The purpose of the public hearing was to discuss the proposed Fiscal Year 2001 operating budget.
The proposed revenue budget for Fiscal Year 2001 is $17,269,916, up 1.1 % over the original budget for Fiscal Year
2000. Of this amount, $6,727,423 comes from fees and charges and interest on investments; the remaining
balance of $10,542,493 will come from the millage.
The proposed operating budget for Fiscal Year 2001 is $14,513,070, an increase of 6.2% over the 2000 original
budget. The higher increase is due to the start up costs totaling $916,201 for Lyon Oaks, a 4.0% salary increase
for full-time and part-time eligible employees, and a 10% salary increase for part-time non -eligible employees.
Operating Equipment requests for Fiscal Year 2001 total $486,375. Of this amount, $285,950 will be replacement
equipment.
Estimated new funds for capital development for Fiscal Year 2001 total $3,132,941, of which $577,875 is
earmarked for payment.to the Oakland County Building Authority. The balance of $2,555,066 is available to fund
additional capital projects. -

Administrator — Park Operations Dan Stencil reported on a public hearing held at the Orion Township offices
on Tuesday, September 5, regarding Orion Oaks County Park and its future development and planning. He
noted that a copy of the public comments and a resolution adopted at that meeting will be sent to the Parks
Commission.

AWARD PRESENTATION:
Administrator — Park Operations Dan Stencil presented Jerri and Jim Fancher, owners of Rich Sign Company,

image of the Oakland County Parks.
Public Communications Officer Jan Pung presented a plaque to Ernie Baker and Lyn Wethy as a special

assistance with the millage information campaign.
Ms. Pung also presented Mr. Baker with a plaque for his special support and fund raising efforts on behalf
of the Oakland County Parks for more than 15 years.
2000 OPERATING BUDGET AMENDMENT:

approving the transfer of $7,000 from the Operating Budget Contingency; $2,000 to the
Technical Support Small Tools/Equipment line item, and $5,000 to the Addison Oaks
Building Maintenance line item, in accordance with the Commission's 2000 General
Appropriations Act, which incorporates the Uniform Local Budgeting Act.

FRIDGE SLIDE REPAIRS - WATERFORD OAKS:
Moved by Mr. R. Kuhn, supported by Mr. Palmer to award the service contract to repair the
seams of the refrigerated toboggan slide at Waterford Oaks, plus conduct an as -built survey
to determine if there has been any structural movement, to ProSlide Technology Inc. The
contract amount will be not -to -exceed $10,000, including the repairs for $6,000 for two men
for five days, plus travel expenses, with additional days at $500 per man/day; the survey is
an estimated additional $1,000.
Commission directed staff to clarify with ProSlide that the five days quoted in the contract are five work days,
in order to avoid a possible conflict over payment for weather -related delays.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Executive Officer Richard updated the Commission on the progress of the Lyon Oaks park development
project. He and Chairman Lewis suggested the Commission take a group tour of the parks some time in
October to see the progress of the park's development.
---Staff is still working towards a new name for the golf course at Lyon Oaks. A list of proposed
names was distributed to Commissioners; Commissioners were requested to review the list and
provide their top three choices to Mr. Richard as soon as possible.
---Upper Bushman Lake Acquisition Grant Agreement: Chief of Design and Development Joe Figa
reported that the grant agreement for the Upper Bushman Lake Acquisition had been approved by
the Parks Commission in March of 2000. However, since that time Corporation Counsel has been
working with the DNR on the wording of the agreement. As a result, an amended agreement has
been received for approval, with a deadline of 30 days for approval. Therefore, staff requested
Commission adoption of a resolution approving the amended agreement.

approving the amended Upper Bushman Lake Acquisition Grant Agreement:

PUBLIC COMMENTS:
Mr. Ray Bruneel, a member of a golf league at White Lake Oaks, briefly reviewed his concern expressed at
the October 4 meeting and inquired about an update. Staff noted that Oakland County Corporation Counsel
has concurred that there is no discrimination on the part of the Oakland County Parks for signing the contract;
they are reviewing a possible procedure to determine verification that we are dealing with the correct league
representative.
Commissioner Law also noted that, since the contract was signed before this was brought to our attention,
any further action Mr. Bruneel may wish to take may require his own attorney.

computer system by Heather Hughes in the Recreation Section. Commission suggested the word "monthly"

AWARD PRESENTATION:
---Anthony Filippis of Wright & Filippis presented Sandy Dorey with the Michigan Athletes with Disabilities Hall
of Fame Lifetime Achievement Award for her significant contributions to the promotion and coordination of
disabled sports programs throughout Michigan.
---On behalf of the Parks Commission, Administrator — Park Operations Dan Stencil thanked Tony Filippis
for his generous donation for the construction of a memorial gazebo at Independence Oaks. A photo
scrapbook of the facility was presented to Mr. Filippis.
---Chairman Lewis announced and congratulated Chief of Recreation Sue Wells on her recent appointment
to the State Carnival -Amusement Safety Board.
1999 AUDIT:
Administrator -Administration Frank Trionfi noted that the 1999 audit report reflects a variance in revenues of
an additional $1,393,038 and a variance in expenses of an additional $1,985,613. The additional $3,378,615
has been placed in the 2000 and 2001 Capital Improvement Projects Budget.
Staff recommended Commission accept the audit and amend the 1999 Operating budget to $11,170,098.

Waterhouse Coopers, and to amend the 1999 Operating Budget to $11,170,098.

LYON OAKS UPDATE:
Chief of Design and Development Joe Figa reported on the progress of the park development at Lyon Oaks,
noting the golf course is almost completed, but the rest of the site is somewhat behind schedule.
The revised schedule has changed the completion date from the beginning of June, 2001, to the middle of
September, 2001. The contractor has been working with staff on an equitable agreement of the rain dates,
as this report will affect the liquidated damage claims at the end of the project.
In an aside, Commissioner Skarritt reported that the City of Milford has entered into an agreement with the
Township of Lyon to run the sewer line out into the industrial area.
BIDS:
As per the information filed in the agenda, the following bids were approved as recommended by staff and
Purchasing:
Moved by Mr. Vogt, supported by Mr. VanderVeen to award the bid for the purchase of
HDPE material and galvanized steel bench frames for replacement seating for 143 persons
for the Independence Oaks amphitheater to Earth Technology in the amount of $12,403.00,
plus shipping of $1,218.00, for a total purchase price of $13,621.00. Funds for this purchase
will be transferred from the 2001 Operating Budget Contingency to the Independence Oaks
Nature Center Building Maintenance line item.

Assistant Administrator Jon Kipke reviewed the proposed Davisburg Dam repair project, noting some possible
cost savings on portions of the project, including:
• Receiving permission from the Road Commission for Oakland County to block off the road for a few days
while completing a portion of the project.
• If the Road Commission for Oakland County will supply the guardrail posts, the contractor will put them
in place and add the rail.
• Receiving concurrence that the stone riprap will not need to be grouted.
These repairs are requested in conjunction with an inspection report from the Michigan Department of
Environmental Quality directing this work be completed to correct erosion problems.

repairs at Springfield Oaks to Michigan Aquatic Control, Inc., in the amount of $149,625.00,
plus a ten percent contingency of $14,962.00, for a total budgeted amount of $164,587.00.
Funds for this project will be transferred from the 2001 Operating Budget Contingency to the
2001 Springfield Oaks Grounds Maintenance line item.

WEDDING GARDEN — GLEN OAKS:
Staff reviewed plans for a wedding garden, consisting of a gazebo, vegetative fencing, and privacy
fencing, proposed to be located on the west side of the Glen Oaks Clubhouse.
Discussion followed on the philosophy of the Parks' role in expanding banquet facilities, aesthetics,
possible conflicts with golfers, and terminating the use of this facility if it becomes detrimental to the
use of the golf course.
Moved by Mr. Palmer, supported by Mr. Korzon to approve staffs recommendation for the
construction of a wedding garden, consisting of a small gazebo, vegetative fencing, and
privacy fencing, at Glen Oaks, and to transfer $55,000 from the 2001 Capital Improvement
Projects Budget Contingency to fund this project. Oak Management will be notified that any
bookings they make for this wedding garden beyond one year's time must be approved by
Parks staff, and that use of this facility may be terminated upon proper notice to the
concessionaire. If terminated, all bookings currently confirmed will be honored, but no
additional bookings can be made.

In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Copies of a proposed courtesy park pass policy were distributed for discussion. Staff noted that the
specifics of the pass policy were basically the same as what was previously established and currently used.
However, the following Commission recommendations were incorporated: change the pass to a photo ID
pass; enforce the use of the card by the person to whom it is issued with a signed annual letter of
understanding; and to extend the pass to the county commissioners, County Executive, Prosecutor, Sheriff,
Clerk, and the Treasurer.
Commission concurred with staffs proposed park pass policy, but suggested staff include a copy of the policy
rules with the letter of understanding. Staff was directed to implement the program as proposed, but requested
it be placed on the December 6 agenda for discussion and any additional questions.
NEW BUSINESS:
Orion Township Parks Director Rock Blanchard has contacted Executive Officer Ralph Richard with a request
for Commission approval of a resolution in support of their application for ISTEA21 matching grant funding
for a bike path along Baldwin Road. The Parks Commission have given their support in previous applications
for the same funding request.
Commission concurred with the concept, but requested Orion Township Parks Director Blanchard attend the
December meeting to make a brief presentation on this project before giving formal approval.
The next regular Commission meeting will be 9:00 a.m. on Wednesday, December 6, 2000.

AWARD PRESENTATION

MOBILE STAGE REPAIR
MOBILE RECREATION
The Mobile Recreation staff is requesting the approval to have our 1988 Century
Industries mobile stage repaired. The following repairs are necessary for safety factors:
steel deck hinge replacement. In order to do this repair, they will remove the outer deck
and existing hinge from stage. They will also resurface the inner and outer deck faces and
install a new stainless steel deck hinge. This hinge supports the 8 ft. x 28 ft. outer deck.
The mobile stage will be driven to Century Industries in Sellersburg, Indiana by the
Mobile Recreation staff. When the repairs are completed, staff will pick it up.
Staff received a quote from the manufacturer, Century Industries, for the repairs in
the amount of $5,065.26. Staff recommends having the manufacturer do the repairs as
they have the proper equipment and parts to remove and install the new hinge. Century
Industries will also provide a one-year warranty.
The cost for this repair will be taken from the Mobile Recreation Equipment Repair
line item.

RED OAKS UPDATE
Due to the construction of the George W. Kuhn Drain Expansion Project,
resulting in the redevelopment of the Red Oaks Golf Course including the
existing clubhouse, proposals were received for the design and construction
drawings for a new clubhouse.
Four proposals were received on November 24 and are presently being
reviewed by staff. A presentation and recommendation will be made at the
Commission meeting.

SMOKING POLICY
Over the past years the waterpark complexes have allowed smoking
inside the pool area.
Staff would like to make the waterpark areas smoke -free environments for
all patrons. Other waterpark facilities have already successfully implemented this
policy.
Staff is requesting Commission consideration and discussion at the
meeting for a possible no smoking policy at these facilities.

EXECUTIVE OFFICER'S REPORT
---Clarification on the X and Y bus plate fees: after further review with park staff and a survey of
groups, we realized that we would be giving away a lot of free entry to non -county residents.
Therefore, we will be giving free entry just to the Oakland County Parks and Recreation
Commission -owned buses. All other buses will fall under the regular policy of paying $1.00 per
person entry, with trip coordinators and chaperones free of charge.
---Orion Oaks Safety Path, Clarkston Road: In talking to the Orion Township officials, they are
reviewing the cost analysis for the project. This ISTEA21 grant has been submitted and Orion
Township will be getting back to us after further review regarding our involvement in this project.
---Progress at Lyon Oaks has sped up over the last weeks. All foundations are in and the pre-
cast hollow -core flooring has been installed at the clubhouse. Also, the steel framing is in the
process of being erected. The golf course has now been put to bed for the season; all seeding is
down and the sodding completed.
Staff will be available to answer any questions.
---Information is attached regarding the park pass policy.
---Attached is a breakdown of the Parks' free woodchip program held at Orion Oaks throughout
the year 2000. As you can see, 1,157 vehicles were recorded as having come to the park to pick
up these free woodchips.
---Staff was notified that our proposal for fishing initiatives within the Parks has been selected by
the Department of Natural Resources to be a recipient of free fishing tackle under their
Promotional Fishing Tackle Kit Program. The 25 Zebco 2020 closed face spincasting reels and
matching rods will be used by Mobile Recreation as part of their "Fishing in the Parks" recreation
programs.
A copy of the notification letter from the DNR is attached for your information.
---Memorial Bench Program: the number of completed benches for the Memorial Bench
Program for 2000 was 6, bringing the total to date to 34.
