"EXCELLENCE NETWORK"
STAFF TRAINING AND DEVELOPMENT
The parks and recreation system staff has completed one year of "Team 2000,"
a group focusing on continually improving customer service.
The next step will be to establish a network of teams throughout the parks
system to deliver continuous rapid improvements in:
* Performance (organizational and personnel capabilities)
* Productivity (quality, quantity, speed, cost -saving)
* Service (to both internal and external customers)
Field staff also needs assistance and training in goal setting and measurement .
We have interviewed HR Pros, a firm which specializes in matching human
resource specialists with various organizations. HR Pros will custom design a
program for Oakland County Parks.
This is a very results -oriented program that has been very successful with
similar groups such as shopping center service employees.
The Excellence Network focuses on:
* Customer satisfaction and "partnership"
* Shared leadership, empowerment, and teamwork
* Continuous improvement and adaptability to change
* Practical, fast simple, cost -saving approaches
* Outstanding performance, accountability, and results
Cost of the seven -month program, in which every employee will participate at
some level, is $9,500 (approximately $120 per employee.)
We will also be talking with at least two similar firms to provide cost quotes.
Funds for this training and development program will come from the
contingency budget.
Staff is asking for your approval to proceed with this training program and
the expenditure.

CARTER AND ASSOCIATES PROPOSAL
Attached is a letter from Fred Carter of Carter and Associates,
who indicates his interest in operating our entire seasonal employee
program.
Staff will be reviewing this proposal for the future. However, for
1994, staff will continue with our present system, which has been
successful for us for the past 28 years.

Ref: Proposal to Privatize by Carter and Associates.
Dear Mr. Richard,
I trust you have received the 1994 proposal to privately operate your
seasonal rescue service.
After completing an analysis of the costs of hiring, training, orientating,
staffing and equiping then adding all of the departments miscellaneous insurance,
taxes, middle management, supervision, travel and secretarial costs, it will
become clearly evident that the county could save monies that could be used
to improve or expand the facilities.
Carter and Associates hopes to expand this program in future years to
include ;:all seasonal employees thus relieving the parks department of all
the burdens associated with seasonal employees. This would allow you to
reassess your full-time staffing needs and focus on developing better facilities.
Please contact me so that we might be able to discuss this exciting
proposal for the county.
Sincerely,
Frederick S. Carter

These score cards will be distributed equally between the three golf courses

Purchasing has informed us that score cards are somewhat of a specialty
printing item, and many of the regular local printers do not feel they can compete
with the score card printers.
Staff recommends awarding the bid to the low bidder, Golf Associates, for
$6,000.00.
Funds for this purchase are available in the Office Supplies line item for each

RE: Annual Report
As you know from the Supervisors Meeting, we will publish the very first Oakland
County Parks Annual Report this year. We often have requests for detailed
information, particularly from businesses and potential sponsors, as well as political
contacts and county officials.
Our annual report will focus on major accomplishments and their service or financial
value to the entire park system, plus basic budget and attendance information.
We don't want to produce a thick book no one will read. Rather, the report will
contain concise information in an easy -to -read format.
Topics to be included, along with staff assignments, are as follows:

attendance, new projects and/or facilities,
improvements, successes, new customer service

We expect the Annual Report to be an invaluable resource for internal reference,
media contacts and information sharing with other agencies. In addition, it will
provide a historical record of accomplishments.
Your help is needed in providing information for the Annual Report. We are not
looking for a 20-page report. One page maximum is plenty. Jan has provided a
sample format (attached) for you to follow. Remember to focus on things that were
new, different, and/or accomplishments for your area during 1993, and how these
things benefitted the park system and/or your area. If you have any questions or
would like to review sample annual reports, call Jan or Mary Zednik at the office.
Please submit your reports to Mary Zednik no later than Friday, Feb. 4, 1994.
Thank you!
Ralph
