February 18, 1998
Meeting was called to order at 9:15 a.m. by Chairman Pecky Lewis in the commission room of the Parks and
Recreation Commission's administration office.
COMMISSION MEMBERS PRESENT:

PUBLIC COMMENTS:
There were no questions asked by, nor comments received from, the public. Kudos were received from Parks
Commissioners on staff s treatment of Mrs. McConnell's son at the Fridge and compliments on the service at
a wedding held at Addison Oaks County Park.
COMBINED STATEMENT OF OPERATIONS FOR MONTH ENDING 12/31/97:
Sheila Cox presented the first financial information from the new HRFIS system from October - December,
1997. There were no invoices to be approved. The statement of operations for the month ending 12/31/97
was accepted as filed.

Moved by Mrs. Johnson, supported by Mr. Korzon to approve the purchase of a greens aerator for
White Lake Oaks to the low bidder, WF Miller, in the amount of $12,445.00.

DIRECT MAIL PIECE - SOUTHEAST OAKLAND COUNTY:

mailing survey to Southeast Oakland in accordance with the parks commission's strategic plan.
Funds for this expenditure will be allocated from the 1998 Operating Budget contingency account.

GLEN OAKS CLUBHOUSE RENOVATION:
Moved by Mr. Skarritt, supported by Mrs. McConnell to approve a request from Oak Management
Corporation, Inc., to waive the reimbursable costs due Oakland County Parks by $21,320.39 for fixed
improvements on the Glen Oaks Clubhouse due to lost revenue during construction delays.

POINT OF SALE:

10% contingency of $3,210, for a total budgeted amount of $35,306. Funds for this expenditure will
be allocated from the 1998 Operating Budget contingency account.

Commission Meeting, February 18, 1998
EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
-- the success of the parks 1997 Christmas tree recycling program, with 4,719 trees recycled
-- a staff presentation to the Lyon Township Board regarding Lyon Oaks County Park on March 9
-- the employee recognition banquet set for March 13 at Waterford Oaks
-- the legislator/commissioners outing scheduled for May 1 at White Lake Oaks
-- the 1998 Special Park Districts Forum set for May 13-16
-- A letter to Huron Clinton Metro Authority Commissioner Clarkson to set up a preliminary meeting
with him and some members of both commission boards around April to express our concerns,
explore ways the two park systems can work together, and to set groundwork for a joint meeting with
both commissions at a later date.
Since there was no further business, the meeting was adjourned at 10:08 a.m. Next meeting is
scheduled for Wednesday, March 3, 1998.

purchase of a four-wheel drive Kawasaki utility truckster for the Glen Oaks
Golf Course:

This truckster will replace a ten-year old similar vehicle that will be
sold in the County auction.
We paid $8,900.00 for the same truckster last year.
Staff recommends awarding the bid to the low bidder, Pilgrim, for
$8,825.85.
There is $13,000 budgeted in the 1998 Operating Equipment
Budget for this truckster.

GREENSMOWERS
SPRINGFIELD AND WHITE LAKE OAKS
We have received from Purchasing the following bids for the
purchase of two riding greensmowers for Springfield and White Lake
Oaks:

Toledo Turf 33,400.00
Toledo, OH
These two mowers will replace four-year old mowers that will be
moved down to mowing tees. The old eight -year old tee mowers will be
sold in the County auction.
Last year we paid the same price of $13,400.00 for this same
greensmower.
Staff recommends awarding the bid to the low bidder, W. F. Miller,
for $26,800.00.
There is $27,000.00 in the 1998 Operating Equipment Budget for
these two mowers.

DAVIS HOUSE
SPRINGFIELD OAKS
Mr. Jud Davis and other members of the Springfield Township
Historical Society have requested a presentation to the Commission
regarding the conditions and repair of the Davis House, which is located
at the Springfield Oaks Golf Course; specifically, they are seeking
additional monies to redo the roof.
As a point of information, the roof replacement bids from 1996, as
well as the Commission's actions taken at the October 16, 1996 meeting
are attached.
As of this date, no repairs have been completed on the roof.

SPRINGFIELD OAKS DAVIS HOUSE:
Assistant Manager Jon Kipke presented bids for the proposed roof repair on` the Davis House at Springfield
Oaks and reviewed the options discussed at the last Commission meeting.
Members of the Springfield Township Historical Society reviewed the history of the building and the work they
have done on the house. They also noted that they are working on a block grant to fund additional repairs to
the house. Members requested the Commission table this item until their financial problems are settled.
Commission offered suggestions for local community support, including contacting the Oakland County
Historical Society for advice on how/where to find funding assistance, plus noted in -kind services the county
could provide. Commission also suggested a new agreement with the Springfield Township Historical Society
may be necessary to provide the necessary upkeep on the house.
Commissioner Korzon suggested the Commission appropriate enough funds to get the roof through the winter,
which would allow enough time for the Historical Society to continue with their grant/fund-raising process.
Moved by Mrs. Johnson, supported by Mrs. Schmid to appropriate up to $1,000 for whatever
repairs may be necessary to get the Davis House roof through the winter; direct the Public
Communications staff to write an article for the local newspapers to help generate local interest
in the Society_and_itsproject; request assistance from the Oakland County grant writers to work
with the Society in applying for grant funding; plus contact Oakland County Communityand
Economic Development for assistance in securing funding for this project.

the alternate bid for copper gutter in the amount of $600, making a contract total of
$15,370, plus $2,300 contingency cost to cover only unforeseen repairs and
replacement, for a budget total of $17,670. Additional decking or fascia will be on a
time and material rate of $2.50 per lineal foot and covered in the contingency.
G.A. Frisch recommends that the roof not be repaired because it would be nearly
impossible to repair the needed areas. (See Attached Letter)

ORION TOWNSHIP SAFETY PATH
In the Commission -approved 1998 Capital Improvement Projects
Budget, the Orion Oaks safety path (project #00-14) was included at a
budgeted amount of $100,000. This budget figure was arrived upon a
preliminary cost projection provided by Orion Township.
Part of the agreement between Orion Township and the Oakland
County Parks and Recreation Commission was that we would share in
50% of the projected costs for installing approximately 1.1 mile of safety
path on the west side of Joslyn Road adjacent to the Orion Oaks County
Park property.
The bids were received on February 25 by Orion Townshihp. The
low bid was provided by Bowen Paving for a cost of $210,485. As part of
this project, there is a 20% engineering cost and a 10% contingency,
which increases the total cost of the project to $273,630. See attached bid
results and letter of explanation from Orchard, Hiltz & McCliment, Inc.,
consulting engineers for Orion Township.

As recommended by the Township engineers, I am recommending that the Board award
the bid to Bowen Paving for a cost of $210,485 to complete the 1998 Safety Path
Project on Joslyn Road. Five bids were received. Bowen Paving was the lowest bidder.
Bowen has completed other safety path projects in Orion Township and has been found
to do a competent job and worked well with the Township.
The total cost of the project including the engineering fees and a 10% contingency is
$273,630. Oakland County Parks has agreed to pay up to $100,000 to put in this path
which means the estimated cost to the Township is $173,630. The Township's cost will
be covered by the Safety Path Fund 1998 budget.
Although the total cost of the project is higher then estimate, the engineers have noted
that a few items placed in the proposal were to establish unit prices. These items include,
but are not limited to, 21AA Aggregate and the special earthwork (cut/frll). There is a
possibility that neither one of these items may be used, saving the Township
approximately $30,000 in construction costs.

waterpark at Indian Springs Metropark.
---REMINDER: Hopefully you have received your invitation and have RSVP'd to attend the
annual Recognition Banquet, which will be held at Waterford Oaks on Friday, March 13. The
evening, which is themed around Mardi Gras this year, begins at 6:30 p.m., with dinner at 7:30

I received your letter regarding your concerns on the stockpiling of dirt at Glen Oaks
Golf Course.
Before the winter freeze arrived, we did have the opportunity to remove the mounds of
dirt and berm up the east end of the golf course by our maintenance yard. The remainder of
the landscaping will be completed as soon as the spring thaw arrives, so we can move the dirt
you now see into the islands and new berms on the far east of the parking lot.
There were two factors that delayed this project:
The low bid contractor, after the contract was awarded, backed out of his bid. We then
had to go to the second low bid landscaping company, but the delay with that process
put us a month and a half behind schedule.
In working with your staff, the delays in the design of the drains from Thirteen Mile Road
and the parking lot to the river took longer than expected.
We expect immediate attention to this in the spring for completion of the project. Once
it's completed, we feel sure the City of Farmington Hills will be proud of the new look at Glen
Oaks.

Construction of the addition to the Glen Oaks club house has been underway for approximately two years
now. At the beginning of that construction dirt piles were placed on the east end of your property along 13
Mile Road. It is important to realize that this area is part of the presentation of the Golf Course to the 13 Mile
Road public as well as to our resident on the east side of the golf course property.
When your site was reviewed and subsequently approved by the Planning Commission, you will recall that
special attention was paid to the eastern area along 13 Mile Road where your maintenance facilities are
located. I have personally been asking our staff to encourage you to address the aesthetics of this area of your
property. Although they have assured me that you are working diligently to try to resolve this situation, I feel
a letter such as this is necessary to relay to you the perception of your project from the community where your
golf course is located.
Please do whatever you feel is necessary in order to address the problem. Unfortunately we are now in
another winter with frozen soils making the proper attention to the problem extremely difficult. I would,
however, request that you let us know of your immediate intentions .

HCMA water park
plans scaled back

The Huron -Clinton Metropolitan
Authority (HCMA) has submitted a concept
plan to the Springfield Township Planning
Commission under the township's Planned
Unit Development (PUD) zoning ordi-
nance, m an effort to have authority prop-
erty rezoned to accommodate a proposed
water park
The HCMA wants to build a Fumily
Aquatic Center at the Indian Springs
Metropark, which ties primarily in
Springfield Township. The remainder of
the park is located in White Lake
Township. The the proposed aquatic center
would be located in the Springfield
Township side of the park
A PUD is a flexible zoning provision
that allows a variety of standards, includ-
ing mixed uses and other types of zoning
that are unique, according to Springfield -
Township Supervisor Collin Walls.
The township's PUD ordinance has a
provision that there is an overall or over-
riding community benefit for the rezoning,
said Walls.
Walls said from what he -was told, the
majority of the Planning Commission was
not in favor of the HCMA's request, since it
was essentially the same plan as submitted
in the past.
Walls said the Planning Commission
stated, under certain circumstances, that it
was willing to form a committee of com-
missioners and members of the HCMA to
work out details of the plan.
"There is no reason to meet unless the
HCMA comes back with vastly scaled down
plans," said Walls.
By vastly scaled down, Walls suggested
a swimming pool, instead of a water park
HCMA Chief Planner Dan Duncan said -
the authority is looking forward to meeting
with a committee from the Planning
Commission, and that HCMA would like to
get together with the committee as soon as
possible.
According to Duncan, the plans submit-
ted by the HCMA under the PUD were
scaled d,iwn several times from the origi
nal proposal submitted to the township in
1992.
Duncan said areas scaled back include
the size of structures and facilities, as well
as the size of the wave pool
According to Duncan, the proposal to
submit plans under the zoning option of a
PUD came about from informal discus-
sions with township and HCMA attorneys,,,
as well as township officials.
"They felt this was an opportunity that
could work as far as meeting the zoning
requirements for the township," said '
Duncan.
The plan for HCMRs Family Aquatic
Center includes an entrance road and
parking lot a bath house, food bar, wave -
pool, a children's play area, a lazy river
rafting ride and a water slide. The center is
part of HCMA's plan to provide water
recreation at all metroparks.
The struggle between the township and
HCMA dates back many years.
Walls said HCMA was made aware in
1992 that its plans did not conform with the
township's zoning ordinances or master plan.
The township never notified HCMA of this by
formal written notice, said Walls.
"HCMA clearly indicated that they were
exempt form local rules and regulations hav-
ing to do with zoning," said Walls. "Re clearly
indicated to them that they were not"
A lawsuit was filed by Springfield
Township in August 1996, when officials
learned HCMA had awarded a contract for
"recreational" (RC) zoning classification.
Under the RC classification, state, county,
regional and/or municipal parks were prin-
cipal permitted uses, according to Grant's
written opinion.
In 1990, the township eliminated the RC
classification and created the Resource
conservation classification, which Indian
construction of the aquatic center, accord-
ing to Walls.
Dakland County Circuit Court Judge
Nanci Grant granted a preliminary injunc-
tion last June, in the case involving the
HCMA and Springfield Township.
Grant denied both parties' motions for
summary disposition, but granted
Springs fell under, according to Grant's
opinion.
The township's zoning authority comes
from the Township Rural Zoning Act, which
is a state law that gives townships the ability
to pass zoning ordinances, and describes the
processes townships must follow, said Need
Grant disagreed with HCMA's argu-

Grant also held that HCMA is subject to
Springfield Township zoning ordinances,
according to Greg Need, the attorney rep-
resenting Springfield Township.

zoning ordinance which designated part of
the Indian Springs Metropark with the
