Chairman Pecky Lewis called the meeting to order at 9:07 a.m. in the commission room of the Parks and
Recreation's administration office.

Chairman Lewis welcomed Shelley Taub as new member to the commission. She is serving her fifth term as
Oakland County Commissioner and replaces Charles Palmer on the Parks Commission.
APPROVAL OF MINUTES:
Moved by Mr. R. Kuhn, supported by Mr. McCulloch to approve the minutes of the meeting
of January 3, 2001, as written.

Moved by Mr. McCulloch, supported by Mr. Vogt to approve the payment of the Payment
Summary, which includes: the Interdepartmental Journal Voucher Register for October,
November, and December 2000 (FQ1, FY2001); the Oak Management, Inc. Credit
Register for October, November, and December 2000 (FQ1, FY2001); and the Payment
Register, which includes the Voucher Report Period for December, 2000 (FM3, FY2001),
and the CIP (408) Voucher Report Period for December (FM3, FY2001).

COMBINED STATEMENT OF OPERATIONS:
The Combined Statements of Operations for the months ending October 31, November 30, and December
31, 2000, were accepted as filed.
CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE:
The Capital Improvement Projects Budget Update as of December 31, 2000, was accepted as filed.
ACTIVITIES REPORT:
The Activities Report for December, 2000, was accepted as filed.
DONATION PRESENTATION:
Administrator — Parks Operations Dan Stencil reported that the Oakland County Sportfishing Association has
donated $1,000 to the Parks Commission, bringing their donations over the years to a total of $12,700. On
behalf of the Parks Commission, Mr. Stencil presented the OCSA member Bruce Tufford with a plaque in
sincere appreciation for their continued support and assistance in developing fishing opportunities at the
Oakland County Parks.
TRAILS:
Oakland County Planner Larry Falardeau presented current information on existing and proposed trail
systems throughout the county.
Mr. Dan Keifer, Friends of Clinton River Trail, spoke in support of the linear trail system and requested the
Parks Commission adopt a policy embracing linear paths, get involved in the pathways currently underway,
and work with all relevant groups to seek the passage of a county -wide funding mechanism for the paths.
Mr. Todd Scott, Michigan Mountain Bike Association, also supportive of the Parks' involvement, mentioned
the problem of 175 and M59 as barriers to safe biking.
South Lyon City Manager Rod Cook, another supporter, reminded all to ensure the trails are accessible.
West Bloomfield Parks Director Dan Navarre remarked on the importance that we all look at the regional plan,
noting his concern that several pieces of land involved could be sold to developers. He requested the Parks

reconsider our position on how we view trails as we work together on this regional plan, seeing the Parks
Commission "join the team."
Commissioners discussed different aspects of involvement in the linear trail system, including finances,
coordination, acquisition, and maintenance. Staff was directed to contact other county agencies around the
country to survey their involvement, study the different aspects discussed, and bring back recommendations
to the Commission.
BIDS:
Moved by Mr. Korzon, supported by Mr. Kuhn to award the following bids as per the
information filed in the agenda and as recommended by staff and Purchasing:
Purchase and installation of an aboveground, 2,000-gallon, double -compartment gasoline/
diesel storage tank for Lyon Oaks to the low bidder, H. Domine, in the amount of $17,118.86,
plus a five percent contingency of $856.00, for a total budgeted amount of $17,974.86.
Two Cushman utility Trucksters for Independence Oaks and Lyon Oaks W. F. Miller in the
amount of $15,357 each, for a total purchase price of $30,714.
Approval of the contract costs for the installation of two wells for the modern restrooms at the
Lyon Oaks Golf Course to Mike Lalone, Inc., for a total contract amount of $11,876.60.
Two replacement Hustler mowers for Addison Oaks and Independence Oaks in the corrected
amount of $30,834 for one complete mower and $27,159 for a mower without the mower
deck; total approved purchase amount is $57,993.

ORION OAKS MASTER PLAN:
Chief of Design and Development Joe Figa updated the Commission on the status of the master plan revision
for Orion Oaks.
NATURAL RESOURCES TRUST FUND AMENDMENTS:
Executive Officer Richard reviewed four amendments to the Michigan Natural Resources Trust Fund as
proposed by the Natural Resources Commission.
Staff has reviewed these changes and requested Commission adopt a resolution in support of three of them.
Staff did not recommend support of a fourth proposed amendment, which would allow a change in the
distribution percentage from 75/25 for acquisition/development to up to 50/50 for acquisition/development.
Moved by Mr. Kuhn, supported by Mrs. Taub to adopt the following resolution in support of
proposed amendments to the Michigan Natural Resources Trust Fund:
WHEREAS, the Michigan Natural Resources Trust Fund (MNRTF) has been an
extremely important source of grants for significant parks and recreation acquisition and
development projects for a period of 30 years; and
WHEREAS, the Oakland County Parks and Recreation Commission has a long and
proud tradition of supporting and protecting the integrity of the MNRTF; and
WHEREAS, the Oakland County Parks and Recreation Commission recognizes the
importance of both acquisition and development grants for parks and recreation agencies
throughout the state of Michigan; and
WHEREAS, as acquisition is clearly a very high priority, we favor the MNRTF keeping the
acquisition and development distribution at its current 75/25 percentage.
NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and Recreation
Commission officially adopts a position in favor of the following proposed changes to the MNRTF:
Raise the cap on the Trust to $500,000,000 from $400,000,000.
Continue using 1/3 of royalty revenues until the cap is reached by removing the
$200,000,000 provision.
Add language permitting the use of equity investments in managing the corpus.

GRANT SPONSERSHIP
Staff was recently contacted to see if we would be interested in being a sponsor
for a grant that would be submitted by the City of Southfield for the acquisition of
a small 16-acre parcel along the Rouge River. This piece, if acquired, would link
two adjacent areas and provide a more continuous access to the Rouge River.
It is our understanding that we would submit the application for this acquisition;
then if approved, it would be transferred to Southfield for their processing of the
acquisition. This application submission allows us the opportunity to cooperate
with and assist a local unit of government in setting aside additional land for
preservation and recreational purposes.
Staff will be investigating the ability to allow this and also whether it changes the
priority for the development grant we are also submitting.
A presentation and additional information will be presented to the commission.

Re: Property Acquisition for County Park in City of Southfield
Dear Mr. Lewis:
Several months ago, the Oakland County Parks and Recreation Commission discussed with the
City of Southfield the possibility of the County acquiring land on the west side of the City for
park development. The parcel is commonly referred to as the Carpenter Lake property.
In January of this year, the City conveyed to the County its view that this parcel of property was
not conducive to utilization as a county park. Please consider this communication a formal
response from the City indicating that the City is not interested in pursuing the development of
a county park at the Carpenter Lake site. The City Council stated this position at a study
meeting on this subject on November 21, 1994.

INDEPENDENCE OAKS

GRANT APPLICATION SUBMISSION
The Oakland County Parks and Recreation Commission has been notified that
applications for the Land and Water Conservation and Michigan Natural Resources
Trust funds may be submitted for 2001 funding. The applications are due on April 1,
Staff recommends the following grant be submitted for the new funding cycle:
Independence Oaks OrganizationalNouth Camping
Independence Oaks County Park is located in northern Oakland County in
Independence Oaks Township This park contains 1,088 acres of rolling wooded and
open meadows, an 88-acre lake and 400+ acres of wetlands. The park is primarily a
day use park with areas for picnicking, hiking, boating, and fishing. The park's primary
focus is for ecological/ natural resource interpretation with a nature center as its focal
point. There are some 500 acres adjacent to the nature center and 13 miles of trail for
nature hiking and interpretation.
The area presently used for youth camping is temporary, located within a day
use picnic area, and adjacent to the northern boundary of the park. Unfortunately, over
the years the area to the north, zoned residential, has developed and is within viewing
distance of this area. This distracts from the intent to provide a secluded and natural
camping experience.
As the area increases in population, there is a greater demand for the existing
site to be used primarily as a picnic area.
The master plan for Independence Oaks identifies an area in the southern
portion of the park for the development of a youth /organization camping area. This
area is more isolated from the main day use areas of the park and the surrounding
development. It would also provide us with the opportunity to construct trails into an
area of the park that has had no previous access.

The project site is within this area in a series of secluded open meadows
buffered by substantial wooded areas. It is also adjacent to some 300+ acres of some
of the more diverse ecosystems within the park, including fen/wet meadows and
forested wetlands, providing an exceptional experience for nature interpretation.
The project is to be rather simplistic in design with only basic facilities being
provided, creating a secluded and rustic environment. A small restroom shower
building, two covered picnic shelters and associated amenities of water and electricity
are proposed. These facilities would provide the basic necessities and allow for
activities to occur under various weather conditions. The general camping area would
be left in a natural state. Six (6) tent platforms would be constructed with connecting
semi -hard surface (compacted slag) trails to the restrooms and shelter. Additional trails
would be developed from this site into the area to the south and west, accessing
excellent areas for interpretation. The trails would also be connected with the existing
trail system for access to the day use areas and the nature center within the park,
providing expanded activities of swimming, boating, fishing and education/interpretive
activities.
The estimated cost for this project is $272,000. The grant will be submitted under
both the Land and Water Conservation and Michigan Natural Resource Trust funds. The
match for these is different due to different requirements. The match for the Land and
Water Conservation Fund is 50/50% or $136,000/$136,000, and the match for the MNRTF
is 60/40% or $163,200/$108,000.
This grant project is consistent with the goals adopted in the 1997-2001 Recreation
Master Plan.
A presentation and further information will be presented by staff at the required
public hearing scheduled for 9:00 a.m. just before the February 28 commission meeting.

UPPER BUSHMAN LAKE ACQUISITION
GRANT EXTENSION
We had anticipated that the 189-acre acquisition of this property adjacent to
Independence Oaks Park could be completed by this date, but due to a delay in processing
the grant agreement, we have not completed the acquisition. Because the Upper
Bushman Lake acquisition is being enabled by a matching grant from the Michigan Natural
Resources Trust Fund, we need to request the grant project agreement be extended. This
must be accomplished with a resolution from the Parks Commission. (See Attached)
Staff will make a brief update on this project.
RESOLUTION
WHEREAS, the County of Oakland, Department of Parks and Recreation, entered
into the Project Agreement, Upper Bushman Lake Acquisition TF 99-041, with the Michigan
Department of Natural Resources on the 6' day of November 2000; and
WHEREAS, the AGREEMENT includes an effective acquisition completion
deadline of March 31, 2001 and
WHEREAS, an extension period is available for when a project completion date
is extended due to delays in acquisition; and
WHEREAS, the Upper Bushman Lake Acquisition has shown significant and
continued progress toward completion; and
WHEREAS, the Oakland County Parks and Recreation Commission has
appropri-aced matching funds and is actively pursuing the completion of the acquisition,
thereby meeting the criteria for extension;
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends amending the grant with the appropriate
extension.

HISTORICAL BARN PRESERVATION PROPOSAL
Accompanying this Commission meeting agenda is a comprehensive information
package and proposal from RBI 23, LLC. (developers Kirk Gibson and Tim Birtsas), to
relocate the historic Ellis Barn at Springfield Oaks Activity Center.
Staff has reviewed this proposal, held discussions with the 4-H Fair Board, and
recommends the following in support of the historical preservation grant application;
grant deadline is April 1, 2001.
1. Acceptance of the RBI 23, LLC.'s offer as detailed in their proposal
to relocate the Ellis Barn at SOAC on a site to be determined by
Oakland County Parks staff and the 4-H Fair Board.
2. The Commission to commit to $50,000 in cash and in -kind services
for site preparation and landscaping toward the proposed grant
application financial contribution. These monies would be
designated from the 2001 CIP Budget -Contingency Fund, or 2002
CIP, based upon the timing of the grant award.
3. Community and special event fund-raising efforts to raise $25,000
toward the proposed grant application financial contribution.
Springfield Township has committed to leading or assisting with the
fund-raising efforts for the match.
4. 4-H Fair Association has agreed to maintain the barn for ten years
(with extensions) 4-H will also establish a maintenance endowment
fund plus a variety of uses, such as horse shows, 4-H Fair,
education and recreation programs, and a number of others.
5. The barn meets program and storage needs of the master plan for
the site.
Tim Birtsas (developer), Lori Brown (Historical preservationist), Dave Ciolek
(barnwright), and L. C. Scramlin (4-H Fair Board President) will be in attendance to
answer questions from the Commission.

LANDSCAPE MAINTENANCE SERVICES CONTRACT
RED OAKS AND WATERFORD OAKS - WATERPARK
Staff is requesting Commission approval to establish a landscape maintenance
services contract for Red Oaks and Waterford Oaks - Wateiparks.
Vendors were asked to quote on a base service package, which included a
minimum of 27 lawn mowings, trimming and clean up; bi-weekly edging of turf areas;
turf grass fertilization; tree/shrub fertilization and basic pruning; and weed maintenance
for all landscape beds, parking areas and walks.
Vendors also quoted pricing for specified landscape materials, equipment and
labor services to establish a contract for consideration at the other golf, park and
recreation facilities in the park system.
Vendor qualification criteria and contract specification information was
distributed to three qualified vendors that participated in on -site facility inspections at
both sites. Vendor proposals were due at Purchasing by 2:00 p.m. on Thursday,
February 22. Staff will review each bid proposal and provide a recommendation to the
Commission at the meeting.

Staff has evaluated the bid proposals and recommends to the Commission that we
contract the landscape maintenance at Red Oaks Waterpark for a 3-year period at the
prices quoted with the low bidder, Torre-Bruglio of Pontiac.
The cost of this contract will be off set from part-time salary and operating budget line
item deferred spending.
Parks' operations staff, at this time, has decided to decline contracting the landscape
maintenance at Waterford Oaks Waterpark for the 2001 season.
Oakland County Purchasing will also establish a professional services contract based
upon these vendors quotations for landscape labor, equipment operation, and materials on
an "as needed" basis for the park system.
For the FY2002 Budget, staff will be evaluating landscape maintenance contracting for
segments of the Lyon Oaks day -use park and the golf course operations.

RED OAKS WATERPARK EXPANSION
Staff received three proposals for the development of a master plan for the
expansion of the waterpark at Red Oaks. The intent of this plan is to provide us
with conceptual ideas for new features at the present park and an estimate on
the construction cost.
The waterpark was constructed in 1986 and is need of some renovation and
expansion. This is a good time for this to be accomplished, due to the disruption
already occurring from the drain expansion. This plan will include constraints
resulting from the drain construction easement and the potential of the relocation
of some of the sports centers activities into this area.
Staff is reviewing the Requests For Proposal and will make a presentation and
recommendation at the next meeting.

MOBILE BLEACHERS
MOBILE RECREATION
Bids were requested for the purchase of one set of mobile bleachers for the Mobile
Recreation program.
We currently have one set of mobile bleachers that we use as rentals and for Oakland
County Parks and Recreation Commission special events.
Staff would like to replace the existing set of bleachers, which were purchased in 1988.
Over the past three years we have had to do many repairs. Since 1998, the mobile
bleachers have gone out 257 times, serving 44,975 people in Oakland County. On an
annual basis the bleachers generate $5,000.00 in revenue.
The mobile bleachers will provide seating capacity for 180 people and will have
enclosed risers. They will be a self-contained seating system capable of being
transported from site to site. Bleachers will unfold to offer ten -row bleacher seating with
guardrails. They will be equipped with hydraulic controls, which allows set the bleachers
up with one person.
The anticipated life expectancy of this equipment is ten years.

Rental Bikes
Groveland Oaks
Staff is requesting the purchase of ten additional rental bikes for Groveland
Oaks. These will be a bit smaller for younger children.
Last year 20 bikes were purchased for $16,500. The rental revenue for the first
year was $16,300 at $5 per % hour. As you can see, due to their popularity, they were
almost paid for in the first year. Based on the small amount of maintenance required
and their rugged construction, each bike should last several years.
The only problem we encountered was younger, smaller children had difficulty
reaching the pedals. The additional bikes will be smaller in dimension to accommodate
those children. They will however, maintain the same rugged construction.
The only company who makes this bike is Prime Composites Ltd., Prescott ON,
Canada. The bid price is $725.60 per bike, for a total of $7,256. It is anticipated that the
first year revenue will again equal this purchase cost.
Funds for this purchase are budgeted in the Groveland Oaks Small Tools budget
line item.

residents -in Oakland County that visit the park and golf course, this facility would not

end, Pleasant Ridge certainly is interested in the restoration and reconstruction of the Red
Oaks Golf Course... '
The Red Oaks Golf Course and other park facilities in Madison Heights.benefits all
residents of Oakland' County. Therefore, it is only appropriate that the cost for restoration
and reconstruction of the -golf course be borne by all 61; communities of Oakland County,
by using either general fiend tax dollars and/or tax dollars generated by the recently
renewed Oakland County Parks millage: Further, the condition that future repairs and.
restoration to the Red Oaks Golf Course be borne by the GWK Drainage District is
unreasonable and one the City of Pleasant Ridge strongly opposes. This property has been
acquired and utilized for the purpose of constructing and maintaining the sewage treatment
facilities that currently exist or may exist in the future. The risk of future restoration to the
golf course is not one that residents in the GNNIK Drainage District should bear.

Commissioner John McCulloch regarding the sale of 18 acres of land from the SOCRRA
communities is unacceptable, as it forces the GWK Drain members to purchase property
from themselves. This issue should not interfere or impede the Parks and Recreation
Commission's plans for restoration of the golf course. In fact, there is no need for the
Oakland County Parks and Recreation Commission to concern themselves with the land
dispute between the Drain Commission and SOCRRA. Instead, I suggest the Oakland

Dear Mr_ Lewis:
We are writing to respond to your letter of January 5, 2001 regarding the
continued operation of the Red Oaks Golf Course located in Madison Heights.
We, too, here in Clawson are very interested in the reconstruction of the Red
Oaks Golf Course upon the completion of the George W. Kuhn Drainage District
Improvement Project. However, we think the reconstruction of the golf course must be
done using either general fund tax dollars generated by the County of Oakland and/or
tax dollars generated by the recently renewed Oakland County Parks millage. As you
know, the George W. Kuhn Drainage District is comprised of fourteen (14) communities.
On behalf of the City of Clawson, we do not think the cost of restoration of the golf
course should be borne solely by these fourteen (14) communities, but instead should
be a cost borne by all 61 communities that comprise the County of Oakland. Similarly,
we cannot and will not agree to purchase of the 18 acres of surplus property currently
owned by the Southeastern Oakland County Resource Recovery Authority (Authority)
by the George W. Kuhn Drainage District. This demand by the Parks & Recreation
Commission and by Drain Commissioner John McCulloch in essence forces the
overwhelming majority, that is twelve of George W. Kuhn Drainage District members to
purchase the property from themselves, in that they are the twelve members of the
Authority. We cannot foresee any circumstance that would cause the City of Clawson
or the Authority to reverse this position, and therefore ask you to abandon this goal.
Instead, we propose the Oakland County Parks & Recreation Commission attempt to
re -lease the property from Authority at a mutually agreeable rate. The existing 25 year
lease, which will expire on June 30, 2001 has served the Parks & Recreation
Commission, the Authority and most importantly, all the residents of Oakland County
very well.
Furthermore, your other condition, that future repairs and restoration to the Red
Oaks Golf Course be borne by the George W. Kuhn Drainage District again is one to
which the City of Clawson cannot consent to. The property has been acquired and
utilized for the purpose of constructing and maintaining the sewage treatment facilities
that currently exist_or as they may exist in the future. The risk of future restoration to the

At a Regular Meeting of the Royal Oak City Commission held on Monday, February 12, 2001, in
City Hall, 211 Williams Street, the following Resolution was adopted:
WHEREAS, the Oakland County Parks and Recreation Commission has operated the Red
Oaks Golf Course in the City of Madison Heights since 1975; and
WHEREAS, the Red Oaks Golf Course is located in close proximity to the City of Royal Oak,
allowing Royal Oak residents to take advantage of both the course's convenient location and
reasonable prices; and
WHEREAS, the Red Oaks Golf Course is partially operated on 18 acres of land currently leased
from the Southeastern Oakland County Resource Recovery Authority (SOCRRA), and that the
lease is scheduled to expire June 30, 2001; and
WHEREAS, the George W. Kuhn Drain is currently being constructed through the property
leased from SOCRRA; and
WHEREAS, the Oakland County Parks and Recreation Commission is expressing a willingness
to restore the Red Oaks Golf Course after the current drain construction is completed; and
WHEREAS, the Oakland County Parks and Recreation states that restoration of the golf course
is contingent upon the George W. Kuhn Drain obtaining the previously mentioned 18 acres of
land from SOCRRA; and
WHEREAS, the George W. Kuhn Drain has expressed a willingness to acquire the required 18
acres from SOCRRA, but without any positive action from SOCRRA; and
WHEREAS, the permanent closure of the Red Oaks Golf Course will deprive the residents of
Royal Oak, and residents of all southeastern Oakland County communities, of a valuable local
recreational resource,
THEREFORE, BE IT RESOLVED, that the City of Royal Oak calls on the Southeastern Oakland
County Resource Recovery Authority to cooperate fully with the George W. Kuhn Drain and the
Oakland County Parks and Recreation Commission in order to ensure that the Red Oaks Golf
Course will continue to provide quality recreational services for many years to come.

The 18-acre parcel is needed for the course to

cludes $1.7 million for restoration and improve-
ment of the course but a contract for the work
will not be awarded for the time being, with con-
struction proceeding more quickly than

"They're offering us an extension of the lease,
but the amount they were offering us was way
out of line for what the commission wanted to
pay for land we've maintained for 20 years,"
Richard said of the authority.
SOCRRA sought a restraining order to pre-
vent the drainage district from trespassing on
the property; an Oakland County Circuit Court
lawsuit is pending.
"SOCRRA would be agreeable to either a sale
or a lease," said Peter Letzmann, special legal
counsel for the authority. "We're still discussing
and we're a long way from (finished). But I'm
very cautiously optimistic that we're going
somewhere on it."

ROYAL OAK —Teed off by what they call a
"bad management decision," city officials will
sue the regional trash consortium to stop con-
struction of agolf course in Rochester Hills.
The City Commission voted unanimously
Monday to file a lawsuit against the Southeast-
ern Oakland County Resource Recovery Au-
thority in an attempt to block a proposed $4.9
million, nine -hole golf course from being built
over a landfill south of Avon Road between
John Rand Dequindre.
The lawsuit also will ask the court to order
SOCRRA to return $4.3 million of land sale pro-
ceeds earmarked for the project to the 12 mem-
ber communities. Royal Oak officials estimate
the city wouidreceive about $1 million. (See ac-

"We find this dramatic measure is necessary
to save taxpayer money," Mayor Dennis Cowan
said, adding Royal Oak doesn't want to cause
"unnecessary division" among SO CRRA mem-
bers.
Royal Oak officials want SOCRRA to cap the
90-acre landfill and turn it into a park. They
contend that SOCRRA is allowed to operate on-
ly waste facilities and dog pounds, so any ex-
penditures toward the golf course would be
both illegal and awaste of money.
"Between $400,000 and $460,000 has been
spent to cap the landfill and prepare for the golf
course," Royal Oak City Attorney Chuck Sem-
chena said...... This is a bad management deci-
sion."
The lawsuit will be filed in Oakland County
Circuit Court.

would provide a solid cover, limit access and
create extra revenue that SOCRRA can use to
maintain the site for 30 years, as required by
law, he said.

"For us to sit idly by and watch the wasting
of $5 million of taxpayer dollars that would re-
turn maybe $13,000 (the first year) would be
negligence on our part," Cowan said.
The money could be better spent bythe com-
munities, Semchena added. He said Royal Oak
could boost its solid waste budget or reduce its
trash disposal millage if the $1 million was re-
funded.
SOCRRA officials note that its members had
the chance to dump the links and split the $4.3
million, but a Jan.10 motion to do so failed with
support only from Royal Oak and Hazel Park
representatives.

New Programs and Updates
Police Mountain Bike Patrols: Initiated in May of this year, five part time
Park deputies and the Parks sergeant participated in a forty hour Police Mt. Bike
School for a total of 240 hours training. The Oakland County Parks purchased
five fully equipped Police Mt. Bikes. These officers were primarily assigned as a
secondary officer to four county parks on weekends. Mt. Bike deputies also
worked special events throughout the county including county fireworks, parades,
and the Woodward Cruise as well as making several appearances at various
presentations. These five officers accounted for more than 37% of citizen
contacts made by all other Park Deputies combined. The Mt. Bike patrols have
been very well received by park patrons and the public at large.
Patrol Support: The parks two certified D-I's were assigned to Parks Patrol
Support functions this year. As a result, coverage in the parks was greatly
improved. Patrol Support deputies covered parks when the regular park deputy
needed to leave for any reason (signal X's, equipment maintenance, arrests, etc.).
Patrol support also checked those parks not patrolled on a regular basis and
responded to trouble calls in parks without an assigned deputy. In both cases
crimes in progress were discovered that would have gone unresolved had the
Patrol Support deputy not been on the scene. Equipment was better maintained,
communications were streamlined, reports improved, and deputies offices were
better supplied with the help of Patrol Support deputies. Patrol support also
backed up park deputies in person or with advice in situations that required a
second deputy by assisting in on scene investigations and with large crowds or
special events.
Training: In addition to the regularly scheduled in service training for the
D-I's, both attended the Caliber Press Street Survival Seminar this year. The
PTNE's participated in an 8 hour Defensive Tactics class, a two hour report
writing class and a two hour radio procedure class. The last two classes were in
conjunction with the Mounted Division in an effort to improve the working
relationship between these two units.
Patrol Hours: The addition of the Mt. Bike patrol working with the
regular park deputies, and the assignment of the D-I's to Patrol Support had little
effect on the number of patrol hours this year. Patrol hours increased by only 3%
over last year. This was primarily due to the Parks request for a second officer at
the Red Oaks Water Park. Patrol hours were actually saved this year by the use

of Patrol Support. These officers were mobile and able to cover several areas
effectively rather than the need to assign a deputy to an area longer than really
needed. Hours were also saved at the two Parks Fireworks displays by assigning
deputies to alternate shifts and assignments.
Trusty Hours Increase: There was a 14.8 % increase in deputy hours
dedicated to trusty supervision in 2000. These hours were requested by the Parks
to aid in maintenance, clean up, and preparation for the summer park season.
These hours accounted for an increased amount of deputy hours charged to the
parks and the need for additional deputies to fill those hours.
Increased Citizen Contacts: Citizen Contacts increased by 323 % as a
result of an all out effort by the Parks Unit to implement a community policing
style of patrol. This has resulted in better cooperation and appreciation from the
park patrons.
National Accolades: Trailer Life Magazine, a nationally respected campground
periodical listed Groveland Oaks as one of the top campgrounds. The second
most important reason listed for this was "Security". Groveland Oaks is one of
Oakland Counties most active parks. The Parks Unit patrols this park around the
clock during the season by several methods including patrol car, Mt. Bike, and
golf cart.
The new Mt. Bike Unit has been submitted by the Parks Administration for a
national award. Word of that award should be forthcoming.

Oakland County's Parks and
Recreation Department, once a
non -player in the quest to criss-
cross the state with hiking trails,
now is moving toward buying old
rail beds for trails.

ple still want the county to pre-
serve land, and it's getting hard to
find 500-acne parcels that can
serve as traditional parks. Com-
missioners realized they could
save land for recreation by acquir-
ing linear parcels for hiking trails,
Richard said.
Oakland County's role "is real-
ly key," said Nancy Krupiarzt, di-
rector of the Michigan chapter of
Park staff members will com-
plete a report by May outlining
ways the county could acquire,
maintain and finance trails, said
parks Director Ralph Richard.
