OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING August 4. 1999 The meeting was called to order at 9:16 a.m. by Chairman Pecky D. Lewis, Jr. in the classroom of the Lewis E. STATEMENT OF OPERATIONS: The Statement of Operations for the month ending June 30, 1999 (FM 09, FY 1999) was accepted as filed. ACTIVITIES REPORT: The Activities Report for the month of June, 1999, was accepted as filed. LYON OAKS UPDATE: Project Manager Christy Summers, of Beckett & Raeder, Inc., updated the Commission on the status of the golf course development project, including variance and site plan approval received from Lyon Township, plus preliminary work with the Road Commission for Oakland County for access and lanes into the park. Mr. Gary Cooper, architect of the clubhouse, reviewed changes in the central area of the building, which will provide for better progression for the banquet facility, plus changes in the interior lobby, which will allow it als o function as a small meeting room. He also noted changes in the storage area, which will make the cart storage area smaller, but still allow room for the 120 carts. Consultant is currently working on the construction documents for the site plans; expecting the plans to go out to bid in early winter, with construction to begin next spring. Commission will be provided samples of the stone/brick/roof shingle material that will be included in the bids specifications. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---Administrator - Parks Operations Dan Stencil and Assistant Administrator Jon Kipke attended a recent Rose Township Board meeting to revisit the issue of hunting in Rose Oaks. The township board intimated that any additional activities proposed for the park must be presented to them through our park master planning process. ---The Michigan Natural Resources Trust Fund Board has approved the conservation easement for Lyon Oaks; the next step will be receiving approval from the Department of Natural Resources. ---Tony Filippis, Sr., of Wright & Filippis, has made a verbal commitment of a donation totaling $20,000 for the construction of an accessible gazebo at Independence Oaks near the Twin Chimneys shelter. NEW BUSINESS: Commissioner G. Kuhn distributed newspaper articles on innovative programs for senior citizens plus programs designed to assist the underprivileged and disabled in the schools. He also presented an article on the sport of kayaking and its increasing popularity. He requested staff review and evaluate these programs for future consideration in the parks. 3-2 (Commission Meeting, August 4, 1999) The next meeting will be at 9 a.m. on Wednesday, September 1, 1999. The meeting was adjourned at 10:09 a.m. to a tour of Independence Oaks and Upper Bushman Lake, then attended the rededication of the Lewis E. Wint Nature Center and its new exhibits. Richard D. This pick up was a replacement for a 1991 pick-up truck that was damaged in an accident and subsequently determined to be not worth repairing. Staff is waiting for determination on the amount to be paid to the Parks from the insurance claim. Staff is requesting approval for this expenditure in the amount of $14,424.00, Funds for this expenditure will be transferred from the Operating Budget Contingency to the Operating Equipment line item. 10-1 ITEM #11 OAKLAND COUNTY PARKS RESEARCH STUDY Staff requests approval for funds to conduct a research study among 500 registered voters during September, 1999. BBDO Advertising will coordinate and oversee this project. The purpose of the telephone survey will be to: -- gauge public awareness and usage of parks system facilities and services; -- measure park user satisfaction with the parks and golf courses; -- serve as a benchmark for public understanding and support for the parks millage and future funding; -- better understand the interests of residents in various quadrants of the county; and -- provide a forum for public comments and feedback on the parks system. An Executive Summary of the 1996 survey is on the following page. Findings from this survey: * verified that levels of awareness are increasing * provided more information about population segments to help marketing especially to SE and SW Oakland County * told us that most activities had an 80 percent satisfaction level * identified areas for attention and improvement. BBDO received competitive bids from three research firms. Staff recommends accepting the bid from the low bidder, foresight, inc. * foresight Inc. Those living in Quadrant 1 (Clarkston/Holly area) use parks more than respondents in the rest of the county. (See page 15) Q3. Approximately how may times in the past year have you or any member of your household visited state, metro or countyparks? • Those who use the parks on a regular basis are making several visits per year to those parks. In the past five years, there was a 20% increase in visits made per year to all parks. (See page 17) Q2. What are the names of the two state, metro or county parks that you use most often? • Kensington and Stoney Creek were still the two parks used most often, just as they were in 1991. The two county parks used most often were Independence Oaks and Addison Oaks. (See page 16) Q3. Approximately how many times in the past year have you or any member of your household visited state, metro or countyparks? • People are visiting parks more often than they did five years ago. The percentage of respondents that had not visited any parks in the past year dropped by nineteen percent since 1991. Also, the number of respondents that visited parks more than 16 times per year increased by ten percent. (See page 17) Q12a. How do Oakland County Parks compare to other state, metro or county parks that you have visited? Would you say they are more appealing or less appealing? • More people believed that Oakland County Parks were more appealing than other area parks when compared to responses from five years ago (49% in 1996 vs. 31 % in 1991). Those residing in Quadrant 3 (Novi/Farmington/Southfield area) were the most likely to feel the county parks were more appealing than other parks. (See page 3 0) Q12b. Why do you say Oakland County Parks are more/less appealing? • The most often mentioned reason for believing the county parks were more appealing than other parks i.n both 1991 and 1996 was that they were clean and well maintained, as well as being conveniently located. (See page 18) • In the past, there was confusion about which parks were Oakland County Parks. In 1991, Kensington, Stoney Creek and Dodge Park were among the most frequently mentioned five parks believed to be county parks. However, this year only Kensington remained in the top five parks thought of as Oakland County Parks, while Stonev Creek and Dodge Park dropped in ranking considerably. (See page 18) • Respondents living in Quadrant 1 (Clarkston/Holly area) could name more county parks, correctly, than those living in any other quadrant. (See page 18) • Even though awareness of most Oakland County Parks has increased, there were more people this year that could not name any Oakland County Parks (6% increase since 1991). What specific facilities, services or activities offered by the Oakland County Parks and Recreation System, such as golf courses, hiking trails or waterparks, have you or - members of your household ever used? • Hiking and Golfing were the two activities that people participated in most often. (See page 26) 01Oc. How satisfied were you with (each facility, service or activity mentioned in glOa)? • All of the activities and services offered by the parks system had satisfaction levels of 80% or higher, except for in -line skating and mountain biking which received satisfaction ratings of 75% and 66% respectively. (See page 27) QIOd. Why were you dissatisfied with (each facility, service or activity mentioned in gl0c)? • A very small portion of participants were unhappy with the activities they participated in at the parks. The activities that those few respondents were most dissatisfied with were fishing and the use of the waterparks. People were dissatisfied with the fishing because they did not feel there were "quality fish". Those who were dissatisfied with the waterparks said it was due to overcrowding, that the waterpark was not clean and a lack of supervision and security. (See page 27) Overall Satisfaction with Oakland County Parks Qlla. Overall, how satisfied are you with the recreational opportunities and facilities provided to you or the members of your household by the Oakland County Parks and Recreation System? • Most people were either very or somewhat satisfied with the Oakland County Parks (62% and 30% respectively). (See page 28) • Park -users residing in Quadrants 1 (Clarkston/HoIly area) and 2 (Pontiac/Rochester/ Bloomfield area) were more likely to be satisfied with the county parks than those living in Quadrants 3 (Novi/Farmington/Southfield area) and 4 (Troy/Royal Oak area). • Respondents that did not support the increased property tax for park funding were generally less satisfied with the county parks than those who did. Why are you somewhat/very dissatisfied? • The fact that the parks are inconveniently located was the reason given most often for overall dissatisfaction with the parks, compared to complaints of overcrowding in the 1991 study. (Second? Third?) • People felt that the first priority for the parks should be to acquire property for the protection of wildlife in its natural habitat (59%). Twenty-seven percent of participants believed the first priority should be to acquire property to protect open spaces for recreation opportunities, followed by 11 % who thought the first priority should be to acquire property to preserve regional rural heritage, such as a horse farm or a working farm. (See page 40) Community Value Added by* the CounU Parks 013.....Please tell me how much you agree with each of the following statements. (Using a scale of 1 to S) • Most respondents strongly agreed with each of the statements, as was the case five years ago. (74% agreed that Oakland County Parks are a valuable asset to the community, 65% agreed that" Oakland County Parks make an important contribution to the quality of life in Oakland County.) (See pages 32-33) • Residents in Quadrant 1 (Clarkston/Holly area) believed that the county parks added value to the community, and contributed to a better quality of life more than those living in the rest of the county. (See pages 32-33) Education and Special Programs Provided by the Parks OI 4a. In your opinion, should Oakland County Parks be concerned with providing outdoor environmental educational experiences that educate youngsters about the environment? • Most respondents (89%) believed that the Oakland County Parks System should provide environmental education of some sort to young people. (See page 34) • Among the small percentage (11 %) of participants that felt the parks system should not be involved in environmental education, many said that schools or parents should take on that responsibility, not the park system. It is interesting to note that most of the people who expressed these opinions were between the ages of 3I and 44 with children. (See page 34) Nordhaus Research, Inc. For which special interest groups, if any, do you think the Oakland County Parks and Recreation system should provide special programs, services or facilities? • Groups that should receive special accommodations from the parks most often included; the physically impaired, school groups and senior citizens. What kinds ofprograms, services or facilities do you suggest? • Programs suggested for special interest - groups included nature or environmental programs, organized sports and hiking. Respondents also mentioned that the parks and its facilities should be handicap accessible. (See page 36) Recreational Activities and Special Events 016. How likely is it that you or members of your household would visit an Oakland County Park to participate in the following types of recreational activities? • The activities respondents were most likely to participate in included; picnicking, hiking, nature programs and swimming. This differed slightly from the 1991 study, where environmental programs and mountain biking were more often preferred. (See page 37) • Tennis remains the least popular activity among several options offered from 1991 and the current study. (See page 37) 018a. Which, if any, of the following special events held at Oakland County Parks are you aware of • Respondents were most aware of the July 4th Fireworks, sponsored by the Oakland County Parks (70%). How much do you think the average homeoivner of a S100, 000 market value house currently pays in annual property taxes to support the Oakland County Parks and Recreation System? • Many participants thought that the tax contribution to the parks was more than $16 (44%), or they did not know what amount of property taxes were used to support the Oakland County Parks (43%). (See page 41) 020c. Hoiv ivilling would you be to support a tax increase of S6.25 per year on a $100, 000 market valve home for land preservation and improvements in the county park system? • When informed of the current tax to support county parks ($12), most county residents (67%) were either very willing or willing to support the $6.25 increase in property taxes to help fund the parks. Quadrant 3 (Novi/Farmington/Southfield area) residents were slightly more willing to support the tax increase than were respondents living in the other three county divisions. (See page 42) Sources of Information for Parks and Leisure Activities 09. Hoiv or ivhere did you find out about the Oakland County Parks you visited? • Most people found out about Oakland County Parks from friends or relatives (45%) or just by having a park in their area (33%). What sources do you use to learn about things to do in Oakland county in your leisure time? • Many participants used the suburban newspapers as a source of information for leisure activities (41 %). They also referenced the Detroit daily newspapers for ideas on things to do (26%). (See page 43) Q21 b. Do you subscribe to cable TV? • Seventy percent of the respondents subscribe to cable television. (See page 43) Q22a-c. Do you have a personal computer? Do you have access to the Internet? Do you or ivould you access the Internet to learn about things to do or places to go locally? • Over one-half of all respondents had a personal computer they could access (54%). One-half of those computer users have access to the Internet. Among those with Internet access three -in -four (74%) said they would, or do, use the Internet to find things to do or places to go in the community.
