Adjourn. f1cl' OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING November 2, 1994 The meeting was called to order at 9:08 a.m. by Chairman Pecky D. Lewis, Jr. in the commission room of the Parks and Recreation Commission's administration office. COMMISSION MEMBERS PRESENT: Chairman Pecky D. Lewis, Jr., Vice Chairman Jean Fox, Ruth Johnson, George Kuhn, Thomas Law, L. Brooks Patterson, Richard Skarritt, Richard Vogt COMMISSION MEMBERS ABSENT: Secretary Richard D. Kuhn to approve the minutes of the meeting of October 19, 1994, with the following changes: Page 3 - 1, Under Approval of Payments, add the following phrase to the motion: "and Vouchers 10-1 through 10-159;" Page 3 -3, Before the paragraph beginning, "Commission questioned a purchasing policy point...", add the following heading -- BACKHOE ATTACHMENT - SPRINGFIELD OAKS GOLF COURSE. Kuhn, Law, Lewis, Patterson, Skarritt (7 ) NAYS: (0) Motion carried on a voice vote. 3 - 1 (Commission Meeting, November 2, 1994) PUBLIC COMMENTS: There were no questions asked, nor comments made, by the public. APPROVAL OF PAYMENTS: Moved by Mrs. Fox, supported by Mr. Patterson to approve the payment of Vouchers 10-160 through 10-311; plus the Transfer Voucher Register for the Third Quarter Charges, and the Oak Management Credits for the Third Quarter. ROLL CALL VOTE: AYES: Fox, Johnson, G. Kuhn, Law, Lewis, Patterson, Skarritt (7) NAYS: (0) A sufficient majority having voted, the motion carried. STATEMENT OF OPERATIONS: The Statement of Operations for the month ending September 30, 1994, was accepted as filed. CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE: The Capital Improvement Projects Budget Update as of September 30, 1994, was accepted as filed. GYPSY MOTH SUPPRESSION PROGRAM: Carol Lenchek, Coordinator for the Oakland County Gypsy Moth Suppression Program, reviewed the program including costs, environmental effect, and goals with the Commission. Commission concurred with the recommendation to assess the situation in the parks, doing as much field work as possible, then to decide on whether or not to spray if the acreage qualifies. PROPOSED PROPERTY ACQUISITION: Manager Richard noted that a 30-acre parcel of vacant land in Southfield is being proposed for Commission consideration for acquisition. The parcel is on Ten Mile and Inkster fronting on Ten Mile; the property also includes frontage on Carpenter Lake. Southfield Parks and Recreation has had two grants approved for this acquisition, but have been unable to work out an offer with the developer. Commissioner Law spoke to people interested in keeping this land green space and told them he did not believe the Commission had funds available for this purchase . 3 - 2 (Commission Meeting, November 2, 1994) The groups concurred that, if the Commission can get a 75 / 25 matching grant approved for this acquisition, they would be willing to donate the remaining cost of the purchase. Manager Richard also noted that there is a 14-acre horse farm adjacent to this parcel that may be available for future acquisition. Commission felt this might be a good opportunity to provide another park for the residents in south Oakland County, but expressed concerns about duplicating local parks departments' efforts. Commission concurred to have an appraisal completed on the property; at that time they will decide whether or not it will be worthwhile to direct staff to conduct a feasibility study. Moved by Mr. Patterson, supported by Mr. G . Kuhn to approve an appraisal be done on the 30-acre parcel of vacant land on Ten Mile Road and Inkster in Southfield adjacent to Carpenter Lake. ROLL CALL VOTE: AYES: Johnson, G. Kuhn, Law, Lewis, Patterson, Skarritt, Vogt, Fox (8) NAYS: (0) A sufficient majority having voted, the motion carried. AMENDMENT TO THE 1994 OPERATING BUDGET: Staff requested Commission approval to transfer $56, 816 from the 1994 Operating Budget Contingency to the Waterford Oaks BMX Expense Budget. This transfer is required in accordance with the Commission's 1994 General Appropriations Act, which incorporates the Uniform Local Budgeting Act, and will cover additional expenses to Waterford Oaks BMX for the World BMX Championships including grounds maintenance, miscellaneous expenses, special events, housekeeping supplies, supplies, and small tools. Staff noted that revenues were also proportionately higher than budgeted. Moved by Mr. Skarritt, supported by Mr. Vogt to approve the transfer of $56,816 from the 1994 Operating Budget Contingency to the Water- ford Oaks BMX Expense Budget in accordance with the Commission's 1994 General Appropriations Act, which incorporates the Uniform Local Budget Act; the proposed new budget for Waterford Oaks BMX will be $256,944. ROLL CALL VOTE: AYES: Lewis, Patterson, Skarritt, Vogt, Fox, Johnson (6) NAYS: (0) A sufficient majority having voted, the motion carried. 3 - 3 (Commission Meeting, November 2, 1994) INTERCOM SYSTEM - WATERFORD OAKS TOBOGGAN RUN: Moved by Ms. Johnson, supported by Mrs. Fox to award the purchase of equipment for an intercom PA system for the Waterford Oaks Toboggan Run to the low bidder, Sound Engineer, in the amount of $7,108.99. AYES: Fox, Johnson, G . Kuhn, Lewis, Patterson, Skarritt, Vogt (7 ) NAYS: (0) Motion carried on a voice vote. BACKHOE ATTACHMENT - SPRINGFIELD OAKS GOLF COURSE: Commission concurred to postpone a decision on the purchase of the backhoe attachment for the Springfield Oaks Golf Course until after the Board of Commissioners has had an opportunity to address a proposed purchasing policy change on the subject of preference. OAKLAND PARKS FOUNDATION: Manager Richard and Chairman Lewis reviewed the current status of the Oakland Parks Foundation, noting they are struggling to draw strong leadership to the board and finding a focus for the future direction. Recommendations were presented to the Parks Commission at the September 21 meeting; those were reviewed and addressed. After discussion, staff was directed to meet with the President of the Foundation with the following: 1. The Parks Commission feels the Foundation should continue to focus their efforts for the benefit of the Oakland County Parks. 2. Commission members will suggest names for potential Foundation board members. 3. Not recommending the Parks Commission pick up or share in the cost of the Foundation's executive director. 4. Suggest the Foundation consider a three -person executive board -- the president, the treasurer, and the chairman of the Oakland County Parks and Recreation Commission. MANAGER'S REPORT: In addition to the Manager's Report filed in the agenda, the following was noted: ---A revised copy of the Manager's Message for the 1995 Operating Budget was distributed. Staff reviewed the changes including a change in the Contingency to = cover the proposed cost of salary raises. Also noted was a proposed classification change for the Manager -Parks and Recreation position to Director. 3 - 4 (Commission Meeting, November 2, 1994) ---Employees from EDS recently worked with staff from Independence: Oaks at a clean-up day. The next Commission Meeting will be at 9 a.m. on Wednesday, December 7, at the administration office. Richard D . That same day the Personnel Committee addressed this issue and requested, along with Larry Crake the Chairman of the Board of Commissioners, the Parks and Recreation Commission formally act to approve the County Executive's recommendation as follows Retitle the Manager of Parks and Recreation to Director of Parks and Recreation, exclude the class from Merit System coverage under Merit System Rule 1.1.2.3 and increase the salary range to the same salary range as the Director of Central Services effective December 24, 1994. Manager Richard has spoken to the township supervisor and treasurer; they are aware of the project status and are excited about this purchase being finalized. The cost of this parcel is $800, 000, of which $542, 500 is reimbursable through our grant; the balance will come from park funds. Staff will be available to answer any questions you may have. 8-1 ITEM #9 CATWALK MATERIAL PAYMENT APPROVAL WATERFORD OAKS FRIDGE Staff is requesting payment for the material purchased for the installation of the catwalk between the flumes of the refrigerated toboggan run at Waterford Oaks. This catwalk is necessary to provide staff accessibility to the full length of the flumes. The materials were purchased at Erb Lumber under the county's blanket order at a total of $10,500.16. This was a planned expense by staff for this project to be completed this fall. Quotations are being taken to hire an appraisal for this property. 10-1 County otticials consider buying land for new park BY JACKm Kum STAFF WRITER Oakland County Parks and Recreation officials are consider- ing buying the Carpenter Lake site - 44 acres of water, nature preserve and farm property in Southfield — to build a park for residents in the southeastern county. The Oakland County Parks and Recreation Commission unani- mously voted Wednesday to re- tain an appraiser to determine the fair market value of the 30-acre Carpenter Lake property and an adjoining 14 acres south of 10 Mile near Inkster Road. If the price is right, the county could apply to the Michigan De- partment of Natural Resources for a grant paying 75 percent of the cost. The deadline for funding appli- cations is April 15,1995. James Clarkson and Judith Wiser, co -owners of the Carpenter Lake site, have indicated they would donate the remaining 25 percent. "The city of Southfield since 1984 has twice applied to the state for money to buy the site," said Ralph Richard, manager of the Oakland County Parks and Recreation Department. "But the city hasn't been able to work out an equitable package for the buyer and the seller." Thomas Law, a member of the county parks and recreation com- mission, said acquisition of the site would be an answer to resi- dents who ask why "nothing is being done for the south end of the county and everything for the north end." "If Southfield's $350,000 price tag for the land is accurate and not out of Iine, we should go fur- ther with an application for state funds," Law said. "It won't cost the county anything." " We'd be remiss if we didn't take a Iong look at this beautiful wooded lake property with trails and horse farms. We can put a 4- H program in the south end of the county. And this may be an op- portunity for us and Southfield to work together to maintain the park." Commissioner George Kuhn said the proposed park would serve 500,000 people in 14 cities covering the southeast quarter of the county. "It's almost free," Kuhn said. "And there are no more large par- cels for parks in the southeast part." S'fld's attem is previous� to buy parkland for failed BY JAcm KLEiN STAFF WRITER Back in 1984, Southfied Parks and Recreation officials had their eye on 30 acres of land adjoining a lake for possible development of a park on the city's west side. The land on Carpenter Lake, a dammed section of a Rouge River tributary south of 10 Mile near Inkster Road, was considered a beautiful piece of property. But now, 10 years later, the land is still up for grabs. Sellers and po- tential buyers have been unable to agree on a price. The price tag in 1984 was $326,500. That was the first time Southfield Parks and Recreation decided to apply for a state grant to purchase the property. If ap- proved, the state would pay 75 percent of the cost. Then -owner, Susan Ryan, agreed to donate the remaining 25 percent. In addition to the 30 acres, the city was interested in acquiring a second piece of property north of the Ryan land. The 12-acre par- cel, which includes a main house, guest house and horse barns, was valued at $287,000. The city failed in its attempt to get the wooded property because, according to officials, the price was too high. In 1990, the newly formed Carpenter Lake Nature Preserve Preservation Committee of neighboring residents asked the city to "keep the grant alive" without imprudent use of city funds. The citizens, who were circulat- ing petitions in support of the na- ture preserve, had to persuade city council members. The first step was reinstatement of an ex- pired Michigan Department of Natural Resources grant. Then property owner Robert Wolfson and the city would still have to agree on a purchase price — something they couldn't do during the lifespan of the original 1985 grant which expired. In late 1990, the city won a $300,000 state grant to pay for 75 percent of the purchase. The city's matching share was $100,000. But it was no sale. In 1992, a group of Southfield resi- dents urged the property owners and the city to settle for a sale price of $325,000. The property was now owned by James Clarkson, former South- field mayor and district judge. and Judith Wiser, vice chair o- the Oakland County Communit, College board. The co -owners ha( marketed the property to the cii_ for $500,000, When the new year of 199: dawned, odds dropped to zer, that the Carpenter Lake natur site would become a city-owne- park. Both sides said they ha( made their final offer and tbe still stood $125,000 apart. The city's $325,000 offer' wa based on an appraisal of the lar. and was the foundation of th Michigan Department of Natur: Resources grant. By February, th city's proposal to buy Carpentr Lake was dead. 10-2 ITEM #11 11 MANAGER'S REPORT ---Historic cabin - Bloomfield Township: As directed by the Commission, staff has conducted additional research on the 155-year old cabin in Bloomfield Township. The owners were contacted; they have remodeled the inside of the cabin and done considerable refurbishing, none of which is in the original style in keeping with the historical background of the cabin. Also, if we took the historical portion of the building, the owners would like it replaced with a garage Therefore, staff recommends that no further investigation be made on this building, and continue to seek other, more feasible, opportunities in the county. ---Three years ago staff made a committed effort to lower utility costs throughout the park system. In 1991, actual utility costs totalled $437,678. Actual costs for 1993 totalled $407,961, a 7.3% decrease over the two years, which was inclusive of inflationary increases in utility rates. Generated savings resulted from the purchase and installation of various energy -saving devices, (i.e., energy -efficient lights, automatic dial -down thermostats, etc.) as well as conscientious efforts by staff to conserve when possible. ---This winter staff at Groveland Oaks and Addison Oaks will be installing four rental cabins at both parks for use next summer in conjunction with our camping season. This has been a very successful program in the state parks, and we are looking forward to the same success at our parks. More information will be brought to you as the plans are generated. ---Waterford Oaks Property: In working with the Department of Natural Resources over the past months, we are happy to announce that we are on the funding list for the purchase of the 14-acre parcel adjacent to the north side of Waterford Oaks and currently owned by the Elks. We will get official approval of this sometime in late winter. •
