February 28, 2001
The public hearing for the grant application was called to order at 9:14 a.m. by Chairman Pecky D. Lewis,
Jr. in the commission room of the Oakland County Parks and Recreation Commission's administration
office.

Chief of Design and Development Joe Figa noted that the Department of Natural Resources notified staff
that the deadline to submit applications to request matching Michigan Natural Resources Trust and Land
and Water Conservation funds for 2001 is April 1. This is the first required review.
A public hearing is also, a requirement of the DNR to qualify for funds. Notice of the hearing was advertised
in area newspapers.
The Holly property under former consideration for acquisition is no longer available. Therefore, the project
staff selected is as follows:
Independence Oaks Organ izational/Youth Camping
Staff presented the project, which will be submitted as a 50/50 matching grant through the Land and Water
Conservation Fund ($136,000 each from Land and Water Conservation and Oakland County Parks and

Recreation) and as a 60/40 matching grant through the Michigan Natural Resources Trust Fund ($163,200
from the Michigan Natural Resources Trust Fund and $108,800 from the Oakland County Parks and
Recreation Commission's funds). The total grant application is in the amount of $272,000.
The proposed camping area is a site in the southern portion of the park that is isolated from the main day
use areas and the surrounding development; it will be accessed by a boardwalk across the wetlands. The
project will provide basic facilities, including two covered picnic shelters with associated water and
electricity, small restroom shower building, six tent platforms, interpretive trails, and lighting as necessary
for security. The general camping area will be left in a natural state.
This project is consistent with the goals adopted in the 1997-2001 Recreation Master Plan and is identified
in the park's master plan.
No questions were asked; therefore, the public hearing was declared closed at 9:18 a.m.

ACTIVITIES REPORT:
The Activities Report for January, 2001, was accepted as filed.
AWARD PRESENTATION:
Chief of Recreation Sue Wells presented the Commission with the MRPA Innovative Park Resource Award.
This award, which was presented at the Michigan Recreation and Park Association's recent annual
conference, is in recognition for an agency's innovative recreation program, fund raising activity, promotional
tool or management practice, and was given to Oakland County Parks for the Orion Oaks Bark Park.
GRANT SPONSORSHIP:
Merrie Carlock, Southfield Parks Planner, reviewed a parcel of land the city is interested in acquiring that lies
where the Rouge and Franklin rivers meet. The parcel is important, both for its natural features in this heavily
populated area, and for the opportunity it presents to connect two major sections of their trail system.
The city has requested Oakland County Parks' support in sponsoring a grant application submission on their
behalf for this acquisition, until their recreation master plan is updated and approved by the Department of
Natural Resources. Funding obligation for this purchase would be the city of Southfield's.
Lorna McEwen and Alice Tomboulian, both members of the Oakland Land Conservancy, reiterated the
importance of acquiring this parcel as open space. They noted that the Land Conservancy board has
authorized their support should the Parks Commission decide to pursue this on the city's behalf.
Staff will contact Corporation Counsel and the DNR for approval to proceed on Southfield's behalf. Also, staff
will determine whether or not involvement as a sponsor would have an impact on the Parks Commission's
grant applications.

Commissioner Law expressed concern over a letter received from the city several years ago in which the
Parks Commission was told a county park would be unwelcome there. He suggested the city send a new
letter supporting the Parks Commission's involvement in this endeavor.
Commission directed staff to request a formal letter of support from the city of Southfield, plus ensure that
cooperating in this application will not jeopardize the Parks Commission's grant application being submitted
to the DNR. Staff will report back at the March 28 meeting.
GRANT APPLICATION SUBMISSION — INDEPENDENCE OAKS ORGAN IZATIONAL/YOUTH CAMP:
Moved by Mr. Kuhn, supported by Mr. Skarritt to adopt the following resolution for a grant
application submission:
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that application for cost sharing grants from
the Michigan Natural Resources Trust Fund and Land and Water Conservation Fund may
be submitted by April 1, 2001; and
,WHEREAS, the Oakland County Parks and Recreation Commission has identified
and established priorities for improvements within the adopted Recreation Master Plan; and
. WHEREAS, the Oakland County Parks and Recreation Commission recommends
the filing of the following application to the Department of Natural Resources for a matching
grant:
Independence Oaks Youth Camp
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
- Recreation Commission recommends submission of the above -said grant.

GRANT EXTENSION — UPPER BUSHMAN LAKE ACQUISITION:
Moved by Mr. Skarritt, supported by Mr. Kuhn to adopt the following resolution for a grant
agreement extension:
WHEREAS, the County of Oakland, Department of Parks and Recreation, entered
into the Project Agreement, Upper Bushman Lake Acquisition TF 99-041, with the Michigan
Department of Natural Resources on the 61h day of November 2000; and
WHEREAS, an extension period is available for when a project completion date is
extended due to delays in acquisition; and
WHEREAS, the Upper Bushman Lake Acquisition has shown significant and
continued progress toward completion; and

WHEREAS, the Oakland County Parks and Recreation Commission has
appropriated matching funds and is actively pursuing the completion of the acquisition,
thereby meeting the criteria for extension.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends amending the grant with the appropriate extension.

HISTORICAL BARN PRESERVATION PROPOSAL:
Staff reviewed the proposal published in the meeting agenda for the proposed relocation and preservation
of the historical Ellis barn at Springfield Oaks, including possible uses. Mr. Figa presented proposed plans
for two possible sites for the barn's relocation at the park.
Commission questioned the 4-H's ten-year time commitment for the maintenance endowment, noting a
previous comment stating little or not maintenance will be required in that period of time. Mr. Scramlin will go
back to the 4-H Fair Board to seek an extension of another ten years on their commitment. Mr. Birtsas also
offered to donate the first $5,000 for that fund.
A question was raised regarding the lead paint on the barn. Mr. Birtsas noted the barn will be scraped and
repainted before it is dismantled and moved.
Staff is supportive of this project and recommended Commission's approval of the proposal, which includes
acceptance of Springfield Oaks as the site of the barn's relocation, plus authorization for staff to pursue grant
funding with approval from Corporation Counsel.
Moved by Mr. Kuhn, supported by Mr. VanderVeen to accept the offer from RBI 33, LLC
which includes approving Springfield Oaks as the site for the relocation of the historical Ellis
barn, plus the Parks committing a total value of $50,000 in in -kind services and/or cash for
site preparation and landscaping toward the proposed grant application financial contribution,
contingent upon approval from Oakland County Corporation Counsel.

LANDSCAPE MAINTENANCE SERVICES CONTRACT:
Moved by Mr. VanderVeen, supported by Mr. Kuhn to approve a three-year contract for the
landscape maintenance services at the Red Oaks Waterpark to the low bidder, Torre &
Bruglio, in the amount of $33,314 for 2001, $34,313 for 2002, and $35,342 for 2003.

RED OAKS WATERPARK EXPANSION:
After review of the Requests For Proposals for the development of a master plan for the Red Oaks Waterpark,
staff recommended awarding a contract to two firms. This recommendation was based on the unexpectedly
low proposed fees, plus the premise of getting two competing ideas for a design.
Moved by Mr. Skarritt, supported by Mr. Vogt to award a contract for the development of a
master plan for the expansion of the Red Oaks Waterpark to both Water Technology and
Aquatic Development Group, Inc. in an amount not to exceed $10,000 each, including
reimburseable expenses.

information filed in the agenda and as recommended by staff and Purchasing:
Purchase of ten additional rental bikes for Groveland Oaks to Prime Composites Ltd. in the
amount of $725.60 each, for a total of $7,256.00.
Purchase of materials for the construction of Independence Oaks' Wilderness Bridge deck
and railings, including the 36 each 6" x 8" timber pilings, to the low bidder, M.C. Gutherie
Lumber, in the amount of $14,479.18.
Contract for the installation of the pilings for the 220' Wilderness Bridge at Independence
Oaks to the low bidder, W.J. Stewart, in the amount of $10,998.00, including a testing
allowance of $4,500.00.

---Chairman Lewis reported that this year's Special Park Districts Forum will be hosted by Hennepin County
Parks, who will be giving a tour of three trails within their system. Could be beneficial for commissioners to
attend to get information for consideration of the Parks Commission's possible involvement in the linear trail
system throughout Oakland County.
---Executive Officer Richard reminded Commissioners that pictures will be taken at the next meeting for
passes.
The next regular Commission meeting will be 9:00 a.m. on Wednesday, March 28, 2001.

In the initial adoption of the 2001 Operating Budget at Lyon Oaks, staff
took a very conservative approach in budgeting projected expenses.
With the golf course maturing rapidly, we now anticipate to be on a full
mowing, spraying, and watering schedule this spring.
We need to push the turf growth and maturation of the course seven days
a week to keep with our anticipated spring 2002 schedule for opening.
Therefore, staff is recommending the Commission amend the Lyon Oaks
Operating Budget by a total of $109,000. The line item appropriation is as
follows:

SHERIFF'S DEPARTMENT CONTRACT AMENDMENT
The Oakland County Sheriff's Department Mounted Division is a volunteer
organization that has provided patrol services for the Parks since the late 1970's.
Past operating agreements were with volunteer organization; the Sheriff's
Department is in the process of dissolving the volunteer association and hiring
the mounted officers as part-time non -eligible employees.
This contractual change, however, does not affect the cost of providing
this service in the parks.
Staff recommends adopting the attached resolution for forwarding to the
Oakland County Board of Commissioners.

Commissioners to permit the Oakland County Sheriff's Department to enter into

WHEREAS, the Oakland County Sheriff's Department and the Oakland

WHEREAS, the Sheriff and the Parks Administration would like to amend

WHEREAS, the cost for these positions will be offset by the increase in
revenues.

Commissioners authorize the Sheriff and the Chairperson of the Board to enter
into a contract amendment for law enforcement services with the Oakland
County Parks and Recreation Commission for 2001/2002/2003 at the rates

BE IT FURTHER RESOLVED that a new classification be created called
Mounted Deputy.
BE IT FURTHER RESOLVED that 25 PTNE Mounted Deputy positions be
created in the Patrol Services Division, Parks Unit of the Oakland County

CONTRACT FOR SHERIFF LAW ENFORCEMENT SERVICES
2001 - 2003
This OAKLAND COUNTY PARKS AND RECREATION COMMISSION CONTRACT FOR SHERIFF
LAW ENFORCEMENT SERVICES (hereafter the "CONTRACT") is made and entered into between
the Oakland County Sheriff (hereafter the "SHERIFF") and the Oakland County Parks and
Recreation Commission (hereafter the "COMMISSION").
1. The Sheriff agrees to provide professional Law Enforcement Services in those County -
owned parks under the control and supervision of COMMISSION. Law Enforcement Services, for
all purposes under this CONTRACT, shall mean the enforcement of state statutes, County
ordinances, and valid COMMISSION rules for the protection of persons and property, including the
writing of tickets. To perform all of the Law Enforcement Services contemplated under this
CONTRACT, the SHERIFF agrees to assign SHERIFF's Deputies in the Numbers and Ranks
described below and supply all necessary equipment, communication devices, and other tools and
supplies required by any SHERIFF's Deputy in order to perform such Law Enforcement Services.
2. The COMMISSION agrees to reimburse and pay the SHERIFF (via journal entry or check
payable to: "County of Oakland") for the Law Enforcement Services of the One (1) Sergeant and
Two (2) Deputy I's at the applicable Monthly Rate, shown in the Table below, for each month or pro-
rated potion of any month provided under this CONTRACT. For the each of the ten (10) Park
Deputy's and each of the twenty-five (25) Mounted Deputy's Law Enforcement Services, the
COMMISSION agrees to reimburse and pay the SHERIFF, as above, for each Hour of each Park
Deputy's and Mounted Deputy's Law Enforcement Services provided under this CONTRACT at the
Hourl Rates shown below. For any Sheriffs Deputy Law Enforcement Services beyond the normal
work day or work week, where any such Services were provided or paid for by the SHERIFF on an
overtime basis, the COMMISSION agrees to pay the SHERIFF, as above, at the applicable hourly
Overtime Rate(s) for each Rank(s) shown below.

3. The assignment of any and all Deputies, the hours of work, the control and supervision of
all the Deputies, the standards of performance, the discipline of any and all Deputies, and all other
matters incident to the performance of any Law Enforcement Services by any SHERIFF's Deputy
in any County park under this CONTRACT shall, at all times, remain with the SHERIFF. The

standards of performance of Deputies assigned to County parks, however, shall not be lower than
that furnished other jurisdictions in Oakland County.
4. Any Law Enforcement Services beyond the scope of this CONTRACT may be made
available upon request to the SHERIFF. Any additional Law Enforcement Services are to be paid
at the Overtime Rates shown above or, if performed by a Park Deputy on a non -overtime basis,
then at the Regular Hourly Rate shown above.
5. If, for any reason, the COMMISSION determines that the above Number of SHERIFF's
Deputy Law Enforcement Services are not required for any particular scheduled shift or day, it shall
communicate its request for a reduction in services to the SHERIFF who shall adjust Deputy
schedules accordingly. The COMMISSION shall, nevertheless, be liable to reimburse the County
for any costs incurred by County in paying any Deputy any minimum call -in time or overtime hour(s)
guaranteed under any applicable union or employment contract as a result of any such schedule
change.
6. Either Party can cancel this CONTRACT by delivering written notice to the other party fifteen
(15) days prior to the proposed cancellation date contained in this notice.
7. This CONTRACT will be effective May 1, 2001, and shall remain effective continuously until
it terminates on December 31, 2003. This CONTRACT shall supercede any and all prior
understandings or contracts between the Parties for any SHERIFF's Deputy Law Enforcement
Services. This CONTRACT encompasses the entire and complete agreement between the Parties
for any SHERIFF's Deputy Law Enforcement Services.
8. The SHERIFF reserves to himself all rights and obligations relating to the provision of any
and all police and/or governmental Law Enforcement Services. This CONTRACT does not, and is
not intended to, diminish, delegate, divest, impair, or contravene any constitutional, statutory, and/or
other legal right, privilege, power, obligation, duty, capacity, immunity, or character of office of either
the SHERIFF or the COMMISSION.
9. For and in consideration of the mutual promises, acknowledgments, representations, and
agreements set forth in this CONTRACT, and for other good and valuable consideration, the receipt
and adequacy of which is hereby acknowledged, the COMMISSION and the SHERIFF hereby
agree and promise to be bound by the terms and provisions of this CONTRACT.

matter, specifically, the review of the proposed revisions to the Oakland County
Parks General Information & Regulations Handbook.
After reviewing the Handbook and the proposed revisions, my comments are as
follows:
I see no legal problems with the changes in the Fours provision of Page 4, Section 2.
I see no legal problems in changing the designation of Manager to "Executive
Officer".
I would advise that the proposed changes on page 5 Section A(7)(b) be rephrased to
include "or legal guardian". This will broaden the scope of adults beyond traditional
parents but will be more clearly defined than the former provision.
I see no legal problems with the changes for Page 6 Section 10
1 see no legal problems with the changes for Page 7 Sections 18 and 24
1 see no legal problems with the changes for Page 15 Section D.

GOLF LEAGUE RESCHEDULING
A.M. LEAGUES
Presently at our three golf courses, we have leagues teeing off
each morning, Monday through Friday, from one side only.
In the past five years, Friday has become one of our busiest days
with the demand for open golf.
Most of the new courses in the area do not have Friday morning
leagues, and some are charging weekend rates for Friday.
In trying to meet this demand for open play, we feel that our Friday
morning leagues totally disrupt the pace of play, and our closing the front
or back further disrupts play all day.
To open up tee times for Friday, we would like to reschedule our
Friday morning leagues to another morning. We would give these leagues
a choice of three other mornings and close both nines for approximately
two hours.
Staff is requesting Commission approval to implement this change
for the 2002 golf season. We would send out notification of this in April
2001.
This change would affect three leagues of about 40 players each.

2000 AGRICULTURAL LEASE WRITE OFF
LYON OAKS
Paul Elkow of Farmington Hills has leased portions of Lyon Oaks for agricultural
purposes since 1994. The number of acres had been reduced overtime from 155A to 30A
last year.
Due to the development of the golf course in 2000, most of the 30 acres were
eliminated by construction activity.
The receivable for this lease was set up by our accounting section prior to the
harvest of the crops.
Staff recommends that the Commission approve the "write-off' of the attached
outstanding Paul Elkow 2000 Agricultural Lease invoice in the amount of $750.

Staff would like to discuss the West Oakland Corridor Study and the
potential implications and effect it could have on Lyon Oaks.
This is a study to receive public input and to develop alternative routes for
road corridors within the southwest area of Oakland County.

The West Oakland Corridor
Study is examining possible
routes that would relieve con-

It is being overseen by a
steering committee that met
Tuesday in Walled Lake. The
committee includes officials
from Commerce, Highland,
Lyon, Milford, Waterford, West
Bloomfield and White Lake
townships, the cities of
Farmington Hills, Novi, Walled
Lake and Wixom and the vil-
lages of Milford and Wolverine
Lake.
The committee has been
meeting for the past six
months and has obtained
some citizen input as to what
roads could be improved _or
widened. Officials have
stressed that no freeway is
planned or being proposed for
west Oakland.
One member of the consult-
ing team, Richard F. Beaubien
of Hubbell, Roth and Clark,
Bloomfield Hills, said some
potential intersections identi-
fied for improvements are:
Williams Lake Road and M-59;
12 Mile Road and Haggerty; 14
Mile Road and Haggerty;15
Mile Road and Haggerty;
Wixom and I-96; Novi and 12
Mile Road; Beck Road and
Pontiac Trail; Beck Road and
12 Mile; and Union Lake Road
and Commerce.

RED OAKS AND WATERFORD OAKS WATERPARK
This is the second year of a three-year program to replace the current
stock of chaise lounge chairs at Red Oaks Waterpark and Waterford Oaks
Waterpark.

Taylor and Associates met all the specifications and is the same supplier
of our current stock of chaise lounge chairs. Their quality is outstanding and the
chaise lounge chairs have lasted over eleven years of heavy use. An added
bonus is their compatibility of stacking and fitting on the current carts for trans-
porting them. Taylor and Associates have bid $130.00 per chaise lounge,
including shipping, for a total of $14,950.00. This is an increase of $5.00 over last
year. This is their first increase in several years.
Staff recommends awarding the bid to the low bidder meeting
specifications, Taylor and Associates, for the purchase of 125 Marco Full Base
Chaise Lounges in the amount of $14,950.00. This expenditure is budgeted in
the Red Oaks and Waterford Oaks Waterparks small tools budget.

BOAT RAMP
ADDISON OAKS AND ORION OAKS
Staff is requesting the purchase of concrete boat ramps for Orion Oaks and
Addison Oaks. These ramps will improve the lake access availability for boating and
fishing at both locations. This type of pre -cast concrete ramp was installed at
Independence Oaks a number of years ago, and it has been very successful. These
ramp sections are custom made at Advance Concrete Products Company in Highland.
Once purchased and installed, a 50% reimbursement from the DNR will be
requested. This is a pre -approved program in cooperation with the DNR to promote
fishing.
Staff is requesting Commission approve the purchase of ten boat ramp planks
plus hardware from the single source bidder, Advance Concrete Products Company, for
$3,408. Orion Oaks and Addison Oaks will each receive five planks.
Funds for this purchase will come from each park's Operating Budget.

WATERFORD OAKS
Bids have been received for a Hustler Hog Mower. This is a special
rough terrain mower for use by the traveling mowing crew at Orion Oaks
and Rose Oaks. This mower has an extra heavy-duty frame and mower
deck. It also has a zero discharge deck that eliminates flying rocks and
other objects.
This mower replaces a 1991 XL Hustler that will be sent to auction.

FORMAL GARDEN
GLEN OAKS
Staff has been preparing for the installation of the Formal Garden by our
Technical Support Section. Below is a list of construction items that are needed
for this installation.
1) Brick Pavers (Phase One)
2) Metal Caps for the fence and arbor columns
3) Culture Stone for the arbor columns
Staff will make a recommendation at the Commission Meeting. There is
$55,000 budgeted in the 2001 Capital Improvement Projects Budget for this
project.
Included within the installation of the Brick Pavers will be a walk extension
from the banquet ramp to the golf terrace patio and cart path, as well as the
extension of the existing retaining wall. This walk and retaining wall extension is
located on the east side of the banquet center near the golf patio.
Funds for this additional project will be drawn from the park's operating

ADDISON OAKS
SANITARY LAGOON
Beckett Raeder Inc. (BRI) was retained to prepare conceptual and final
construction documents for the Addison Oaks campground. This renovation includes a
new entrance road for the campground, 80 to 100 new modern campsites, site design
for the new restroom/shower building, landscaping and other site amenities.
Integrated Design Solutions (IDS), formerly Giffels Hoyem Basso, is completing
construction documents for a new restroom/shower facility with anticipated construction
to occur this summer.
One of the Michigan Department of Environmental Health's requirements for this
project is the expansion of the existing sanitary lagoon system. The renovation of this
system several years ago included modifications to the existing lagoon, new
irrigation/disposal fields, and a sanitary line from the campground to the lagoons. It was
designed to accommodate the existing uses with the capability of expanding as use
expanded. The campground expansion now prompts the expansion of this lagoon.
In 1998/99, costs were obtained for the expansion of the lagoon system in
anticipation of the campground expansion. The cost ranged from $35,000 to $40,000 for
the design only. Due to the cost and postponement in construction of the new expanded
camping area, no further action was taken at that time. Because BRI is presently
involved in this design of the campgrounds and have a civil engineer on staff, we
requested a cost from them to perform this work. They responded with a proposal of
$34,500 that includes schematic design, construction documents, and contract
administration. Further information and a recommendation will be presented at the
commission meeting.
The 2001 Capital Improvement Project budget identifies $285,000 for the design
and construction of this project.

---Per discussion and direction at the last meeting, staff has provided (see attached) procedures
followed by Parks and Recreation as they relate to the requirements laid out by Oakland County
Purchasing Division.
---This winter a total of 1,224 discount coupons have been redeemed. Of this amount, 823 were
downloaded from the park system's website and used for Fridge admission.
---The city of Southfield has notified staff that the Department of Natural Resources will not allow
the Parks Commission to sponsor the city's grant for the land acquisition. A letter is expected
from the city formally withdrawing their proposal.
---Attached is the county executive's budget for 2002/2003; it will be submitted by March 31. The
tentative schedule for the Parks and Recreation budget is also included for your information.
---Sandy Dorey, Recreation Supervisor, attended the Hazel Park Community Awareness Night
at Hazel Park High School. She networked on potential programs for individuals with disabilities
with Jardon Vocational School, Hazel Park Parks and Recreation, as well as discussed
employment opportunities for lifeguards with the Swim Team Captain.

this past season comparing the number of riders, days open, and revenues.

Procurement activities undertaken by the buyer are binding upon the County, within
the limits of authority. These activities can be equally binding when the buyer
exceeds his authority. It is important that all purchasing personnel are familiar with
the laws and resolutions governing County purchasing.
The procurement function was originally prescribed and defined as part of the
responsibilities of the finance department (Department of Management and Budget) in
section 13 of act 139 of the Public Acts of 1973; the Unified Form of County
Government. Augmenting public act 139 are several laws and resolutions which
regulate and define the activities of Purchasing both generally and for specific areas:
A. Public Act 170 of 1933 (MSA 5.2311) "Bidders for Public Contracts,
Qualifications Required", "An act to regulate the practice of taking bids and
awarding contracts on public work construction, maintenance or repair work,
except buildings, and to provide a means of prohibiting those not qualified by
experience, financial resource or any other valid reason from undertaking such
public construction work".
B. Miscellaneous Resolution 5538 of 1970 "Vehicle Purchasing Policy", A resolution
defining the County policy of limiting vehicle purchases to one brand and the
benefits resulting from such action.
C. Miscellaneous Resolution 6368 of 1973 "Rules Establishing Bidding Procedure", a
resolution to insure conformity with State and Federal minimum wage guidelines
by contractors, and to insure that all County construction work will be
performed with skilled craftsmen, and to assure that all County construction
work will be bid in a uniform manner.
D. Miscellaneous Resolution 7133 of 1975 "Uniform Bidding Procedures", a
resolution outlining the procedure to be used by all County agencies receiving
bids for caoital Oroiects.

A. Informal bids are used for expenditures of 0 to $250.00. Competitive quotes are
secured through telephone summaries or informal written quotes on letterhead,
etc. Three (3) quotes are normally sufficient.
B. Formal bids are used for the expenditures of $250.00 to 5,000.00. Competitive
bids are secured through formal typed quotations generated in Purchasing. Three
(3) to six (b) bids are normally requested. These bids contain standard
terminology and specify a date they must be received by.
C. Sealed bids are used for expenditures of $5,000.00 and up. Sealed bids are
required for purchases over $5,000.00. Three (3) to nine (9) bids are normally
requested. These bids contain standard terminology and specify a due date and
time they must be received by. Bids must be received by the due date and time
before they can be considered. Sealed Bids are opened and read publicly at the
specific time and date they are due.
D. Request for Proposals are normally used in the same context as a sealed bid.
Request for proposals are normally utilized to secure outside services. RFP's
specifications usually define a problem or a specific need. RFP's normally give
the competing vendors latitude in submitting a custom proposal on how to satisfy
the requesting departments specific needs in the most efficient manner.
E. Single Source Bids are used when a particular item or service must be procured
and is only available from one source. Extensive research and documentation
must be presented by the using division to the Purchasing Division in justifying
this type of purchase. This sole source bidding must be used as little as possible
in order to increase competition. Sole source purchasing over $5,000.00 requires
two (2) signatures before the order is processed. The signatures consist of Buyer
and Chief of Procurement or Manager.

I. Purpose
To present bid evaluation criteria using laws, resolutions, internal policies and common
sense.
II. Scope
Applies to all employees involved in the procurement and award process.
III. Procedure
The award of contracts is based on the lowest responsible bidder. This criteria
requires Purchasing to evaluate bids impartially and in a standardized manner. The
evaluation process employs standard criteria:
The most important criteria is State and Federal laws. State laws require municipal
expenditures be awarded to the "lowest responsible bidder".
The lowest responsible bidder is defined as the lowest bidder unless there is a
compelling factual or legal reason why the bidder is not responsible. The burden is on
the buyer or requesting department to prove the bidder is not responsible.
In defending a decision to reject the low bid, the procurement division must have
substantial and documented reasons on file, preferably from the department.
Some criteria used in evaluating bids are listed below. (Depending on the item
purchased, some would weigh heavier than others).
A. Vendor past performance.
B. Authorized dealer of product.
C. Sufficient inventory to handle county needs.
D. Sufficient line of credit to secure adequate inventory.
E. Law suits pending.
F. Financial status.
G. Authorized representative signs bids.
H. Location requirements and delivery time necessary.
I. Sufficient service technicians.
J. Training staff

Other items utilized in the evaluation process could be adopted procedures such as
minority set asides, bid preferences or local preferences. These preferences or set
asides must be well documented and used consistently in order to be defended in a
court of law. The purchasing profession does not advocate these be used in award
evaluation if at all possible.
In the case of tie bids where all the items are equal awards will be made to the vendor
nearest the requested delivery site. In situations where both vendors are the same
distance and same price, the possibility of collusion should be investigated.
If collusion is found, an alternate item should be investigated to fill the department's
needs and a rebid should be instituted.
In all cases of legitimate tie bids, local vendors and minority vendors will be awarded
the order if at all possible.

The Fridge closed for only one rainday and two too cold days (-20 degrees wind-chill).

2001 Twelve Town Recreation Program Proposal
Due to the construction of Red Oaks Golf Course, the Recreation Section has proposed additional
programs for the 12 Town communities. These programs will give a greater presence of Oakland County
Parks in these communities. Also included are programs and services run in 2000 and existing programs
in 2001.
Proposal for 2001
PROGRAM COST(')
1. The mobile "Nature Discovery" program to senior citizens and day
$2,800
camps. Nature discovery program - Oakland County Parks' naturalists
will visit area day camps and senior centers with the nature discovery
program.
2. "Dog Days of Summer" special event, Saturday, August 25. A dog
$2,000
swim event at Red Oaks Waterpark after it closes for the season.
3. Dog Park - Developing a temporary dog park off of Dequindre for use
$20,000
beginning in August. We are in contact with the City of Madison
Heights with this recommended project.
4. Community Assistance Program increase. We are requesting that
$3,600
we provide two additional Mobile Recreation visits to each of these
communities. One unit for the community to use, another for the
community to give away to a service group.
5. Community days for Red Oaks Waterpark in June, July and August.

Residents of designated communities will show proper ID upon
entrance to obtain $5.00 admission and a raffle ticket for door prizes
from merchants in their community. $5.00 is for everyone 30 inches
and up! Community days: June 25, July 9, July 23, August 6
6. Preschool Pizzazz - Preschool special event for 3 - 5 year olds.
$500.00
Activities include: entertainment, craft projects, lunch and more. Cost is
$3.00 per child. Site to be determined.
7. Promo packs for communities
• Contact the School Communications Officers in the 12-towns and
offer a ticket/coupon valid for one free admission with one paid
admission (Valid M-F in June only) to Waterford Oaks or Red Oaks
Waterparks on one side and $.50 off a hotdog/pop from Oaks on
the other side. Cost for creating this would be minimal.
• Find out when the school Spring Fair's are and offer Oakie for an
hour to distribute small give-away items and information on the
waterparks.
• Run an Oakie Coloring Contest and give away a family pack of
waterpark passes for different age groups in each community.
Oakie could hand out the coloring sheets for the contest at the fairs.
8. Wavepool Recreation (increase from 2 to 3 hours) $1,000.00
We would like to increase the recreational programs offered at the Red
Oaks Waterpark. We now provide activities on Tuesdays and
Thursdays from 12:00 - 2:00. We would like to increase each day by
one hour.

9. Teen events $500.00
Teen Night at Red Oaks Waterpark - This program is for teens 12 - 19
to come to Red Oaks at a reduced rate of $5.00 per person with proper
ID from 4:00 - 7:00 p.m. This will be promoted through each
community's teen drop -in center. Dates are June 26, July 10, July 24
and August 7.
9. TR/Senior programs $500.00

include: calling 911, proper wearing of personal flotation devices,
throwing safety ropes, keeping calm during an accidental submersion
and where swim lessons are available. Each session will raffle off a
free swim lesson. Dates and times are to be determined, minimum of
four. This program will be in conjunction with the Waterpark Recreation
program.
