ACTIVITIES REPORT:
The Activities Report for the month of October, 2001 was accepted as filed.
AWARD PRESENTATIONS:
Chief of Recreation Sue Wells re -presented Sandy Dorey with the Unsung Hero Award presented by the
Oakland/Macomb Center for Independent Living for her work with the disabled.
Executive Officer Richard announced that the Waterford Oaks BMX Parent Volunteer group has donated
a check to People For Parks in the amount of $8,000.00. These funds are from the proceeds from the
group's concession sales during the 2001 season and will be used during the next Parks millage campaign.
CHILDREN'S WATER PLAY STRUCTURE — RED OAKS WATERPARK:
Moved by Mr. VanderVeen, supported by Mr. Vogt to award the contract for the main
children's water play feature at the Red Oaks Waterpark to the low bidder, SCS Interactive
Inc. in the amount of $281,130, plus $3,000 for travel expense allowances for on -site
construction supervision, for a total amount of $284,130.

Fairway aerator for Lyon Oaks Golf Course from the low bidder, Weingartz, in the amount
of $18,580.
1,920 lbs. of Daconil Ultrex fungicide for the golf courses from Turfgrass Inc. in the amount
of $8.50 lb. for a total purchase price of $16,320.
Ventrac tractor/mower for Independence Oaks from Billings Feed Store in the amount of
$21,940.

ORION OAKS MASTER PLAN:
Discussion followed on Commission concerns on the proposed revised master plan including the proposed
roadway, walking entrances, handicapped accessibility, percentage of total park area proposed for
development, budget, and the misconception that this plan is being developed to make money for the
Commission.
A final plan will be distributed to the Commissioners and will be placed on the January 9, 2002 agenda for
adoption.
LYON OAKS BUILDING CHANGES:
Moved by Mr. Skarritt, supported by Mr. Kuhn to approve the expenditure of $6,622.50 for
the architectural changes requested by the Parks Commission for the Lyon Oaks
Clubhouse, plus $2,580.00 for additional test digs for the golf course restrooms, for a total
approved amount of $9,202.50.

RED OAKS GOLF COURSE UPDATE:
Oakland County Drain Commission attorney Joe Colaianne requested Commission consideration of an
amendment to their May 3, 2000 resolution in order to provide a compromise on the issue of funding any
future restoration costs for the Red Oaks Golf Course and enable the completion of the purchase of the
SOCRRA property to the George W. Kuhn Drainage District.
Once the acquisition is complete, the lease agreement between the Oakland County Drain Commission and
the Oakland County Parks Commission for that property can be negotiated.
Moved by Mr. Law, supported by Mr. Skarritt to adopt the following resolution, which
amends the Parks Commission's May 3, 2000 resolution for the Red Oaks Golf Course,
contingent upon approval by Oakland County Corporation Counsel:
WHEREAS, on May 3, 2000 the Oakland County Parks and Recreation

Commission adopted a resolution where it committed funding to restore the Red Oaks Golf
Course and pay for the restoration over the next 20 years in conjunction with bonding of
the George W. Kuhn Drain Project, subject to the following conditions: (1) the Oakland
County Parks and Recreation millage was secured throughout the 20-year period, (2) the
George W. Kuhn Drainage District's acquisition of the 18+/- acres from SOCCRA and (3)
any restoration required as a result of future drain improvements will not require Parks and
Recreation Commission funding; and
WHEREAS, the George W. Kuhn Drainage District and the Southeastern Oakland
County Resource Recovery Authority are currently negotiating the acquisition of the
property by the drainage district; and
WHEREAS, SOCRRA adopted a resolution that the property acquisition by the
Drainage District is subject to the condition that current and any restoration and alteration
of the Red Oaks Golf Course be the financial responsibility of the Oakland County Parks
and Recreation Commission regardless of the need to restore or alter; and,
WHEREAS, as a result of the positions of the parties there is an impasse.
NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and
Recreation Commission will commit funding to restore the Red Oaks Golf Course and pay
for the restoration costs over the next 20 years in conjunction with the bonding of the
George W. Kuhn Drain Project or by some other loan, with the following conditions:
(1) during the period of time the Oakland County Parks and Recreation
Commission is paying off either the project or other loan related to the current restoration
costs of the Red Oaks Golf Course, the GWK DD will remain responsible for any golf
course restoration costs resulting from future drain improvements;
(2) for ten (10) years thereafter, the GWK DD and the Parks and Recreation
Commission agree to equally share the costs of any future golf course restoration as result
of any drain improvements; and
(3) thereafter, Parks and Recreation Commission will bear the responsibility of
any golf course restoration costs as a result of future drain improvements.
FURTHER BE IT RESOLVED, that the Commission authorizes its staff to
negotiate with the GWK DD an agreement and funding necessary to restore the golf
course.
FURTHER BE IT RESOLVED that the May 3, 2000 resolution is amended to
incorporate the foregoing.

DEPARTMENT LEGAL SUPPORT:
Executive Officer Ralph Richard reported on correspondence received from Oakland County Corporation
Counsel Judy Cunningham on their department's research on a comprehensive opinion on the issues of
conflicts and the implications for the county, which includes the Parks Commission.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---The Red Oaks Waterpark Features Expansion Project is underway. Also, a rendering of the proposed
design of the Red Oaks Clubhouse was presented; Mr. Richard noted that the design for the clubhouse was
being paid through the George W. Kuhn Drainage District expansion project.
EXECUTIVE SESSION:
Moved by Mrs. Taub, supported by Mr. Kuhn to adjourn the meeting to an Executive
Session for the purpose of discussing a proposed property acquisition.

The purpose of the public hearing was to receive comments on the Orion Oaks Master Plan revisions.
Public Communications Officer Janet Pung provided a brief history and background of the park, plus the
county -wide survey conducted to assist with future planning for the entire park system.
Chief of Design and Development Joseph Figa reviewed the planning process used in the development of
the revised master plan for the park.
Terry Croad from McKenna & Associates and Jim Ludwig from Ludwig & Associates reviewed the aspects
of the proposed revisions, including the reintroduction of native wildlife, consolidation of current entrances
to one access point, shorter access road that will then lead to the bark park, comfort station, two picnic
shelters, minor activity area on the north area of the meadow, and trail system. Phase II will include a

meandering road along the edge of the meadow with access to the west side of the lake, boat access, dock
fishing pier, and gazebo; Joslyn Road fishing access will then be abandoned. Other elements of the plan
include encouraging a wildlife habitat corridor buffer and screening on the west and south, setting aside the
38 acres on the west side of Baldwin as a preserve, and a proposed day use outdoor education center area
in the northwest corner near the Moose Preserve Nature Center.
Public Comments:
Margaret Thompson spoke opposing the development of the interior of the park and expressed concerns
about the noise.
Deb Frolich requested the Commission listen to the majority opinion requesting no development or road of
any type in the interior of the park.
Susan Fredl expressed her appreciation for the Commission's efforts in trying to keep the park development
limited and her concerns about a road through the park.
The Parks Commission received numerous letters, faxes, and e-mails, which will be placed on record with
these minutes.
The public hearing was adjourned at 9:38 a.m.

OAKLAND COUNTY SPORTSFISHING ASSOCIATION
DONATION
Ron Robbins, Chairman of Charitable Programs for the Oakland
County Sportsfishing Association will present to the Commission a $1,000
donation for the increased handicap fishing opportunities in the park system.
The Oakland County Sportsfishing Association has supported the
Commission for over ten years providing volunteer labor and financial
resources now totaling $11,250.

GRANT APPLICATIONS
In accordance with the Oakland County grant application policy,
staff requests Commission approval to apply for the following grants.
MDNR Inland Fisheries: This is a 50/50 matching grant for up to
$60,000. Staff will be submitting a request for fishing access
improvements at Rose Oaks and for the purchase of pontoon boats
for educational opportunities and for handicap fishing programs at
Independence Oaks. Application deadline is March 31, 2002.
William and Myrtle Hess Charitable Trust: Staff will submit a
request for a $10,000 grant to construct an educational shelter
facility in conjunction with the organizational youth camping area at
Independence Oaks. Application deadline is April 15, 2002.
These grant applications will be developed in cooperation with the
Oakland County Grant Writer Greg Givens and reviewed by Oakland
County Corporation Counsel.
The Commission has received monies from the MDNR Inland
Fisheries Grant in 1999 and from the Hess Trust in 1997 - 2001.

ORION OAKS MASTER PLAN
Included in your packet for your review and approval is the Orion
Oaks Master Plan and the narrative that will accompany the plan. This is
the plan that was presented at the last commission meeting including the
results of the public hearing and workshops, staff and commission input,
and the research and input of the consultant.

PARKS AND RECREATION OVERALL RECREATION MASTER PLAN
Land Ethics has been working on the parks system's overall
recreational master plan. This is the 5-year plan that is required by the

PARKLAND PRIORITY MODEL UPDATE
Background:
On October 10, 2001, Staff proposed a GIS-based computer model to assist
planning for new parkland acquisition countywide. Nina Misuraca of Planning and
Economic Development introduced the commission to the capabilities of Oakland
County's Geographic Information System (GIS). The OCPR Vision Statement
calls for development of methods for finding suitable parkland to "increase by
2,400 acres over 1997 levels (approximately 6,000 acres) the park land acres
owned by 2007." Commission approved the preliminary development of the
model.
Status:
The model was designed to rank land according to a range of criteria, including
size, location, and natural features (see below). The scores for each criterion
were added together, arriving at the final score for each tax parcel of land. In
total, more than 50,000 parcels were ranked. Of these, the top 1000, or 2%, were
analyzed for general conformity. Of these, the top 150 will be individually
examined to check for final accuracy and sorted down to 100 parcels.
Further Action:
This final net set of 100 prime parcels could be used to initiate contact with
landowners, visit by staff, assess incoming offers, etc. The total gross data set
and the process used to arrive at it can be included in the five-year master plan
to aid in grant applications. This would allow OCPR to incorporate the findings
into the master plan without `tipping the hand' to outside interests.

"DISABILITIES TODAY" TELEVISION PROGRAM SPONSORSHIP
Roger McCarville of "Disabilities Today" has submitted a $4,000
sponsorship proposal to the Commission for the extension of "Disabilities
Today." This promotional consideration is for the Channel 56 series on
social and recreational opportunities for the physically and mentally
impaired in metropolitan Detroit. The series is shown over 100 times on
PBS. Oakland County Parks has been a sponsor of this program since
June of 2001.
Staff has reviewed the proposal and recommends approval. This
television series is an excellent opportunity to promote Oakland County's
commitment to serve this segment of our service population. This
sponsorship may also tie into program promotions included in the
Beaumont U.S. Department of Education Grant.
Funds for this expenditure are available from the 2002 Recreation
Administration Operating Budget.

CONTRACT AMENDMENT
On July 11, 2001, the Oakland County Parks and Recreation
Commission approved a contract for overall recreation master plan to
Land Ethics/Johnson Hill in the amount of $24,000 for the base price.
Staff is recommending an additional not to exceed (NTE) $25,000
be added to the Land Ethics contract to encompass a trails assessment
for the county, for a total contracted amount of $49,000. It is anticipated
that $15,000 of the $25,000 will be reimbursed. This will result in a
$10,000 increase in the Commission's commitment, which was approved
at the October 10, 2001 meeting.

PROPOSED RESOLUTION AMENDMENT
Since the December 13 letter to you from Executive Officer Ralph
Richard regarding the abandonment of the Red Oaks golf course project,
members of the George W. Kuhn Drainage District and SOCRRA
communities have had another meeting with staff. As a result of that
meeting, they are recommending a change to the Commission's
December 5, 2001 resolution, which I feel the Commission can work with
in the redevelopment of the Red Oaks Golf Course project.
The following is the recommended change, which is made in the
first "Resolved":
(1) during the period of time the Oakland County Parks and
Recreation Commission is paying off over a period of
twenty (20) years or less either the Project or other loan
related to the current restoration costs of the Red Oaks
Golf Course, the GWK DD will be solely responsible for
any golf course restoration costs resulting from future
drain improvements that occur during that period;
A copy of a letter from the Troy SOCRRA Representative to the
SOCRRA members is attached for your information.
If no action is taken by SOCRRA by January 31, the project will be
abandoned at that time.

WHEREAS, on May 3, 2000 the Parks & Recreation Commission adopted
a resolution where it committed funding to restore the Red Oaks Golf Course and pay
for the restoration over the next 20 years in conjunction with bonding of the George W.
Kuhn Drain Project, subject to the following conditions: (1) the Oakland County Parks &
Recreation millage was secured throughout the 20-year period, (2) the George W. Kuhn
Drainage District's acquisition of the 18+/- acres from SOCCRA and (3) any restoration
required as a result of future drain improvements will not require Parks & Recreation
Commission funding; and
WHEREAS, the George W. Kuhn Drainage District and the Southeastern
Oakland County Resource Recovery authority are currently negotiating the acquisition
of the property by the drainage district; and
WHEREAS, SOCRRA adopted a resolution that the property acquisition
by the Drainage District is subject to the condition that current and any restoration and
alteration of the Red Oaks Golf Course be the financial responsibility of the Oakland
County Parks and Recreation Commission regardless of the need to restore or alter;
and
WHEREAS, as a result of the positions of the parties there is an impasse.
NOW THEREFORE BE IT RESOLVED, the Oakland County Parks and
Recreation Commission reaffirms its commitment and resolution to fund the restoration
of the Red Oaks Golf Course necessitated by the improvements presently being
constructed for the George W. Kuhn Drain and to pay for the restoration costs over the
next 20 years in conjunction with the bonding of the George W. Kuhn Drain Project
("Project") or by some other loan on terms acceptable to the Oakland County Parks and
Recreation Commission, subject to the following conditions:

SUBJECT: Red Oaks Golf Course
Recently a resolution was presented to the Board from the Oakland County Parks
and Recreation Commission. The resolution spelled out the Commission's
commitment to current and future restoration of the Red Oaks Golf Course. Because
no action was taken by SOCRRA, the Oakland County Parks and Recreation
Commission is recommending abandoning the redevelopment of the golf course
(copy attached).
Believing that letting the property go fallow is a detriment and not a benefit to
SOCRRA or the community, John Szerlag and I met again with Ralph Richard,
Executive Officer of Oakland County Parks and Recreation, and Joseph Colaianne,
Drainage District Insurance Administrator, to hopefully propose a solution to the
impasse. As a result, I am proposing the attached resolution approved by Ralph
Richard and Joe Colainne be approved by the SOCRRA Board at their January 16,
2002 meeting. The modification to the original resolution occurs in (1) indicating that
the time to payoff the original restoration debt could be less than twenty (20) years.
As we all know, debts can be paid off earlier depending on revenue, interest rates,
etc., and i believe the County would take advantage of any opportunity to pay off the
debt early.
The immediate benefits to approving this resolution is that SOCRRA will settle all
current litigation with the Drain Commission and eliminate future legal fees.
Additionally, SOCRRA will save maintenance fees on the property should the golf
course move forward. Finally, no one has listed what problems may occur with the
drain that would require future restoration.
A copy of this memo and the proposed resolution will also be sent to the Oakland
County Parks and Recreation Commission prior to their January 9, 2002 meeting.
Our hope would be to have them delay any action on the Red Oaks Golf Course until
after our meeting on January 16, 2002.

CHILDREN'S WATER FEATURE THEMING
RED OAKS WATER PARK RENOVATION
Staff received information regarding the theming for the children's
water play feature as discussed at the previous commission meeting. We
have selected only the basic theming package, which will consist of
custom colors and a design that will be applied to the dumping bucket. A
presentation will be made at the meeting.
The cost for this basic theming package is $15,000. This is within
the $325,000 allowance for this feature included in the Aquatic
Development Group contract. If approved, the total cost for this feature is
$299,130.

RED OAKS WATERPARK RENOVATION
Staff has selected and received an updated quotation from SCS Interactive, Inc.
for the custom painting of the structure and dumping bucket. The color selection
of the structure and bucket will accent existing colors of the waterpark.
Staff recommends approval of the custom painting of the structure and bucket for
the amount of $6,435.00,

4-WHEEL DRIVE PICK-UP REQUEST
LYON OAKS
Staff requests Commission approval to lease a 4-wheel drive, 3/ ton
pick-up for Lyon Oaks Park. This vehicle will be leased from the Oakland
County Vehicle Operations at an estimated rate of $460 per month.
This pick-up will be used for maintenance operations, including
snow removal for the golf course and day use park.
Funds are available in the 2002 Lyon Oaks Operating Budget.

EXECUTIVE OFFICER'S REPORT
---On November 7, 2001, the Parks Commission authorized staff to proceed with the approval of the
Clairview Road abandonment adjacent to Glen Oaks, plus the subsequent sale of the road right-of-way to
Grand Sakwa. The abandonment and subsequent sale have been completed; a copy of the check is
attached. These funds, as specified by the Commission, are to be used at Glen Oaks; staff is
recommending an increase in the cart path program for this year. Further information will be provided as
this project moves along.
---Parks staff recently had a meeting with Mr. Jacobs at the Drayton Plains Nature Center in response to
the discussion at the December Parks Commission meeting. Staff is continuing to encourage the Nature
Center to work with Waterford Township and Waterford Schools to keep this a local facility.
---Construction is continuing at Addison Oaks on the campground renovation project and roads. Staff
hopes to hold a Commission meeting at Addison to show you the progress this summer.
---The Red Oaks Waterpark expansion is well underway. The firm is into winter construction and
continues their work towards their July 2, 2002 target date.
---The Fridge is up and running. During the holidays the facility had approximately $20,000 in revenues
and hosted approximately 3,300 visitors.
---The city of Farmington Hills is requesting an easement at Glen Oaks Golf Course in the area of green
#5. This green is one that has been under consideration for being rebuilt; staff, therefore, will be working
towards the total cost to rebuild this green in exchange for this easement. Talks are preliminary; staff will
provide more information as we hear from the city.
---Attached for your information is a report on the volunteers and their hours for 2001. As you'll see, their
generosity of time has saved the Parks more than $121,000 in staffing costs.
---Also attached is a procedure for the waterparks pertaining to security threats that take place at the
facilities. These procedures have been worked out with the Oakland County Sheriffs Department and the
FBI.
---Independence Oaks organizational youth camping area maintenance access easement: Staff in
cooperation with Mike Hughson, Oakland County Real Estate Property Manager, have contacted New
Hope Bible Church located at 8643 Sashabaw Road, regarding a maintenance access easement. The
negotiated value of this easement is projected between $20,000 and $25,000. Staff plans to submit a
formal proposal to the Commission within 90 days.
---Next Commission meeting is scheduled for 9 a.m. on Wednesday, February 6, 2002.
