The meeting was called to order at 9:10 a.m. by Vice Chairman Jean Fox in the
commission room of the Parks and Recreation Commission's administration office.

HYDROGEOLOGIC STUDY - WHITE LAKE AND SPRINGFIELD OAKS:
Moved by Mr. Law, supported by Mr. Rewold to approve the expenditure
of $11,600 to Soil and Material Engineers for the hydrogeologic
studies at White Lake Oaks, and to authorize Soil and Material
Engineers to proceed with Phase II of the hydrogeologic studies at
Springfield Oaks.

SANITARY PUMP STATION REPAIR - ADDISON OAKS CONFERENCE CENTER:
Moved by Mr. Rewold, supported by Mr. Skarritt to approve the
expenditure of $14,200 for repairs/replacement of two submersible
sewage pumps for the Addison Oaks Conference Center pump station to
Hydrodynamics, Inc. Funds will be transferred from the Operating
Budget contingency to the sewage expense line item of the Conference
Center.

In addition to the Manager's Report filed in the agenda, the following was noted:
---Parks and Oakland County Commissioners have been invited to a special "opening
night" at The Fridge on Thursday, February 24, from 6:30 to 7:30 p.m.
---Staff noted that funds are available through the ISTEA (Intermodal Surface
Transportation Efficiency Act of 1991) grant program for paving projects and
requested Commission approval to apply for a grant.

As you may be aware, 1994 is the 75th Anniversary of Michigan State Parks. To
commemorate this milestone, we have planned special events at various state parks in all parts
of Michigan.
Pontiac Lake Recreation Area will be the site of a major 75th celebration. The Friends of
Pontiac Lake Recreation Area are sponsoring this celebration in conjunction with various other
groups such as Pontiac Lake Trail Riders Association, Boy and Girl Scouts, Pontiac Lake
Chapter of the Michigan Mountain Bike Association, and Outdoors Forever. These groups,
along with park staff, will be demonstrating various outdoor activities particular to their area
of interest. We expect approximately ten thousand people to attend this three-day event on
June 3, 4 and 5.
To help insure the success of this event, I am seeking the use of two sets of Oakland County
Parks bleachers and one show unit. The show unit will provide a stage area for
demonstrations, presentations and programs. The bleachers will be used to seat visitors
viewing various activities. To allay any fears you may have about liability, be advised that the
State of Michigan is self insured.
I would also like to invite you to bring in one or two of your recreational units. These units
can be used to promote Oakland County Parks in a manner as you see fit.

WELLS CARGO - EXPRESS WAGONS
MOBILE RECREATION
Bids were requested for the purchase of three 20' express
wagons for the Mobile Recreation program. These trailers will
replace the two skate mobiles and sport mobile trailer.
Trailers are built with a steel frame construction from top
to bottom, have pre -finished aluminum exterior and all -steel
frame, including wall studs and roof bows. They will have a
three-year warranty.
The trailers will be used to house the needed equipment for
the skate mobiles and sport mobile. The equipment storage bins
and cabinets will be taken out of existing trailers and put into
new trailers. These units will be used as rentals and at Oakland
County Parks and Recreation Commission special events.
The trailers we are requesting to replace have been in
service since 1974. Over the years the trailers have been re-
sided twice, walls reinforced, springs replaced, and frame
reinforced. The siding is again in need of replacement, and the
frames on all three trailers are showing stress cracks.
Staff feels that replacement will be the most cost effective
and should last another 20 years. The old trailers used for
storage for the BMX Worlds race and then sold in the Fall 1994
auction. Proceeds from the sale are expected to be $500 to
$1,000 for each trailer.
Over the past 5 years the skate mobile have made 703 visits
with 115,501 participants, and the sport mobile has gone out 471
times with over 91,352 participants. Both units go to Community
parks, day care centers, fairs, special events, and are part of
many Oakland County Parks and Recreation Commission events and
programs.
Staff received bids from the following manufacturers:

Staff concurs with Purchasing's recommendation to award this
bid to the low bidder, Utility Trailer Sales, in the amount of
$14,700 for the two skate mobiles and $7,642 for the sport
mobile. Total amount for all three trailers will be $22,342.
