PUBLIC COMMENTS:
In response to a request from Jill Cortis, Chief of Design and Development Joe Figa briefly reviewed the
current master plan for Orion Oaks County Park and noted the schedule for the park's master plan revision.
Ms. Cortis inquired about the possibility of horseback riding trails being included in the plans at that park, or
if there are equestrian trails being considered at any of the Oakland County Parks. Although Orion Oaks is

too small for consideration and there are no plans currently in place at the Oakland County Parks, the Huron -
Clinton Metropolitan Authority is discussing the inclusion of that activity at Indian Springs Metropark.
APPROVAL OF PAYMENTS:
Moved by Mr. VanderVeen, supported by Mr. G. Kuhn to approve the payment of the
Payment Register, including the Voucher Report Period for December (FM 3, FY 2000), and
the CIP (407 and 408) Voucher Report Period for December (FM 3, FY 2000); the Journal
Voucher Register for October, November, and December, 1999; and the Oak Management,
Inc. Credit Register for October, November, and December, 1999.

STATEMENT OF OPERATIONS:
The Combined Statement of Operations, including the Capital Improvement Budget, as of December 31, 1999
(FM 3, FY 2000) was accepted as filed.
AWARD PRESENTATION:
Executive Officer Ralph Richard presented Chief of Design Joe Figa and Architectural Engineer Mike
Donnellon with a plaque for outstanding landscape design of the Jean Rubach Sensory and Water Meditation
Gardens at Independence Oaks. The Michigan Recreation and Park Association awarded this plaque during
their Annual Conference.
PROPOSED EASEMENT — WATERFORD OAKS:
Staff reviewed a proposed easement request from Twenty First Century Development for a sewer and
stormwater drain connection through Waterford Oaks.
The development company recently purchased approximately 20 acres north of the park originally owned by
the Elks. The township has approved plans for the development of an industrial park on the site, but the
developer needs an easement to construct the line.through the park to connect with our sewer, which is
located south of The Fridge.

Chief of Design and Development Joe Figa noted some of the benefits this easement will provide to the park,
including a buffer screening, repaving of a road, plus allowing us to eliminate a retention pond, which will
result in a cost savings to the parks when we construct a warming but at that site.
Commission questioned whether or not the proposed line will carry just their sewer and stormwater or if it will
carry anything from further north; the exact point at which the lines will connect; plus requested the developer
provide two landscape concepts showing both the fence on top of the berm with the planned buffer plantings,
and the plans with the fence on the park line with the berm and the proposed buffer landscaping entirely on
the developer's property.
Commission concurred that there is no problem with the concept, but requested the developer and staff work
together to provide a more detailed plan for approval at the March 15 meeting.
BIDS:
As per the information filed in the agenda and recommendations from staff and Purchasing, the following bids
were approved:
Moved by Mr. VanderVeen, supported by Mr. R. Kuhn to award the contract to repair and
repaint both the waterslide and its understructure at Groveland Oaks, and to repair and
repaint the waterslide at Waterford Oaks Waterpark, to Hermes Painting in the amount of
$16,000 for Groveland Oaks and $22,000 for Waterford Oaks, for a total contract amount of
$38,000. Funds for this expenditure were approved in the FY 2000 Groveland Oaks Grounds
Maintenance line item and the Waterford Oaks Waterpark Building Maintenance line item.
The $22,000 for Waterford Oaks Waterpark will be transferred from Building Maintenance
to Grounds Maintenance.

Moved by Mr. R. Kuhn, supported by Mr. VanderVeen to award the bid for the purchase of
230 electric golf cars, 14 gasoline golf cars, and 2 refreshment cars (and including the trade
in of 176 cars) for the golf courses to Club Car in the amount of $575,315.28. The amount
for this year's expenditure (90 cars) is $210,481.20; budgeted amount in the FY 2000 Small
Tools line item is $216,000.00. The $364,834.08 balance of the expenditure (156 cars) will
be budgeted in the FY 2001 Small Tools line item.

LANDSCAPE MAINTENANCE SERVICES CONTRACT:
Staff is requesting Commission consideration to establish a landscape maintenance services contract for Glen
Oaks, Waterford Oaks, and White Lake Oaks. Administrator — Operations Dan Stencil reviewed the process
to date and noted a recommendation will be ready for Commission review and approval at the March 15
meeting.
2000 COMMUNITY ASSISTANCE PROGRAM PROPOSAL:
Moved by Mr. Skarritt, supported by Mr. Vogt to appropriate $20,000 for the Mobile
Recreation Community Assistance Program for 2000.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Commissioner R. Kuhn relayed concerns from Springfield Township Supervisor Collin Walls regarding the
potential exchange of property in relation to the Davisburg dam and possibly straightening the road around
that location. Commissioner Skarritt also noted that no funds would be available for that project from the Road
Commission for Oakland County unless it became a tri-party project. Supervisor Walls will be updated/
informed of any progress with this project.
NEW BUSINESS:
---Commissioner VanderVeen reported on a recent meeting with Oakland County Chairman John McCulloch,
County Commissioners Shelley Taub and Tom Law, Oakland County Parks Chairman Pecky Lewis, Huron -
Clinton Metroparks Commissioner Jim Clarkson, and himself attending. Copies of the meeting summary were
distributed, with the following conclusions noted:
• Regular meetings between HCMA and Oakland County Parks should occur on a regular basis in the
future.
• The Oakland County Board of Commissioners and the Oakland County Parks will be included on the
HCMA's meeting minutes mailing list.
• A consent judgment between HCMA and Springfield Township will be negotiated to resolve their lawsuit.
The Authority will drop the waterpark concept in exchange for the Township approving a working farm/
observatory/environmental education/nature center. HCMA would then pursue a waterpark at Kensington,
while the Oakland County Parks would agree not to construct a waterpark at Lyon Oaks.

• If HCMA wins the lawsuit, any water facility at Indian Springs would be limited to a "splash" playground,
with no wave pool included.

WATERFORD OAKS
EASEMENT REQUEST
Twenty First Century Development has submitted a revised plan for the proposed sewer
connection and easement to Parks and Recreation staff for review, as per the prior commission
meeting. Questions were raised regarding the following:
1. The location of the proposed berm. The plan indicated two alternates for the location; One, a
shared location with the fence on the top, and a second with the berm completely
constructed on the proposed development site. Staff recommends a combination of this
arrangement, with fifteen feet of the berm within the proposed development site and a
portion of the berm extending on the park property so a higher berm with less maintenance
can be constructed.
2. The type and size of plant material. The developer proposed 6' — 8' spruce varieties. This is
acceptable, but staff would like to work with the developer on the final planting plan to
perhaps introduce more variety, either with the addition or the substitution of shrubs or trees.
3. The size of the proposed sewer. The developer indicated that the engineering of the sewer
has not been completed, but that the sewer would be sized with appropriate stubs to
accommodate the future park facilities in this area. It is recommended that appropriate
wording be incorporated in the final easement agreements to assure this.
4. Location of the sewer. The plan indicated a change in the location as per staff
recommendation. The new proposed location will have a lesser impact on the site,
especially in the area of the toboggan slide.
5. Site restoration. The developer has indicated that the site will be restored to its present
condition and that they will repave the Fridge service drive. This or similar legal wording
should also be part of the agreement.
Parks would primarily benefit from the availability of sanitary stubs along the sewer to permit
connection of future facilities and the storm water connection that would allow for the drainage
of the Fridge parking lot.
Additional information and a recommendation will be presented at the commission meeting.

CLUBHOUSE, MAINTENANCE BUILDING AND DAY -USE AREA
Bids were received on February 29, 2000 for the construction of the Lyon Oaks County Park.
The scope of the work, to be performed includes the construction of the clubhouse with retaining
walls and terrace; golf course maintenance and storage buildings; pump house, driving range
storage and vending building; the day -use restroom and shelter; all site work, landscaping,
lighting, walks, parking areas, and driveways including main entrance drive; and misc. site
amenities. There was only a base bid for the above work with no alternates.

three low bidders have now furnished the missing information.
It is our understanding that you have reviewed these irregularities and have determined that they
can be waived within your purchasing policies. Additionally, the contract documents specifically
grant the Owner the right to waive irregularities_ We have also reviewed the irregularities and
have determined that they do not affect the 'Base Proposal Sum' of the proposals, and therefore,
we concur with your decision.
We requested information from each of the three low bidders and contacted references on the

familiar with the work of the three low bidders. In our conversations, we did not uncover any
reason to reject the low bidder, and in fact were encouraged to recommend the low bidder.
Subsequently, we scheduled a meeting with representatives of DeMattia Group to review their
bid and their preliminary staffing and scheduling plans for the project. As you likely recall,
DeMattia assured us that they stand by their bid and have included all requirements of the
contract documents. Additionally, they expressed a strong desire to be involved in such a high
profile, quality project.
Regarding the Bidder's Qualifications set forth in the contract documents, we have confirmed
that DeMattia has been in business for 23 years, which far exceeds the five-year requirement
indicated in the documents. Although DeMattia has not been involved specifically with a public
banquetigolf facility, they have shown projects of a similar scope and nature in terms of
construction cost and building type.
Given our findings, we recommend award of the contract to DeMattla Group in the amount of
$8,322,900,00. In budgeting for this project, we recommend that you carry a contingency of 5-
10% in anticipation of unknown site and building conditions and 2Y2% for soils and materials
testing.

WATERFORD OAKS WAVE POOL RENOVATION
GRANT APPLICATION SUBMISSION
The Oakland County Parks and Recreation Commission has been notified that applications
for the Land and Water Conservation, Michigan Natural Resources Trust, and the Clean Michigan
Initiative (CMI) Bond Program may be submitted for 2000 funding. The applications are due on
April 1, 2000.
Staff recommends the following grant be submitted for the new funding cycle:
Waterford Oaks Wave Pool Renovation
The Waterford Oaks Wave Pool Renovation consists of renovation of the 24-year-old
wave action pool which is the major water attraction at Waterford Oaks Park. In spite of an excellent
maintenance program, the pool's deterioration has continued and now has reached a point where
major repairs must occur to permanently resolve these problems.
Work contemplated includes major demolition comprising removal and exploration of the
pool bottom and subsurface. Plans and specifications will be prepared for the renovation of these
areas. The renovation will include a new drainage system and repouring of the pool floor. During
construction, the wave making equipment will also be updated. The existing system is hydraulic (oil
based). The new systems are pneumatic (air based), require less maintenance, and are more
environmentally friendly. Repairs to the existing equipment are becoming increasing difficult
because of the unavailability of parts. Several other aspects of the pool will also be examined and
replaced as needed (i.e., pool lighting system, gutters, pool coping, etc.) Once the basic
construction has been completed, a new surface coating will be applied to the entire pool interior.
The estimated cost for this project is $500,000, with $250,000 being from the Michigan
Recreation Bond Fund and $250,000 from Oakland County Parks and Recreation and Oakland
Parks Foundation.
This grant project is consistent with the goals adopted in the 1997-2001 Recreation Master
Plan.
A presentation and further information will be presented by staff at the required public
hearing scheduled for 9 a.m. at the March 15 commission meeting. A location map is attached.

INDEPENDENCE OAKS ACQUISITION
GRANT AGREEMENT
Oakland County Parks and Recreation has received the grant agreement for the
acquisition of 189-acre parcel identified as Upper Bushman Lake Acquisition in
Independence Township. The application for the grant was submitted in March of 1999.
It is a 54/46 match, not to exceed $2,000,000, from Michigan Natural Resources Trust
Fund and $1,700,000 from Parks and Recreation. The cost for this acquisition is included
in the approved 2000 Capital Improvement Budget.
A resolution is required to authorize the grant agreement and to initiate the
acquisition process.
The resolution and location map is attached. A brief presentation will be made by
staff.

Lifeguard Uniforms
Bids were received for lifeguard bathing suits for the two waterparks and three beaches. Each
lifeguard receives two suits for the summer. Oakland County Parks hires approximately 130
guards.
In an effort to maintain consistency with our uniforms, we purchased a two-year supply
of suits.
The bid included 41 dozen female suits and 25 dozen male suits. The individual price per suit is
$24.00/female and $13.00/male.

Teen Mobile Program Proposal
The Teen Mobile recreation unit is set up to provide area teens with activities and team sports
that will help to enhance their overall development into productive members of society and with
their daily social interactions with fellow teens. Oakland County Parks and Recreation will work
with schools, recreation departments, and youth -at -risk organizations to implement this program.
The Teen Mobile unit will be very beneficial to area residents because of its ability to be
transported directly to target audiences. The mobile unit will give communities the ability to
make this program readily available to a larger number of area teens, rather than having to
transport their teens to another facility, which often limits the number of participants available to
attend.
Program Proposal
The Northwest Parks & Recreation Association has requested that the park system become more
involved in activities that will benefit the area teen population. The Teen Mobile unit will
provide positive benefits for all teens that participate. The activities are highly motivating and
fun, and allow facilitators to use the idea and aspects of adventure problem solving to construct a
positive learning environment.
The Teen Mobile will provide an endless list of benefits to area teens, including:
• It will allow teens to experience productive group dynamics, which will help with teamwork
and teambuildmg skills.
• It will give participating teens a chance to improve group and interpersonal communication
skills.
• It will help participating teens to gain knowledge and understanding on concepts of group
cohesiveness and will allow them to form better decision making skills.
• It can provide new methods of problem solving that can easily be applied to other aspects of
the teen's lives.
In order for this program to be implemented this summer, we are requesting $7,500.00 from the
Parks and Recreation Commission. This is not a budgeted item with the Mobile Recreation
division. We look for the $7,500.00 to come from the fiscal year 2000 operating contingency
line item. This $7,500.00 will allow the program to begin and stay operational for years to come.
The $7,500.00 budget will be broken down into two different cost groups. $4,000.00 will be
used to purchase a new 16'x8' enclosed trailer and the remaining $3500.00 will be used to
purchase sport supplies and sound equipment.
If the Teen Mobile program is implemented it will be available for rental from June until August,
on Monday through Thursday. The unit will be rented in two-hour sessions at a cost of $145.00
per visit.

LANDSCAPE AND FLORAL MAINTENANCE SERVICES CONTRACT

Since the February 23 Commission meeting, staff, with the assistance of
Oakland County Purchasing, has completed the following tasks in reference tot he
landscape and floral maintenance services contract proposal.
1. Selected three vendors to consider for the project.

a. Reviewed each vendor's initial 60-day plan.

Vendor proposals are being reviewed by staff and Oakland County Purchasing.
An update and/or recommendation will be provided at the meeting.

Annual Flowers Contract
Addison Oaks, Groveland Oaks, Independence Oaks, Glen Oaks, Red Oaks
Springfield Oaks, Waterford Oaks and White Lake Oaks
Historically, the parks annual flower program has been designed, implemented and
maintained by park staff. Our Design and Development section coordinated the overall
program. Their involvement included over 100 hours designing beds,
specifying/ordering plants, coordinating delivery/planting to each park with park
supervisors, and evaluating design/maintenance of each flower bed.
The flowers were delivered 7-10 days prior to Memorial Weekend, at a time when staff
was overwhelmed with other maintenance and preparatory tasks for the beginning of the
summer season.
Staff also performed general maintenance of flowerbeds, weeding, cultivation and
watering. At times trustys and/or volunteers supplemented staff's efforts.
Staff has determined private contracting of our annual flower program will improve the
maintenance and overall appearance of our floral program. There will also be savings in
part-time labor costs associated with the planting and care of annual flowers.
Labor costs associated with annual flowers are significant. In 1999, the Commission
expended $15,000 purchasing annual flowers for the park system. At Waterford Oaks, in
1999, there were two part-time employees that worked 600 hours each at a wage of $8
per hour caring for flowers and landscaped bed areas for a cost of $10,560 (inclusive of
fringe benefits). This expense will not be incurred in 2000. Contracting our flower
program will save the Commission additional part-time labor costs at the other park, sites
and the management cost of our Design and Development staff (approximately $14,300).
Four contractors were requested to provide quotations for providing horticultural services
for annual flowers. Those services include soil testing, preparation of beds (cultivation),
soil amendments, weed control (application of pre -emergent herbicide and weekly
manual weed control), by -weekly fertilization (granule or liquid), pesticide plant
management (only as needed) weekly, deadheading, and fall plant removal and bed
preparation.
A committee of administrative/operational staff and a Purchasing buyer reviewed the four
proposals and recommend awarding the contract to Emily's Inc. of Bloomfield Hills for a
per -flat (48 plants) cost of $30. Emily's Inc. will also provide and maintain floral
hanging baskets and planter pots. The initial projected cost for providing and
maintaining annuals, baskets and pots is $29,000. Unit pricing for additional annuals,
perennials, and labor rates will be included in the contract agreement.
This contracting effort will enable existing full-time staff to perform other duties to
further enhance the maintenance of facilities and provide additional customer relations
services for our guests, plus eliminate a specified number of part-time staff.
Monies for this expense are available in each park's operating budget line item for
grounds maintenance.
