Progress Status Preliminary Presentation OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING June 17, 1998 The meeting was called to order at 9:13 a.m. by Vice Chairman Ruth Johnson in the commission room of the Parks and Recreation Commission's administration office. PUBLIC COMMENTS: There were no questions asked by, nor comments received from, the public. ACTIVITIES REPORT: The Activities Report for the month of May, 1998, was accepted as filed. NORTH OAKLAND GIRL SCOUT COUNCIL: 3-1 (Commission Meeting, June 17, 1998) Mr. Patrick Campbell, Real Estate Division, Facilities Management, reviewed the history of the park property quit claim deeded to the North Oakland County Girl Scout Council in 1985. This parcel, 110' x 305', is adjacent to White Lake Oaks and was deeded to them with a reverter clause in case the parcel was used for other than scouting activities or if the girl scouts attempted to assign or convey the parcel to someone else. A few years ago, there was a name change in the organization to the Michigan Metropolitan Girl Scout Council, which automatically reverted the parcel back to the county. Since that time, the county has been working out a new agreement with the organization to accept their new name, keeping the reverter clause, plus a few additional caveats on behalf of the county for stricter regulations. Mr. Campbell requested Commission approval of the concept of the new agreement and direction for him to proceed with approvals from the Planning and Building Committee and the Board of Commissioners. Moved by Mr. Skarritt, supported by Mr. Millard to approve the concept of the new agreement between the County of Oakland and the Michigan Metropolitan Girl Scout Council and directing Mr. Patrick Campbell to proceed with approvals from the Planning and Building Committee and the Oakland County Board of Commissioners. AYES: Johnson, Korzon, G. Kuhn, McConnell, Millard, Palmer, Skarritt (7) NAYS: (0) Motion carried on a voice vote. AWARD PRESENTATION: ---Chief of Parks Dan Stencil introduced Deputy Walter "Bill" Storm, a part-time deputy with the Oakland County Sheriff Department - Parks Division, who recently received the 1997 Special Deputy of the Year Award from Oakland County Sheriff John Nichols. ---Executive Officer Ralph Richard announced that Public Communications Officer Jan Pung recently received the National Association for Community Leadership Award for her work with Leadership Oakland since 1990. NATURAL RESOURCES INVENTORY/ BIKE TRAILS: Larry Falardeau, from Development and Planning, reviewed the natural resources inventory project being conducted on the Shiawassee and Huron headwaters area. This project, which began in October of 1997, includes the townships of Springfield, Highland, Milford, White Lake, and Rose, and will help identify the natural resources base and develop tools for management implementation. The project is due to be completed in the fall of 1999. Mr. Falardeau also updated the Commission on the regional bike trail system in which the county is involved. Chief of Parks Dan Stencil noted that the recently -completed 1.1 mile section of bike path at Orion Oaks along Joslyn Road will be dedicated on Sunday, July 26, at 2 p.m. More information will follow. BIDS: As per the information filed in the agenda, the following bids were approved as recommended by staff and Purchasing: 3-2 (Commission Meeting, June 17, 1998) Moved by Mr. Palmer, supported by Mrs. McConnell to purchase two 30' x 60' aluminum - framed tents for Addison Oaks, one 20' x 40' aluminum -framed tent for the Waterford Oaks Waterpark, and one 20' x 40' aluminum pole tent for Independence Oaks to Armbruster Manufacturing Company in the amount of $25,648. Funds for this purchase will come from 1998 Operating Equipment Budget and the 1998 Operating Equipment Budget Contingency. AYES: Johnson, Korzon, G. Kuhn, McConnell, Millard, Palmer, Skarritt (7) NAYS: (0) Motion carried on a voice vote. Moved by Mr. Palmer, supported by Mrs. McConnell to award the purchase of a vehicle hoist for the Glen Oaks Golf Course to Allied Inc. in the amount of $4,062.00. AYES: Johnson, Korzon, G. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---We will be hosting the annual OCATS luncheon (Oakland County Association of Township Supervisors) at Groveland Oaks on July 16. ---Showed pictures of a 4' x 4' hole in the marsite at the bottom of the wave pool at Waterford Oaks. Staff is patching it, but the entire pool will need to be marsited before next season. The next meeting will be at 9 a.m. on Wednesday, July 15, 1998. The meeting will also include the review session for the 1998-98 budget. The meeting was adjourned at 10:20 a.m. Richard D. Staff is seeking authorization to proceed with the payment of this invoice. 9-1 ITEM #10 4-COLOR GENERAL PARKS BROCHURE Your approval for printing of 120,000 4-color General Park Information Brochures is requested. Five printers bid on these brochures: Grand River Printing $11,057.81 Southfield Dearborn Lithograph $12,192.00 Livonia Allied Printing $16,800.00 Ferndale T.A.C. Business Forms $16,932.00 Farmington Hills Oakland Printing $18,025.00 Troy This quantity of brochures is expected to last through 1999. The General Brochure is mailed to new homeowners (approximately 24,000/year); and distributed at two Mall Display Units (approximately 5,000/year), special shows (i.e. Outdoor, Camping, Ski Shows) and with the Oakland County Parks photo display. In addition, the General Brochure is part of our semi-annual distribution to city and township offices, real estate offices, welcome services and libraries. Information on plans for Lyon Oaks development and updated commission member information will be included in this edition. The brochures are printed on recycled paper. Staff concurs with Purchasing's recommendation to award this job to the low bidder, Grand River Printing, in the amount of $11,057.81 (.09/each). Funds for these brochures are available in the Public Communications budget. (The previous order was for 135,000 printed in 1996 at a cost of $12,332 or .09 each.) 10-1 ITEM #11 WATER SLIDE PAINTING RED OAKS We have received from Purchasing the following bids for the painting of the entire steel structure and fiberglass flume of the water slides at Red Oaks Waterpark. Hermes Painting $ 46,500 Troy, MI P. G. Simon Fraser, MI $ 74,500 The project involves large amounts of sandblasting at heights up to 30 feet and the use of epoxy paints for the fiberglass flumes. Park personnel do not have the equipment or expertise to complete the project. This slide has not been professionally painted since it was built. Five other painting contractors were sent an invitation to bid on this project, but no response was received. Staff recommends Purchasing award the bid to the low qualified bidder, Hermes Painting for $46,500 plus a 10% contingency. Funds for this painting will come from the maintenance budget of the park. 1101 ITEM #12 EXECUTIVE OFFICER'S REPORT Orion Township officials have extended an invitation to Commissioners and staff to attend the dedication of the 1.1 miles of safety path on the west side of Joslyn Road, adjacent to Orion Oaks. A brief ceremony will take place at 2:00 p.m. on Sunday, July 26 under a tent in the large field located in the northeast corner of Orion Oaks, just south of the Joslyn Rd./Clarkston Rd. intersection. A walking, biking, jogging or rollerblading personal tour of the pathway will follow. • The Oakland County Association of Township Supervisors (O.C.A.T.S.) hosted by Colin Walls of Springfield Township and Robert DePalma of Groveland Township will hold their annual summer meeting at Groveland Oaks on Thursday, July 16 at noon. • The annual 4th of July fireworks displays attracted nearly 10,000 spectators at Addison Oaks on Thursday, July 2 and Saturday, July 4 at Groveland Oaks. The recreational activities provided by Mobile Recreation and the quality of the shows continue to be well received by the spectators. • The Springfield Oaks Dam Safety Inspection Report has been received from the Department of Environmental Quality. There are some repair and improvements to the spillway which they are requiring. Staff is in the process of contracting a dam engineer to evaluate needed improvements and recommend corrective measures. • Red Oaks Waterpark will be open through Sunday, August 23, 1998. Waterford Oaks Waterpark will be open through Monday, September 7, 1998 (Labor Day). These adjusted closing dates are due to lifeguards returning to school: hence, an annual staff shortage. • In the month of May and June, more than 325 successful assists were made by the lifeguards at Red Oaks Waterpark and Waterford Oaks Waterpark-. • Staff has trained 30 Oaks management summer staff in customer service at Oakland County Parks facilities. This first -ever cross -training session proved to be successful and will be an annual event. • The Master Games are for persons 50 years or above who compete in athletic events. These games will be held on Friday, July 31, 1998, in Royal Oak, Michigan. This event is co -sponsored by Oakland County Parks and Recreation Commission and M-care. 12-1
