commission room of the Parks and Recreation Commission's administration office.

Commission directed staff to invite BBDO, our public relations firm, to a meeting
early in 1995 to update the Commission on the projects they are working on with
staff.
STATEMENT OF OPERATIONS:
The Statement of Operations for the month ending October 31, 1994, was accepted
as filed.
Staff noted that The Fridge should be open to the public this weekend.
1995 BUDGET ADOPTION:
Moved by Mr. Skarritt, supported by Mrs. Johnson to approve the
resolution adopting the Parks and Recreation Commission's 1995
Appropriations Act incorporating the 1995 Operating Budget and to
approve the adoption of the Commission's 1995 Capital Improvement
Projects Budget.

Commission suggested staff consider breaking out the cost of training/education
from the Travel and Conference line item and creating another line item for those
costs.
SURVEY - ROSE TOWNSHIP PROPERTY:
Moved by Mrs. Johnson, supported by Mrs. Fox to approve the
expenditure for a boundary survey for the Rose Township property to
Kieft Engineering in an amount not to exceed $7, 600.00.

BIDS:
The following bid was approved as reviewed and recommended by staff and
Purchasing:
Moved by Mr. R. Kuhn, supported by Mr. Skarritt to award the
contract for the installation of four areas of fencing at White Lake Oaks
to the low bidder, Parks Fence and Supply, in the amount of $7, 000.00,
plus a 10% contingency of $700 for footings, for a total budgeted cost of
$7,700.00.

VOLUNTEER HOURS:
Chief of Recreation Sue Delridge reviewed the Volunteer Hour Report for 1994.
MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---Oakland Parks Foundation board members have decided to go to a "holding
pattern". The Foundation will remain in name only with a 3 or 4 member board to
retain their 501(c) 3 status for possible future fund raisers. Funding designated for
special projects, such as the Cohn Amphitheater, the nature center expansion, and
the memorial gardens, will be dispersed.
NEW BUSINESS:
Chairman Lewis congratulated Commissioner R . Kuhn on his re -appointed to the
Commission; he also noted that County Commissioner Kay Schmid will replace
Commissioner Rewold, who indicated earlier this fall that he would be unable to
continue to serve on our commission. Commissioner Kuhn's and Schmid's
appointments will be formally adopted at the county commission's first meeting in
January, 1995.
The next Commission Meeting will be at 9 a.m. on Wednesday, January 4, 1995, at
the administration office.
The meeting was adjourned at 9:52 a.m.

PUBLIC HEARING
December 7, 1994
The public hearing was called to order at 9:14 a.m. by Chairman Pecky D. Lewis,
Jr. in the commission room of the Parks and Recreation Commission's administration
office.

Staff noted that the proposed revenue budget for 1995 is $12,993,108, an increase
of 2.7 0 over the proposed budget for 1994. Of this amount, $5, 227, 643 comes from
fees and charges, and the balance of $7,765,465 will come from the millage and
interest on investments.
The proposed operating budget for 1995 is $9, 665, 983, a decrease of 0.2 o from the
1994 proposed budget.
The remaining balance of the revenues, after the $9,665,983 for operations, is for
operating equipment and capital development. The amount of $450,000, of which
approximately $97, 006 is for revenue -producing items (i.e., golf carts, boats,
stage, etc.), is for operating equipment. Estimated new funds for capital
development for 1995 is $3,309,549.
The proposed 1995 projects are budgeted at $5, 082, 095, with estimated new funds
at $3,259,549.
No questions were asked; therefore, the public hearing was declared closed at 9:14
a.m.

AMENDMENT TO THE 1994 OPERATING BUDGET
In accordance with the Commission's 1994 General Appropriation Act which incorporates
the Uniform Local Budgeting Act, the manager and his fiscal officer shall not permit
expenditures to exceed the appropriation for any budget center as approved or amended by
the Commission.
After reviewing current costs and anticipated costs, staff feels the following change is
needed for 1994:

For Orion Oaks, the additional expenditures are for unbudgeted expenses for part-time
alaries and fringe benefits, grounds maintenance for the construction of a day use parking
facility, and for first-time park security charges.
Additional expenditures for Mobile Recreation are unbudgeted expenses for part-time
salaries and fringe benefits, equipment repair and maintenance, and supplies. It should be
noted there was a 37 o increase in mobile visits and bus runs, an unexpected engine repair on a
bus and additional maintenance on the mobile units because of increased use. Extra supplies
were required because of an additional 120 day camp participants. Revenues, though, are up
approximately $45 , 000 from projected.
Staff recommends the transfer of $8,150 and $25,000 from contingency to the Orion Oaks
and Mobile Recreation Expense Budget respectively as specified above.

1994 PARAMEDIC/AMBULANCE SERVICE PAYMENT
Paramed, Inc. of Bloomfield Hills is retained on an annual contract by the
Commission to provide stand-by paramedic and ambulance coverage for various
programs and special events.
The provision of these services is generally a requirement of Risk Management
or event sponsorship.
The amount due Paramed, Inc. for services provided in 1994 is $8, 263.00.
Monies for these expenses are available in each respective budget center,
miscellaneous line item.

GLEN OAKS
GREENING ROAD PAVING
A conceptual presentation was provided to the commission earlier this year
regarding the City of Farmington Hills' proposed plans for the paving of Greening
Road which is adjacent to the west boundary of Glen Oaks. This plan included the
necessity for a wider right of way (ROW) to allow the construction, which involves
encroaching 10' into the west side of the golf course, the removal and replacement
of the existing westerly fence, and some drainage improvements around green
number 12.
The existing Greening Road ROW is only 33' compared with the standard 60'
for residential areas, creating the need for additional ROW so the proper grading
and drainage can result.
Staff recently received a letter from the City of Farmington Hills regarding
this project. In order for them to proceed with the finalization of the bid documents,
they need authorization from our commission to:
1. Obtain a 10' easement or a transfer of 10' of the westerly boundary.
2. Confirm Oakland County Parks and Recreation Commission's
participation in the costs for the removal and replacement of the
fencing, and the drainage improvements. (It is customary that
all properties adjacent to road improvements share in the
costs.)
A cost estimate for this work was included in their correspondence. Staff has
been in contact with the City of Farmington Hills regarding the issues and cost. A
presentation and recommendation will be made at the commission meeting.

SMALL BUSINESS ADMINISTRATION
TREE PLANTING GRANT
Oakland County Parks and Recreation was notified that the Department of Natural
Resources, Forest Management Division, will be accepting grants for the tree
planting initiative on February 21, 1995. This is the same grant that we applied for
and received in 1994 for the tree plantings at Groveland, Orion, Lyon and Red Oaks.
The goal of this program is to contract with small businesses to purchase and plant
trees.
Staff would like to apply again this year for the continuation of tree plantings at
Lyon Oaks, Orion Oaks and Glen Oaks. This grant would consist of deciduous,
evergreen and ornamental tree plantings of approximately 60 trees per park for a
total of 180 trees at an estimated cost of $22,500. This is a 50/50 matching grant,
therefore our cost would be $12, 250. This planting includes all labor, material,
installation, and guarantees.
We received $14, 670 in grant funds from this source in 1994.

INDEPENDENCE OAKS
MASTER PLAN
Carlisle and Associates, the consultants retained for the
revisions to the Independence Oaks master plan, have been working on
this project for the past few months. During this stage a public
workshop was held in October to receive input from the users of this
park. A survey was sent to 1200 holders of annual passes from
Independence Oaks, receiving over 500 responses back. The
consultants also spent considerable time interviewing staff, as well as
inventorying the existing conditions at the park.
The consultants are now at a point where they need input from
the Park Commission. Therefore, they will be holding a presentation/
workshop at the December meeting to receive your ideas and inform you
of the work that has been accomplished to date.

The payment of $38,825 and a prior $10,000 payment
for the first Lewis E. Wint Memorial Golf Outing are
being made on an original Oakland Parks Foundation
commitment of $50,000 for the expansion of the Nature
Center at Independence Oaks County Park. The remain-
ing $1,175 will come from the 1995 golf outing, by
agreement with the Oakland County Parks Manager.
The Oakland Parks Foundation will remain in existence
with a caretaker Board of Directors, including
Claude J. Brittingham, John Jickling, Kathryn King,
John Thurber and Donald E. VanLoo.
This will provide you with a non-profit 501(c)3
organization to be used in the future as desired and
as needed without having to re-establish such an
organization.
We would appreciate the opportunity to meet with
representatives of the Oakland County Parks and
Recreation Commission to establish this new
relationship.
With this contribution, the Oakland Parks Foundation
completes eleven, highly successful years of fund
raising on behalf of the Oakland County Parks and
Recreation system.
Approximately $140,000 was provided by the Oakland
Parks Foundation for the expansion of the
Lewis E. Wint Nature Center and the development of the
Sadie & Irwin Cohn Amphitheater, the All -Visitor Nature
Trail and the Rubach Sensory Garden at Independence
Oaks County Park. In addition, the restoration of the
Milkhouse at Addison Oaks County Park and the annual
Summer Sports Camp for at -risk youths were funded.
The Foundation also funded many small parks programs
and informed many county residents about the value
of the Oakland County Parks.

MANAGER'S REPORT
---The civil engineer for the Orion school system has requested
information regarding the plans for the proposed sanitary sewer
included in the adopted plans for Orion Oaks. Orion schools are
planning to construct a new elementary school at the northeast corner
of Joslyn and Clarkston Roads. This is adjacent to our park. They
suggest perhaps some participation in this project. Staff will continue
to update the commission on any further inquiries or requests
regarding this project.
---Attached is a copy of the recommended 1995 Master Calendar. If you
have any concerns, please bring them up at the meeting with Chairman
Lewis.
One thing for immediate change is the meeting date in February,
which will be on the second Wednesday, February 8, due to the
shortness of the month and the MRPA Winter Conference.

Waterford Oaks County P'ark's Fridge is open.
xperience for yourself the thrill of a sled slashing down an icy
track. Just hop on a sturdy toboggan at Waterford Oaks
County Park, near Pontiac, and scoot down the run they call
the Fridge.
You don't need snow; the track is refrigerated. The
Fridge provides the toboggans. You will need a dash of
courage — the vertical drop is 55 feet but looks steeper than it is
- and you must be at least 43 inches tall. For smaller, younger
children, there's a a gentler sledding hill; you do need snow for that,
The Fridge is at 1702 Scott Lake Road, Waterford Township.
From Detroit, take the Lodge Freeway north to the Telegraph
Road exit. Go north on Telegraph to Elizabeth Lake Road. Go west
on Elizabeth Lake Road to Scott Lake Road. Turn right and gc
north about I1/2 miles. Hours are 4-10 p.m. today through Friday
It's closed this weekend, , then open 10-10 daily through Jan. 1
Admission to the Fridge is $6 for Oakland County residents, $8 fo:
nonresidents. Free parking. Call 1-810-975-4440 anytime.
Young revelers and parents can celebrate New Year's Eve a
Birmingham's First Night celebration. Entertainers at variou
indoor sites include Canadian rock trio Kideo, storyteller Nain
Abdul Rauf, the Chenille Sisters, plus plays and puppets. Admix
sion, which covers all events, is $7 for people 6 and older; $1 fo
children 3-5; free for kids 2 and under. Advance tickets a
Birmingham area Kroger's and many downtown stores. On Dec
