PUBLIC COMMENTS: 3-1 (Commission Meeting, September 4, 1996) There were no comments made, nor questions asked, by the public. Chairman Lewis welcomed Oakland County Commissioner Fran Amos to the meeting. APPROVAL OF PAYMENTS: Moved by Mrs. McConnell, supported by Mr. Patterson to approve the payment of Vouchers 7-1 through 7-513, and the Interdepartmental Payment Register for the June charges paid in July. AYES: Johnson, Lewis, McConnell, Patterson, Schmid, Skarritt (6) NAYS: (0) Motion carried on a voice vote. STATEMENT OF OPERATIONS: The Statement of Operations as of July 31, 1996, was accepted as filed. ACTIVITIES REPORT: The Activities Report for July, 1996, was accepted as filed. GLEN OAKS CLUBHOUSE ADDITION: Proposals were received for the 3,000-square foot addition to the Glen Oaks Clubhouse banquet room, lower level golf cart storage, addition of a preparation and storage room to the kitchen, interior and exterior renovation of the existing banquet room, plus updating the existing men's and women's restrooms to meet current ADA codes and needs. Due to a restricted construction time frame of October through April 15, the design and construction is being proposed for completion using a design/build system with a guaranteed maximum cost. This will allow for preliminary plans to be developed in order to produce a budget figure that will be used for a guaranteed construction cost. The final design will be broken into various components and bid by the contractor as completed. The proposals also included costs for developing the bidding documents (plans and specifications). The project is anticipated to be completed in two phases: the main addition, golf cart storage, and storage and prep room to be completed in phase I, and the restrooms and renovation of the original banquet portion to be completed as phase II. Of the two proposals received and accepted, staff felt that LDS Construction in the amount of $93,000, can best meet our needs and time frame. Approval of this project must still be received from Farmington Hills and its Planning Department. If approvals are not received before mid -October, staff can halt the project for a year, with the Commission liable for any fees incurred to both LDS and the architect, JGA. If the project is halted, the maximum those fees would be is $93,000 for the architect and not to exceed $51,593 for LDS. Also, LDS is willing to hold their price for an additional year, if it proves necessary. 3-2 (Commission Meeting, September 4, 1996) Moved by Mr. Patterson, supported by Mr. G. Kuhn to accept the proposal for the bidding/ construction documents for a 3,000 square -foot addition to the Glen Oaks Clubhouse banquet room, lower level golf cart storage, addition of a preparation and storage room to the kitchen, interior and exterior renovation of the existing banquet room, plus updating the existing men's and women's restrooms to meet current ADA codes and needs, to LDS Construction, Inc., in the amount of $93,000, plus not to exceed $51,593 for design coordinating, budgeting, permitting, and scheduling. ROLL CALL VOTE: AYES: Johnson, G. Kuhn, Lewis, McConnell, Patterson, Pernick, Schmid, Skarritt (8) NAYS: (0) A sufficient majority having voted, the motion carried. MARKETING SURVEY: Public Communications Officer Jan Pung presented a proposal from BBDO for a telephone marketing survey to be conducted on behalf of Oakland County Parks. This survey will provide the Parks with an updated picture of Oakland County Parks users and will reflect their attitudes and usage of the parks. The survey will also be incorporated into the Oakland County Parks' recreation master plan for use in planning/improving services and facilities for the residents of Oakland County. Also, the residents surveyed will also be registered voters, in order to learn what their specific needs and wants are in planning for the next millage. BBDO received proposals for a professional services contract from three companies for both a 400-resident survey and 500-resident survey. BBDO and Oakland County Parks concur to recommend that the low bidder, Nordhaus Research, Inc., be selected to perform the survey. This recommendation is based on price, qualifications, and their experience; plus, it will be easier to make direct comparisons between the 1991 survey and this one, as it will be the same firm performing both surveys. Moved by Mr. Pernick, supported by Mr. G. Kuhn to select Nordhaus Research, Inc. to conduct a 500-resident telephone marketing survey through BBDO on behalf of the Oakland County Parks and Recreation Commission in the amount of $20,400. AYES: Johnson, G. Kuhn, Lewis, McConnell, Pernick, Schmid, Skarritt (7) NAYS: (0) Motion carried on a voice vote. Commission questioned the survey being evaluated by quadrants rather than by population and directed staff to work out statistical details with Nordhaus. SPRINGFIELD OAKS WATER TOWER: In response to Commission's earlier request for information on how the removal of the water tower at Springfield Oaks will affect both our insurance rates on the building and the township's insurance rates, Jerry Mathews from Risk Management explained the insurance underwriters' fire rating system and how the insurance premiums are calculated on the Activities Center. 3-3 (Commission Meeting, September 4, 1996) Commission raised continued concerns to specific questions; such as, how will this affect the people in the township; is there enough water in the pond to provide the fire protection; and will this change our rating, fire insurance, insurance premium, heating costs, or maintenance costs. Mr. Mathews responded, noting that although it would be much more costly to use the water from the pond at the golf course as a substitute for the water tower, heating and maintenance costs would remain virtually the same. He also noted that until we submit a complete set of plans to the County's insurance underwriters on any proposed changes, we will not know definitely whether or not our rates/coverage will change. Springfield Township Supervisor Collin Walls also responded, noting he was not advocating one system over another for the benefit of the township, just requesting the Commission keep him informed of their decision. Manager Richard noted that staff still recommends retaining the water tower and having it repaired and repainted. Chairman Lewis questioned the possibility of painting just the exterior of the tower and whether or not we should still consider a separate potable water system for the facility. Staff was directed to check with Dixon Engineering on the possibility of repainting just the exterior of the water tower and report any differences in costs, plus include again the costs to install a separate potable water system. INTRODUCTION: Chief of Parks Dan Stencil introduced Sgt. Tim Mclsaac, who has replaced Joe Lambourn as head of the Parks Division for the Sheriffs Department. BIDS: As per the information filed in the agenda, the following bids were approved as recommended by staff and Purchasing: Moved by Mr. Skarritt, supported by Mrs. Johnson to award the bid for the purchase of 135,000 4-color general park information brochures to the low bidder, Dearborn Lithograph, in the amount of $12,332.00. AYES: Johnson, G. Kuhn, Lewis, McConnell, Pernick, Skarritt (6) NAYS: (0) Motion carried on a voice vote. Moved by Mrs. McConnell, supported by Mrs. Johnson to award the contract for the construction of new men's and women's restrooms adjacent to the banquet room at White Lake Oaks to the low bidder, Hittle Construction, in the amount of $108,880, AYES: Johnson, G. This is used as a historical museum house by the Society and owned by the Commission. The structure is in need of major attention. The painting requires extensive scraping and priming prior to the actual paint. The windows require reglazing and possible repair on some for rotten wood. The roof is missing some shake shingles, and a large number are curled and in need of replacement. Also, the roof leaks in a couple of spots. A representative from Newton Crane Roofing Company from Pontiac gave us an estimated cost of $13,000 for a total roof replacement. In 1987 the Commission approved a contract and had the house painted (see attached minutes and agenda information). About 1991 a trusty work crew also gave it a repainting. Currently our maintenance staff is preparing it for painting. The estimated cost for materials is $900. Labor will be about $2,800, which is an in-house cost. Also attached is the original agreement between the Commission and the Springfield Historical Society. This has not been renewed since 1982. As is apparent from previous paintings and the current condition of the house, if it is to be maintained in pristine condition, then it must be the responsibility of the Commission. Staff has requested through Purchasing bids to replace the roof. They will be available for consideration at the next Commission meeting. 7-1 (Parks and Recreation Commission Meeting, June 3, 1987) STATEMENT OF OPERATIONS/ACTIVITIES REPORT: Staff reported on the Red Oaks Waterpark's very successful first few days of operation. Moved by Mr. Murphy, supported by Mr. G. Kuhn to receive the Statement of Operations as of April 30, 1987, and the Activities Report for April, 1987. Motion carried. Staff introduced the new interns, both from Central Michigan University, working in the office: Tony Lipinski, working with Jon Kipke; and Joe St. Henry, working in the Public Communications section. MANLEY DAVIS HOUSE: Helen Parker reviewed the history of the Davis house, which stands on the Springfield Oaks Golf Course. She noted that the exterior of the house needs to be painted and, on behalf of the Springfield Township Historical Society, requested the Commission have it painted. Chairman Wint noted that the work will be done and that staff will be in contact with the Society to make sure it's done as needed. Vice Chairman Fox commented that a regular maintenance schedule should be followed for this historical building. There is no obligation for the donor to replace the placard. 8-1 ITEM #9 ENVIRONMENTAL CLEAN-UP ADDISON OAKS On Tuesday, July 9 a hydraulic oil leak on the aquatic week harvester at Addison Oaks resulted in the immediate closure and emergency clean-up of the affected waterway, Adams Lake, the swimming facility for the park. The incident was reported to the Michigan Department of Environmental Quality as mandated by state law. DEQ officials provided staff with a local responsible vendor for handling emergency environmental clean-up. Young's Environmental Clean -Up, Inc. of Flint was contacted and provided response within 1/2 hour of the spill. The spill was generally abated by 9:00 p.m. that evening. The beach remained closed for an additional two days and reopened on Friday, July 12. Initial estimate of the clean-up was $3,000 - $5,000. The increase in charges was the result of unanticipated additional costs, a secondary clean-up, actual lab work and disposal charges. This expense will be charged to the park's grounds maintenance line item. Specific monies have not been appropriated for this expense. The original invoice of $7,084.93 is attached. Staff is negotiating a lower final price that will be presented at the Commission meeting. Staff feels that the low bidder, Chartwell, did not demonstrate the necessary experience in golf courses. 10-1 ITEM # 11 RESTROOMS GLEN OAKS GOLF COURSE We have received from Purchasing the following bids for the purchase of two self-contained restrooms at the Glen Oaks Golf Course: Romtec $38,884 Roseburg, OR Restroom Facilities $42,864 Reno, NV CXT $55,810 Spokane, WA These restrooms will replace two porta johns that are presently used on the golf course. We have received numerous complains about our existing porta-johns. Due to the location of existing sewer and water lines and weather, these self-contained units are most feasible. Staff recommends awarding the bid to the low bidder, Romtec, for Golf course personnel will install these restrooms. There is $75,000 budgeted in the 1996 Capital Improvement Projects Budget for this project. ITEM biz 12 ENVIRONMENTAL CLEAN UP SPRINGFIELD OAKS GOLF COURSE In March of this year, the Parks Commission approved the expenditure of $23,000 for the investigation of the contamination from the former gasoline fuel storage tank at Springfield Oaks. In the process of the investigation the past six months, a free product plume was discovered which necessitated extensive additional testing and reporting. The following work was in addition to the original estimate: evaluation of field data, site monitoring for free product and water. To complete this investigation to the point of being able to report to the Department of Environmental Quality, our final assessment report and to pay for the additional cost incurred, staff requests that you approve an additional $29,000 to be paid to Soil and Materials Engineers. Out of this $29,000, approximately $23,000 has already been expended for the additional work incurred this summer. Soil and Materials Engineers is the company that was awarded the contract for these types of investigations. Purchasing bid out and awarded this contract in January of 1996. All additional incurred costs were billed in accordance with the pre -approved itemized fee structure of the contract. To date since 1993, we have paid SME $63,958 for this site investigation, of which $24,839 has been reimbursed to us through the MUSTFA Fund. 12-1 ITEM #13 WATER AND FIRE SAFETY ADDISON OAKS CONFERENCE CENTER Due to continued water problems at the Conference Center, the feasibility of a new water source has been investigated. After consulting with Mike LaLone Well Drilling Company and Mike Pylar, Oakland County Health Division, the following system is being requested: Install two new 6" wells; one each to service the maintenance building and residence. A complete system for both, including storage tanks, hook ups, permits, inspections, and necessary plumbing, is quoted at $19,839.00. Remove the water tower, since it is not used for fire protection and not needed for the new water system. Estimated cost by Dixon Engineering is $20,000.00. Install fire pump at lake to service Conference Center with three outlet hydrants. Pump will be wired to the electrical system that is on our emergency back-up generator. The plumbing and fire department hook ups will cost $12,900.00; the pump will cost $13,000.00, for a total of $25,900.00. Our Technical Support staff will install. The Conference Center does not have a fire warning system. We are recom- mending the installation of a smoke detection system. This would place smoke sensors on all five floors. The system would give off an alarm to building occupants if fire smoke was detected. This would be loud horns both inside and out, signal to fire dispatch, and visual lights for the hearing impaired. Cost of $12,000 for controls and panels. There is also a $33.00 per month monitoring fee by Oakland County Building and Safety. Summary of Water and Fire Safety: New Water System $19,839.00 Remove Water Tower 20,000.00 Fire Pump and Hydrants 25,900.00 Smoke Detection/Alarm 12,000.00 $77.739.00 13-1 ITEM #14 WATER TOWER SPRINGFIELD OAKS ACTIVITIES CENTER Attached is a proposal from Mike LaLone Well Drilling Company to supply domestic water to the Activities Center and grounds separately from the water tower. This would also allow the water tower to be used only for fire protection. Also attached are the inspection comments from the Dixon Engineering Company pertinent to the wet interior tank. In accordance with their estimates, we would save $21,000 by not painting the wet interior tank. In discussion with Ken Benson, he indicated that there is currently some total coating failure of the interior. The interior may last for several years. However, once it starts pitting and rusting, it will be difficult to control and will eventually begin leaking. Once that happens, it doesn't matter how nice the outside is. "What will you do then? If painted now, you should get many years of service from the tower, not just a few." If not recoated, he recommends an inspection be conducted every three years. If we proceed with the option to not repaint the interior, we would incur the following costs: • Domestic water $18,000 • Estimated repair and painting $42,000 • Specifications and contract $ 3,100 • Painting inspection $13,725 $76.825 14-1 C:\WPD0CSI4GENDA1WATER4.SPR CONCLUSIONS: The wet interior coating is an aluminum vinyl system which is in poor condition. No lead was found in the primer. — 2. The dry interior coating is an aluminum vinyl system over a red lead primer. The coating is in fair condition. The exterior coating is an aluminum vinyl system over a red lead primer. The coating is in fair -to -poor condition. Note from William I Dixon: All coating systems are aluminum vinyls and the assumption would be they all had the same primer. No one was concerned in 1971 about lead in the primer on steel structures, and it was an excellent system. My first reaction was the laboratory analysis was wrong. There was a possibility that a dilution factor was not included in the calculation of total lead, and the lab was asked to recheck. A dilution factor of 1000 would raise the result to 17%, which would be within the acceptable range when compared to the exterior coating. Other than a dilution, it would not be a misread by the computer; it would have to be a total breakdown. A partial read would be an incomplete scan, but the results should be in the range of 1 to 20%. This reading was 170 ppm as compared to 200,000 ppm. The computer did not shutdown because it was right back to 20% for the next two readings. __.. 4. The tank has a 4 in. fill line which is insulated with a styrofoam insulation with taped seams. The tank has a 10 in. draw line which also is insulated with styrofoam insulation, with taped seams. 6. The roof venting area is a solid area around the access tube, and is not screened. 7. The overflow pipe extends from the high water level down through the interior riser, and exits through the basebell cone The overflow pipe is screened and has a concrete splash pad beneath. 8. The tank's ladders do not contain fall prevention devices. The ladder in the riser is caged. 9. A makeshift railing has been installed by the owner around the roof access hatches. 10. The platforms in the riser are rusted. The bottom platform had 1 in, of standing water because the drain pipe was plugged. 11. A boiler is located in the basebell cone for heating water to keep the tank from freezing. 12. Both the fill and draw lines have glandular -type expansion joints located in the pit. The expansion joints are rusted, but are in working condition. 14-2 13. The roof access hatch to the wet interior does not completely close because of interference from the makeshift railing. RECOMMENDATIONS: Abrasive blast clean to a near white condition (SSPC-SP10), and repaint the tank's wet interior with a three (3) coat epoxy polyamide system. The estimated cost is $21,000. 2. Spot power tool clean and recoat the tank's exterior. The estimated cost is $22,000. Abrasive blast clean and repaint the topside of the two platform landings in the riser. The estimated cost is $2,000. 4. Install a safety railing on the roof s exterior, and remove the makeshift railing. The estimated cost is $1,800. 5. Remove the metal box installed over the fill pipe. Install a deflector plate over the fill line. The estimated cost is $600. 6. Repair the hole that has rusted through the roof around the access tube. The estimated cost is $600. 7. Install a roof vent on the exterior roof for additional venting. The estimated cost is $2,500. 8. Install rail -type fall prevention devices on the interior ladders. The estimated cost is $2, 000. 9. As an alternative to spot power tool cleaning and recoating the tank's exterior, consider abrasive blast cleaning to remove the lead based coating on the dry interior and exterior. However, to accomplish this, the tank would have to be totally contained. The cost for containment and following lead abatement procedures is approximately $120,000. The estimated cost to repaint the dry interior and apply a two (2) coat epoxy system is $18,000, and abrasive blast clean and recoat the exterior with a four (4) coat epoxy polyurethane system is $27,000. Project cost is $165,000 to remove the lead based coating on the dry interior riser and exterior. 10. Install a 3 in. (DIXON) performed a preliminary structural inspection on the 150,000 gallon spheroid elevated water storage tank located at Andersonville Rd. at the Springfield Oaks Parks. The purpose of the inspection was to evaluate the condition of the interior and exterior coatings, inspect the structural integrity of the tank, and check for compliance with health and safety regulations. Scheduling and arrangements for the inspection were completed through John Kipke. Inspectors for DIXON were Kenneth R. Benson and Todd Adams, Staff Engineers, and John Bethell, Staff Technician. Tom Gibbs provided ground assistance during cleaning and inspection. A sterilized sewer jet cleaner was provided for cleaning the tank's interior, and was operated by employees of the sewage district. After completion of cleaning and inspection, DIXON supplied chlorine for chlorination of the tank per AWWA Method No. 3. The tank is a 150,000 gallon spheroid and approximately 100 ft. to low water level. The tank was designed, fabricated, and constructed by Chicago Bridge and Iron in 1971. The tank is of welded construction. After completion of construction, the tank also was painted by Chicago Bridge and Iron with aluminum vinvl coatings The coating on the tank's wet interior is an aluminum vinyl coating and in poor condition. The _... coating is 90% intact on the bowl with alligatoring of the coating. The bowl primer is 98% intact. On the sidewalls, the coating is approximately 75% intact, with the primer approximately 95% intact. On the roof, the coating is 98% intact (topcoat and primer). The steel substrate has minor corrosion with no pitting evident, except on the roof area where there is heavy scale rusting along the lap seams and around the access tube venting area. A hole has rusted through the roof in the area around the access tube. The hole is approximately 12 in. long. A sample of the wet interior coating was taken and analyzed for lead content. Lead content was determined at 0.017% lead, which indicates the coating is not a lead based coating. The tank had approximately 16 in. of mud sediment in the mud settling area of the bowl. The tank has a 4 in. diameter fill line which extends into the bowl, and up to a level near the high water level. The tank has a separate 10 in diameter draw line. The draw line has a deflector plate over the top. The owner's personnel has installed a square box which is suspended from the roof using a chain over top of the fill pipe. However, the box has moved off the fill pipe where it had been installed. The box was intended for use as a deflector/diffuser plate. There is a ladder which extends from the roof access manway down to the bowl, along the access tube. The ladder is in very good condition. The only venting area for the tank is an area around the access tube where the access tube goes through the roof. Minimal venting has resulted in corrosion at the edge of the vent area. 14-5 ITEM #15 EXECUTIVE SESSION Staff is requesting an Executive Session to discuss a proposed property acquisition. 15-1 ITEM #16 MANAGER'S REPORT ---Emergency Procedures - Golf Courses: In the event of an emergency --medical, accident, or other --the pro shop or maintenance personnel will respond in a timely and safe manner. Each incident has to be individually evaluated as to the extent of response. If ever indicated by golf course patron, or park personnel feel inclined, we do not hesitate to dial 911., Any type of medication or treatment other than life support should not be administered by park personnel. If a patron feels follow up is necessary to correct unsafe conditions, such as bee hives/nests, rodents, skunks, etc., they can notify maintenance staff either in person, by telephone, or leave a written message. There were three bee nests found and removed the day after Vice Chairman Johnson's incident was reported. No other incidents have been reported to the staff on the course. ---The next Commission is Wednesday, October 2. There will be a short meeting on Wednesday, October 16, which will be followed by the budget review. Will plan on lunch, if necessary.
