Commission's administration office.

Chairman Lewis requested Commissioner Law assume the position of Temporary Chairman for the purpose
of electing new officers for 2002.
Commissioner Law assumed the Chair and opened the floor to nominations for the office of chairman.

of the Oakland County Parks and Recreation Commission for 2002.

THANK YOU:
Chairman Lewis thanked Commissioner Law for his years of services on the Parks Commission, especially
noting his contribution in initiating the improved working relationship between Oakland County Parks and
the Huron -Clinton Metroparks.
After several other commissioners noted additional contributions made by Commissioner Law, he thanked
everyone and related his enjoyment of serving on the Oakland County Parks Commission.
DONATION PRESENTATION:
Administrator — Park Operations Dan Stencil introduced Ron Robbins, president of the Oakland County
Sportfishing Association, who presented the Commission with a check in the amount of $1,000.
These funds, which now total $11,250 in donations to the Commission, will be used to increase fishing
opportunities and dock improvements at Orion Oaks.
GRANT APPLICATIONS:
Moved by Mr. Skarritt, supported by Mr. VanderVeen to authorize staff to proceed with the
Michigan Department of Natural Resources Inland Fisheries grant application for a 50/50
matching grant up to $60,000 for fishing access improvements at Rose Oaks and for
pontoon boats and handicap fishing programs at Independence Oaks. Commission also
authorized staff to proceed with the grant application to the William and Myrtle Hess
Charitable Trust for a $10,000 grant to construct an educational shelter facility at
Independence Oaks.

2002 MASTER CALENDAR:
The proposed 2002 master calendar was distributed for review and recommended changes at the next
meeting.
ORION OAKS MASTER PLAN:

OVERALL RECREATION MASTER PLAN:
Chief of Design and Development Joe Figa noted that the Parks Commission's overall recreation
master plan, which must be revised and sent to the Michigan Department of Natural Resources to
allow us to apply and qualify for grants, has a deadline of March 1 for completion and submission.
Peter Kumble and Chip Smith from Land Ethics, Inc., consultants, presented some key bullets for
Commission consideration and discussion. A draft of the master plan has been prepared; staff will
review and then forward to the Commission in time for review for possible adoption at the next
Commission meeting.
PARKLAND PRIORITY MODEL:
Zayn Gregory, Architectural Engineer in the administration's Design and Development Section, updated
the Commission on the process and criteria used in the parkland priority model and presented a model
developed based on the set criteria.
Commission concurred to have staff continue with the project and proceed to prioritize the targeted parcels
for future acquisition consideration.
Staff noted that the information provided in this model will also be included in the Commission's overall
recreation master plan.
DISABILITIES TODAY TELEVISION PROGRAM SPONSORSHIP:
Moved by Mr. Kuhn, supported by Mr. Korzon to approve the expenditure of $4,000 for a
six-month sponsorship of the "Disabilities Today" television program, which promotes
social and recreational opportunities for the physically and mentally impaired in
metropolitan Detroit.

CONTRACT AMENDMENT:
Moved by Mrs. Taub, supported by Mr. Korzon to approve the amendment to the contract
with Land Ethics, Inc. by adding an additional not -to -exceed amount of $25,000 to conduct
a countywide trails assessment study, for a total contracted amount of $49,000. Funds for
this additional amount of $25,000 for the trails assessment will be transferred from the
2002 Operating Budget Contingency to the Administration Contracted Services line item;
there is also an anticipated reimbursement from the Oakland County Planning and

Economic Development of $10,000, plus an anticipated reimbursement from the Huron -
Clinton Metropolitan Authority of $5,000.

SOCRRA PROPOSED RESOLUTION AMENDMENT:
Executive Officer Ralph Richard updated the Commission on the negotiations for the sale of the SOCRRA
property to the George W. Kuhn Drainage District since Mr. Richard's December 13, 2001 letter to the
Commission. SOCRRA representatives are requesting Commission consideration of an amendment to the
Parks Commission's December 5, 2001 resolution in order to move forward on this project.
Moved by Mr. VanderVeen, supported by Mr. Law to adopt the following resolution, which
amends the Parks Commission's December 5, 2001 resolution and to notify the Southeast
Oakland County Resource and Recovery Authority that if the conditions are not met by
January 31, 2002, the Red Oaks Golf Course restoration project will be abandoned.
WHEREAS, on May 3, 2000 the Parks & Recreation Commission adopted a
resolution where it committed funding to restore the Red Oaks Golf Course and pay for the
restoration over the next 20 years in conjunction with bonding of the George W. Kuhn
Drain Project, subject to the following conditions: (1) the Oakland County Parks &
Recreation millage was secured throughout the 20-year period, (2) the George W. Kuhn
Drainage District's acquisition of the 18+/- acres from SOCCRA and (3) any restoration
required as a result of future drain improvements will not require Parks & Recreation
Commission funding; and
WHEREAS, the George W. Kuhn Drainage District and the Southeastern Oakland
County Resource Recovery authority are currently negotiating the acquisition of the
property by the drainage district; and
WHEREAS, SOCRRA adopted a resolution that the property acquisition by the
Drainage District is subject to the condition that current and any restoration and alteration
of the Red Oaks Golf Course be the financial responsibility of the Oakland County Parks
and Recreation Commission regardless of the need to restore or alter; and
WHEREAS, as a result of the positions of the parties there is an impasse.
NOW THEREFORE BE IT RESOLVED, the Oakland County Parks and Recreation
Commission reaffirms its commitment and resolution to fund the restoration of the Red
Oaks Golf Course necessitated by the improvements presently being constructed for the
George W. Kuhn Drain and to pay for the restoration costs over the next 20 years in
conjunction with the bonding of the George W. Kuhn Drain Project ("Project") or by some
other loan on terms acceptable to the Oakland County Parks and Recreation Commission,
subject to the following conditions:
(1) during the period of time the Oakland County Parks and Recreation
Commission is paying off over a period of twenty (20) years or less either the Project
or other loan related to the current restoration costs of the Red Oaks Golf Course,

the GWK DD will be solely responsible for any golf course restoration costs resulting
from future drain improvements that occur during that period;
(2) for ten (10) years thereafter, the GWK DD and the Parks and
Recreation Commission agree to share equally the costs of any future golf course
restoration resulting from any drain improvements that occur during that period; and
(3) thereafter, Parks and Recreation Commission will be solely
responsible for golf course restoration costs, if any, that may result from future drain
improvements;
(4) Nothing in this resolution shall be construed to require the Parks and
Recreation Commission to operate the Red Oaks Golf Course for any finite period
of time.
FURTHER BE IT RESOLVED, that the Commission authorizes its staff and the
Department of Corporation Counsel to negotiate with the GWK DD an agreement to
implement this resolution and to obtain funding necessary to restore the golf course;
FURTHER BE IT RESOLVED that the May 3, 2000 resolution is amended to
incorporate the foregoing.

Oaks Waterpark to SCS Interactive Inc. in the amount of $6,435.00.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Staff has been contacted by officials from the city of Farmington Hills regarding a possible sewer
easement request at Glen Oaks. Staff will consider negotiating for rebuilding #4 green in exchange for this
easement, or possibly approving limited access to our old Greening Road gate. Talks are in the preliminary
stage; staff will update the Commission as discussion progresses.
---The abandonment of Clairview Drive, along with the sale of the county's portion of the right-of-way to
Grand Sakwa, has been completed. Commission concurred with staffs recommendation to use the funds
from that sale for additional cart paths at Glen Oaks; therefore, staff will transfer $50,000 from the Capital
Improvement Projects Contingency to the Glen Oaks Cart Path Extensions Project.
---Executive Officer Richard updated the Commission on the progress of the Campground Expansion
Project at Addison Oaks and the Waterpark Expansion Project at Red Oaks.
---Staff has contacted the New Hope Bible Church on Sashabaw Road near Independence Oaks regarding
the possibility of negotiating a maintenance access easement to the organizational youth camping area in
the park. Staff will keep the Commission apprised of progress on this project.
---Executive Officer Richard requested Commission consideration for possible recommendations for use
of the courtesy passbooks as they relate to Lyon Oaks.

MINI GRANT — SINGSATION
As in past years, staff is requesting the attached resolution be approved
for the mini grant from the Michigan Council of Arts and Cultural Affairs for
$4,000 to sponsor the Singsation 2002 Traveling Music Show.
This grant would sponsor the music show, which runs May through August
throughout the county and entertains thousands of county residents.
Last year we were successful in receiving this grant, and staff is hoping to
receive the same support this year.

RESOLUTION
WHEREAS, the Oakland County Parks and Recreation Commission has
reviewed the "Singsation 2002 Traveling Music Show" Mini -Grant application
offered through the Oakland County Cultural Council and Michigan Council for
Arts and Cultural Affairs; and
WHEREAS, the "Singsation Traveling Music Show" was developed in
response to the need for an affordable and mobile musical theatre entertainment
and educational program based on input from community organizations, parks
and recreation department directors, and Oakland County Parks and Recreation
Commission and staff members; and
WHEREAS, the "Singsation 2002 Traveling Music Show" meets the
Oakland County Parks and Recreation Commission's goals and objectives of
innovative specialized recreation programs and cultural experiences; and
WHEREAS, the goals and objectives will assist the Oakland County Parks
and Recreation Commission in determining future specialized recreation
programs, in providing these programs to communities and organizations where
these resources are otherwise unavailable and to increase exposure and
appreciation for arts and culture.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks
and Recreation Commission accepts the "Singsation 2002 Traveling Music
Show" Mini -Grant application request for submittal to the Oakland County
Cultural Council and Michigan Council for Arts and Cultural Affairs.

Community Assistance Program Proposal
The Community Assistance Program was developed to provide recreational services to the
population in Oakland County based on socioeconomic needs. The program has provided an
opportunity for recreation to all areas of Oakland County. The Oakland County Parks and
Recreation Commission has responded to the needs of Oakland County residents for the past 20
years, by appropriating funds. In 2002 the Commission approved $25,000 annually to provide
recreational services to help communities give the opportunity to communities in Oakland
County.
2002 Program Proposal
The Mobile Recreation staff recommends continuation of the Community Assistance Program
(C.A.P) in 2002. We would like to request that the Commission increase the grant to the Mobile
Recreation department to $25,000. This would be distributed to municipalities and governmental
agencies demonstrating a need or inability to pay a reduction or total price of the units:
1. The request of funds for the 2002 Community Assistance Program will be $25,000.
Approximately 112 mobile recreation visits and 36 buses for transportation to the
Waterford Oaks and Red Oaks Wateipark and trips to the Lewis E. Wint Nature Center.
This program will provide the opportunity for over 30,000 citizens to enjoy quality
recreation activities. With the addition of wavepool and nature center trips, we will
provide this excitement to 1,520 citizens.
2. Communities will be notified that this program has been established by the Oakland
County Parks and Recreation Commission and is not affiliated with a federal or state
funded program.
3. This program is provided and evaluated on an annual basis. There is no guarantee that
these funds will be available in subsequent years.
Units Available Under This Program
The New Inflatable Obstacle Course, In -line Skate Mobile, Hockey Mobile, Climbing Wall,
Puppet Mobile, Traveling Music Show, Teen Mobile and buses would be available for this
program. Sport Mobile, Mobile Stages, Orbotron, Inflatable Bouncer, Dunks Tanks, and
Bleachers will not be part of this program. The units will only be available for this program
Monday through Thursday. This will begin Monday, June 10t" and end Thursday, August 1 Sf,
2002. After June 24"', 2002 any units or buses not rented will be forfeited and will be given to
other communities on a first -come -first -serve basis.

Community Assistance Distribution:
Priority for the distribution of the C.A.P. visits would be based on the following:
1. Organizations who have shown the need of our services:
a. Socioeconomic factors
b. Local Parks and Recreation Agencies
c. Non -Profit Organizations
2. The following is the type of organization that would be considered for this program:
a. Has expressed the need to the Commission in the past and has been granted the
Community Assistance Program.
b. Has shown the ability to use C.A.P. in a manner that gives the community an increase
in recreation experience.
3. In order to receive the mobile units, all communities participating in this program must
complete the Community Assistance Program application and include all attachments.

AMENDMENT TO THE 2002 OPERATING and CIP BUDGETS
In accordance with the Commission's 2002 General Appropriations
Act, which incorporates the Uniform Local Budgeting Act, the
Executive Officer or his fiscal officer shall not permit
expenditures to exceed the appropriation for any budget center as
approved or amended by the Commission.
Included in the Capital Improvement Program (CIP) contract to
Aquatic Development for the new water features at Red Oaks Water
Park, approved by the Commission on 10/15/01, is the cost for
replacing the filtration equipment in the amount of $73,500.00.
This expense is an Operating Budget expense; however, funds are
currently budgeted in the Capital Improvement Budget for this
item. In order to correct the two Budgets, staff requests the
following adjustments to the 2002 Operating Budget and CIP
Budget:

RECREATION MASTER PLAN
Oakland County Parks and Recreation has been in the process of
completing a required overall parks system recreation master plan. Land Ethics
was retained in June 2001 to complete this master plan.
The plan consists of compiled county data, inventories of county -wide
recreation resources, demographics, Oakland County Parks and Recreation's
park inventories, and a needs assessment with recommendations for future park
development. Land Ethics will make a presentation at the commission meeting.
This plan, which is a requirement by the DNR for future grant funding, will
be forwarded to the DNR when approved.
Staff is requesting Commission adoption of the recreation master plan.
RESOLUTION
WHEREAS, the Oakland County Parks and Recreation Commission has
reviewed the "Oakland County Parks and Recreation Master Plan — February 6, 2002".
WHEREAS, the "Oakland County Parks and Recreation Master Plan —
February 6, 2002" goals and objectives were developed in response to the identified
needs and deficiencies based on citizen surveys, and input from county and local
governmental officials, parks and recreation department directors, and Oakland County
Parks and Recreation Commission and staff members, and
WHEREAS, the "Oakland County Parks and Recreation Master Plan —
February 6, 2002" meets the Oakland County Parks and Recreation Commission's
long-range goals, objectives, and financial funding, and
WHEREAS, the goals and objectives will assist the Oakland County Parks and
Recreation Commission in determining future planning by lending direction while
remaining flexible to allow for adjustments by creative and responsible management.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission adopts the revised "Oakland County Parks and Recreation
Master Plan — February 6, 2002".

GRANT APPLICATION SUBMISSION
The Oakland County Parks and Recreation Commission has been notified that
applications for the Land and Water Conservation, Michigan Natural Resources Trust,
and the Recreation Bond Funds may be submitted for 2002 funding. The applications
are due on April 1, 2002.
Staff recommends the following grant be submitted for the new funding cycle:
Addison Oaks Acquisition
Addison Oaks Acquisition consists of 346.5 acres of former farmland, woods
and wetlands. The property lies to the east of Addision Oaks, across Walker Road. The
Krohn Drain runs from Lake Buhl at Addison Oaks through the property. The property
has road frontage on Walker and Romeo Roads, and has an easement allowing access
from Rochester Road.
The asking price is $14,000 per acre or $4,851,000 for the entire property, with
$2,910,600 from the Michigan Natural Resource Trust Fund and $1,940,400 from
Oakland County Parks and Recreation.
This grant project is consistent with the goals to be adopted in the 2002-2006
Recreation Master Plan. A presentation and further information will be presented by
staff at the required public hearing scheduled for 9 a.m. at the Feb. 6 Commission
meeting.

ORION OAKS
SEWER EASEMENT AND CONSTRUCTION REQUEST
A request has been made from a contractor through Kieft Engineering to
obtain an easement through Orion Oaks County Park. This was preliminarily
discussed at a previous commission meeting. Staff has now reviewed the final
construction drawing regarding this project.
It will consist of the connection of a sanitary sewer to an existing sanitary
sewer at the southwest section of Orion Oaks, approximately 100 feet from our
southern border running in a westerly direction for approximately 2,100 feet to
the southwest corner. It was located in an open area to avoid the existing
vegetative buffer. This portion of the sewer line requires a 40-foot easement.
The sewer will then continue north some 600 feet in the existing right of
way, then cross under Baldwin, and continue north on the westerly side of
Baldwin. In order to construct this section, a 20-foot easement is required. This is
required because the sewer has been located to within 3 feet of our property line,
due to an existing water line in this area. There are only a few small trees that
would be affected along this westerly route.
In return for the granting of this easement, Oakland County Parks will
obtain at least two sewer leads in this area. The contractor will also be required
to construct an asphalt path along the entire length of Baldwin on our side from
our park boundary north to the intersection of Clarkston Road. Oakland County
Parks and Recreation would have been required to share in the cost of this path,
which is estimated at $400,000.
A presentation will be made by staff and the petitioner for further
discussion.

ADDISON OAKS
RESTROOM SHOWER FACILITY
Bids were received on January 30, 2002 for the restroom /shower/laundry
facility to be constructed at the at Addison Oaks campground. This structure will
provide the necessary facilities for the new modern and renovated group
campsites, which are under construction at this time.
This structure will have masonry walls, an asphalt shingle roof and interior
that will be tiled for easy maintenance. It is approximately 2,400 sq. ft. It will
contain men's and women's restrooms and showers, as well as a small laundry
facility. The design is patterned after the existing structure, which now serves the
modern campsites. It will be located between the new modern and the group
camping. See attached for bids received.
Staff is presently reviewing the bids and will make a presentation and
recommendation at the commission meeting. The 2002 CIP budget identified
$484,000 for the construction of this project.

CABIN FURNITURE
GROVELAND OAKS
Bids have been received for the log furniture for the two new cabins at
Groveland Oaks. These cabins will be rented out during the camping season
(Memorial Day weekend through Labor Day weekend). These new cabins are
larger than the current four. They will sleep six persons instead of four people.
Each cabin will contain a queen -sized bed, one nightstand, two sets of bunk
beds, a table with four chairs, two sitting chairs, one end table, and one 2-seat
and table unit.
Bids were sent to five vendors. However, since we specified log furniture,
only one vendor responded, Moon Valley Rustic Furniture of Clarkston, MI. Their
bid to furnish both cabins is $8,980.00. The current eight cabins were all
furnished with Moon Valley Rustic furniture. After five years of rental use, the
furniture remains in excellent condition.
Staff is recommending the bid be awarded to the single bidder, Moon
Valley Rustic Furniture, for $8,980.
Funds are available in the Small Tools and Equipment line item of the
park's operating budget.

RE -ROOFING
GLEN OAKS MAINTENANCE BUILDING
Bids were requested for the re -roofing of the Glen Oaks maintenance
building.
The single bidder was G. A. Frisch of Troy with an amount of $15,150.00,
plus $2.25 per square foot to replace the bad decking.
The maintenance building at Glen Oaks has a 4,000-square foot roof plus
dormers. The Lewis E. Wint Nature Center, whose roof was recently redone at a
cost of $23,800, has a roof of 4,000 square feet also.
Bids were also sent to the following companies with no response:

--- Attached is a copy of a letter from Madison Heights City Manager Jon Austin sent in thanks for the
extra effort made in the resolution of the sale of the SOCRRA property and the restoration of the golf
course.
---Red Oaks Update: the Drain Commission has tentatively approved the purchase of the property from
SOCRRA for the Red Oaks Golf Course. They are waiting for survey results to finalize this, and the Drain
staff has assured us that the property will be purchased. We have a meeting with the golf course designer
and plans are moving forward to complete the golf course. Enclosed is a letter from Mr. Colaianne.
---Plans for the Red Oaks Clubhouse have also been submitted to Madison Heights officials for review;
these plans were shown to the commissioners at the last meeting.
---Mark your calendars: the annual recognition luncheon is scheduled for 12:30 p.m. on March 22 at White
Lake Oaks. This luncheon honors staff and commissioners who have served the Parks for ten years or
more. Invitations will be mailed in a few weeks.
---April 30 is the dedication of the Lyon Oaks golf course and clubhouse, which will take place at
approximately 9:30 a.m. with a buffet breakfast followed by golf. Invitations will be mailed in early March.
---The Parks will have a booth at the annual Golf Show at the Novi Expo Center on March 8, 9, and 10,
with a major emphasis on Lyon Oaks Golf Course.
---On further thought for the use of the money from Grand Sakwa for the easement at Glen Oaks, we are
using $40,000 for cart path expansion and $10,000 for a 20' x 30' pavilion tent over the clubhouse patio
area at Glen Oaks. This will be the designated smoking area; the indoor grill room now will be designated
as all non-smoking.

As you are aware on January 16, 2002, the Southeastern Oakland County Resource Recovery Authority (SOCRRA)
Board approved a Resolution, which will allow for the restoration of the Oakland County Red Oaks Golf Course
located in Madison Heights including a condition that Madison Heights approve a Host Community Fee
Agreement. On January 22, 2002, the George W. Kuhn (GWK) Drain Board approved their Agreement with the
City. I am happy to report that last night, the Madison Heights City Council approved the two Agreements, one
with SOCRRA and a second with the GWK Drain District.
The discussion regarding the restoration of the golf course and the underlying sale of property and easement date
back to over three years when the SOCRRA Board decided to dispose of their surplus property surrounding the
transfer station. Madison Heights has continued in steadfast support of the restoration/upgrade of the Red Oaks
Golf Course, which now appears will be a reality in a little over one year. The resolution of the issues involving
this property have been a long, frustrating and drawn out affair that has tried the patience of the parties, on all sides
of the issues.
I would like to personally thank you for your willingness to "go the extra mile" to support this project and the
resolution of a number of complex and interrelated challenges. In the end, not only does the City of Madison
Heights, Oakland County Parks and Recreation Commission and golfers benefit, but also the SOCRRA and GWK
communities, and all of Oakland County by your actions to both preserve and upgrade this valuable recreation
"gem" for both now and into the future.

Acquisition of SOCCRA Property and Restoration of Red Oaks Golf
Course
Dear Mr. Richard:
As you are aware, on January 16, 2002, the Southeastern Oakland County
Resource Recovery Authority (SOCRRA) adopted a resolution, which will allow for the
restoration of the Oakland County Red Oaks Golf Course. The resolution provides for the
settlement of the pending litigation, and for the George W. Kuhn Drain District to acquire
the land previously leased by Parks and Recreation from SOCRRA, subject to a
resolution over the issues related to the legal description of the properties affected.
In this regard, I have met with SOCRRA administrative staff and we agreed to
have an independent survey done by the engineering firm of Nowak & Fraus. This should
take approximately 2-3 weeks. Once completed and the survey reviewed, the Consent
Judgment, Purchase Agreement and Easement will be signed by the parties. A closing
date on the purchase of the property will then be scheduled.
We will then need to meet to discuss lease terms and the reimbursement for costs
related to the restoration.
