for improvement of their jobs. Pocket fact cards and a "Guide to. the Oakland County Parks" notebook was developed to provide additional staff support on site. Scooter Park Ambassador -- With increased participation from parks system staff, the Scooter on -site customer service program operated at a near -complete weekend coverage throughout the summer season. Scooters provided information, assistance, and promotional items to park visitors. Brochures -- New this year was a color environmental practices brochure showcasing park system efforts to preserve open space and protect natural resources. A completely updated and revised Discover Oakland County Parks and Recreation brochure was created in a colorful, quick -reference, fold -out format. A year -long calendar of events was developed for better public awareness and participation in events and services. Team 2000 -- Approximately 20 employees representing all areas of the parks system participated in monthly work sessions to explore better methods of serving the public and anticipating their needs. The program will be expanded in 1994 with a new direction focusing on skill -building and goal -setting. Marketing "The Fridge" -- A name, logo, fact card with coupon, promotional items, and plans for grand opening festivities were developed for the new refrigerated toboggan run at Waterford Oaks. World Class BMX -- Information, including a promotional booklet and other materials, were produced to help secure the 1994 World Championship of BMX. An official logo was created. A promotional video was written and produced to promote sponsorship for the event. Video/Audiovisual-- Public service announcement production for cable and commercial television was stepped up with 30 and 60 second psa's on Christmas tree recycling and cross country skiing. A "July is Recreation and Parks Month" TV spot won the NRPA Great Lakes Region PSA Award. Public communications staff researched, wrote, and produced the slide -to -video presentation which made the parks system a finalist for the 1993 NRPA Gold Medal Award, the highest honor in parks and recreation. Coupons/Direct Mail -- A record 13, 000 discount coupons were redeemed at the parks and wave pools this summer. The mailings to new homeowners reached 25,500 residences. The Marketplace coupon program for Addison Oaks was continued as well as the direct mail campaign to current campers. Desktop Publishing System -- New computer typesetting and graphics equipment will make production of newsletters, flyers, and publications faster, more efficient and 41 less costly for the entire parks department. Credit Where Due-- Several full-time and part-time employees were nominated by park visitors for providing exceptional service. The employees who were recognized received various gifts such as dinner and movie certificates provided by Oakland County businesses. 14-6
