February 8, 1995
Mr. Lewis introduced Linda Baker, filling in for regular secretary Karen Smith who
is recovering nicely from recent surgery, and former member John Olsen, returning
as representative from the Road Commission.
The meeting was called to order at 9:14 a.m. by Chairman Pecky D. Lewis, Jr. in the
commission room of the Parks and Recreation Commission's administration office.

PRESENTATION OF PLAQUES
Mr. Lewis conducted the special presentation of plaques on behalf of Oakland County
Parks to Oakland Foundation members in recognition of their contributions and
efforts to enhance the Oakland County Parks system and benefit the people of
Oakland County. Among the accomplishments with the help of Oakland Foundation
are: the hard surface All -Visitors Trail at Independence Oaks, the Sadie and Erwin
Cohen Amphitheater at Independence Oaks, the restoration of the original milk house
at Addison Oaks, two successful golf outings contributing $10, 000 each for a total
of $20, 000 to the expansion of the Nature Center in the name of former member Lew
Wint, scholarships for youngsters to attend the Oakland County Sports Camp, as
well as many fund raising activities such as Family Fun Days and theater events at
the Birmingham Theatre.
Receiving plaques in person were: Pecky D. Lewis, Jr., Robert Larsen, Walter
Gaer, Lorna McEwen, John Thurber, Don VanLoo, John Jickling, and Claude
Brittingham. Plaques will be forwarded to absentees: Dan Travis, James Scott, and
Kit King.
Thank you note from Karen Smith was read by Chairman Pecky D. Lewis, Jr.
APPROVAL OF MINUTES:
Moved by George Kuhn, supported by Mrs. Fox to approve the minutes of the
meeting of January 18, 1995, as written.
PUBLIC COMMENTS:
Mr. George Kuhn appraised the commission of a redesigning of the Metropolitan
Beach area, the impact on the Red Run Drain in Madison Heights, and its effect on
the Oakland County Red Oaks Golf Course.
APPROVAL OF PAYMENTS:
Moved by Mrs. Fox, supported by Mr. Patterson to approve the payment of
Vouchers 1-1 through 1-75; the Interdepartmental Payment Register for the
December charges paid in January.

STATEMENT OF OPERATIONS:
The Statement of Operations for the month ending December 31, 1994, was accepted
as filed.

CAPITAL IMPROVEMENT BUDGET FOR 1994:
Staff gave an update of the Capital Improvement Budget for 1994. Projects included
Addison Oaks: first phase of the play area at the beach completed with the second
phase in planning; planning for the primitive camping expansion and lighting
expansion in the garden area; Groveland Oaks: site work completed in the new
maintenance storage facility, the tree planting along Dixie Highway completed, major
play area completed with a new play area planned for the modern campsites;
Independence Oaks: expansion of the beach play area and revision to the master plan
completed, trail side restrooms and site work out for bid with an addition to the
Nature Center and paving for the maintenance area are being planned; Waterford
Oaks: completed the Fridge, paved the Technical Support service yard and service
drive, additions and modification to the court games complex, the renovations to the
waterslide ticket booth and mechanical building completed, small storage building for
the Fridge area under construction, Wave Pool renovation planned; White Lake Oaks:
major chimney repair, site renovation to the north entrance of clubhouse including
the landscaping and ornamental fencing, golf cart storage building, repaving the
south parking lot including lights, paving of golf cart paths all completed, Red
Oaks: major deck replacement in process, tree planting at the golf course and the
expanded parking lot at the clubhouse completed; Springfield Oaks: golf cart
storage paths completed, paving of the entrance drive and construction of a new
drive, primitive fencing to the parking lot planned; Orion Oaks and Lyon Oaks: tree
planting completed; All Parks: major sign renovation for all parks; Grants: tree
planting projects, Waterford Oaks additional land acquisition, acquired Lyon Oaks
and working on acquisition of additional property at Lyon Oaks, and Rose Township
land acquisition.
The Capital Improvement Budget for 1994 as of December 31, 1994 was accepted as
filed.
BBDO ADVERTISING UPDATE:
An update of the advertising efforts of the BBDO Advertising on behalf of Oakland
County was presented by Ernie Baker and Christy Slack.
INDEPENDENCE OAKS UTILITY VEHICLE:
Staff requested Commission approval of for purchase of replacement utility vehicle
for Independence Oaks to use at trail maintenance and general operations at the cost
of $15,000 from Blavat Bobcat, Dearborn with an expected life of 7 years and 15,000
miles of park use.

SAFEWAY STEEL PRODUCTS CONTRACT AMENDMENT:
Staff recommends an amendment to the contract from July, 1994 for the bleachers at
the World's BMX to include an additional 760 seat unit they provided at a cost of
$1,800.
Motion to approve staff recommendations by Rich Kuhn, support by Kay
Schmid. Motion passed unanimously.
WHITE LAKE OAKS PICK-UP TRUCK:
Staff requests approval of purchase of a pick-up truck under blanket order with Red
Holman Pontiac at the cost of $9,671.24 to replace a 1991 which burned in a fire.
Moved by Kay Schmid, support by George Kuhn. Passed unanimously.
GRANT FOR THE TRAVELING MUSIC SHOW:
Staff request approval to proceed with Oakland County Cultural Counsel in pursuing
$2, 000 in grant monies for the Traveling Music Show as part of our Mobile Recreation
program.
Moved by Mrs. Fox, supported by Rich Kuhn. Passed unanimously.
15-PASSENGER VAN:
Staff requests approval of purchase of a 15-passenger van to replace a bus at a cost
of $17,548. Mobile Recreation still retains three buses for rental purposes.
Motion made by George Kuhn, support by Rich Kuhn. Approved unanimously.
ROSE PROPERTY GRANT EXTENSION:
Staff requests resolution renew the grant agreement for another year for acquisition
of the Rose Township property.
Moved by Mrs. Fox, support by L. Brooks Patterson. Motion passed
unanimously.
NATURE CENTER UPDATE:
Staff presented an update on the addition to the Independence Oaks Nature Center
to include a large conference room to accommodate groups of over 100 and the
starlab. This room can be divided into two by partition. The plans include a change
in the larger entrance lobby, new restrooms, storage areas, and mechanical space.
The exterior will be lapped siding with the old T-111 siding being replaced to match
the new addition and alleviate the problem with the woodpeckers.
Mrs. Fox commended staff on a good job on the in-house design of the facility.

SOUTHFIELD PROPERTY ACQUISITION
Staff requests approval to proceed with the grant for the acquisition of Carpenter
Lake property in Southfield for the appraisal price of $475,000. The commission
expressed concern over what, if any, interest the City of Southfield has with this
parcel. Chairman Pecky agreed he and Mr. Richard would get with the City of
Southfield and discuss Southfield's concerns.
Motion to proceed with the investigation of purchase of the Carpenter Lake
acquisition, a parcel of approximately 30 acres, by L. Brooks Patterson,
support by Tom Law.

MANAGER'S CLASSIFICATION CHANGE
Judy Eaton of the Personnel Department spoke in regards to the change in the
manager's salary, title change and merit system status from the prospective of that
department. The ultimate decision will be made by the General Finance Committee
and the Board of Commissioners.
Mrs. Fox moved to send the resolution to the General Finance Committee
recommending the manager's position title be changed to director, salary
range be raised to the same level as Director of Central Services and be
excluded from the Merit Resolution -Section 2. support by Tom Law.

GYPSY MOTH SUPPRESSION PROGRAM CONTRACT:
Staff presented the proposed 1995 Gypsy Moth Suppression Program
Participation Agreement. Based on the field work performed by the Nature
Center Staff, the following recommendations were made:
Spray 70 acres of parkland in the southwest portion of Independence Oaks.
Do not include Orion Oaks in the spray program this year.
Continue monitoring and annual field review.
Commissioner Skarritt suggested staff include Gypsy Moth traps in the parks
as an additional monitoring method.
Commission expressed concerns over the recommendation to not include Orion
Oaks in the spray program this year and requested Carol Lenchek attend the
February 8 Commission meeting to answer their concerns.
Moved by Mr. Skarritt, supported by Mr. R. Kuhn to enter into the
1995 Oakland County Gypsy Moth Suppression Program to spray 70
acres of parkland in the southwest corner of Independence Oaks and to
request Oakland County Purchasing include an optional bid for the
spraying of 23 acres of parkland at Orion Oaks

ADDISON OAKS, GROVELAND OAKS AND INDEPENDENCE OAKS
Parks staff requests approval for the purchase of two Kawasaki Model 2520
"Mule" grounds maintenance utility vehicles for parks operations at Independence
Oaks.
These replacement utility vehicles are best suited for trail maintenance and
general park operations. Since 1989, parks operations has purchased two other
Kawasaki unites. In 1989, a two -wheeled drive model was purchased for $8,375.00
and in 1991, a four-wheel drive model was purchased for $7,762.90. The actual unit
accessories varied on these models.
Staff has determined through extensive research, demonstrations and
comparable utility vehicle utilization of these vehicles: that the Kawasaki has
superior ability to climb inclines, general stability, cargo capacity, and general
operations. The anticipated life expectancy of these units are 5-8 years .
These utility vehicles will replace as the 1989 Kawasaki Mule with over 15,000
miles and six years of park operation (original purchase price of $8,375). The
second replacement utility vehicle will be a 1988 Daihatsu that has 25, 000 miles, eight
years of park operation (original purchase price of $8,958) . Both vehicles being
replaced will be sold in the Oakland County Spring Equipment Auction.
Staff also requests approval to purchase on Kawasaki Model 2510 "Mule", four-
wheel drive utility vehicle for park grounds maintenance operations at Groveland
Oaks during the summer months and as a vehicle for toboggan handling at "The
Fridge" at Waterford Oaks during winter operations. The anticipated use
expectancy of this unit is 5-8 years.
This is a replacement vehicle for a 1989 Cushman Truckster with over 15, 000
miles, six years of park operations. The Cushman Truckster will be sold in the
Oakland County Spring Equipment Auction.

Bids for the Groveland and Independence purchases were two separate quotes
originally received on January 30, 1995, with Industrial Vehicle Sales of Pontiac
responding as the sole bidder. (See bid summaries attached)
In the staffs attempt to satisfy the Commission's interest in competitive,
multi -bidder bid responses, staff contacted Kawasaki corporate headquarters and
were provided a list of ten commercial equipment vendors in Southeast Michigan.
( See attached list . )
Purchasing was advised of this discovery and the original bids were rejected
on Friday, February 3, 1995. A revised bid package combining the original three
units and a forth Mule model with varied options for Addison Oaks was sent out to
the expanded bidder's list on February 10.
The Addison Oaks Model 2510 is a replacement for a 1987 Daihatsu with over
28,000 miles, eight years of park operation (original purchase price $6,595).

The bids for Kawasaki Mules for Groveland Oaks and Independence Oaks were
originally sent out in January with a January 26,1993 due elate. As indicated in my
memos dated January 30, 1993 (attached), Purchasing only received one bid in each
case, Before these were sent for bid, Kawasaki was contacted direct for distributors.
They would only give its the distributor for our area. When asked if they would bid
direct they indicated that they would not, but we were welcome to send a bid to their
Grand Rapids address (they did not respond).
On February 9,1995 it was requested that the equipment be re -bid with a new list of
potential bidders. Eight of the ten vendors suggested were not on our qualified
bidders list and had to be contacted to he added to the list temporarily. On February
10,1993 they were sent out for re -bid along with another Mule that was requested for
Addison Oaks. These bids were due February 23,1995 at 2:00 pm and were received

• Because of its lightweight aluminum construction and more H.P.
• Warranty is superior.
-Has a proven track record with Oakland County Parks and Recreation.
In 1986 Oakland County Parks and Recreation purchased eight Melex cars that
proved to be unreliable, hard to get parts for and were taken out of the fleet at
White Lake Oaks after three years of service.

DUMP TRUCK
TECHNICAL SUPPORT SECTION
Over the years we have acquired certain pieces of "special"
equipment through the used equipment market rather than buying
new. The reason for this is the park system uses them on a more
limited basis than they are designed for. This extends their
useful life considerably. This also makes their purchase price
reasonable and their use to us immediately available. Currently
we have a International 510 loader which was purchased used in
1981 for $28,490 and has served us well for 14 years. More
recently, 1992, we purchased a 1967 Allis Chalmers road grader
for $7,000. Staff is very pleased with its performance and feels
the purchase has been extremely beneficial to the park system.
There is also a 20 year old Drain Commission 5yd dump truck still
in service with us.
For the past two years there has been budgeted $30,000 in
the Operating Equipment Budget for the purchase of a used 10yd
dump truck. This is a very popular vehicle and staff has been
patiently searching during this time period for a good deal. They
have located a 1989 FORD LT 900 with diesel engine in very good
condition. The asking price was $36,500 but staff negotiated this
down to $30,000. Two of our equipment mechanics and the
supervisor for Tech. Supp. have thoroughly inspected and driven
the vehicle and reported it is in sound condition. Pictures and a
specification sheet are on the attached pages. Also attached is

MANAGER'S REPORT
---One or more unhappy golfers may be making an appearance at this meeting to
voice their opposition to our changed policy of "no making up league tee times, other
other than extending the league season".
---Mr Brian Carr and Mr. Bill Jordan of Industrial Vehicle Sales, Pontiac, will also
be attending the meeting to request information regarding the bidding process with
the County. Joe Hylla, Manager, Oakland County Purchasing will be here to field
their questions.
---Staff, in fiscal year 1994, were working with Central Garage to rectify some
inequities in the charge back system as it related to vehicles leased by the
Commission. In 1993, vehicle lease costs totalled $227,992.30. With parks staff
assistance and changes in the current fee structure for leased vehicles, this cost
was reduces $40,034.83 to $187,957.47 in fiscal year 1994. Staff will continue to try
to further reduce costs in 1995.
---This year, the Oakland County Parks attended MARVAC'S Camper Show at the
Novi Expo Center, February 11-19. Show attendance was estimated at 47,000.
The booth we were assigned was in a good position -- next to the state parks; close
to the entrance; and near the concessions and restrooms .
Many of the visitors who stopped by our booth already knew about the Oakland
County Parks.
Comments focused on: the cleanliness of our facilities; great activities for kids;
Addison Oaks for beautiful weddings; the waterparks for summer fun; our great low
prices compared to other campgrounds; courtesy extended to camping gourds;
variety of activities for all family members; and campers that visit us again.
New this year was a camper directory. Dan Stencil thought of using a folder
approach. I created the folder and was also able to obtain $1, 800 in paid ads to help
defray the printing cost. Visitors liked the pre -stuffed folders containing maps of
Addison and Groveland Oaks, camping fees sheet, $2 off coupon, campground
recreation flyer and general brochure. Additionally, brochures for camping,
wavepools, golf, mobile rec, etc. were available on the tables.
Also, available were logo balloons for kids and a prize drawing for two nights free
camping at either AO or GRO. Several hundred prize entries were submitter.
Special thanks to the following staff for manning the booth during the nine -day
show: Al Wummel, Richard Kallis, LeRoy Murley, Donna Hooper, Ginny Tinsman,
Kristy Walsh, Tim Nowicki, Bill Gugan, Bob Fey, Ralph Richard, Kathy Thomas, Rob
Coffey, Jan Pung and Desiree Marcks/Don Rush.
---Fuller Appraisal Services has been hired by the County Real Estate section to do
appraisal of additional property at Lyon Oaks. (Please see the attached
information. )
