Chairman Lewis introduced Ruel E. McPherson and Richard V. Vogt, new commissioners appointed to
replace Eric Coleman and Nancy McConnell.
Chairman Pecky D. Lewis, Jr., called the meeting to order at 9:10 a.m. in the commission room of the Parks
and Recreation Commission's administration office.

COMBINED STATEMENT OF OPERATIONS:
The Combined Statement of Operations, FM 2, FY 2000, for the month ending November 30, 1999, was

ACTIVITIES REPORT:
The Activities Report for December 1999, was accepted as filed.
DONATION PRESENTATION:
Administrator of Operations Dan Stencil gave a brief history of the relationship between Oakland County
Parks and the Oakland County Sportfishing Association, including the handicap -accessible fishing docks their
donations have made possible at Orion Oaks and Independence Oaks, and the fishing program getting
underway at Independence Oaks. The Association recently made another donation to the Commission in the
amount of $750, bringing their total to $9,250 in donations to the Commission over the past five years.
AGRICULTURAL LEASES:
Moved by Mr. R. Kuhn, supported by Mr. Palmer to approve the agricultural leases to Pat
Bell at Addison Oaks, Mr. Paul Elkow at Lyon Oaks, and Mr. Robert Brock at Lyon Oaks for
the year 2000.
Commissioner R. Kuhn requested staff ensure the two termination clauses in the lease are changed to be
consistent. Administrator — Operations Dan Stencil noted a correction will be made so they both read "30
days."

bus for Mobile Recreation from Holland Bus Company in the amount of $124,058. There was
$120,000 budgeted in the 2000 Operating Budget line item for this purchase; the balance of
$4,058 will be transferred from the 2000 Operating Budget Contingency.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---The Michigan Department of Natural Resources has notified staff that the funds for the 189-acre
acquisition at Independence Oaks have been approved and are awaiting the governor's signature. With
this information, the DNR has approved the Parks hiring two independent firms to perform appraisals on
this parcel. Staff will bring the results of the appraisals back to the Commission once they are completed.
---Staff reviewed the "Pace Keepers Program" being initiated at the golf courses this season to help speed
up play.
---Assistant Administrator Jon Kipke updated the Commission on the status of the Davisburg dam, noting
current efforts to explore a suggestion to exchange two small parcels of property to allow the road to be
straightened and widened. That will also allow the transferred parcel to be converted into a park. Once the
feasibility of this is determined, staff will check with the township to see if they want the park.
---Administrator — Operations Dan Stencil reviewed a request from the Oakland Conservation District to use
Independence Oaks as a site to demonstrate a native plant meadow. This project would involve approximately
one acre of land at the park; cost to the Parks would be in -kind services, plus approximately $200-$300 for
additional seed.
---Chief of Design and Development Joe Figa updated the Commission on the progress of the construction
at Lyon Oaks. He noted that the restrooms being constructed separately on the golf course require
engineered septic fields; Beckett and Raeder has agreed to do the civil engineering work for us at a maximum
of $2,500 each, for a total not to exceed $5,000. That cost will be added to the contract with Beckett and
Raeder, with a follow-up budget adjustment.
---The residence at Rose Oaks has been vacated. Staff toured the house and determined that improvement
costs to bring the dwelling to a condition in which we could rent it would range between $30,000 and $50,000.
Since the house is not needed as a staff residence, staff recommended we allow the Rose Township Fire
Department to use it for training purposes for two months, after which they will burn it in a final burning/training
exercise.

PROPOSED EASEMENT
WATERFORD OAKS
The Twenty First Century Development Company, represented by Mike Clark, is presently in the
process of planning the development of the property directly north of Waterford Oaks. The property,
which was recently purchased from the Elks by Acutus Industries, is being planned for an industrial
park. In order to develop this park, they require a connection to the sanitary sewer system which is
located directly south of the refrigerated toboggan slide, some 1300 feet from the proposed industrial
park.
Mr. Clark and Mr. Boomer, the planning consultant, presented a plan to staff which indicates the
sanitary and storm sewers' proposed construction, south from the Acutus parcel along the park's
north/south service drive for the Fridge and sledding hills. This would then connect into an existing
sanitary sewer line south of the toboggan slide and the storm sewer would connect into the wetlands.
In order to accomplish this, an easement would be required from the Parks and Recreation
Commission and Oakland County.
The developer has suggested some advantages to Parks and Recreation in exchange for this easement:
• A berm would be constructed along the east/west property line with 1/2 on Parks property and
1/2 on the Acutus property. Evergreen trees would be planted on the berm to buffer the
industrial park from Waterford Oaks. No buffers are required by ordinance.
• Sanitary stubs would be constructed along the sewer to permit our connection to any future
facilities.
• A storm water connection would also be constructed to allow for the drainage of the Fridge
parking lot, which now flows into a retention pond. This would allow us to eliminate this
retention pond.
• It was also suggested that perhaps a section of the existing gravel service drive might be
paved during the construction.
• Restoration of any disturbed areas would also be required, and the developer would be
responsible for adhering and paying for any necessary permits.
Staff has reviewed the plans and would like to discuss this with the Commission. Mike Clark and
Paul Boomer would also like to make a brief presentation of this proposal and answer questions.

Dear Joe,
We have requested permission from the Oakland County
Parks for a temporary construction easement for the purpose
of connecting our industrial park development to the close-
st sanitary sewer which is on Waterford Parks property.
We feel that this is a mutually beneficial arrangement
as it provides the County with access to both sanitary and
storm sewer access which does not now exist. This is particu-
larly important in light of the master plan for the park in
this area. The master plan currently shows two ice skating
rinks in the area currently occupied by the detention basin
used to hold the storm water from the parking lot of the
Fridge. Additionally, the master plan shows a warming but with
bathrooms on the east side of the current access road.
The installation of storm and sanitary sewers by us in
this proposed easement would allow the county to access both
of these utilities at no expense to the county. This would
allow the storm water from the parking lot to be re -directed
into our storm system, thereby freeing up the area currently
occupied by the detention basin to be utilized for the instal-
lation of the two skating rinks. Looking at the master plan,
it would seem more efficient to locate the proposed warming
but with bathrooms on the same side of the road as the skating
rinks, perhaps between the two rinks. Once again with our pro-
viding the sanitary sewer this is possible at no expense to
the County.
This layout and utilization of the utilities we will pro-
vide will free up all of the property currently on the west
side of the access road for future development which may re-
uire the utilization of the storm and sanitary sewers that
we will install at no expense to the County.
Finally, we have agreed once again, at no expense to the
County to build a five foot high berm with fence and landscap-
ing between the Park and our industrial park so that as both
are developed a natural connifer barrier will exist between
the two.
We look forward to a favorable response from the Park
Board on the 23rd of February. Thank you for your assistance.

WATERSLIDE PAINTING AND REPAIRS
GROVELAND OAKS AND WATERFORD OAKS
The waterslides at Groveland Oaks and Waterford Oaks are over 12 years old and
have reached a point where the structures require painting and repairs.
The metal structure and fiberglass flume at Groveland both require painting, plus
the flume requires some fiberglass repairs. Waterford's individual fiberglass
waterslide requires repairs and painting of the flumes only, as the structure is of
pressure -treated wood.
Specifications were prepared, patterned after the specifications that were used to
repair and paint the Red Oaks slides last year. The bids were received on
February 17, 2000.
Staff is reviewing the bids and will present a recommendation at the Commission
meeting.

We have received from Purchasing the following bids for the purchase of 230 electric
golf cars, 14 gas golf cars, and 2 refreshment carts for the golf courses. This bid
includes the trade in of 176 6-10 year -old carts.

This bid was a combined bid for the year 2000 and 2001, which will enable us to
purchase our 80 extra cars needed for Lyon Oaks and the other half of our fleets at a
savings for 2001.
The breakdown for delivery is as follows:

The two refreshment cars for White Lake Oaks and Glen Oaks are in response to
demands from our golfers for extra service on the golf course. For the past three years,
we have had old golf cars for this purpose, but the quality has been marginal. The
concessionaire, Oak Management, will have staff manning these cars on the golf
courses.
Staff recommends the Commission award the bid to Club Car in the amount of
$575,315.28 for the following reasons:
The bid specifications were for a 48-volt system, which is 20% more efficient
than a 36-volt system; EZ Go bid a 36-volt system.
Club Car has the ability to bid a less efficient 36-volt system, but chose to bid the
48-volt system as specified.
• Yamaha also has a 48-volt system now, but chose not to bid.
• The 36-volt system provides for a three-year battery life. The 48-volt system
provides a battery life of up to five years, which will eliminate the need to
purchase batteries after three years - at a cost of $350 per car.
We've had over 12 years of excellent service from Club Car.
Our fleet is almost 100% Club Car now, and our technical knowledge of Club Car
is valuable to the service of the fleet.
The aluminum frame is superior, which makes for a lighter cart.
Club Car's Armorflex body has color throughout the material, which makes
scratches much less noticeable.

As noted above, seven firms participated in the pre -qualification and proposal
meeting and site tour. Of these seven vendors, the following four submitted professional
qualifications and proposals:
• Davey Expert Tree - Pontiac
• LaFontaine and Sons Landscaping — Farmington Hills
• San Marino Landscaping — Pontiac
• Torre & Bruglio - Pontiac
Administrative staff reviewed each proposal for professional expertise, staffing,
equipment capitalization and proposed landscape services plan for each site. Since this is the
first time we are considering privatizing landscape maintenance services, staff recommends
that one contractor be selected for all three sites. This would facilitate better coordination
and communications between the contractor and the Commission's staff. This would also
standardize the quality of service for each facility.
Staff requests tabling this landscape maintenance services contract until the
March 15 Commission meeting.
In the interim, staff will schedule meetings with Davey Tree Expert of Pontiac
and Torre & Bruglio of Pontiac to further evaluate their professional qualifications, site
maintenance proposals and to negotiate base contract services/prices.

LANDSCAPE MAINTENANCE SERVICES CONTRACT
GLEN OAKS, WATERFORD OAKS, AND WHITE LAKE OAKS
Staff is requesting Commission consideration to establish a landscape
maintenance services contract for Glen Oaks, Waterford Oaks, and White Lake Oaks.
Invitations to a mandatory, pre-qualification/pre-bid meeting were sent to the
following registered vendors.
Vendor qualification criteria and contract specification information was
distributed. All interested vendors participated in a two and one-half hour on -site facility
inspection. An addendum to clarify specifications and provide scaled site drawings was
sent via overnight mail on February 11. Vendor proposals are due at Purchasing by
2:00 p.m. on Friday, February 18.
Vendors were asked to quote on a base services package, which included a
minimum of 27 lawn mowings, trimming and clean up; bi-weekly edging of turf areas;
turf grass fertilization; tree/shrub fertilization and basic pruning; and weed maintenance
for all landscape beds, parking areas, and walks.
Staff will provide more details of this proposal and a vendor recommendation at
the meeting.

2000
Community Assistance Program Proposal
The Community Assistance Program was developed to provide recreational services to the
population in Oakland County based on socioeconomic needs. For the past 19 years, the Oakland
County Parks and Recreation Commission has responded to the needs of Oakland County
residents by providing recreation opportunities to all areas of Oakland County. The Commission
established an annual appropriation of funds in the amount of $20,000 to assist those
communities who would otherwise be unable to provide our services.
2000 Program Proposal
The Mobile Recreation staff recommends continuation of the Community Assistance Program
(CAP) in 2000. We would like to request that the Commission once again provide the Mobile
Recreation section $20,000 to be distributed to municipalities and governmental agencies
demonstrating a need or an inability to pay the price of the units.
1. Staff requests funding for the 2000 Community Assistance Program in the amount of
$20,000, which will include approximately 150 mobile recreation visits plus 30 buses for
transportation to the Waterford Oaks and Red Oaks Wave Pools and the Lewis E. Wint
Nature Center. We would also like to provide 50 scholarships for the Oakland County
Sports Camp. The CAP Program will provide the opportunity for over 30,000 children to
enjoy quality recreation activities; and with the addition of the wave pool and nature
center trips, we will provide this excitement to an additional 1,200 children.
2. Communities will be notified that this program has been established by the Oakland
County Parks and Recreation Commission and is not affiliated with a federal or state
funded program.
3. This program is provided and evaluated on an annual basis. There is no guarantee that
these funds will be available in subsequent years.
Units Available Under This Program
The Sports Mobile, Skate Mobile, Puppet Mobile, Traveling Music Show and Buses will be
available for this program and only Monday through Friday. Mobile Stages, Orbotron, Inflatable
Bouncer, Dunks Tanks, Climbing Walls, and Bleachers will not be part of this program.

Priority for the distribution of the CAP visits will be based on the following:
1. Organizations who have shown the need of our services:
a. Socioeconomic factors
b. Charities
c. Non-profit organizations
2. Organizations considered for this program:
a. Organizations who have expressed the need to the Commission in the past and have
been granted the Community Assistance Program.
b. Have shown the ability to use CAP in a manner that provides the community with an
increase in recreation experience.
3. In order to receive the mobile units, all communities participating in this program must
complete the Community Assistance Program application and send a letter written to the
Executive Officer.

---In response to Commission's discussion on January 19, 2000, attached is a copy of a letter
from Property Management Specialist Michael Hughson to Teresa Vanis of MDOT's Real Estate
Division regarding Parcel 1 of the excess property at Dodge Park V.
---Oakland County Parks is working cooperatively with Independence Township to develop and
implement programs for individuals with disabilities. The Township is promoting the programs in
their recreation newsletter, which is distributed to all the residents of Independence Township. A
copy is attached for your information.
It is the adaptive recreation division's goal to have the other communities with whom we are
cooperatively assisting with programs to develop a similar page in their newsletters. Currently
we are working with Southfield, Waterford, Farmington Hills, West Bloomfield, Orion Township,
and Oak Park.
---Also attached for your information is the 1999 Overview of the Commission's Adaptive
Recreation Program, including goals and objectives, programs, and agencies and communities
involved.
---For your information, attached is a copy of the groups and reports staff use for The Fridge; the
attached report covers the first and second weeks of February.
As noted to you earlier this week, the Fridge at Waterford Oaks is closed for the season due to
mechanical problems relating to leaks in the refrigeration system. Staff will be available at the
meeting to answer any questions you may have.
---Prior to expanding the Glen Oaks banquet facility, staff projected that revenues realized to the
Commission in 1998 and 1999 would be $145,227 and $159,750 respectively. In contrast, actual
revenues were $174,944 in 1998 and $217,857 in 1999. This resulted in additional revenues of
$87,824 over projections. Since 1997, revenues have increased from $101,379 to $217,857 in
1999, or 114%. See attached analysis of Oak Management Concession Rent and Sales for
further details
---The Special Park Districts Forum 2000, hosted by the Maryland -National Capital Park and
Planning Commission, will be June 7-10. Please contact Karen Kohn ASAP if you're planning to
attend.
---There was a total of 3,570 trees recycled in this year's Annual Christmas Tree Recycling
Program. The chipping of the trees collected in the program is done by Parks staff, park
deputies, and trustys. Total man hours required to chip all the trees was 124 hours; the average
number of trees chipped in an hour was 178.
---Next Commission meeting is scheduled for 9 a.m. on Wednesday, March 15, 2000.
