AWARD PRESENTATION: Administrator— Operations Dan Stencil reviewed the Commission staffs involvement in the state's Adopt -A - Highway Program and presented the Commission with a plaque from the Michigan Department of Transportation in appreciation for roadside beautification to the people of the state of Michigan. THE KALEIDOSCOPE FOUNDATION: Administrator — Operations Dan Stencil gave a brief background history the Kaleidoscope Foundation, their organization, programs, and their goals. He noted that they have begun raising funds to build a facility to house their organization and will be approaching the Parks Commission in the future on a possible land lease for their facility. In the meantime, members of the Foundation are approaching the townships they service requesting letters of support. Commission expressed concerns over this type of endeavor; staff also noted that the organization also received input from staff at a recent meeting. Moved by Mr. VanderVeen, supported by Mr. Skarritt to award the following bids as per the information filed in the agenda and as recommended by staff and Purchasing: Purchase of 35 Mity-Lite banquet tables and four table carts for the Waterford Oaks and Springfield Oaks Activity Centers to the single source bidder, Mity-Lite, in the amount of $7,217.00. Purchase of two Mule utility vehicles for Groveland Oaks to the low bidder, Ray's Kawasaki, in the amount of $25,869.16. Purchase of pesticides for Lyon Oaks to the low bidder, Turfgrass, in the amount of $34,997.50. Splitting the bid for the purchase of our seasonal supply of pesticides for White Lake, Glen Oaks, and Springfield Oaks as follows: the Banner GL, Banner Max, Chipco GT, Banol, Daconil, Seaquential, Primo, and Dissolve to the low bidder, Turfgrass, for $19,454.00; the Heritage, Subdue, Turfside, and Defiant to the low bidder, Simplot Partners, for $16,472.60; and the Merit, NuFilm, and Curalan to the low bidder, Lesco, for $2,176.85. Total purchase price for these items is $38,103.45. Splitting the bid for the purchase of our seasonal supply of fertilizer for the golf courses and parks as follows: the 51 tons of fairway fertilizer, the 10.5 tons of greens fertilizer, and the poly fertilizer to the low bidder, Turfgrass, in the amount of $47,246.31; plus the two tons of Nature Safe to the low bidder, Simplot Partners, in the amount of $2,380.00. Total purchase price for these items is $49,626.31. Purchase of an EP-1 embroidery machine for the administration from the single source bidder, Melco Embroidery, in the amount of $3,925.00. I attended the April 18 Parks and Recreation Commission meeting, and discussed the matter with Ralph Richard and Tom Waffen. SOCRRA held a special meeting on April 23 and then prepared a proposed long-term (30-year) lease agreement in an attempt to salvage the golf course. However, the Parks and Recreation Commission decided it would not invest $3 million for golf course restoration unless a single lease agreement for the entire property could be worked out to replace the dual leases now in place with SOCRRA and the Drainage District. At the April 24 Drain Board meeting I requested that the Drain Board consider entering into a long-term lease with SOCRRA as a "middle man" so that the Drain District could then re -lease the property to the Parks and Recreation Commission. After considering the matter in executive session, the Drainage District authorized their attorney to propose purchase of the property from SOCRRA, but declined to consider a lease arrangement. Since SOCRRA has indicated that it intends to retain ownership of the property, discussions on preserving the golf course appear to be at an impasse. On May 4, the Drain Board held a special meeting which included another executive session to discuss SOCRRA matters. At the conclusion of the executive session, the Drain Board voted to delete the golf course restoration from Ric-Man's contract and authorized staff to negotiate a change order covering site restoration in a non -golf course configuration. The contractor is developing a cost estimate for this work, which is expected to be in the range of $400,000 - $600,000. Because the contractor is progressing rapidly with excavation and sewer installation, May 7 was established as the deadline by which a decision needed to be made on the type of site restoration to be performed. In summary, the Advisory Committee's eleventh hour efforts to preserve the Red Oaks Golf Course proved unsuccessful. While all three parties (the Parks and Recreation Commission, the Drainage Board and SOCRRA) appear to agree that it would be beneficial to retain the golf course, no agreement has been reached on a mechanism to allow this to take place. The Parks and Recreation Commission has expressed some interest in using the Drain District property for other recreational activities, and preliminary discussions are underway with Madison Heights and the Drain Office staff on various options. The message from the Orion Town- ship resident came through loud and clear. A butterfly mask covered most of her face, and she was wearing a white sheet decorated with dragonflies and drawings of pine boughs, flowers and berries. Arms outstretched, she carried a shoulder -high walking stick. McConnell and friend Mary Baker came to the township hall to protest at a meeting they feared would lead to development of Orion Oaks County Park. The park is located between Bald- win and Joslyn roads, south of Clark- ston Road. "Some people don't understand the concept of going (to the park) and just being," said McConnell, who noted she uses the park "all the time." McConnell called the park a safe haven for wildlife, saying she has seen ® COUNTY PARKS fox, deer and blue birds in the parka Baker, who like McConnell walked to the meeting from the Keatington subdi- vision, carried a placard opposing park development. She was among those rearing bright green ribbons to show their earth - friendly support for keeping the park in its natural state. Also on hand was Joe Glaser, an Inde- pendence Township resident, who said, "I joined the Sierra Club over this. I guess you could say I'm a virgin mem- ber. "Within the county park system, this is one park that should be left alone." Glaser was one of several people gath- ering signatures on petitions requesting that the park "remain a natural area. We do not want to see development of any kind, including roads and struc- tures." Glaser and others collected 163'signa- tures on the petitions Tuesday night. And Tina Walker paused briefly to say, "I don't want to see animals dead on the road" pushed out by develop- ment. Meanwhile, inside township hall, there was standing room only as people spilled out into the hallway, and meet- ing organizers rearranged displays and carried more chairs in to the meeting room. County parks staff and members of planning firms had come to Orion Township to hold a planning session, similar to a charrette, for brainstorming ideas for developing the park, not a pop- ular idea for the majority of people attending the meeting. Planning consultants running the meeting included Terry Croad from McKenna Associates Inc. and Ludwig Associates. Croad explained, to the dis- may of the audience, that the meeting was designed to brainstorm plans for the park and not as a public hearing. But that didn't stop audience mem- bers from voicing their displeasure'over the idea of planning anything for the Orion Oaks Park. One woman said she had attended a charrette in Lake Orion. "Charade is another word for charrette," she said. One man, wearing a green ribbon, said, "If we all showed up the same day, there'd be no place to parks. We need some development." Another argued, 'By what business do you decide the park needs to be devel- oped on some kind of whim?" Ralph Richard, executive officer for Oakland County Parks and Recreation, said there are no plans for large-scale development such as a water park, a gold course or cabins. "We want to know what you do want," he said. But he noted that things such as trails, a boat dock and a fence were already examples of development at the park. Croad moved the meeting along, ask- ing the audience if they knew the histo- ry of the park. Several people in the audience said the center of the park was originally a potato farm. Later the Scripps family sold it to Chrysler, which, in turn, donated it to the county. The Orion area resident was among the majority who vocally favored low-key devel- opment of the park. Those who oppose development and those who favor it "do not have to be mutually exclusive," he said. New facilities could include a sheltered area, but not a large pavilion, he said. Philips summarized the opinions of his group, one of five, that brainstormed ideas for improving the 927-acre park situated between Joslyn and Baldwin roads, south of Clarkston Road, in Orion Township. The meeting was held at the township hall. He wasn't alone in calling for low-key development. "We like the park the way it is," said Robin Danek, a spokesperson for another group. Caryl Lindsay likewise said her group wanted to "leave (the park) in its natural, pristine" state. One group representative voiced concern over the outcome of the planning session, saying "there's a danger that this will not result in the group's ideas. Individuals write down what they want, and then someone looks at it and synthesizes it. "We (may) get more changes than what we want. They need to fix on a philosophy for this park. We could decide this is our own natural park." The meeting was designed to be a plan- ning session, the kind described as a char- rette, such as those held in Lake Orion and Oxford. In a charrette, sheets of blank paper are placed over a map of the park, then sug- gestions are brainstormed over how to improve the park. Those suggestions are then taken back to county park staff, who will then merge the ideas into a comprehensive plan. Suggestions from those attending the meeting included the following: ■ Add plants for birds ■ Maintain the park as it is ■ Expand the Bark Park (an open exercise location for dogs) and parking for that area ■ Add two restrooms of the pit type ■ Add r,estrooms of the modern type to avoid pollution ■ Add a sun/rain canopy ■ Do not build a large pavilion ■ Stock Lake Sixteen ■ Relocate the parking area ■ Develop a"path around Lake Sixteen ■ Add a buffer over evergreens around the perimeter of the park ■ Move boulders located at the sledding hill ("They hurt.") ■ Add a hand pump for water ■ Don't add any asphalt anywhere ■ Clean up pollution from a spill from a sewer line ■ Eliminate hunting ■ Require an environmental impact state- ment for any new development ■ Build an observation tower Ralph Richard, executive officer for Oak- land County Parks and Recreation, assured the audience that "there is no preconceived plan" for the park. The park commission has a 70/30 policy, so 70 percent can remain undeveloped and development can go from 30 to zero percent, he said. "We (county park staff) aren't rich for building major facilities," Richard said. "We're not that far apart, believe me. We want to make it convenient."
