The meeting was caned to order at 9:10 a.m. by Chairman Pecky D. Lewis, Jr. in the commission room of the
Parks and Recreation Commission's administration office.

Moved by Mr. Skarritt, supported by Mr. R. Kuhn to approve the minutes of the meeting of
June 23, 1999, with the following correction:
Page 3 -1, the second heading "COMMISSION MEMBERS PRESENT" should be changed
to "COMMISSION MEMBERS ABSENT."

IRRIGATION IMPROVEMENTS - GLEN OAKS:
Moved by Mr. Skarritt, supported by Mr. Coleman to approve the additional expenditure of
$4,350 to Michigan Automatic Sprinkler Company for unanticipated repairs required to
complete the irrigation system installation around the Glen Oaks Clubhouse.

BUDGET WORK SESSION:
The proposed revenue budget for Fiscal Year 2000 is $17,075,129, up 7.7% over the proposed budget for 1999.
Of this amount, $6,932,591 comes from fees and charges and interest on investments; the remaining balance
of $10,142,538 will come from the miliage.
The proposed operating budget for Fiscal Year 2000 is $13,660,362, an increase of 10.7% over the 1999
proposed budget. The higher increase is attributed to a number of large maintenance projects, plus having all
the operating equipment totally expended in the year purchased rather than depreciated over a five-year period.
Operating equipment requests for Fiscal Year 2000 total $1,009,559. Of this amount, $342,000 will be spent
on start-up equipment for Lyon Oaks and $216,000 for replacement golf carts.
Estimated new funds for capital development for Fiscal Year 2000 is $3,756,767, of which $567,406 is
earmarked for payment to the Oakland County Building Authority. The balance of $3,189,361 is available to fund
additional capital projects.
Personnel:
Staff is requesting the following full-time positions be approved: Construction Inspector III for Administration's
Design and Development Section to be fully funded for Fiscal Year 2000 at a salary/fringe cost of $46,460; one
each Golf Shop Coordinator, Grounds Equipment Mechanic, and Groundskeeper II for Lyon Oaks, but not
funded; and a General Maintenance Mechanic for Lyon Oaks to be funded for five months at a salary/fringe cost
of $16,568,
Fees and Charges:
All the fees and charges recommended by staff were approved, with the following change: At the Red Oaks
Waterpark, Regular (non-resident) Adult admission fees for Saturday, Sunday, and holidays will be $10.75.
Commission discussed senior discounts; staff will consider raising the senior age from 62 to 65.
Capital Improvement Projects Budget:
The proposed 2000 capital improvement projects are budgeted at $11,314,251, with estimated new funds at
$3,189, 361.
Executive Officer Richard updated the Commission on the status of the grants, permits for the development
at Lyon Oaks, and the proposed closure at Red Oaks in conjunction with the Twelve Towns Drain project. Mr.
Richard also noted that a decision on who will pay for the rebuilding of the golf course has not yet been made.
Mr. Richard reviewed the capital improvement projects proposed throughout the parks system for next year,
including the campground expansion at Addison Oaks and the marsiting of the Waterford Oaks wave pool.
Commission directed staff to move the $30,000 budgeted for the Orion Oaks Master Plan in 2001 forward to
Fiscal Year 2000.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---The rededication of the Lewis E. Wint Nature Center will be at 11:30 a.m. on Wednesday, August 4, directly
following the Commission meeting and a possible tour of the Upper Bushman Lake property.
---Administrator-Operations Dan Stencil was interviewed by Channel 62 regarding our deer management
program. Staff is also continuing to work with Rose Township officials for approval to allow archery hunting at
Rose Oaks County Park.
The next meeting will be at 9 a.m. on Wednesday, August 4, 1999, at the Wint Nature Center at Independence
Oaks.
The meeting was adjourned at 10:42 a.m.

phase of this development.

EXECUTIVE OFFICER'S REPORT
---Rose Oaks Hunting Update: On July 14, parks staff presented a preliminary proposal to Rose Township
officials to allow archery deer hunting on a three-year trial basis. The general response from the township
board of trustees and the general public in attendance was to encourage the Parks Commission to develop
a master plan for the park prior to allowing any additional recreational activities to occur. The park is zoned
for passive activity only, such as hiking, biking, nature interpretation, and fishing. Attached is an article from
the Oakland Press regarding this issue.
---Deer Management: Dan Stencil, Administrator - Operations, participated in a 30-minutes news feature on
deer management, which aired on Channel 62-CBS on Sunday, July 18.
---Lyon Oaks Conservation Agreement: Staff will make a brief presentation on the status of the Lyon Oaks
conservation agreement with the Department of Natural Resources.
---Waterparks: Red Oaks Waterpark will be closing for the season on August 22; Waterford Oaks on Labor
Day.
---Special Events:
• Independence Oaks was the site sponsor for the Summer Stroll for Epilepsy on Saturday, July 24;
over 200 walkers participated.
• The Oakland County Master Games were held on July 28 and 29 in Royal Oak, with more than 200
participants.
• The National BMX Races will be held Saturday and Sunday, August 6 and 7 at the Waterford Oaks
BMX track.
• All commissioners are invited to attend the Wheelchair Daze Picnic at Independence Oaks on
Saturday, August 7. The event will attract over 1,500 disabled individuals to this annual picnic,
which is sponsored by Wright & Filippis.
• This year three Mighty Oaks Cerebral Palsy Sports Athletes qualified for the National Sports
Festival for the Disabled Games in New London, Connecticut. The three athletes that qualified were
Marlon Moody (shot put, discus), Megian Johns (shot put, discus, club throw), and Justin Major
(track: 400m, 800m, 1500m).
All of the Mighty Oaks athletes medaled in the events in which they competed. Megian
Johns took home one gold medal in shot put, one silver medal in the club throw, and one
bronze medal in the discus. Marlon Moody received two bronze medals in his shot put and
discus competitions. Justin Major received three silver medals in his track events.
The athletes competed against the best within the nation and took home medals. Megian,
Justin, and Marlon represented Michigan very well in sportsmanship and their athleticism.
All of the athletes are Oakland County residents. Also attending the National Sports
Festival for the Disabled were two Mighty Oaks coaches: Stella A. Husch (Head Coach)
and Ryan Husch.
---All commissioners should have received information directly from NRPA regarding the upcoming
Congress in Nashville. Those attending should review the information for on -site institute and/or spouse
tours, then speak with Karen at the August 4 meeting to review your registration details.
---Tony Filippis, Sr., of Wright & Filippis, has recently committed to the donation of $20,000 for the con-
struction of a handicap -accessible gazebo at Independence Oaks. The shelter will be located adjacent to the
paved pathway, which will provide shade opportunities for disabled patrons at special events and programs.
