I would further refine this comment by pointing out that southeast Oakland County has provided a substantial amount of the horsepower to drive that engine. Because most of southeast Oakland County developed in the early stages of the County's history, we have also provided a proportionately higher contribution of tax revenue for'County government, including taxes for park development. I agree with the Parks Commission's desire to maintain the Red Oaks Golf Course. With the limited presence that the Parks Commission has in our part of the county, it would seem imperative that you maintain this facility. The Parks Commission has determined that they will rebuild the golf course (possibly financed by the GWK Drain), provided that the George W. Kuhn (GWK) Drain buys the 18 acres and allows the Parks Commission to utilize the property for the Red Oaks Golf Course. The GWK Drain is comprised of fourteen communities in southeast Oakland County. SOCRRA consists of twelve communities in southeast Oakland County. In essence you are aslting many of the same communities to buy the property from themselves and turn around and let the County at large have the property for a county park. I also understand that a condition of your rebuilding the course is that we will have to repair any and all future damage to the course caused by future drain work, despite the fact that the drain is the primary purpose for having the property in public ownership, thus placing an ongoing liability on the fourteen communities of the GWK Drain. Your claim that we all serve the same residents in southeast Oakland County fails to address what the City of Birmingham believes to be the main concern. County facilities should be paid for by all taxpayers of Oakland County, not just those taxpayers that happen to live in the GWK Drain or SOCRRA communities. Personally, I do not understand the public purpose being achieved by the GWK Drain in buying land, which they don't need for the drain project. The public purpose relates to the County Park Commission and therefore the County should pay- for the property. The truth of the matter is you serve a much larger constituency in the whole of Oakland County with a significantly larger tax base. The state, although at first reluctant, agreed to become the principal purchaser with Oakland County acquiring 927 acres. The state, in conjunction with the county, acquired the property in late 1980. The acquisition was enabled with $1,000,000 from the Michigan Land Trust Fund (MLTF), $3,000,000 and from the Federal Land and Water Conservation Contingency funds, and $500,000 from Oakland County. In December of 1980, 927 acres were transferred to Oakland County and our ninth park, Orion Oaks, came into existence. Although no formal or conceptual plan was developed during the acquisition process, the development of the property must still adhere to the federal and state guidelines as these funds were involved. Staff is presently researching these guidelines to determine the development criteria to verify which uses, if any, are excluded for the site. Schmidt Copeland and Associates were retained in 1987 to assist in developing a master plan, resulting in the current Orion Oaks Master Plan, which was adopted on July 25, 1988. This approved master plan for the development of Orion Oaks was to provide for a universally designed, programmed public use facility with limited day use. The park was intended as an outdoor oriented, residential and day activity resource for community recreational and educational opportunities year around. Primary programs included aquatics and watercraft, sports and fitness, nature and environmental studies, performing and creative arts, as well as conferences and retreats. 11 -2 Features of the development were overnight accommodations in a lodge and small group cabins along with dining areas, meeting spaces, a multipurpose hall, and an indoor swimming pool. In the central and westerly portion of the park, an area was identified for overnight organizational/seasonal camping with the area to the northwest being used as an adventure area. The area to the south- west included a farmstead, garden/orchard, and trails. A waterfront was to be developed on Lake Sixteen to include a small beach and boating area. A small day use area was identified in the northeast for more traditional uses, such as picnicking. The cost for this development was estimated to be $18,000,000. A millage for the development of this park was put on the ballot in 1990, but was defeated. A grant to develop the waterfront was received in 1990; however, with the commission being unable to appropriately fund the total proposed development of this park, the grant was not used. Since that time, the park has been used only as a basic day use area, with temporary parking, fishing and associated boating, trails for hiking, and the newly designated Bark Park area. 11 -3 i ITEM #12 NATURAL RESOURCES TRUST FUND AMENDMENTS The Natural Resources Commission is proposing four changes to the current policy for grants. They are: 1. Raise the cap on the Trust to $500,000,000 from $400,000,000. 2. Continue using 1/3 of royalty revenues until the cap is reached by removing the $200,000,000 provision. 3. Amend the distribution percentage to permit, but not require, the use of 50% of grants made for development, rather than the current 25%. 4. Add language permitting the use of equity investments in managing the corpus. Staff has reviewed these changes and feel numbers 1, 2, and 4 would be acceptable to the county park system. However, staff feels item #3 amending the distribution percentage is not the intent of the overall program for which the residents voted at the inception of this program.
