PUBLIC HEARING
February 6, 2002
The public hearing for the grant application and overall recreation master plan was called to order at 9:10
a.m. by Chairman Pecky D. Lewis, Jr. in the commission room of the Oakland County Parks and
Recreation Commission's administration office.

Chief of Design and Development Joe Figa noted that the Michigan Department of Natural Resources
requires an update of the Parks Commission's overall recreation master plan be completed and placed on
file every five years. This allows the Parks Commission to apply to the state for grants for park land
acquisition and facility development.
The plan is a compilation of county data, county -wide recreation resource inventories, demographics,
Oakland County Parks and Recreation Commission park inventories, and a needs assessment with
recommendations for future park development.
No questions were asked by the public.
GRANT APPLICATION:
Chief of Design and Development Joe Figa noted that the Department of Natural Resources notified staff
that the deadline to submit applications to request matching Michigan Natural Resources Trust and Land
and Water Conservation funds for 2002 is April 1.

A public hearing is also a requirement of the DNR to qualify for funds. Notice of the hearing was advertised
in area newspapers.
The project staff selected is as follows:
Addison Oaks Acquisition
Staff presented the project, which will be submitted as a 60/40 matching grant through the Michigan
Natural Resources Trust Fund ($2,934,600 from the Michigan Natural Resources Trust Fund and
$1,956,400 from the Oakland County Parks and Recreation Commission's funds). The total grant
application is in the amount of $4,891,000.
The proposed acquisition consists of 346.5 acres of former farmland, woods, and wetlands. The property
lies to the east of Addison Oaks, across Walker Road. The Krohn Drain runs from Lake Buhl at Addison
Oaks through the property. The property has road frontage on Walk and Romeo Roads, and has an
easement allowing access from Rochester Road.
This project is consistent with the goals adopted in the Recreation Master Plan.
No questions were asked; therefore, the public hearing was declared closed at 9:17 a.m.

'SINGSATION 2002 TRAVELING MUSIC SHOW' MINI -GRANT APPLICATION:
Moved by Mr. Kuhn, supported by Mrs. Taub to adopt the following resolution in support
of the "Singsation 2002 Traveling Music Show" mini -grant application:
WHEREAS, the Oakland County Parks and Recreation Commission has
reviewed the "Singsation 2002 Traveling Music Show" Mini -Grant application offered
through the Oakland County Cultural Council and Michigan Council for Arts and
Cultural Affairs; and
WHEREAS, the "Singsation Traveling Music Show" was developed in response
to the need for an affordable and mobile musical theatre entertainment and educational
program based on input from community organizations, parks and recreation
department directors, and Oakland County Parks and Recreation Commission and staff
members; and
WHEREAS, the "Singsation 2002 Traveling Music Show" meets the Oakland
County Parks and Recreation Commission's goals and objectives of innovative
specialized recreation programs and cultural experiences; and
WHEREAS, the goals and objectives will assist the Oakland County Parks and
Recreation Commission in determining future specialized recreation programs, in
providing these programs to communities and organizations where these resources are
otherwise unavailable and to increase exposure and appreciation for arts and culture.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission accepts the "Singsation 2002 Traveling Music Show" Mini -
Grant application request for submittal to the Oakland County Cultural Council and
Michigan Council for Arts and Cultural Affairs.

AMENDMENT TO THE 2002 OPERATING AND CIP BUDGETS:

Improvement Projects Budgets by transferring the amount of $73,500 from the 2002
Operating Budget Contingency to the Red Oaks Waterpark Building Maintenance line item,
plus transferring the amount of $73,500 from the CIP Red Oaks Waterpark Water Feature
— Youth to the 2002 CIP Contingency.

OVERALL RECREATION MASTER PLAN:
Land Ethics, Inc., consultants Peter Kumble and Chip Smith presented the final draft of the Parks
Commission's revised overall recreation master plan including recommendations to be used as a guide for
strategic planning.
Commission noted some discrepancies that need to be corrected before the final copy is forwarded to the
Department of Natural Resources.
Moved by Mr. McPherson, supported by Mr. VanderVeen to adopt the following resolution
approving the Oakland County Parks and Recreation Master Plan — February 6, 2002, with
the corrections as discussed:
WHEREAS, the Oakland County Parks and Recreation Commission has reviewed
the "Oakland County Parks and Recreation Master Plan — February 6, 2002;" and
WHEREAS, the "Oakland County Parks and Recreation Master Plan — February
6, 2002" goals and objectives were developed in response to the identified needs and
deficiencies based on citizen surveys, and input from county and local governmental
officials, parks and recreation department directors, and Oakland County Parks and
Recreation Commission and staff members; and
WHEREAS, the "Oakland County Parks and Recreation Master Plan — February
6, 2002" meets the Oakland County Parks and Recreation Commission's long-range goals,
objectives, and financial funding; and

WHEREAS, the goals and objectives will assist the Oakland County Parks and
Recreation Commission in determining future planning by lending direction while remaining
flexible to allow for adjustments by creative and responsible management.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission adopts the revised "Oakland County Parks and Recreation Master
Plan — February 6, 2002."

Deadline for submission to the DNR is April 1. Chairman Lewis will review the final copy of the plan before
it is sent to the DNR. Commissioners will be provided with a summary sheet of the noted corrections to be
added to their copies of the master plan.
Executive Officer Richard also noted that staff is currently reviewing and updating the Commission's
strategic plan; copies will be provided to the Commission once the revisions are complete.
Commissioner McPherson also requested a list of the current team sports in which we are involved, along
with potential program involvement.
GRANT APPLICATION SUBMISSION:
Moved by Obrecht, supported by Mr. VanderVeen to adopt the following resolution for the
submission of a grant application:
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that application for cost sharing grants
from the Michigan Natural Resources Trust Fund and Land and Water Conservation Fund
may be submitted by April 1; and
WHEREAS, the Oakland County Parks and Recreation Commission has identified
and established priorities for acquisitions within the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recommends
the filing of the following application to the Department of Natural Resources for matching
grant:
Addison Oaks Acquisition
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends adoption of the above -said grant application with the
appropriate matching funds to be designated from the one -quarter mill.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:

---Everything is a "go" for the Red Oaks Golf Course. Construction completion is expected this fall, with
grow -in this fall and spring and opening in July, 2003.
---Annual Recognition Luncheon is Friday, March 22, at White Lake Oaks. Invitations and additional
information will be mailed shortly.
---Lyon Oaks Golf Course dedication is April 30, with a buffet breakfast at approximately 9:30 a.m., golf tee
off at 10:30 a.m., and hors d'oeuvres and cocktails to follow.
Commissioners concurred on the choice of a coffee mug as a giveaway. Also, commissioners will be
allowed to invite up to 8 persons as their personal guests. That list must be provided to Jan Pung no later
than March 15.
---Commission concurred with staffs recommendation to use $10,000 of the funds from the sale of the right-
of-way at Glen Oaks for the purchase of a 20' x 30' pavilion tent. This tent will be placed over the clubhouse
patio area; and, along with being used for small outings and receptions, will be the designated smoking
area, making the indoor grill room all non-smoking. The remaining $40,000 from the right-of-way sale will
be used for cart path expansion, as recommended previously.
The meeting was adjourned at 11:00 a.m.
The next Commission meeting will be 9:00 a.m. on Wednesday, March 13, 2002.

FINANCIAL PROCESS NARRATIVES AND FLOWCHARTS DRAFT REPORT
In FY2001, Oakland County Auditing Division, as requested by the county auditors,
PricewaterhouseCoopers (PWC), interviewed Oakland County Parks & Recreation
Commission (O.C.P.& R.C.) staff in order to create a narrative and flowchart report on the
financial processes for O.C.P. & R.C. This report was to help PWC assess the strength of
our internal control structure and, also, help to determine the amount of testing to be
performed on the audit (PWC auditors did use this information during their FY2001 audit
of O.C.P. & R.C.). In addition, the finished product gives an excellent overview of the
financial system and provides a footprint (institutional knowledge) for employees to follow.
It, also, serves as a living document of the park system's financial processes which can be
incorporated into existing policies and procedures and updated at the time changes occur.
Oakland County Auditing Division has requested the Commission approve this report
before final copies of this report are printed and distributed. Because it is a large
document, only one copy of the draft is available for your review. The draft copy of the
report has been reviewed and approved by O.C.P. & R.C. staff.
Staff is requesting your acceptance of this draft copy of the Oakland County Parks and
Recreation Financial Process Narratives and Flowcharts report to be used as an internal
control tool. Upon acceptance, Oakland County Auditing Division will then present the
final document to other county commissioners and staff as an example of what other
departments can accomplish in documenting institutional knowledge.

PROPOSED EASEMENT
INDEPENDENCE OAKS
Attached is the proposed easement agreement between the County of
Oakland and the New Hope Bible Church. Staff and Mike Hughson, Property
Management Specialist for the county, have negotiated the terms of this
agreement.
This easement is necessary for the construction and maintenance of the
proposed organizational youth campground facility at the park. Currently, this
facility is land -locked by residential properties and wetland.
Funds for this project are available in the 2002 CIP Budget.
Staff is requesting Commission approval to be forwarded to the county's
Board of Commissioners for final approval.

New Hope Bible Church (NHBC) Property/Independence Oaks
Organizational Youth Campground Site
Dear Pastor Boussie:
Per our negotiation meeting of January 10, 2002, Oakland County Parks and Recreation
Commission (OCPR) is proposing to construct a Organizational Youth Campground (OYG)
at Independence Oaks County Park northwesterly of the New Hope Bible Church property.
The New Hope Bible Church has agreed to grant a 15-ft. wide permanent easement to the
County of Oakland for ingress and egress purposes over the southerly portion of the church
property as referenced above and described in the attached easement document. Also,
OCPR is requesting that the New Hope Bible Church (NHBC) grant a 10-ft wide Detroit
Edison Easement over the east 10-ft. of the most northerly 200-ft. of the church property for
underground electric service. In lieu of compensation and in return for granting said
easements the Oakland County Parks and Recreation Commission agrees to perform and/or
provide the following services, materials and/or equipment at County expense:
OCPR shall compensate NHBC for attorney fees to be incurred, in the amount of $750.00.
As discussed at the January I0fl' meeting, OCPR has obtained soil tests from Testing
Engineers & Consultant, Inc., Troy, Michigan, for the Phase I southerly 24' parking lot lane.
Enclosed is a copy of TEC Report #41403 verifying that sufficient soil capacity exists for
construction equipment with the conditioned upon the following:
A) Maintaining a maximum speed of 10 MPH.
B) Minimize turning on asphalt surface
OCPR shall provide the following list of materials for the township required landscaping
with installation by NHBC.
A) All required plant material (see attached plant schedules)
B) 60 cyds of 50/50 topsoil and peat planting bed mix (6" depth).

C) 875 if of Commercial Grade Plastic Edging.

G) 13 - 50 lb bags of Sunny Mix seed.
OCPR shall provide a tree spade machine and sufficient personnel required to relocate
sixty-six nursery stock evergreen size trees from the rear (westerly) area of the Church
property to locations on the church property as designated by the Church representative
and/or its landscape architect. This relocation shall be done between the months of March
- May or September - December, 2002.
OCPR will not warranty any or all of the plant material installed or relocated by OCPR
and/or NHBC.
OCPR is "Self Insured" and shall provide copies of all Workers Compensation Insurance
Certificates for its contractors working on the property.
The easement for underground electric service shall be subject to the terms and conditions
as set forth in the attached Detroit Edison Underground Easement document.
Compensation for said easement in the amount of $1.00 shall be paid by OCPR.
OCPR retains the right to trim and maintain any vegetation located within the described
easement, including trees and branches that may interfere with vehicle movement.
OCPR will exercise reasonable care when utilizing the easement area for its intended use
so as not to damage or disturb grantor's property.
Upon completion of the proposed the campground construction or prior to June 1, 2004,
which ever occurs first. The OCPR shall restore the easement area and any other areas of
the New Hope Bible Church property damaged as a result of OCPR campground
construction activities. OCPR will not be responsible for future repair to the New Hope
Bible Church asphalt parking lot, driveway or other areas located within the easement
unless damage is directly attributed to OCPR use of the easement area.
If the foregoing meets your approval, please acknowledge one copy of this letter and return
to the undersigned. We look forward to a long and positive relationship with the New
Hope Bible Church.

accomr-nodate future development of the above -described property. Any relocation of the easement will
be at a location that is mutually agreeable to the parties. The parties hereby agree to share equally in the

Upon completion of the Grantee's proposed campground construction project or prior to June 1, 2004,

LYON OAKS
CONSULTANT CONTRACT AMENDMENT
The contract with Beckett Raeder Inc. (BRI) for Lyon Oaks commenced on April
28, 1998. This contract included design services and construction supervision. The
project construction was to begin in May of 2000 with an estimated construction
completion in approximately 12 to 15 months. This would have brought the completion
date for this contract to July of 2001. Due to the delays in this project, BRI has
expended, from August of 2001 through February 2002, an additional 805 hours.
Portions of these fees were paid using funds approved March 15, 2000 for inspection,
leaving a remaining balance of $13,000. Therefore, if we elect to continue working with
this firm, we need to authorize payment of $13,000 for work done through February
2002 and an estimated amount of $6,900 for March, for a total cost of $18,900.
Due to the problems and circumstances of this project, they have agreed to bill
at a rate of $60.00 per hour for all involved staff rather than at the contracted amount
of $80.00 for the principal and $65.00 for the senior associate. In addition, we have
estimated that BRI has saved Oakland County Parks and Recreation approximately
$200,000 by negotiating initial cost requests from our contractor throughout this
project.
Their assistance will be needed through June 2002, the estimated completion
date of the remaining portions of this project —primarily the day use area and
additional site work remaining around the clubhouse.
Staff is presently reviewing this request and will make a presentation and
recommendation at the commission meeting.

SPRINGFIELD OAKS
ACTIVITY CENTER RENOVATION
Staff is in the process of updating the Activity Center at Springfield Oaks.
Integrated Design Solutions has assisted us with the design intent for this facility,
primarily in the small banquet room and the lobby area. This area has not been
updated since the building was constructed in the early 70's, except for some
minor changes.
Several improvements are planned in a phased construction mode. It
includes new flooring, painting, a folding partition replacement, window
replacement and treatments, lighting replacement, and wall treatments.
The first phase of this renovation is painting, construction of a temporary
partition storage pocket, and the carpet and resilient tile replacement. A quotation
was received from Interior Dynamics for carpet and tile replacement, in
accordance with the colors and material selected by our consultants. Interior
Dynamics is a blanket order service contract vender.
The cost for the material and installation of new carpet (252 sq. yd.), vinyl
tile (4,230 sq. ft.), and 600 ft. of wall base is $16,599.73. This quote also includes
preparation of the existing substrate by skim coating the entire floor where new
tile is to be installed:
Staff recommends awarding this work to Interior Dynamics for $16,599.73,
with a contingency of $1,600, for a total budgeted amount of $18,199.73.
This has been budgeted in the operation and maintenance budget.

Springfield Oaks
Activity Center
Staff recommendation
The plans developed by Ids for the renovation for the Springfield Activity center
specified, besides the carpet and tile replacements, an entrance mat material in
two locations. The quote we received indicated a $7,157 cost. We felt that this
was to expensive material for this use.
We requested from Interior Dynamics a substitute for this item. They presented
us another type of mat material in the form of a tile mat. This item fulfills the
need and is considerably less costly.
The estimated cost is $2,200. The cost of this was not included in the
recommended cost for this project.
Staff would therefore recommend that an additional $2,200 be included in the
cost for an amount of $18,799.73 plus $1,200.27 contingency for a total project
cost of $20, 000.

Natural Areas Program
Progress and Prospects
Oakland County Parks is home to several thousand acres of woodland, wetland
and meadow ecosystems. These lands provide the backdrop, or `fabric', within which
most park activities are nestled. They also are usable places in their own right where
park patrons enjoy nature walks, bicycling, hunting, and other activities. As such, they
comprise an important element of the Oakland County Park System.
Three Major Initiatives Underway:
1. GIS-Based Priority Acquisition Model: Initial development is complete. The
model is an interactive database for use as an aide to land acquisition decision -
making. It can be modified and adjusted as acquisition priorities change over
time.
2. Natural Resource Inventory:
Rationale: Strategic Plan: "Establish on an ongoing basis a 70/30 percent ratio
of undeveloped to developed land for the total park system", and "produce a
model to depict lands in OCPRC that are developed and undeveloped."
Project: Adopt definitions for land classification. Using GIS technology,
produce coverage maps for each park, computing acreage of developed, managed
and natural lands.
Status: All park coverages are complete except Lyon Oaks. The current ratio of
natural to developed parkland is 76/24, slightly above our desired mark.
Future: When new development is planned, impact to natural areas can be
quantified ahead of time. Maps can be updated as new aerial surveys are flown.
The data will also be shared on the GIS server to ensure standardized format and
access.
3. Natural Resource Management:
Rationale: Strategic Plan is to "produce a natural resource plan to identify,
prioritize and implement management strategies for park properties."
Project: One simple method to increase natural areas is simply to suspend
mowing. Prime areas for a "no -mow" policy are seasonally wet areas, edges of
lakes and streams, buffer or screen plantings, and idle areas that are mowed out of
habit.
Status: Pilot sites at Waterford, Groveland and Addison Oaks will be delimited
this spring, with interpretive signs explaining the project. Complementary
information will be prepared as brochures or fliers to distribute at the nature
centers.
Future: The remaining parks can be assessed to set aside areas for "no -mow".
This can significantly increase quantity and quality of natural areas in the park.

Request for proposals for our 4t" of July Firework shows have been
received. The show at Addison Oaks will be held on Friday, July 5, 2002 and at
Groveland Oaks on Saturday, July 6, 2002.
Three companies responded to our request for a $7,000 fireworks display
at each location. The summaries for each show are as follows:

recommendation to award again the contract to Colonial Fireworks for $14,000
($7,000 for Addison, $7,000 for Groveland).

cart for the following reasons:
• The county's current fleet is 100% Club Car. Parts inventories and technical training would
be harmed with a mixed fleet. In addition, we currently have all technicians trained on Club
Car golf cars, and we have a blanket purchase order for parts at a 20% discount.
• Past experience dictates that the Club Car golf cars perform superior to all other products,
and the life cycle cost of ownership is less with Club Cars.
• Club Car uses an all -aluminum frame, which will not rust or corrode over the life of the
product. The Club Car is also lighter and causes significantly less damage to the turf due to
decreased compaction.
• Club Car's Armorflex® body is extremely durable and has color molded throughout the
material, which makes scratches minimal, from an appearance standpoint.
• Club Car features a 9.0 hp single cylinder, overhead valve engine with a gear driven
camshaft, fully pressurized oil lubrication system, and a spin -on automotive oil filter.
Funds for the 39 cars for Springfield Oaks will come from the Small Tools line item. The one
concession cart will be operated by Oak Management on the Lyon Oaks Golf Course, and the

Funds for this purchase are available in the Lyon Oaks Capital Improvement
Budget/Recreation Activity Fields.

LYON OAKS NATURE CENTER PORTABLE CLASSROOM
Equipment: Bids were requested for a 24' x 64' Portable Classroom
Three bids were received:

This portable classroom will serve as a temporary nature center at Lyon Oaks County Park.
Portable classrooms have been used in the Birmingham and West Bloomfield school districts for
use as nature/environmental centers.
This facility will be used until a permanent nature center can be built. Based on current
information, it is estimated that the portable classroom will be in use for four to five years.
Each company offered a very similar product. All three bids included units that were in
compliance with ADA and Michigan code for educational use. They provided partitioning
according to a floor plan provided.
Purchasing a unit is more economical than renting, based on the projected duration for use as a
nature center.
It is staffs recommendation that McDonald Modular Solutions in Southfield, with a bid of
$47,140.00 plus $2,440.00 for T1-11 exterior siding, be awarded the contract. Pictures attached
reflect similar units. Additional photos will be available at the commission meeting. After the
permanent nature center is complete, the portable classroom can be moved to another park to
serve as an office, storage or activity center.
Monies are available in the Lyon Oaks Operating Budget and the Operating Budget
Contingency.

EXECUTIVE OFFICER'S REPORT
---Staff participated in the Detroit Golf Show at the Novi Expo Center March 8 — 10 promoting Lyon Oaks
and golf at the Oakland County Parks.
---There were 3,052 trees recycled through the 2002 Christmas Tree Recycling Program at eight
collection sites (Lyon Oaks and Red Oaks did not participate this year due to construction).
---Oakland County Children's Village Foundation recognized the Commission's continuing support of on-
going recreational programs and fundraising efforts with its "2001 Children, The Heart of Our Foundation"
Award.
---Adaptive Recreation: We are spearheading two new groups for individuals with disabilities.
Agencies servicing individuals with mental impairments — we hosted a meeting and invited agencies
including Macomb Oakland Regional Center, Community Mental Health, Special Olympics, etc., along
with active group home managers and parents for a brainstorming meeting. We are trying to cooperate
with other agencies to increase the number of residents that we service, as well as not to duplicate each
other program. The meeting was beneficial with the key players in the field.
Adaptive Sports and Recreation Coalition — this is a group of 15 different disabled sports organizations.
The group is cooperatively working together on marketing, volunteer and fundraising. We have combined
our mailing list and now have over 1800 athletes. A brochure is in the developmental stages. Wright &
Filippis has offered to typeset and print; the approximate value of their sponsorship is $2,500. Our first
cooperative event is a wheelchair basketball clinic, with paralympian basketball player Steve Welce in
April.
Currently our role is to oversee the administration of these two groups so they can move forward. There is
not one agency that has the resources of what is available for either the physically and mentally impaired.
---Attached is a letter from Fair Oaks (not received yet) requesting the Parks Commission's consideration
to change the name of the Springfield Oaks Activities Center to the Oakland County Fairgrounds.
---The Oakland County Parks has been a supporting partner of the Michigan Senior Olympics for 22
years. This non-profit organization is committed to healthy life skills, instructional clinics and athletic
competitions for the 50+ age group. Winter Senior Olympics competitions were held February 4-6 in
Gaylord. The CBS network covered the events and produced a 7-minute program that aired on the
February 17 "CBS Sunday Morning" program. Video available for viewing as time permits.
---Annual Recognition Luncheon is Friday, March 22 at White Lake Oaks. Invitations have been mailed.
