OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING November 3. 1999 The meeting was called to order at 9:02 a.m. by Chairman Pecky D. Lewis, Jr. in the commission room of the Parks and Recreation Commission's administration office. COMMISSION MEMBERS PRESENT: Chairman Pecky D. ACTIVITIES REPORT: The Activities Report for September, 1999, was accepted as filed. CARL'S GOLFLAND RECOGNITION: Therapeutic Recreation Supervisor Sandy Dorey introduced Neil Feldman, owner of Carl's Golfland and sponsor of the Warren Orlick Inclusive Golf Outing at White Lake Oaks for the past three years. Carl's sponsorship, totaling $7,500, has enabled us to provide scholarships to disabled golfers and to create opportunities for individuals with disabilities to participate in sports. Sandy also introduced Warren Orlick, who teaches disabled golfers, and Roger McCarville, who was instrumental in securing Warren Orlick and Carl's Golfland for this event. Chairman Lewis, on behalf of the Parks Commission, thanked Mr. Feldman for his sponsorship of this event. AWARD PRESENTATION: Executive Officer Ralph Richard presented the Commission with an award received from the City of Farmington Hills Beautification Committee recognizing the Commission's efforts at Glen Oaks. HORSE BARN - SPRINGFIELD OAKS: Chief of Design and Development Joe Figa introduced Hoili Day, representing the 4-H Horse Council, who has agreed to undertake a fund-raising effort for the purpose of building a 154 ft. x 104 ft. covered horse barn at Springfield Oaks. Estimated costs to build the facility are $120,000. Staff met with LC Scramlin and Ms. Day at Springfield Oaks and agreed on a location for the facility. Staff believes this building will enhance the existing facilities at the park. The Parks Commission's involvement in this project will be limited to having the plans reviewed by the engineers under contract with the county and to ensure the building is constructed to code. One built, the building will become the property of the county. Ms. Day noted that this is planned as a two-year effort. All funds raised will be placed in a bank account set up by 4-H. If for some reason the fund-raising falls short of its goal, any funds collected will be designated for use at the facility. She also noted that Detroit Edison has agreed to donate the poles for the building. Staff requested Commission approval of the concept in order to proceed with the proposed project. 3-2 (Commission Meeting, November 3, 1999) Moved by Mr. Skarritt, supported by Mr. Palmer to approve the concept of the construction of a 154 ft. x 104 ft. covered horse barn at the Springfield Oaks Activities Center. SOFTWARE CONVERSION - ADDISON GROVELAND AND INDEPENDENCE OAKS: Moved by Mr. Palmer, supported by Mr. Coleman to approve an expenditure not to exceed $32,000 to Omni Computer Consultants, Inc. for the conversion of the current registration software program and files at Addison, Groveland, and Independence Oaks. Funds for this expenditure will be transferred from the FY2000 operating budget contingency to each park's computer operations line item account as follows: $16,000 to Addison Oaks; $8,000 to Groveland Oaks; and $8,000 to Independence Oaks. LYON OAKS FLEET VEHICLE REQUEST: In preparation for employee transfers to Lyon Oaks, staff requires Commission approval to request an increase of three vehicles in the county's vehicle fleet for use at Lyon Oaks. Moved by Mr. Palmer, supported by Mr. Coleman to approve a request for an increase in the county's vehicle fleet of three vehicles for use at Lyon Oaks. AYES: Coleman, Korzon, R. LYON OAKS UPDATE: Chief of Design and Development Joe Figa updated the Commission on the progress of the golf course construction at Lyon Oaks County Park, noting the contractor has completed the clearing, the retention ponds are under construction, and some tees and greens are being created. Restrooms: Staff requested Commission consideration to proceed with the construction of two restroom facilities on the golf course similar to the restrooms recently completed at Springfield Oaks and White Lake Oaks. Constructing them now will prevent tearing up the newly -constructed golf course again. Staff has chosen the sites and scheduled perk tests. Budget for this project is estimated at $120,000; funds are requested to be transferred from the 1999 Operating Budget Contingency. 3-3 (Commission Meeting, November 3, 1999) Moved by Mr. Korzon, supported by Mr. Palmer to approve the construction of two restroom facilities at Lyon Oaks Golf Course, similar to the restrooms recently completed at Springfield Oaks and White Lake Oaks golf courses. Funds for this project will be transferred from the 1999 Operating Budget Contingency. AYES: Coleman, Korzon, R. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---A copy of a letter from Joe Colaianne of Corporation Counsel, sent as a follow up to his presentation at the last meeting, was included for Commission review. Mr. Richard also received correspondence from the legal firm of Howard & Howard, attorneys for the Drain Board, with the opinion that the Drain Board has no legal obligation to restore either the golf course or the dome and sports village at Red Oaks. Also, Gerald Poisson will be the Parks' legal representation on this project until such time that Mr. Poisson recommends additional expertise may be necessary. Commissioner Law recommended the Parks Commission make a decision on a possible firm at that time, rather than having a firm appointed on our behalf. NEW BUSINESS: Chairman Lewis reviewed the programs he attended at the NRPA congress in Nashville, noting the superior job staff is doing in comparison to what was presented, and that our staff takes it in stride and considers it part of their duties. He also congratulated commissioners on how well they work together and with the county board of commissioners and county executive's office. The next meeting will be at 9 a.m. on Wednesday, December 1, 1999. The meeting was adjourned at 9:55 a.m. Richard D. The random telephone survey was conducted among 500 county registered voters between September 27 and October 10, 1999. The purpose of the survey was to: • Evaluate public awareness of the parks and golf courses • Determine usage and satisfaction of facilities and programs • Assess interest in current and future programs and services • Test reactions to future millage proposals 9-1 ITEM #10 SAFETY PATH — ORION OAKS Staff has reviewed the attached information from the Charter Township of Orion requesting Commission support to fund a bike path along the northern border of Orion Oaks. The proposed path is included in the park's master plan, and staff feels this proposal would be a good partnership between the county and the township. Orion Township Parks Director Rock Blanchard will be at the meeting to make a formal presentation. 10-1 Charter Township of Orion 2525 Joslyn Road • Lake Orion, Michigan 48360 • (248) 391-0304 • Fax (248) 391-9984 November 2, 1999 Ralph Richards, Manager Oakland County Parks Waterford Oaks County Park 2800 Watkins Lake Road Waterford, MI 48328 Re: Support for TEA-21 Grant for funding Safety Path Dear Mr. Richards: On behalf of the Charter Township of Orion Board and Safety Path Committee, I am requesting to be placed on the Oakland County Parks Commission Board at the December 1, 1999 meeting. We would like the support of the Oakland County Parks in applying for a TEA-21 Grant to fund a bike path along the border of Orion Oaks County Parks located on Clarkston Road. The path would run from Joslyn to Baldwin Road, connecting Orion Oaks County Park to Webber Elementary School, the Nature Center, Friendship Park (Township Park) and several subdivisions. We asking for the County's help both financially and by resolution. The estimated cost of the mile long path would be $625,000. The path along the park is approximately 70 % of the project. We are requesting that the County share half the cost of constructing that portion of the path. The County's estimated cost would be $132,000. In 1997 the County paid 50% of the cost for the path along Joslyn Road, on the side of Orion Oaks Park, costing $100,000. I have attached estimates prepared by the Township engineers and a chart outlining the cost sharing. If you have any other questions please do not hesitate to call. ITEM #11 REFRIGERATION TWIN TUBING REPLACEMENT WATERFORD OAKS TOBOGGAN SLIDE Staff is requesting approval for the purchase of replacement refrigeration twin tubing, 2200 feet, plus the eyelets and splicers. This project involves replacing all the refrigeration twin tubing on both flumes. The tubing was originally installed in 1993. Staff researched availability and found it was a specialized item available from the manufacturer, Calmac Manufacturing Corporation. Staff received a bid of $6,074.52 for all needed parts and tubing. Staff recommends awarding the bid to the single source, Calmac Manufacturing Corporation in the amount of $6,074.52. Funds for this expenditure will come from the Building Maintenance line item of the park's operating budget. ITEM #12 EXECUTIVE OFFICER'S REPORT ---Attached is a letter from Wixom City Manager Michael Doman regarding the sanitary sewer and water for Lyon Oaks. After reviewing this information, staff believes the Commission should continue with our present plan for septic and wells at the park. However, if the Commission chooses, staff will pursue this matter further. ---An update on the drain expansion project at Red Oaks will be given by Executive Officer Ralph Richard, who has attended two recent Drain Board meetings. ---Also attached is a letter sent by Assistant Administrator Jon Kipke to Springfield Township Supervisor Collin Walls requesting his review of proposed solutions/recommendations for improvements to the Davisburg dam. We will also be requesting financial support from the Township for this project. ---A copy of the report on the 1999 Free Woodchips Program at Orion Oaks has been enclosed for your information. ---A copy of the summary for the 1999 Waterford Oaks BMX Program is also attached for your information. ---Enclosed is a copy of a 5-year financial analysis of the Parks Commission's golf courses for your information. COMMUNITY WUH CHARl�7ER FOUNDED Attention: Mr. Ralph Richard, Executive Officer Re: Sanitary Sewer and Water Service Lyon Oaks Park Dear Mr. Richard: Through Commissioner Dingeldey, we have received a copy of your September 30, 1999 letter to her regarding the above. This is to provide clarification of a few points raised in that letter. Should the County desire sanitary sewer and water service, the County could immediately connect directly to the City's sanitary sewer system. Should the County desire water, we propose the County extend water main during the construction season 2000 to receive Detroit water through the City of Wixom, which we expect to be completed by November, 2000 or shortly thereafter. We do not recommend the County wait for Milford Township to complete their sanitary sewer plans because of the great uncertainty involved with that project. However, it is true that the City and Township are discussing these details but the discussions are currently very preliminary. Over the long run, connection to the City's sanitary sewer and water systems is a more cost-effective means of providing utility service. This belief is based on numerous studies that factor in all of the costs to providing a utility service including operation, maintenance, treatment, replacement, etc.; municipal sewer and water will always be cheaper economically, as well as, environmentally. Ralph, if there is interest on the County's part, please provide me with a copy of your site plan, and how your engineers arrived at the costs summarized in the attachment to your letter to Commissioner Dingeldey. Once this information is received and reviewed, we would be happy to have our engineers work with your engineers to determine the most cost-effective method to provide utility service to your facility in the best interest of all the residents in Oakland County. Several desired improvements were indicated with the largest being the increased flow of the spillway. This also involves the relationship of the spillway to Davisburg road with possible erosion of the road. The Parks and Recreation Commission contracted Earth Tech to evaluate this situation and recommend possible solutions. Enclosed are their engineered solutions and recommendations. Ralph Richard, Park's executive officer, has asked that you review the 3 proposed solutions. Whichever solution is implemented will have some impact on the site as it is today. He would like to know Springfield Township's preferred solution as it relates to Mill Pond Park. Since this project has been dragging on, we would appreciate receiving your input within a couple of weeks.
