and Recreation Commission's administration office.

the Journal Voucher Register for January, February, and March, 2000; the Oak
Management Credit Register for January, February, and March, 2000; and the Payment
Register, which includes the Voucher Report Period of February and March (FM 5 & 6,
FY2000), the CIP (407) Voucher Report Period of February and March (FM 5 & 6,
FY2000), and the CIP (408) Voucher Report Period of February and March (FM 5 & 6,
FY2000).

ACTIVITIES UPDATE:
Executive Officer Ralph Richard reported on the activities throughout the parks for the months of January
through March; the report was accepted as filed.
STAFF INTRODUCTION:
Chief of Recreation Sue Wells introduced Amy Wills, the Parks' new recreation specialist in charge of the Red
Oaks Waterpark.
As per the information filed in the agenda, the following bids were approved as recommended by staff and
Purchasing:
Moved by Mr. Skarritt, supported by Mr. Palmer to award the contract for the installation of
asphalt cart paths to Bush Brothers in the amount of $14,200.00 for Glen Oaks, $15,300.00
for Springfield Oaks, and $14,800.00 for White Lake Oaks, for a total contract amount of
$44,300.00, plus a ten percent contingency of $4,430.00, for a total budgeted amount of
$48,730.00.

FOUR-COLOR GENERAL PARKS BROCHURE:
Moved by Mr. Vogt, supported by Mr. Palmer to approve a not -to -exceed amount of $16,500
for the printing of 130,000 new format, four-color general park brochures.
Staff will provide the bid information at the next Commission meeting.

2001-02 PRELIMINARY BUDGET:
Staff provided information on the Parks' preliminary budget submitted to the County Executive for
incorporation in the county's 2001-02 biannual budget.
Staff also reviewed the timetable for the Commission's 2001 Operating Budget, noting the Commission's
budget work session is July 12.
RESOLUTION — RED OAKS GOLF COURSE:
Moved by Mr. Palmer, supported by Mr. VanderVeen to adopt the following resolution
regarding the George W. Kuhn Drainage District and the Red Oaks Golf Course:
WHEREAS, the proposed George W. Kuhn Drain Expansion Project in Madison
Heights will disrupt the nine -hole golf course and a portion of the Red Oaks Waterpark,
plus dismantle the Red Oaks Golf Dome and Sports Village operation; and
WHEREAS, this project will require a financial obligation to restore these
facilities; and
WHEREAS, the George W. Kuhn Drainage Board has indicated a willingness to
acquire 18+ acres (currently leased by the Oakland County Parks and Recreation
Commission) from the South Oakland County Resource Recovery Authority.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission is willing to commit funding to restore the Red Oaks Golf Course
and pay for the restoration over the next 20 years in conjunction with the bonding of the
George W. Kuhn Drain Expansion Project, with the following conditions: the Oakland
County Parks and Recreation Commission's millage funding is secured throughout the
20-year period; the George W. Kuhn Drainage District acquires the 18+ acres from
SOCRRA; and any restoration required as a result of future drain improvements will not
require any Oakland County Parks and Recreation Commission funding; and
FURTHER BE IT RESOLVED that the Oakland County Parks and Recreation
Commission authorizes its staff to negotiate with the George W. Kuhn Drainage District,
following the millage renewal, to.determine the extent of funding necessary to restore the
golf course; and
FURTHER BE IT RESOLVED that the Oakland County Parks and Recreation
Commission acknowledges the importance of State Revolving Fund (SRF) financing for
the George W. Kuhn Drain Project; and therefore, for SRF funding purposes, the George
W. Kuhn Drainage District should assume as a project cost that it will recap the golf
course disturbed during construction, in accordance with Michigan Department of
Environmental Quality (MDEQ) guidelines. '

Staff will investigate Commissioner McPherson's request for clarification on whether or not the Commission
can bind a future board to a long-term commitment.

CONSERVATION AND REINVESTMENT ACT:
Staff provided information on the Conservation and Reinvestment Act, HR 701, and requested Commission
approval to authorize the Parks Chairman to send a letter to Representative Joe Knollenberg requesting
support of this legislation.
Commission directed staff to contact Representative Knollenberg's office to discuss the issues relating to this
legislation, then report back to the Commission for direction on the letter.
EXECUTIVE SESSION:
Moved by Mr. Skarritt, supported by Mr. R. Kuhn to adjourn to an executive session for the
purpose of discussing proposed property acquisitions.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---The Parks Commission and William Beaumont Hospital are the recipients of a grant for a new cooperative
adaptive recreation program.
---Staff is working on a name for the golf course at Lyon Oaks, independent of the park name itself.
The tentative meeting scheduled for May 17 has been cancelled. The next Commission meeting will be
Wednesday, June 21, at Lyon Oaks; a park tour will follow the meeting.
The meeting was adjourned at 10:45 a.m.

MEETING INFORMATION
The following page has a map showing the location of Wednesday's meeting at
Lyon Oaks. The meeting will begin at 9:00 a.m., with a box lunch being served at
11:30 a.m. A representative from the firm of Arthur Hills, plus Wixom city officials,
Lyon Township officials, and members of the Oakland County Building Authority
have also been invited.
We are planning two tours of the park following lunch. The first tour will be the
shorter of the two, approximately one hour, and will include the clubhouse area,
picnic area, and golf holes #1 and #2. The second tour, for the more
adventurous, will be 2 — 2 Y2 hours in length and will take you to see
approximately 15 of the 18 golf holes.

LYON OAKS
At the March 15 meeting, the Parks Commission approved the purchase of a 55 hp
John Deere tractor from the low bidder, Wm. Sell, in the amount of $22,376.52.
After Wm. Sell received a purchase order for this amount, they informed Purcahsing
that John Deere quoted them the wrong price and the new price would be $22,849.93.
This increase in price brought Wm. Sell up to the same price as two other tractor
dealers

AIS, New Hudson $22,849.93
Per the Commission guidelines, if there is ever an equal price on a bid, the bid should
go to an Oakland County supplier.
Theiser is located in Oakland County and performed the demo of this tractor; they also
were the low bidder on other implements attached to this bid. Therefore, staff
recommends awarding the bid for the tractor to Theiser for $22,849.93.

RED OAKS WATERPARK
Joe Colaianne from Corporation Counsel will discuss the permanent
easement around the back of the Red Oaks Waterpark for the construction of the
storm drains required by the George W. Kuhn Drainage District.
Enclosed is a copy of the proposed easement for your review.
Once it has received the Parks Commission's approval, it will be
presented to the Oakland County Board of Commissioners for their final
approval.

On May 3, the Parks Commission approved a not -to -exceed amount of $16,500.00 for the
printing of 130,000 new format, 4-color General Park Information Brochures. Following are the
actual bids received for this project.

Purchasing has awarded the bid to Dearborn Lithograph for the bid amount of $11,086.00
(.09 per piece). The brochure was downsized from the previous format and completely
redesigned in-house. It is printed on recycled paper.
This quantity of brochures is expected to last through mid-2002. The General Brochure is
mailed to new homeowners (approximately 24,000/year); and distributed at three Mall Display
Units (approximately 7,000/year), special shows (i.e. Outdoor, Camping, Ski Shows) and with
the Oakland County Parks photo display.
In addition, the General Brochure is part of our semi-annual distribution to city and
township offices, real estate offices, welcome services and libraries. Information on Lyon Oaks
improvements and updated commission member information will be included in this edition.
Funds for these brochures are available in the Public Communications budget.
(The previous order was for 120,000 exact reprints in 1998 at a cost of $10,958 or .09 each.)

"BARK PARK" PROPOSAL
Orion Oaks
As previously mentioned, the parks operations staff has been collecting information on
the establishment of a dog park facility within the operations of the Oakland County
Parks.
The "Bark Park" will be located on an 8-acre portion of Orion Oaks between trail
reference points #31 and #32. A 22-acre field located north of the dog park will be
available for dog field trials. See enclosed proposed "Bark Park" and current park map.
A volunteer advisory group "Orion Oaks Bark Watch", will assist park staff, Oakland
County Animal Control and the Oakland County Sheriffs Department with periodic
patrols of the area.
In order to establish a dog park, staff requests Commission approval to amend the park
system rules and regulations Section 15 — Animals and Birds: It shall be unlawful for any
persons while on commission property to: Sub Item C.- Bring, drive, lead or carry any
dog or other animal or pet upon a leash of more than six feet in length under the
immediate control of a competent person, "except in designated off -leash areas
approved by Commission action".
Staff has been working with Oakland County Animal Control and Risk Management on
this project.
The cost of materials for fencing, signs and publications will not exceed $5,000. Funds
are available in the FY2000 Orion Oaks operating budget. Park staff, volunteers and
trustys will provide labor.

seeing more and more people
using this park for pets, and
thought a dog park would allevi-
ate some of the conflicts.'
Lori Kane, director of animal
behavior at the Michigan Humane
Society, said dogs that -use the
parks should be well-behaved.
'At Mt. Clemens, someone said
that if one particular aggressive
dog came, everyone leashed their
dogs and left," Kane said. "That is
a concern for me.'
Theresa Randolph, director of
Mt. Clemens Parks and Recrea-
tion, said there have been a few
dog fights, but for the most part
the park has been a success.
Admission to the off -leash
areas will be free, though Orion
Oaks has a $5 to $8 general admis-
sion fee. Start-up costs are mini-
mal, officials said, and mainly pay
for fencing. Dogs must be vacci-
nated and licensed.
"To watch as a dog realizes it is
unleashed, some for the first time
since they were puppies, and free
to run is good for the heart," Ran-
dolph said. "The look in the dogs'
eyes as they dart past you with
their tongues lolling and their ears
flapping in the breeze is pure, hon-
est joy."

ANNUAL FLOWER PROGRAM
CONTRACT AMENDMENT
ALL PARKS
At the April 5 meeting, the Commission approved $29,385 to Emily's Inc., of Bloomfield
Hills for the plant materials, fertilization and care of the annual flowers for the park
system.
This amount did not include all of the planting beds, hanging baskets and pots that were
requested by park staff (based upon our 1999 annual flower program) when Emily's staff
field verified our order.
Staff requests approval of an additional $23,270 to cover the expenses of this additional
items. This will be charged to the Grounds Maintenance line item of each budget center.
These costs will be reduced for FY 2001 by eliminating low impact plantings, baskets
and pots. We will also use more perennials in the displays.
Administrative staff has received numerous positive comments regarding the park floral
displays from park patrons and staff.

SOLAR DEMONSTRATION
With the help of Mr. Ken Rogers from the County Executive's Office, we
have been put into contact with Uni-Solar, a worldwide corporation that provides
solar energy equipment for different types of facilities.
Staff has met with representatives from the corporation, who can offer cost
effective options for providing electrical power to remote facilities and to also
illuminate signs for both security and information. Members from the company
will be at the Commission meeting to demonstrate this product.
We are looking for this type of technology at Lyon Oaks for a less
expensive method of providing electricity to our one restroom facility located in
the middle of the golf course and to illuminate the park sign on 196; if feasible, it
may also help with open shelter areas.

EXECUTIVE OFFICER'S REPORT
---Staff has been diligently working with Beckett Raeder Inc. to resolve a requested fee increase
resulting from the expansion of the Lyon Oaks project.
Due to the scale and complexity of this project, the goals that are trying to be achieved by both
Oakland County Parks and Oak Management to assure that we receive that highest quality and
best return for our investment resulted in several modifications, as well as increased scope and
costs to this project. The completed scope of this project, which included these changes, as well
as the final budget were presented to the Commission at the August, 1999, commission
meeting. The fee increase is a follow up to this finalization of the project and commencement of
construction.
Further explanations and back-up information will be presented at a future meeting for your
review and discussion.
---The Oakland County Parks Traveling Music Show received a $2,000 grant approved by the
Oakland County Cultural Council Mini Grant Review Committee. The grantw as funded by the
Michigan Council for Arts and Cultural Affairs. The traveling music show, Singsation, will perform
throughout Oakland County 70 - 80 times between June 20 and August 6 at local park and
recreation agencies, special events, and concerts in parks.
---The Oakland County Parks Sports Camp has been endorsed by the Governor's Council on
Physical Fitness, Health and Sports. Over 800 Oakland County campers participate in Oakland
County's largest sports camp program.
---Attached is a summary of the tree seedling distribution program for 2000. A total of 15,000
trees were distributed to schools and municipalities throughout the county.
---Also attached is a copy of our Park Citation Procedures, which is included with citations
issued to patrons parking in the parks without first obtaining a vehicle permit.
---The department has been approached by an association of cricket teams requesting site
space for a cricket field at one of the county parks. Staff is researching this request and will
bring back more information at a future meeting.
---The tennis courts at Waterford Oaks have been repatched and restriped,
---Construction of the new gazebo at Independence Oaks, whose funding was donated by Tony
Filippis, has been completed. If you have the opportunity to do so, stop by the park and see the
new facility.

---On Thursday, June 15, 2000, the grates that were protecting the wave -making equipment at
the Waterford Oaks Waterpark blew off. Staff had to close the park on Thursday and Friday to
reinforce and reinstall the grates. The pool will be open at 11 a.m. on Saturday. Groups
scheduled for Thursday and Friday at Waterford were transferred to the Red Oaks Waterpark.
---Staff has met with the Oakland County Health Department, which resulted in their staff doing
their in-service training for water sampling for all of the beaches in Oakland County. We hope
that this will put everyone on the same page when it comes to water sampling and their results.
Staff will keep the Commission posted on this.
---Reminder:
July 12 is the next Commission meeting, which will include the Commission's
budget session. Lunch will be served that day.
National Recreation and Park Association Annual Congress will be
October 11-14 in Phoenix. Mark your calendars now; registration
