PUBLIC COMMENTS: ---Jon Austin, Madison Heights City Manager, appeared before the Commission requesting their re- consideration to join in negotiations with SOCRRA for the acquisition/lease of the property at Red Oaks. There is a final deadline of July 17 before the contractor must begin the alternative restoration, at an additional cost to the project of $1.1 million plus on -going maintenance costs. 3-1 (Commission Meeting, June 20, 2001) Discussion followed, with the Commission directing Executive Officer Ralph Richard to continue discussion with SOCRRA for a possible resolution on the acquisition/lease of the property at Red Oaks. ---Executive Officer Ralph Richard announced that, for the first time, one of our nominations through the National Association of Counties has won an award: Mr. Ernie Baker has won for Volunteer of the Year. Mr. Baker will be traveling with Mr. Richard to receive his award at the July NACo Conference in Philadelphia. APPROVAL OF PAYMENTS: Moved by Mr. McCulloch, supported by Mr. Skarritt to approve the payment of the Payment Summary, which includes the Interdepartmental Payment Register for January, February, and March, 2001, (FM 04, FM 05 and 06, FY 2001). AYES: Korzon, Kuhn, Law, Lewis, McCulloch, McPherson, Skarritt, Taub, VanderVeen, Vogt (10) NAYS: (0) Motion carried on a voice vote. COMBINED STATEMENT OF OPERATIONS: The Combined Statement of Operations for the month ending April 30, 2001 was accepted as filed. ACTIVITIES REPORT: The Activities Report for April 2001 was accepted as filed. LYON OAKS: Master Plan/Cricket Program Update: Chief of Design and Development Joe Figa presented a "mini" master plan for the northeast corner of Lyon Oaks, which will encompass two proposed cricket fields, corporate picnic area, dog park, nature center, and small self -guided trail. Administrator — Park Operations Dan Stencil reviewed the proposed cricket program, including the proposal from the Michigan Cricket Association for a donation and programs to build public awareness. Staff recommended approving the update of the master plan, plus the expenditure of $10,000 for the construction of a temporary cricket pitch. Staff noted the Michigan Cricket Association will reimburse the Commission for 50% of the construction costs. Commission raised several concerns regarding the cricket program and requested the following information be investigated and gathered for review: • Can we determine the interest/need/desire for these fields? • Are there any leagues in the metro area/county? If so, how many? • Number of participants in the area. 3-2 (Commission Meeting, June 20, 2001) • Number of members in the Michigan Cricket Association. • Where do they play now? • What's their revenue? • How long will they expect us to keep the field for their use in exchange for their $5,000 donation? • Ensure we consider the use of the facility from the local "Oakland County" standpoint rather than bringing in "international" people. • Any other facts/pertinent information necessary to make a decision. Moved by Mr. McPherson, supported by Mr. Law to refer the issue of the cricket program back to staff for further investigation and information. Rotary Mower: Moved by Mr. Kuhn, supported by Mr. McPherson to award the bid for the purchase of the Ransomes AR-250 rotary mower, with the Turbo upgrade, for Lyon Oaks to W. F. Miller in the amount of $40,719.35, ROLL CALL VOTE: AYES: Korzon, Kuhn, Law, Lewis, McCulloch, McPherson, Skarritt, Taub, VanderVeen (9) NAYS: Vogt (1) A sufficient majority having voted, the motion carried. Yardage Markers: Moved by Mr. McCulloch, supported by Mrs. Taub to award the bid for the purchase of the yardage markers for the Lyon Oaks Golf Course to the low bidder, Kirby Markers, in the amount of $18,553.00. AYES: Korzon, Kuhn, Law, Lewis, McCulloch, McPherson, Skarritt, Taub, VanderVeen, Vogt (10) NAYS: (0) Motion carried on a voice vote. Golf Program: Staff presented information on the proposed golf operations and fees for Lyon Oaks Golf Course and requested Commission approval of the rates in order to begin preparations for the 2002 season. Moved by Mrs. Taub, supported by Mr. McCulloch to approve the fee structure as presented by staff for the Lyon Oaks Golf Course for the 2002 season. ROLL CALL VOTE: 3-3 (Commission Meeting, June 20, 2001) AYES: Kuhn, Law, Lewis, McCulloch, McPherson, Skarritt, Taub, VanderVeen, Korzon (9) NAYS: Vogt (1) A sufficient majority having voted, the motion carried. After review of the proposed schedule for leagues and closed course outings, Commission expressed their concerns about keeping the course open and available as much as possible for regular play. After discussion, Commission directed staff to bring back an outing plan for discussion during the budget work session scheduled for July 11. DISABILITIES TODAY TELEVISION PROGRAM SPONSORSHIP: Moved by Mr. Skarritt, supported by Mr. VanderVeen to approve the expenditure of $4,000 for a six-month sponsorship of the "Disabilities Today" television program, which promotes social and recreational opportunities for the physically and mentally impaired in metropolitan Detroit. AYES: Korzon, Kuhn, Law, Lewis, McCulloch, McPherson, Skarritt, Taub, VanderVeen, Vogt (10) NAYS: (0) Motion carried on a voice vote. DNR INLAND FISHERIES GRANT EXTENSION: Moved by Mr. Kuhn, supported by Mr. McPherson to adopt the following resolution approving the extension of the DNR Inland Fisheries Grant and the change in scope of the project: WHEREAS, the County of Oakland, Department of Parks and Recreation, entered into the Project Agreement, IFG 99-906 — Oakland County Parks Boat Ramp and Dock Installations, with the Michigan Department of Natural Resources; and WHEREAS, the revised Project Agreement includes an effective completion of said project by the deadline of September 30, 2001; and WHEREAS, this is an amendment to the Agreement entered into between the Michigan Department of Natural Resources (`DEPARTMENT') and Oakland County Parks and Recreation Commission, a local unit of government, hereinafter referred to as the "GRANTEE", for the Inland Fisheries Grant program grant number IFG 99-906. The purpose of the amendment is to extend the project period to September 30, 2001 and modify the Work Plan as further explained in correspondence from the GRANTEE to the DEPARTMENT dated November 29, 2000; and WHEREAS, the Project Period is October 1, 1999 to September 30, 2001. Project expenses must occur within the Project Period to be eligible for grant payment. The Project Period may be extended only by the written approval of the DEPARTMENT; and WHEREAS, all work is to be completed in accordance with the grant application and revised Work Plan attached as part of this agreement; and 3-4 (Commission Meeting, June 20, 2001) WHEREAS, the Oakland County Parks and Recreation Commission has appropriated matching funds and is actively pursuing the completion of the grant project thereby meeting the criteria for extension and a revised Work Plan. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommends amending the MDNR Inland Fisheries Grant, IFG 99- 906, with the appropriate extension and its conditions as specified. RIGHT-OF-WAY CONVEYANCE — GLEN OAKS: Executive Officer Ralph Richard reviewed the information on the vacating of Clairview Drive, which abuts the north end of the Glen Oaks Golf Course, and the request from Grand/Sakwa Properties, LLC proposing to purchase the Commission's portion of the right-of-way resulting from that road being vacated. Commission directed staff to send a letter to Grand/Sakwa Properties informing them we are not interested in selling the property. As per the information filed in the agenda, the following bids were reviewed and recommended by staff and Purchasing: Moved by Mrs. Taub, supported by Mr. Vogt to award the contact for the application of Pebble Tec to the bottom of the memorial fountain at Addison Oaks, plus material and labor to bond together the fountain, to Robertson Brothers at an estimated amount of $10,200.00. Cost for this project is being split 25/75, with Oakland County Parks paying 25% and Oak Management paying 75%. AYES: Korzon, Kuhn, Law, Lewis, McCulloch, McPherson, Skarritt, Taub, VanderVeen, Vogt (10) NAYS: (0) Motion carried on a voice vote. 3-5 (Commission Meeting, June 20, 2001) FERNDALE TENNIS COURTS REQUEST: Commission directed staff to notify the City of Ferndale that it is not the Oakland County Parks and Recreation Commission's policy to provide financial assistance for local community recreation facilities. However, staff will continue discussions with. the City of Ferndale providing assistance with grant information for possible financial assistance for the renovation of their municipal tennis courts. Commissioner McPherson noted he will be introducing plans at the county level for consideration to establish infrastructure funds for which local communities can apply for aid; requested staff plan for that possibility. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---A linear trails meeting was held on June 6, with positive discussion and information shared. Staff will update the Commission when additional information is available. OLD BUSINESS: ---Commissioner Kuhn was contacted by Springfield Township Clerk Nancy Strole about the recently completed dam project at Springfield Oaks. Complaints have been received on the looks of the dam, plus concerns have been expressed about the adjacent wetlands area. Investigation and additional information will follow, with a report back to the Commission. The next Commission meeting will be 9:00 a.m. on Wednesday, July 11, 2001 and will include the budget work session. The meeting was adjourned at 11:20 a.m. c/0s Richard D. Staff has also recently received notification from the DNR Grants Management Division approving staff s request to demolish the old farm house and poultry barn, formerly known as the Rizzolo property. See enclosed. Monies for this demolition are proposed in the 2002 Capitol Improvement Project Budget. The Executive Board of the Michigan Cricket Association has responded to the Commission's concerns regarding the development of a recreational cricket facility at Lyon Oaks. Their response to the following questions are on the following pages: 1. Can we determine the interest/need/desire for these fields? 2. Are there any leagues in the metro area/county? If so, how many? 3. Number of participants in the area? 4. Number of members in the Michigan Cricket Association? 5. Where do they play now? 6. What's their revenue? 7. How long will they e expect us to keep the field for their use in exchange for their $5,000 donation? 8. Ensure we consider the use of the facility from the local "Oakland County" standpoint rather than bringing in "international" people. 9. Any other facts/pertinent information necessary to make a decision Representatives of the Michigan Cricket Association and staff will make a presentation to the Commission. 9-1 REPLY TO VARIOUS QUERIES LYON OAKS CRICKET FACILITY Please find the answers to your queries in order as listed in your fax. I. We would like to start using the field as early as possible. We are prepared to share the 50% of the total costs that might be incurred to put up an Astroturf pitch. Astroturf worth 2000 USD is already in place at Lyon Oaks. 2. Apart from the MICHCA organized league championship (started this year) and the knock out tournament there are at -least two leagues that play in the abandoned fields and the parking lots. 3. Michigan State Cricket Club — Forty registered members Motown Cricket Club — Thirty registered members MICHCA as whole — Ten teams with thirty members each team on average (Four teams on waiting list) Tennis ball teams — At -least ten teams in Oakland County with 20 members in each team. 4. Michigan Cricket Association — Four hundred registered members approximately. 5. Oakland County has the largest concentration of Doctors, IT professionals and Engineers from India, Pakistan, Sri Lanka, Bangladesh, Caribbean islands and other cricket playing countries. Added to this we have the students from all these countries studying in WSU, MSU, UOM, OU, WMU and UDM who are eager to play cricket. The contribution of this community is enormous and significant towards the economic development of the Oakland County as a whole. This field will be fully used to satisfy the needs of all the cricket loving public from Oakland community and we could also showcase the facility internationally if it is desired. 6. Bloomer Park is the only cricket ground we have available for cricket as of today. There are a total of 60 games per season that has to take place. The League has been going through some hard times to schedule the games so far this season. Other than Bloomers people play in very unsuitable conditions for cricket such as soccer fields, abandoned vacant areas, parking lots etc. 7. All the clubs and the association are registered non-profit amateur sports organizations. 8. The need or desire for the field is evident from the fact that we have been pursuing our ever -continuous relentless efforts with OCP for allotment of this ground to play cricket. MICHCA, MCC, MSCC and the cricket loving community as a whole is badly in need of grounds and facilities where the game of cricket could be played watched and enjoyed. This will satisfy the recreational needs of a huge community, 9-2 which has been contributing heavily towards the economic development of Oakland County. 9. It is a fact that the league scheduled games at Lyon Oaks in anticipation of the availability of the field for usage in June. It is a fact that we are very keen and eager to work with OCP to make this project a reality. IF OCP desire for more information we would be very pleased to provide the same. Only Thompson McCully and Allied Construction attended the mandatory pre -bid that was held on June 21, 2001. Alternate #1 was for milling and recapping of 1,000 s.f. of existing asphalt trail. Alternate #2 was for 150 s.f. of asphalt to replace a deteriorated section of existing trail. ITEM #11 ORION OAKS SEWER EXTENSION Kieft Engineering has requested the commission consider a sewer easement and construction of a sanitary sewer line along the south property line of Orion Oaks Park to connect with the existing sanitary sewer that runs north and south from park border to border. This line will serve a development that is planned on the west side of Baldwin Road. It would provide a considerably shorter route to connect into an existing sewer. This area of the park is presently open meadows that back up to a subdivision. Staffs main concern, besides using parkland to serve development, is the future use of this area. The master plan for this park is still being developed and no use has yet been assigned to this area. However, there could be some potential benefit, such as allowing for the use of this line for future structures, such as restrooms. Because of the impact of this request on the park, staff requires direction from the commission to further pursue this request. Oakland County Parks and Recreation Master Plan Revision Proposals were received June 29t" for the updating of the Parks and Recreation overall master plan. This plan is required by the Michigan Department of Natural Resources (DNR) and must be on file and comply with their requirements in order to submit and receive grants. Staff has reviewed the proposals and, based on the completeness, understanding of the project and methods proposed, recommends the contract be awarded to Land Ethics/Johnson Hill. - tr -/, .�� ITEM #14 EXECUTIVE OFFICER'S REPORT ---Nature programming expands at waterparks, campgrounds, and Orion Oaks: On June 18, 2001 nature programming began at Red Oaks Waterpark. Specimens from the Wint Nature Center were used for interpreting water -related animals. A portable cabinet was used with animal pictures and used to house the specimens during the presentation. Staff talked with people, mostly young students, about the live animals and mounts that were brought. This same format will be used on three other dates at the two waterparks. Three days have been scheduled for nature programming at the two campgrounds. A different topic has been planned for each day. Live animals and mounts from the Wint Nature Center will be used to facilitate these programs. A canoe program and hike are scheduled for Orion Oaks in mid July. Canoes will be transported from Independence Oaks and rented by patrons for an evening canoe on Lake Sixteen. The next day a hike on the trails will be conducted. Both programs will help people understand and appreciate the natural history of the park. ---The newly renovated Cohn Amphitheater opened the 2001 "On Stage" season on June 20 with the music and the humor of Kevin Devine. Devine, an award -winning singer and songwriter, mesmerized the audience with his shenanigans and totally delighted the kids by involving them on stage. Blue skies provided perfect weather for 176 participants who included moms with kids in tow, grandparents holding the hands of the grandkids and a line of strollers packed with toddlers. The crowd almost filled the amphitheater. New recycled wood benches along with a new lawn seating area in the shade provided park guests with a great place to enjoy a summer afternoon fun. Check out upcoming "On Stage" performances. (Enclosed) ---Fireworks displays at Addison Oaks and Groveland Oaks attracted record crowds. Over 10,000 patrons attended each of the annual fireworks displays. ---On June 28, two park commissioners, eight county commissioners and the parks executive administrative staff participated in a four -park tour. The response from the participants was very positive.
