COMBINED STATEMENT OF OPERATIONS: The Combined Statement of Operations for the month ending August 31, 2002 was accepted as filed ACTIVITIES REPORT: The Activities Report for the month of September, 2002 was accepted as filed. AWARD PRESENTATIONS: ---Chief of Recreation Sue Wells announced that the Oakland County Parks were recognized by the World Waterpark Association as having the top brochure in the world in the category of waterparks with attendance between 100,000 and 250,000 annually. Chief Wells and Chairman Lewis presented the first place plaque to Melissa Wagner, Graphics Artist in the Parks' Public Communications section and designer of the brochure. ---Administrator — Parks Operations Dan Stencil reported that the Parks Commission had received a $5,000 grant from the William and Myrtle Hess Charitable Trust Foundation for the trails expansion in the organizational youth group camping area at Independence Oaks. Administrator Stencil reported that the Parks Commission has received an additional $15,500 from the Hess Foundation since 1996 to fund various capital projects throughout the parks. In recognition of this support, Administrator Stencil presented Mr. Waslund, Vice President at BankOne who oversees the management of the William and Myrtle Hess Charitable Trust Foundation, with a plaque in recognition and appreciation of this generous contribution. ---Administrator Stencil also reported on donations the Parks Commission has received at Springfield Oaks as part of the Oakland County 4-H Fair. Mr. David Ax, Secretary of the Oakland County 4-H Fair Association and employee of Tri-City Aggregates, has been instrumental in raising donations of material, equipment, and trucking for improvements in the roadways and parking areas at Springfield Oaks. Through Mr. Ax's efforts, ACE Asphalt and the Levy Corporation were also instrumental in making these improvements happen. In recognition of this support, Administrator Stencil presented Mr. Ax, Tri-City Aggregates, and ACE Asphalt with plaques in recognition and appreciation of their generous contributions. LYON OAKS GOLF COURSE GOOSE HUNT REPORT: Administrator Stencil reported on the controlled Canada Goose hunt program at Lyon Oaks Golf Course. Due to the success of the program, staff requested Commission authorization to expand the program to include White Lake Oaks and Springfield Oaks Golf Courses. 4-2 (Commission Meeting, November 6, 2002) Moved by Mr. Skarritt, supported by Mr. VanderVeen to expand the controlled Canada Goose hunting program to include White Lake Oaks and Springfield Oaks Golf Courses. OAKLAND COUNTY TRAIL/PATH NETWORK UPDATE: Executive Officer Richard reported on a recent meeting attended by interested groups for the trails. A Trails Advisory Council, made up of volunteers representing 14 agencies, will meet three times to strategize as directed by the trails assessment. The TAC will also make recommendations on the organizational structure of the council, its task, and membership requirements. RED OAKS GOLF COURSE CAPITAL IMPROVEMENT PROJECTS: Executive Officer Richard reported that staff had reviewed options for financing the capital improvement projects at Red Oaks. He requested Commission authorization to redistribute some CIP funding and postpone other capital improvement projects in order to avoid borrowing funds to pay for the renovation at Red Oaks. Discussion followed, with concerns expressed on the availability of future acquisition funding; the ability for the Commission to borrow funds for this project, should they decide to do so; and a review of other options/ approaches for the funding at Red Oaks. Moved by Mr. Korzon, supported by Mr. McPherson to authorize staff to redistribute CIP funding and postpone specific capital improvement projects in order to pay for the renovation of the Red Oaks Golf Course and the construction of the Red Oaks Clubhouse without needing to borrow funds. Motion withdrawn after further discussion. Staff will review additional options for further consideration at the December 4 meeting. :m Moved by Mr. McCulloch, supported by Mrs. Taub to approve the purchase of the following bid items as reviewed and recommended by staff and Purchasing: Contract for cart path paving at Glen Oaks to the low bidder, Al's Asphalt, in the amount of $57,577.00, plus a ten percent contingency of $5,758.00, for a total budgeted amount of $63,335.00. Contract for the lagoon sludge removal at Addison Oaks to the low bidder, K & D, in the amount of $19,470, plus a ten percent contingency of $1,930, for a total budgeted amount of $21,400. Commission also approved a budget adjustment transfer of $19,470 from the Operating Budget Contingency to the park's grounds maintenance line item for this expense. RED OAKS GOLF COURSE CLUBHOUSE UTILITY EASEMENT: Moved by Mr. McCulloch, supported by Mr. VanderVeen to approve the expenditure of $1,000 to Herb Jonas, owner of property adjacent to Red Oaks, for a ten -foot permanent utility easement to extend the primary overhead service for the Red Oaks Clubhouse. AYES: Korzon, Kuhn, Lewis, McCulloch, McPherson, Obrecht, Skarritt, Taub, VanderVeen (9) NAYS: (0) Motion carried on a voice vote. WATER MAIN REPAIRS — WATERFORD OAKS PARK: Moved by Mrs. Taub, supported by Mr. McCulloch to approve the expenditure of $26,208 to Service Plumbing and Heating for the emergency water main repairs at the Scott Lake Road entrance of Waterford Oaks. Commission also approved a budget adjustment transfer of $26,208 from the Operating Budget Contingency to the park's grounds maintenance line item for this expense. INDIRECT COSTS: Administrator — Administration Frank Trionfi reviewed the prior discussion on the county's indirect costs being charged to the Parks. He noted that, due to budget constraints, the county is now charging the Parks the full amount of $593,300 rather than the agreed -upon amount of $85,560 that was subsequently budgeted. Executive Officer Richard noted the all the Parks' budget centers have made immediate plans for a 3% reduction in budgets. Staff will be meeting with Management and Budget to review the breakdown of the Parks' allocation. Staff will also investigate what flexibility the Parks will have to opt out of some of these services. STAFF CHANGES: Executive Officer Richard reported on the expected staff changes resulting from the retirement package being offered by the county. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---In conjunction with the 2002 BMX summary, Executive Officer Richard reported that 4,255 hours of time were volunteered this year. He also noted that Waterford Oaks will host a national race the Fourth of July weekend in 2003. 4-4 (Commission Meeting, November 6, 2002) The meeting was adjourned at 10:35 a.m. The next Commission meeting will be 9:00 a.m, on Wednesday, December 4, 2002. Kohn CPS/CAP, Recording Secretary 4-5 ITEM #5 ITEM #5 INSURANCE UPDATE Oakland County Risk Manager Stan Fayne will attend the meeting to update the Parks Commission with an explanation on the increasing insurance rates. 5-1 ITEM #6 PARKS HORTICULTURAL SERVICES CONTRACT In April 1999, the Commission approved a 3-year contract to Emily's Inc., Bloomfield Hills, for horticultural services. This service contract applied to eight county parks for the planting and maintenance of annual flowers. During this 3-year period the scope of the contract was expanded to include a ninth park, Lyon Oaks, the formal garden at Glen Oaks, additional park flower beds (not included in the original contract) and fall mums. In addition, Emily's, Inc. will provide exterior holiday decorating at Lyon Oaks banquet facility for 2002. Purchasing has advised staff that it is necessary for the Commission to approve the final extension of the contract for the total 3-year amount of $175,000. Since this contract expires March 31, 2003, staff will prepare specifications for competitive bids to provide these horticultural services for the next 3-year period, 2003- 2005. Monies for these expenses have been budgeted in the ground maintenance line items of the budget centers for Addison, Groveland, Glen, Independence, Lyon, Red, Waterford and Springfield Oaks. 6-1 ITEM #7 DNR/DETROIT EDISON TREE GRANT APPLICATION LYON OAKS Staff has prepared a grant application for submission to the Michigan Department of Natural Resources in the amount of $8,000 for the purchase of approximately 30 trees for Lyon Oaks. Monies are also included in the application for tree installation and fertilization. Labor will be provided by staff and inmates. These trees will be used in a naturalized design buffer planting along the park perimeter at Pontiac Trail and the east park boundary adjacent to the Century Industrial Park. This is a 50150 matching grant. Funds for he Parks Commission's portion of the grant are available in the park's Grounds Maintenance line item of the Operating Budget. Staff requests Commission approval to submit this grant in accordance with county grant application procedures. 7-1 ITEM #8 GROVELAND OAKS PINES RESTROOM HOT WATER SYSTEM Construction for the Groveland Oaks Pines Restroom renovation began several weeks ago. The contract for this construction was awarded to Hittel Construction. Included in this work was the removal and re -installation of the existing hot water boiler and two storage tanks, plus the addition of a new hot water heater, which would supplement the required hot water for the new laundry facility. During the removal of the existing boiler and storage tanks, it was determined that they had deteriorated to a point where replacement was required. Therefore, the total system was re -engineered to allow for a new boiler and two larger storage tanks, which allow for the continual re -circulation of hot water and eliminate the need for the additional water heater. It was determined that our crews would be able to install this equipment, thereby saving on labor and mark up cost. We will also be receiving a credit for the installation of the old boiler and the deletion of the hot water heater. Bid summary for the boiler and two 120-gallon storage tanks is as follows: *UsFlow/Bertsch Division *Giant Plumbing Hodges Supply 1 Lochinvar Heater $10,814 Pontiac 2 ASME Storage Tanks * Submitted bids for Laars and AO Smith heaters and tanks only. The pipe alley where the heater and tanks are located has limited space. Staff reviewed the Laars and AO Smith heaters and tanks specifications and, due to their sizes, they are unacceptable. Therefore, staff recommends that the order be awarded to Hodges Supply for $10,814. We will also be receiving a credit from our contractor for the labor for re- installation of the boiler and for the deleted water heater. 8-1 ITEM #9 BID ITEMS: a. Lowboy Trailer — Technical Support b. Riding Sprayer — Red Oaks Golf Course C. Dump Trailer — Lyon Oaks d. Pump Repair — Lyon Oaks LOWBOY TRAILER TECHNICAL SUPPORT Bids were requested for the purchase of a replacement lowboy trailer for Technical Support. The following bids were received: Oxford Truck & Trailer Oxford, MI Forbes Trailer Waterford, MI Munn Tractor Sales Auburn Hills, MI AIS Construction New Hudson, MI Econoline Trailer Towmaster Trail King Did not meet specs. $10,525 $11,312 $11,995 Upon review of the specification sheets of all the bids, staff is requesting approval to purchase the Towmaster trailer from Munn Tractor Sales for the bid of $11,312. We reviewed the Oxford Truck & Trailer Econoline trailer and found they did not meet our specifications. We also reviewed the Forbes Trailer bid. The proposed trailer would be custom made to the specifications we provided. Staff felt uneasy about purchasing something without seeing the product. The company custom building this heavy-duty trailer usually builds trailers to haul lawn equipment. Since the replacement trailer will be hauling the larger, heavier equipment, staff felt not knowing exactly what was being built by Forbes was an unacceptable risk. Therefore, staff is requesting approval to purchase the Towmaster trailer from Munn Tractor. There was $13,000 budgeted for this purchase in the 2003 Operating Equipment Budget. 9a-1 RIDING SPRAYER RED OAKS GOLF COURSE Staff has received from Purchasing the following bids for a self-contained, 160-gallon riding sprayer for the Red Oaks Golf Course: W. F. Miller Novi Valley Turf Brighton Spartan Distributors (Toro alternate) Auburn Hills $15, 824.00 $16,989.00 $18,756.00 This sprayer will be used for the application of various pesticides on the golf course and occasionally at the waterpark. The sprayer will be a replacement for the old sprayer that was transferred to Glen Oaks two years ago. Staff recommends awarding the bid to the low bidder, W. F. Miller, in the amount of $15,824.00. There is $16,000.00 budgeted for this sprayer in the Operating Equipment Budget. 9b-1 I L. 2 D Ll a� >- LL =0( J LOU ui 0 zaLL A Z C) > Qz :5 ZOC ZW< 3: Q�,oc LL 01&-vd-qr4- PUMP REPAIR LYON OAKS In the first week of October this fall, we experienced failure in the electric control system for the irrigation pumps at Lyon Oaks. With three weeks left in an already dry season, we could not afford to shut the system down that early or try to bid out repairs. At that point of needing water, we called Hydro Dynamics to make the emergency repairs. Hydro Dynamics is on a blanket contract for pump repairs and does all of our golf course pump repairs. The system failed on Friday, and Hydro Dynamics had us back in operation by Tuesday afternoon. Hydro Dynamics also corrected some of the conditions that might have caused the problem. Staff is now requesting approval to pay this emergency repair bill of $14,946.00. Funds for this repair will come from the park's Building Maintenance line item of the Operating Budget. 9d-1 ITEM #10 POINT -OF -SALE MAINTENANCE CONTRACT The Lyon Oaks, Glen Oaks, Springfield Oaks and White Lake Oaks golf courses and the Red Oaks and Waterford Oaks waterparks all have automated point -of -sale cash management systems. Each of these facilities currently have a software and hardware maintenance blanket contract with GolfeNetwork Corp. In addition the two waterparks have a system set-up and the take -down provision in the contract. Staff is asking for commission approval to continue this contract with GolfeNetwork Corp. for an additional three years, from 11/01/2002 through 10/31/2005. The contract amount is $20,480 per year. This cost has not increased from the previous contracted amount. 10-1 ITEM #11 RED OAKS GOLF COURSE UPDATE As directed by the Parks Commission at the November meeting, staff has reviewed options for the financing of the capital developments at Red Oaks, including meeting with members of the Drain Commission. After this further review and discussion, staff is still recommending that, considering the reserve currently in the Capital Improvement Projects Budget, we pay off the $3 million + costs for the renovation of the golf course and construction of the clubhouse. Attached is a copy of the projected costs, along with a listing of capital projects being placed "on hold" for cash outlay to make this payment possible. The Commission had also requested information on how this payment would leave us placed financially for a reserve. Therefore, a copy of the 2003 CIP Budget and 4-Year Forecast is also attached for your review. As you will see, Management and Budget has returned some funds that were transferred from our department under Administration, which currently gives us a balance of $5,161,863. Staff will be available to answer any questions you may have. Spending $1,237,124 out of this line item will leave $5,161,863.25. 11-4 RED OAKS GOLF COURSE CLUBHOUSE SITE CONSTRUCTION CONTRACT UPDATE Three sealed bids were received on October 2, 2002 for the parking lot, lighting, cart staging area and paths, decorative concrete terrace, sidewalks, bollards, berming and landscaping for the Red Oaks Golf Course Clubhouse. On September 25, 2002, Parks Commission approved awarding the contract to the low bidder, contingent upon the bid not exceeding the project's budgeted amount. The bid met the Commission's criterion; therefore staff has awarded a site construction contract to Heritage Contracting, L.L.C. in the amount of $443,210.56, plus a 5% contingency of $22,160.50, for a total approved amount of $465,371.06. The approved 2003 Capital Improvement Project (CIP) budget for the clubhouse building and. site construction is $1,000,000. The total approved amount for the clubhouse building contract was $495,047.00, with a balance of $504,953.00. Total benches to date are 42. Consignment Tickets Consignment tickets were sold at several locations through MRPA/Leisure Pursuits. They were also sold at Waterford Parks and Recreation. The ticket was sold for $1.00 off the regular rate. Advance Tickets Advance tickets are sold at $1 off to weekend groups that rent a shelter at WOWP and ROWP or Waterford Oaks day use park. The waterparks also began selling Advance tickets to patrons daily at the regular the regular rates. The numbers for all advance tickets were combined and not separated by price categories. The hours of the store are very convenient for people. Gander Mountain and Oakland County animal control were added sales locations. Royal Oak Beaumont Hospital is also selling permits to their employees at a discounted rate. The addition of at least two more sales sites for the general public and two more corporations is expected in 2003. Discounted annual vehicle permits and waterpark tickets are provided on a consignment basis and will be sold at a discount to their employees and members. Employees pay $20 for annual vehicle permit, a $5 discount. Companies with an employee base _of 150 or more are being targeted. Planning and Economic Development is also providing information to the companies they meet with. Sixty-five businesses and organizations contacted in 2002. The contacts were obtained from Crain's List of Lists, Automation Alley as well as current and previous groups that held an event in our parks. The companies and organizations were contacted mostly via e-mail. However, phone calls and letters were sent if the company did not have a web -site or e-mail address. Other Activities Two successful expos were the Ford Wixom Family Days and the Daimler Chrysler "Good Neighbor" Community Expo. Over 1,000 employees passed through each time. The employee response was positive. New to our group list is Motor City Casino. They brought 2,000 + employees to Addison Oaks in August. Plans for 2003 A Commemorative tree and brick program will be implemented.. Increasing awareness of our Employee Perks Program is a priority. Contacting organizations that have employees working 24/7 like hospitals for example. 12-3
