Chief of Park Operations Dan Stencil distributed pictures of the storm damage at Groveland Oaks from the
Sunday, May 31, storm.
The Activities Report for the month of April, 1998, was accepted as filed.

45 tons of fertilizer for the golf courses and parks to the low bidder, Terra, in the amount of

FAIR OAKS AGREEMENT - SPRINGFIELD OAKS ACTIVITY CENTER:
Mr. LC Scramlin, manager of the Springfield Oaks Activity Center, updated the Commission on the activities,
participants, improvements, and revenues/expenses at the Activity Center since Fair Oaks began operating
the facility almost three years ago. He requested Commission consideration to extend the lease for another

three years.
Commission commended LC on the good job Fair Oaks has done since they began their operations, and the
good working relationship they have maintained with the Parks.
Commission discussed the location of the building, plus the poor quality of the building itself. Commission
suggested a master plan study by done on the uses and potential uses of the facility, plus improvements the
building needs to best accommodate those uses and make it desirable for people to want to use.
Moved by Mr. VanderVeen, supported by Mrs. Johnson to authorize staff to negotiate a
three-year extension of the lease between Fair Oaks and the Oakland County Parks and
Recreation Commission for the operation of the Springfield Oaks Activity Center. Commission
also directed staff to conduct a study on the facility's uses and needs in order to update it for
optimum use.

Commission concurred to hold the September 2 meeting at the Springfield Oaks Activity Center, when the
contract will be on the agenda for approval.
LYON OAKS GOLF HOLE CHANGE:
Executive Officer Ralph Richard noted that staff has met with consultants from Beckett Raeder and Arthur Hills
and Associates regarding which 18 of the 27 holes of the proposed golf course at Lyon Oaks should be
constructed first for the greatest impact in desire to play.
For the greatest impact, consultants suggest the park interior holes be constructed first, which will entail
additional costs over the perimeter holes for tree removal, wetlands crossing areas, wetlands permitting, etc.
Commissioner Millard reiterated his concerns over competing with private courses and the higher costs
involved in constructing an "upscale" course.
Commissioner Palmer expressed his preference that the additional funds be used elsewhere in the south end
of the county to help reach even more people than we currently do.
Moved by Mr. Korzon, supported by Mrs. McConnell to direct staff to develop the interior 18
holes of the proposed 27-hole golf course at Lyon Oaks County Park as part of the first stage
of development.

us in the Park Operations and Recreation Section.
EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---A revised copy of the Commissioner's 1998 Calendar was distributed. Especially noted was the location of
the August 5 meeting, which will be held at the Glen Oaks Clubhouse.
---Commission received a Certificate of Appreciation from the Township of Orion for the efforts of the Parks and
Friends of Orion Oaks to beautify the township with the annual park clean up at Orion Oaks on April 25.
---Information from Corporation Counsel on the proposed agreement with Nextel for cellular phone antennas
to be installed on the water tower at Springfield Oaks Activity Center. Several changes were recommended by
Corporation Counsel, including the Parks signing a license rather than a lease.
Staff will forward Corporation Counsel's comments/recommendations to Nextel and continue negotiations.
---Corrected information on a rattlesnake bite incident at Bald Mountain State Park that had been incorrectly
reported as occurring at Addison Oaks.
The next meeting will be at 9 a.m. on Wednesday, June 17, 1998.

NORTH OAKLAND GIRL SCOUT COUNCIL
With the ownership changes of the North Oakland Girl Scout
Council and our relationship with their site at White Lake Oaks, Mr. Pat
Campbell will be present at the meeting to explain a transfer of ownership
to the Michigan Metropolitan Girl Scout Council and to update you on the
site and specifics of our agreement.

NATURAL RESOURCES INVENTORY
Larry Falardeau, from Oakland County Development and Planning,
will be at the meeting to update the Commission on the natural resources
inventory of the headwaters area of the Shiawassee and Huron Rivers.
This project will cover several townships, including Rose, Springfield, and
White Lake.
He will also be updating the Commission on the county's trail
system.

PROJECT BEGINS
A study of the natural resources in the
Shiawassee and Huron headwaters area
began in October 1997. The study covers
approximately 180 square miles and includes
the townships of Rose, Spripg-Rcid,
Highland, White Lake, and Milford, and the
Village of Milford. The Oakland County
Development & Planning Division is work-
ing with the communities on the study. .
The purpose of the study is to inventory criti-
cal natural resource areas in the six commu-
nities that need to be protected. Also, the
study will provide local officials, property
owners, and developers with information on
natural resource systems, so they can work
together to preserve important sites, while
still allowing development to occur. The
communities making up the study area cur-
rently do not have this type of detailed infor-
mation to guide their development decisions.
The Michigan Natural Features Inventory
(MNFI) staff will be conducting the natural
resources inventory work, under the direction
of the Steering Committee. MNFI is a part-
nership between The Nature Conservancy
and the Michigan Department of Natural
Resources. MNFI staff includes biologists,
botanists, and wildlife specialists. The
inventory will cover wetlands, flood plains,
soils, woodlands, animal habitats, and unique
species within the six communities.
The Land Information Access Association
(LIRA) will be involved in the public edtica-
tion and outreach portion of the project.
Highland and Milford Townships and
Milford Village will have their existing com-
munity information systems (kiosks) updated
to include the findings of the study. The
findings will also be put on computer /'CDs"
and be available to property owners, develop-

study area. The kiosks and CDs will allow
easy access to the findings of the study.
Carliste/Wortman Associates, planning con-
sultants, will provide planning assistance that
will supplement current planning activities of
the participating communities. They will
identify new planning tools and techniques,
master plan policies, ordinance amendments,
and measures to permanently protect key
parcels as part of open space linkages.
Funding for the project is coming from a
$75,000 grant from the U.S. Environmental
Protection Agency (EPA), a $40,000 grant
from the Community Foundation for
Southeastern Michigan, and $25,000 from
Oakland County plus in -kind staff support.
This is the largest planning project undertak-
en by the Oakland County Development &
Planning Division and the first multi-
jurisdic-tional, public -private planning effort of its
kind in the county. The combination of
developers, property owners, environmental
groups, local governments, and the county
provide for an exciting and unique form to
proactively address the issue of natural
resource conservation.
The project is expected to be completed in
the fall of 1999.

TENTS
ADDISON OAKS, INDEPENDENCE OAKS, WATERFORD OAKS
Park staff is requesting approval for the purchase of two (2) 30' x 60' aluminum framed
replacement tents ($8,225.) for Addison Oaks; one (1) new 20' x 40' aluminum framed tent
($4,465.) for Waterford Oaks Waterpark and one (1) new 20' x 40' aluminum pole tent ($4,733.)
for Independence Oaks.
These tents will be used as picnic rental facilities for group reservations. The rates for
these rental teats are $250/day for the 20' x 40' tents and $350/day for the 30' x 60'. These tents
will rent approximately 20 - 25 times during the summer. The annual estimated revenue per tent
is $6,000 - $8,000. The life expectancy of the tents is five to ten years with repairs as needed.
The old Addison Oaks tents will be disposed of in the Fall Surplus Equipment Auction.
Park staff has purchased other tents previously, but for comparison purposes, the pricing
and specifications are not the same.
The results of the bid process resulted in a sole bid from Armbruster Manufacturing
Company of Springfield, IL in the amount of $25,648. Bids were also sent to current registered
vendors which included Dial Tent and Awning of Saginaw, MI; Anchor Industries of Evansville,
IN; K D Canopy, Westminister, CO; and Home Deport of Atlanta, GA. In follow-up telephone
conversations with these vendors it was indicated that they were unable to provide the tents as
specified.
Monies for this purchase is included in the 1998 Operating Equipment Budget and from
the 1998 Operating Equipment Budget Surplus.

VEHICLE HOIST
TECHNICAL SUPPORT
Bids were requested for the purchase of a vehicle hoist for our
Technical Support maintenance center. This piece of equipment has
become necessary to service the number of trucks that have now been
purchased directly and serviced by our mechanics rather than at Central
Garage.

bidder, Allied Inc., in the amount of $4,062.00.
There was $7,000 budgeted in the 1998 Operating Equipment
Budget for this equipment.

This requisition was competitively bid to 9 vendors. We received 3 no bid
responses and one competitive bid. The remaining 5 vendors chose not to
respond. We have a bid from Allied that appears responsive to the
specifications. Our policy (approved by the BOC) requires us to competitively
bid items over $500 (which we did). Our policy does not require that we rebid
because of only one response. Allied's bid has to be evaluated to determine
if it meets specifications. If it does not, then we will rebid the hoist with
revised specifications. Rebidding this (or any other project/item) because of
only responding bidder has not been a procedure this office has followed in
the past. To do so would penalize the one responding vendor unfairly.
Therefore, your department should determine if the one responding vendor has
met the specifications for this project. If so, then the one responding bid
should go to Commission for approval having met the BOC approved process for
the competitive bid. If not, a response outlining what part of the bid
response did not meet specifications should be sent to this Department so when
we are asked by Allied to produce the document we can do so. Also, at that
time a more complete specification should be provided for the rebid if it's
necessary.

EXECUTIVE OFFICER'S REPORT
---The restroom/shower project at Addison Oaks, which was presented to the Commission last
year, is presently being completed. As you may recall, this project consisted of a new
restroom/shower facility for the campgrounds to accommodate the existing number of sites
which had expanded over the years. This facility will not only meet the state requirements for
the existing sites, but also will allow us to expand the present camping with additional sites. The
plans for this structure are almost complete withe the intention of letting out for bid this summer.
The project is being completed through Giffles Hoyem Basso and Associates.
A contract with Beckett Raeder and Associates, Inc., was approved of January 28, 1998, to
complete the site plans for the restroom as well as for the expansion of the campgrounds.
These plans are in the preliminary stages. Bidding for this part of the project is scheduled for
early spring, 1999.
Submission deadline for grants from the Michigan State Natural Resources Trust Fund is
September 1, 1998. Therefore, it's time to begin thinking of projects for this round of grants.
---The 1.1 mile safety path along the east boundary of Orion Oaks County Park is nearly
completed. Orion Township staff anticipate a dedication ceremony to occur on either
Wednesday, July 8, or Wednesday, July 22. Further details will be available at the meeting.
Staff will have a photo board at the meeting to provide Commissioners with a pictorial summary
of the project.
---Orion School District is planning to make a presentation to the Commission at the July 15
meeting, the same day as the Commission's budget work session. This will be a full morning
meeting, with lunch provided. Budgets will be sent to you early for your review.
---Oakland County Parks will be co -sponsoring the "Master Games," a combination of athletics
and competitions open to Michigan residents ages 50 and older, along with William Beaumont
Hospital, M-Care Senior Plan, and Royal Oak Parks. The Games will be held on Friday, July 31
at Royal Oak Kimball.
