Kuhn Drainage District RE: Red Oaks Golf Course WHEREAS, the proposed George W. Kuhn Drain Expansion Project in Madison Heights will disrupt the nine -hole golf course and a portion of the Red Oaks Waterpark, plus dismantle the Red Oaks Golf Dome and Sports Village operation; and WHEREAS, a portion of the Red Oaks Waterpark lies in the public easement for the Red Run Intercounty Drain, which, if utilized, would have substantial impact on the waterpark; and WHEREAS, to avoid substantial impact on the Red Oaks Waterpark, the George Kuhn Drainage District requires a right of way and permanent easement; and WHEREAS, pursuant to Miscellaneous Resolution #00159, Oakland County Board of Commissioners authorized the Oakland County Parks and Recreation Commission, on behalf of the County, to execute a temporary and permanent easement to the George W. Kuhn Drainage District in substantially the form as per Attachment A dated July 20, 2000. NOW THEREFORE BE IT RESOLVED, the Oakland County Parks and Recreation Commission, hereby grants a temporary and permanent easement to the George W. Kuhn Drainage District. With the seeding and grow -in underway at the park, we are in need of vehicles that will travel over muddy conditions with a minimum of disruption to the turf and new seedlings. There are 20 joints that require major repairs and 25 joints that require minor repairs. This service contract will also include an as -built survey to determine if there has been any structural movement. ProSlide is the company that built and installed the slide. Their price for the repairs is $6,000 for two men for 5 days, plus travel expenses from Ottawa, Canada to Waterford. Additional days would be $500 per man/per day. The survey is estimated at an additional $1,000. Staff is requesting Commission approval of this service contract to ProSlide not to exceed $10,000. After reviewing the Open Meetings Act, I am recommending the following statutory procedure for the approval of executive "closed session" minutes. Under Sections 7 and 8 of the Open Meetings Act (hereinafter OMA), public bodies may go into closed sessions for deliberations on certain statutorily enumerated topics. In the event a closed session is held, minutes must be taken, but these minutes are not available to the public and may only be disclosed by order of a court. Minutes of closed sessions must be retained for one year and one day after approval of the minutes of the regular meeting at which the closed session was approved. Section 9(1) of the OMA, requires that minutes of public body meetings show the date, time, place, members present and absent, and the purpose or purposes for which the closed session is held. We are interested in donating the barn to your group. It is highly unlikely the barn can be preserved in its current location. Below we have provided a brief history of the barn for your consideration. In 1984 Ingomar Farms was officially designated a certified Michigan Centennial Farm. The Ellis family purchased the farm in 1873 and constructed the barn in 1883 where it now sits along Dixie Highway in Springfield Township. The barn's double Dutch design, also called Madaswaska Twin, was most prevalent in northern Maine and up into Canada; a style rare in the Midwest. It was home to Ingomar, a nationally -known Percheron stallion. Ingomar's stud proceeds supported and paid for the farm. Horse shows where Frances Dodge, Mary Fisher, and others competed, were the regular activity of the Ellis family, who also raised pigs, hens, sheep, corn, and potatoes. It should be noted that this barn is the only barn from Michigan in Randy Leffingwell's nationally -renowned book, The American Barn. Additional information about the barn can be found in the book. The barn, still standing strong and tall after all these years, is 7,000+ square feet. Dimensions are 130' x 56', including 11 box stalls, as well as an indoor arena and exercise room. Today its width and breadth are making it more difficult to save. Developer Tim Birtsas has tried preservation societies, thought of potential commercial use.,; and even pondered moving it, but the sheer size of the Ellis barn on Dixie Highway is proba- bly making its days numbered. "It looks like it's going .to be difficult or impossible" to save, said Neil Wallace, who is Birt- sas' attorney. Wallace said one of the only options left is to appeal directly to the creativity or financial wherewithal of residents to try to save the 120-year-old barn. "We've exhausted ourselves," Wallace said. Birtsas bought the property from the Ellis family about a year ago and has been looking for someone to either move the barn or use it as part of his planned commercial develop- ment in the area. Wallace said a prominent Michigan barn restoration group was not interested in it and nei- ther was Greenfield Village. Springfield Township Supervi- sor Collin Walls said Birtsas told the township when he bought the property he would make every effort to save the barn. The Victorian home next to the barn will be moved to a different loca- tion. "It's a very unique structure and a very special structure. I believe they have gone the extra mile, probably the extra two miles to save that barn," Walls said of Birtsas. Birtsas named his develop- ment Ingomar Farms. It will include 43 single-family site con- dominiums on 63 acres with 27 of the 63 acres being left as open space. The residential portion is the first part of the project that will eventually include commer- cial buildings along the Dixie Highway frontage. The development was aptly named for a famou's horse owned by the original owner, Norman Glen Ellis. Ellis saw a similar structure on his travels to Maine. He found the builder and contracted him to build his barn, according to the book The Ameri- can Barn by Randy Leffingwell. Ellis was a livestock trader. Back in the 1870s people traded real bulls, not just in a bull mar- ket. Ellis dealt mainly in sheep and horses. He was doing well and built his family a large Vic- torian house. He didn't bother building a new barn because the livestock he bought and sold stayed with their former owner until the new owner picked them up. Soon friends and neighbors started teasing him about his big house and small barn. When he saw the double Dutch design on his travels, he had to have it. With the new barn came a shift in Ellis' business. He began focusing on breeding and showing horses. Ingomar was a Percheron horse that formed the foundation of a well-known show -horse family. The barn ended up being 56 feet long from front to back and 129 feet across the front not counting a double stallion shed. That was put on to keep the stal- lions and mare separated. The barn included 11 large stalls, an indoor show ring, a tack room and an office. Dorothy Ellis lived in the house during the summer for many years with her late hus- band, also named Norman Ellis. They, too, had horses there for many years. "Were hoping and he's (Birt- sas) doing his best to preserve it as best he can," Ellis said. She has a couple of ideas for its use if the money for renova- tions could be found, including an antique mall or a summer theater. NOW THEREFORE BE IT RESOLVED, that The Charter Township of Orion Board of Trustees is opposed to the development of a golf course in Orion Oaks Park; and BE IT FURTHER RESOLVED, that the Board of Trustees concurs with the wishes of the citizens and supports Orion Oaks Park being designated, through the Master Plan, for numerous low impact, non -consumptive uses which would allow for the widest public use of the 900-acre park; AND BE IT FURTHER RESOLVED, that The Charter Township of Orion Board of Trustees presents this Resolution to the Oakland County Parks Commission.
