The meeting was called to order at 9:05 a.m. by Chairman Pecky D. Lewis, Jr. in the commission room of the
Parks and Recreation Commission's administration office.

INCLUSIVE GOLF:

(Commission Meeting, December 3, 1997)
Roger McCarville, Outdoors Forever, reported on the Warren Orlick Inclusive Golf Tournament recently held
at White Lake Oaks Golf Course, thanking the Parks Commission for their sponsorship of this important
program. He noted that 19 physically -challenged players participated in this event.
WATERFORD OAKS WAVE POOL RENOVATION:
Chief of Design Joe Figa reviewed a request from Giffels Hoyem Basso for additional charges for the design,
engineering, and construction supervision for the recently -completed renovation of the Waterford Oaks
Waterpark. The additional charges resulted from the increased scope of the project, plus extensive changes
in engineering designs required to reduce costs to enable the construction of the project.
After review of the request and discussions between staff and the consultant, an amount of $13,500 was
agreed upon; staff recommended Commission approval of that amount.
Moved by Mr. Korzon, supported by Mrs. McConnell to approve the amount of $13,500 to
Giffels Hoyem Basso for additional charges for the design, engineering, and construction
supervision for the renovation of the Waterford Oaks Waterpark.

RED OAKS GOLF DOME LEASE:
After the presentation at the November 5 meeting, staff reviewed the proposal for the proposed new golf
feature at the Dome, plus the request for a ten-year lease extension.
Staff recommended Commission approval of the "Wacky Putt" golf feature, plus a five-year extension on the
lease, with rates for the extension to be negotiated one year before the extension goes into effect.
Vice Chairman Johnson questioned the smoking policy at the facility, whether or not smoking should be
allowed at a "family" facility. Commissioner McConnell suggested the lessees look into an air filtration system
for the facility.
Current county executive policy allows smoking if alcohol is served; if not, no smoking is allowed.
Moved by Mrs. McConnell, supported by Mrs. Johnson to approve the proposed "Wacky Putt"
golf feature for the Red Oaks Golf Dome, plus a five-year extension on the lease, with lease
rates for the extension to be negotiated one year before the extension goes into effect.
Commission also reserves the right to set a no smoking policy for the facility at any time.

REPLACEMENT 5-YARD DUMP TRUCK - TECHNICAL SUPPORT:

yard dump truck for Technical'Support from Hertz Equipment Rental for $31,800.

S10 PICK-UP TRUCKS - WATERFORD OAKS:
Moved by Mrs. McConnell, supported by Mr. R. Kuhn to approve two S10 pick-up trucks for
Waterford Oaks, each with 4-wheel drive and extended cabs, for lease through Oakland
County's fleet lease program.

Staff will continue to explore other toboggan lift methods for The Fridge.
LYON OAKS MASTER PLAN:
Moved by Mrs. Schmid, supported by Mrs. Johnson to adopt the master plan for Lyon Oaks
County Park.

Vice Chairman Johnson inquired if the consultants were able to determine whether or not the buildings could
be moved in the core area closer to where the water is for better viewing. Consultants noted the soil
conditions in the area were reviewed, but soil borings would be required in order to ensure that can be done.
Secretary R. Kuhn suggested that the feasibility study completed for the proposed golf course be referenced
in some way in the master plan.
Staff expects Requests For Proposal for the design of the golf course, driving range, roads, picnic areas, and
general use sites will be ready to send out next spring.
Executive Officer Richard updated the Commission on the progress of the Kaufman property adjacent to the
park.
FEES AND CHARGES:
Staff requested Commission approval of an adjusted Fees and Charges schedule for 1998, noting staff
expects to review the schedule in this same manner with the new fiscal year. Executive Officer Richard also

noted that golf course surveys, when completed, will be distributed to the Commissioners.

schedule for 1998 as presented by staff.

ACTIVITIES REPORT:
The Activities Report for the month of October, 1997, was accepted as filed.
ORION OAKS BIKE PATH:
Staff noted that, after discussions with staff and Orion Township on the township's request to place the
proposed bike path inside the park fence, have agreed it would be best to place the path outside the fence.
Township officials have been notified and are agreeable with the decision.
EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Vice Chairman Johnson requested staff work with the farmer at Addison Oaks in order to avoid growing crops
that contribute to feeding the deer at the park.
---Staff is working on the tactical objectives for the newly -adopted strategic planning goals and objectives;
presentation of those objectives will be made to the Commission after the first of the year. Vice Chairman
Johnson will check with Strategic Planning Committee Chairman Dennis Powers to see of our goals and
objectives have been received and filed, and whether or not anything needs to be clarified.
NEW BUSINESS:
Chairman Lewis requested Commissioners consider what they would like the Parks Commission, as a whole,
to do as a memorial for Commissioner Pernick, ie, a memorial park bench or naming a park pavilion in his honor.
Staff was also requested to contact Anne Pernick to see if she has a preference for a memorial.
The next meeting will be at 9 a.m. on Wednesday, January 7, 1998.
The meeting was adjourned at 10:16 a.m.

Attached is a sample lease agreement that has been reviewed by Corporation Counsel and Risk
Management. Please note that these leases are renewable annually with lease rates having been based
upon current market standards and farming demand.
The agricultural activity at these three parks is beneficial to maintaining open space, providing
wildlife opportunities and providing revenue for the Commission.

199FIELD(1)
LEASE
THIS MEMORANDUM WITNESSETH: That the OAKLAND COUNTY PARKS AND RECREATION
COMMISSION/COUNTY OF OAKLAND.
hereinafter designated as the Lessor, do hereby Let and Lease to FIELD(2)
hereinafter designated as the Lessee, the following property in the FIELD(3), viz: FIELD(4 ) acres of property known and
designated as FIELD(5).
These premises will be used by said Lessee for agricultural purposes only.
The term of this Lease shall be on an annual basis beginning the first day of January of each year and ending on the 31st of
December of that same year. The Lessee shall be notified in writing by certified mail at least thirty (30) days prior to the date of
said termination, to quit and deliver up possession of the described property.
PROVIDED, in case any rent shall be due and unpaid or default be made in any ofthe covenants herein contained, then it shall
be lawful for the Lessor, his certain attorney, heirs, representatives and assigns to re-enter into, repossess the said property and
the Lessee to remove and put out.
The Lessee hereby hires said property for the term aforesaid, and covenants:
1. To pay the Lessor as rental for the FIELD(6) acres a rate of $FIELD(7) per acre, a sum of $FIELD(8) on or before the
31 st of December for each rental year.
2. To use and occupy the said property for purposes which they are let to him.
3. To observe all reasonable regulations and requirements concerning the use and condition of the property.
4. That the Lessee will not assign this Lease nor sublet the property nor any part thereof without the consent of the Lessor
thereto endorsed hereon in writing,
5. The Lessee must provide the Lessor with a copy of the enclosed, executed Hold Harmless Agreement.
6. The Lessee must provide the Lessor with a certificate of insurance evidencing the liability protection of a minimum of
$1,000,000.00 combined single limit per occurrence with the Lessor and the County of Oakland, its elected officials,
employees and volunteers as additionally named insured to said policy.
7. The Lease shall be subject to review/renewal annually and can be terminated by either party, in writing, be certified mail
at least ninety (90) day prior to the date of said termination.
8. The per acre rental fee will be reviewed annually and may be adjusted, with notice in writing, based on agricultural use
and/or local market value.

FUEL STORAGE TANK
WATERFORD OAKS
We have received from Purchasing the following bid for the
purchase of one double compartment aboveground diesel -gasoline fuel
storage tank for Waterford Oaks:
H. Domine $20,400
Riverview
Three other vendors were sent an invitation to bid, but we did not
receive a response.
This tank will replace existing aboveground tanks that are out of
compliance and not fire rated.
The bid also includes installation and necessary monitoring and
pumping equipment.
Last year we had similar tanks installed at Groveland Oaks and
Independence Oaks for $19,250; however, the company that was low bid
for that project has gone out of business and Domine last year was
second low bid.
Staff recommends awarding the bid to Domine for $20,400.
There is $30,000 budgeted in the Capital Improvement Projects
Budget for this project.

UTILITY TRUCK
WATERFORD OAKS
For the past year a pick-up utility vehicle has been leased on a
monthly basis from Central Garage. This old vehicle was available
pending release to the county auction. It has been used by the main
maintenance employee for the Waterford Waterpark and The Fridge.
Due to age and mileage, the vehicle is now being put in the
county's next auction. In view of this, staff is requesting to lease a 3/4-ton
pick-up truck with utility box through the county's lease program.
Current monthly rate for this type of vehicle is $450.
There are funds budgeted in Waterford's transportation line item for
this expense.

ITEM #11
EXECUTIVE OFFICER'S REPORT
---Due to the warm weather, The Fridge will be opening on December 26. We are looking
forward to a good year; group reservations are already higher than last year on this date.
---John Sowels, our maintenance supervisor for Technical Support and an employee for almost
22 years, was recently hospitalized and diagnosed with lung cancer. He'll be on leave for an
undetermined time; Mr. Kipke will be overseeing the operation during his absence.
---Phase II of the Glen Oaks clubhouse renovation is scheduled to begin on January 12. Glen
Oaks will be closed for 7 weeks to finish the interior changes. Staff will also be presenting and
reviewing recent add-ons to the contract with this project.
---Copies of the Lyon Oaks master plan were sent to the officials of Lyon Township and the city
of Wixom. We have also contacted them to establish open lines of communication regarding
upcoming plans for the park.
---Oakland County Parks will have a booth at the Camper Show at the Pontiac Silverdome the
week of January 17-25.
---Full-time employees are sponsoring a recognition "pot luck" on January 26 at The Fridge's
Lookout Lodge for seasonal employees and volunteers in appreciation of their work for the
Commission.
---Oakland County's Mobile Recreation section has sent out bids for a mobile rock -climbing
wall. This is the climbing wall that was seen at the NRPA Congress in Utah. The wall will be
used for camps, instruction, corporate rentals, campground recreation and our Mobile
Recreation programs. The anticipated cost is $16,000.
---There were 27 deer taken from Addison Oaks through the controlled Whitetail deer
management program to date this year. Eight -five volunteer hunters provided over 500
volunteer hours; seven of the participants were physically challenged, including one paraplegic.
This year over 1,000 pounds of venison were donated to the Pontiac Salvation Army through
the "Sportsmen Against Hunger" Program.
---The following is a breakdown by park/golf course of the number of 1997 volunteer hours. The
next report will coincide with the fiscal year.
A mailing will be sent out on January 2, 1998 to all the volunteers which will include: thank you
from Mr. Richard and Chairman Lewis, a pass for four to The Fridge/Wave Pool, and an
invitation to The Fridge night on January 26.
