A construction site visit was held to go over the specific areas of the work to be accomplished. A second look at the adjacent areas of the 125 foot of existing path that is to be milled and recapped indicates several hundred feet of the path that is visibly in poor condition and will have to be recapped in the near future. Therefore, an additional 1,090 feet of existing path was identified for recapping. A quote to perform this extra work was received from Allied. It stipulates 340 feet x 6 feet to be milled and recapped with 1'/2 inches of asphalt and 740 foot x 8 foot to be capped with 1'/ inches of asphalt. The quoted cost for this additional work is $9,875 bringing the total contract amount to $78,278.00. Designated in the 2001 CIP budget for this project is $100,000. 4- Atl--�--' OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING AND BUDGET WORK SESSION July 11, 2001 Chairman Pecky Lewis called the meeting to order at 9:15 a.m. in the commission room of the administration office. LYON OAKS MASTER PLAN UPDATE: Administrator 7 Park Operations Dan Stencil reviewed the recommended master plan changes for Lyon Oaks, revised to reflect the Commission's concerns expressed at the June 20 meeting. These master plan changes more clearly define and clarify the "recreational areas and picnic fields" in the current master plan. Moved by VanderVeen, supported by Mr. Korzon to approve the concept of the Lyon Oaks master plan revisions, which include the athletic fields, parking lots, corporate picnic areas, and interpretive center. AYES: Korzon, Kuhn, Lewis, McPherson, Skarritt, Taub, VanderVeen, Vogt (8) NAYS: (0) Motion carried on a voice vote. RECREATIONAL CRICKET FIELD PROPOSAL — LYON OAKS: Answers to most of the concerns expressed at the June 20 meeting regarding the proposed cricket program at Lyon Oaks were provided for Commission review. Mr. Madhu Konduru, member of the Michigan Cricket Association, presented additional information on the cricket program in the metropolitan Detroit area. Clarification on the Park's commitment to this group will be detailed in the agreement to be presented to the Commission for approval at a future date. Moved by Mr. VanderVeen, supported by Mr. Skarritt to approve the concept of the cricket program at Lyon Oaks, contingent upon working out the clauses on the severance, fees, and liability in the agreement. AYES: Korzon, Kuhn, Law, Lewis, McPherson, Skarritt, Taub, VanderVeen, Vogt (9) NAYS: (0) 3-2 (Commission Meeting, July 11, 2001) Motion carried on a voice vote. WATERFORD OAKS — PAVED TRAIL SYSTEM: Moved by Mr. Korzon, supported by Mr. Kuhn to award the contract for the paving of a loop trail, plus the resurfacing of 125 feet of existing paths, at Waterford Oaks to Allied Construction in the amount of $65,102.00, plus alternates #1 and #2 for $3,000.00 and $300.00 respectively, for a total contract amount of $68,403.00. Approval included a 5% contingency of $3,420.10, for a total budgeted amount of $71,822.10. RECREATION MASTER PLAN REVISION: Moved by Mr. Law, supported by Mrs. Taub to award the contract the for updating of the Parks and Recreation Commission's overall recreation master plan to Land Ethics/Johnson Hill in the amount of $24,000.00 for the base price, plus optional workshop not to exceed $6, 000.00. ROLL CALL VOTE: AYES: Korzon, Kuhn, Law, Lewis, McPherson, Skarritt, Taub, VanderVeen (8) NAYS: Vogt (1) A sufficient majority having voted, the motion carried. Mr. Figa suggested Commission also consider developing a survey focusing on the general public's perception of Oakland County Parks, something not included in any of the proposals, but favored by the Department of Natural Resources. ORION OAKS SEWER EXTENSION: Chief of Design and Development Joe Figa reviewed a request from Kieft Engineering for Commission consideration of another sewer extension through Orion Oaks. Commission discussed possible components to be included in the negotiations, plus directed staff to ensure Orion Township is included in future discussions. Mr. Figa noted that additional research will be conducted into this inquiry, including receiving approval from Property Management; and will bring back additional information on this project to the Commission. EXECUTIVE SESSION: Moved by Mr. Vogt, supported by Mr. Korzon to adjourn to an Executive Session for the purpose of discussing proposed property acquisition. The meeting was adjourned to an Executive Session at 10:13 a.m. The meeting was re -convened at 10:26 a.m. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---Mr. Richard updated the Commission on the status of the proposed property acquisition at the Red Oaks Golf Course and the options still being considered. Commissioner McPherson suggested staff write a letter to the residents in the area informing them of the status of the project. --Mr. Richard announced that Karen Kohn is being presented with a Distinguished Chapter President watch at the International Association of Administrative Professionals' international convention in recognition of her work this past year as president of the Oakland County Chapter of IAAP. NEW BUSINESS: ---Commissioner Kuhn was contacted by a county employee inquiring about additional disc golf courses being considered at either Orion Oaks or Independence Oaks. Although it would be difficult to develop a course at Independence, staff will talk to the master plan consultants about the possibility of a disc golf course at Orion Oaks. The next Commission meeting will be 9:00 a.m. on Wednesday, August 1. The meeting was adjourned to the Budget Work Session at 10:46 a.m. BUDGET WORK SESSION: The proposed revenue budget for Fiscal Year 2002 is $19,594,560, up 13.8% over the proposed budget for Fiscal Year 2001. Of this amount, $8,340,690 comes from fees and charges and interest on investments; the remaining balance of $11,253,870 will come from the millage. The proposed operating budget for Fiscal Year 2002 is $15,771,544, an increase of 8.3% over the proposed Fiscal Year 2001 budget. The higher increase is due to the start up and full-time staffing costs of $1,118,702 for Lyon Oaks, plus a 4.0% salary increase for full-time, part-time eligible, and part-time non -eligible employees. Our Fiscal Year 2001 adjusted operating budget is 7.0% or $952,040 less than originally budget; our Fiscal Year 2001 revenue budget is 0.9% or $147,933 less than originally budgeted. Operating Equipment requests for Fiscal Year 2002 total $468,208. Of this amount, $119,000 will be spent on start-up equipment at Lyon Oaks and $272,963 will be replacement equipment. Estimated new funds for Capital Development for Fiscal Year 2002 are $3,950,821, of which $562,775 is earmarked for payment to the Oakland County Building Authority. The balance of $3,388,046 is available for fund additional capital projects. 3-4 (Commission Meeting, July 11, 2001) Fees and Charges The fees and charges as recommended by staff with the following changes: Addison Oaks and Groveland Oaks: Change the cabin camping fee to $55 per night for a four -person cabin and $65 per night for a six -person cabin. Staff will adjust the package rates to reflect the increase. The Fridge at Waterford Oaks: Keep the current rates the same for Wednesday and Thursday, and the proposed fee increase for Friday through Sunday and on holidays. Special Crews Administrator — Park Operations Dan Stencil reviewed a proposed change in the use of personnel, reassigning full-time staff for different periods of time at different park locations for optimal use of staff time. Grounds and Building Projects Administrator— Park Operations Dan Stencil noted that, in accordance with general accounting practices, any projects that do not increase the value of a facility will now be budgeted as maintenance projects rather than capital projects. 2002 Operations Waterford Oaks: Staff is reviewing the possibility of changing the Activities Center over to a dual -use building, with greater space for office staff plus limited meeting space. The activities currently scheduled in the building — wedding receptions and classes — are currently offered by Waterford Township Parks and could be easily scheduled there. Springfield Oaks Activities Center: After discussion, Commission concurred to have staff approach the Oakland County Board of Commissioners requesting funds to assist with the upkeep of the building's exterior. No Smoking — Addison Oaks and Lyon Oaks: Lyon Oaks will be a non-smoking facility, and Addison Oaks will follow suit next year. Linear Trails: Executive Officer Richard reported on a meeting to discuss the proposed county -wide linear trail system. Capital Improvement Projects Budget: The proposed 2002 capital improvement projects are budgeted at $16,822,218, with estimated new funds of $7,441,904. Mr. Richard and Mr. Figa reviewed the capital improvement projects proposed throughout the parks system for next year. Commissioner Vogt commended Frank Trionfi and Sheila Cox on an outstanding job with the proposed budget. Budget work session was adjourned at 1:23 p.m. Richard D. Enclosed is a letter sent to Ms. Vergin as a follow-up to the Commission's concerns regarding her proposal. Enclosed also are our letters of support from the six participating townships, the Kaleidoscope Foundation Board of Director's resolution addressing financial commitment and a proposed lease agreement drafted by their attorney. This matter will require action by the Oakland County Board of Commissioners if endorsed by the Commission. Corporation Counsel is reviewing the proposed lease. Staff supports the Kaleidoscope Foundation's interest in leasing 5.5A of Springfield Oaks for their proposed recreational program facility subject to the achievement of item noted in their July 16, 2001, resolution. Our therapeutic recreation staff will interface with the Kaleidoscope Foundation program to further service the mentally and physically impaired of northwest Oakland County. I remember you starting your position when Lew Wint was chairman of Oakland County Parks and Recreation. I remember and miss Lew. He was such a positive person. He gave me such encouragement when the Scotties Extension Group organized the Davisburg Christmas Craft Show for eleven years. Since then, I have chaired the 1986 Springfield Sesquicentennial Celebration, which produced a logo contest, a Walk -Run at Indian Springs in Springfield Township, Business and Garden Show, a Fine Art Show, Beauty Pageant, a 64-entry Parade, plus our first Springfield Hot Air Balloon Festival, co -sponsored with Oakland Parks and Recreation. I also organized the Springfield Sesquicentenial Quilt show, which displayed 200 handmade quilts, an Essay Contest and a Calendar Art Program. In addition, I designed the Business Game Board plus other souvenirs from which sales profits went to support Neighbor for Neighbor at its beginning. In 1987, I chaired a group of concerned citizens who felt many people in need were still "falling through the cracks." We registered with the state of Michigan as a non-profit organization as Northwest Oakland Community Services, to serve the seven townships in the northwest corridor of Oakland County. Our mission statement on goals is to improve the quality of life for our neighbors by providing needed community services and physical and emotional support. Also to improve community involvement and cooperation by increasing awareness of community needs and promote willingness to participate in helping others. We provide these services on a volunteer basis to senior citizens as well as adults and adolescents with disabilities. After twelve years of developing different programs, we now see the need for additional recreational activities for adults and students with disabilities on a daily basis, as well as regular recreational program for senior citizens. 9-10 We now see the need to build our own facility to house these programs and activities. We need room to have daily activities on a weekly basis year round. Currently each group only meets once a week as our limited space allows. We feel we will be able to construct a facility that will be an asset to our community by obtaining federal, state and county grants, corporate sponsors, through fundraising projects, donations from individual patrons and through our Kaleidoscope web site(kaleidoscopefoundationmichigan.org). We have a ten-year plan. The first five years would be to raise monies for the construction of our new facility. The next five years would be devoted to raising funds for developing programs, creating and enhancing uncharted programs --as well as continuing our present successful programs. Ralph Richard, we need your help! Would you and your board be willing to lease us a portion of Springfield Oaks Activity Center land on which to construct our building? I have talked to L.C. Scramlin about talking with you, and he said that because our programs are recreational, and because the land we are requesting is never used, it would be a positive step. The parcel of land I am asking about is on Andersonville Road, east of the Shiawasee Headwaters. L.C. thought it to be about seven acres. We would like to have the expertise of Joe Figa and Dan Stencil to design the building, along with our engineer and the Michigan Department for the Aged resource person, who could help us design the kitchen in order to qualify for Meals on Wheels. What a wonderful opportunity for the county! We are, to my knowledge, the only non-profit organization in northwest Oakland County to have weekly programs for people with disabilities. We want to create and construct a building so we can provide programs five or six days a week. I will be calling your office to request an appointment to personally meet with you about our "vision" to service our Oakland County residents.. Staff has reviewed the conceptual designs and will make a presentation and recommendation for the next phase, which may consist of either construction documents or fast tracking which would include construction in concert with the development of plans and specifications. This method was used when Red Oaks was initially constructed. ITEM 112 WATERFORD OAKS WAVE POOL RENOVATION Proposals were received for the renovation of the wave pool at Waterford Oaks. The renovation includes the preparation of a study report to determine the type and extent of repairs required, including replacement of the wave making equipment. The construction of this project is in conjunction with a grant that we will be receiving from the state as part of the CMI, Clean Michigan Initiative Recreation Bond Fund program. This project has a total estimated cost of $500,000 and is to be funded in part by this 50/50 matching grant. Two proposals were received as follows: Study Phase Construction Phase Integrated Design Solution (IDS)* $15,000 9.5% of construction costs. Troy, Michigan Includes construction supervision. Water Technology, Inc. $16,450 6% of construction costs. Wisconsin and Illinois Construction supervision charged on an hourly, as needed, basis. *IDS is collaborating with Bill Robertson Pool Design and Seto -Tsang Associates. Staff is still in the process of obtaining additional information and clarification of these proposals. A presentation and recommendation will be made at the commission meeting. 12-1 ITEM #13 RED OAKS UPDATE Meetings with the George W. Kuhn Drain Advisory Board, Madison Heights, and SOCRRA have taken place, and staff will bring the Commission up to date on the progress of this project at the meeting. 13-1 ITEM #14 EXECUTIVE OFFICER'S REPORT --- The 21" Annual Wright and Filippis Wheelchair Daze will beheld on Saturday, August 4 from 11:00 a.m. until 4:00 p.m. at the Twin Chimney picnic shelter at Independence Oaks County Park. Over 1,500 mentally and physically impaired individuals are expected to attend. ---Recreation staff will again provide logistical support of the 2211 Annual Michigan Senior Olympics competition to be held in Midland August 5 — 9, 2001; 1,000 senior athletes, 50 years + will participate. ---The week of July 14-20 the Waterford Oaks Waterpark set an all-time revenue record of $103,000. ---Group Sales has expanded locations for selling annual vehicle permits, including several community offices and businesses. For example, annual permits sold at Orion Township Treasurer's Office in the last nine months have increased revenue by nearly $14,000 and permits sold at Bass Pro Shops Outdoor World have brought in more than $6,200. ---Sakwa Stormwater Management, Farmington Hills officials, and Parks staff are meeting at Glen Oaks to review the abandonment of Clareview Street for a potential water retention area. Will keep you posted as the project proceeds. ---The annual Oakland County 4-H Fair runs from July 31 through August 5 at the Springfield Oaks Activities Center.
