ACTIVITIES REPORT: The Activities Report for the month of July, 2002 was accepted as filed. AWARD PRESENTATIONS: Chief of Recreation Sue Wells presented the Commission with a plaque from the Rainbow Connection in appreciation and gratitude to the Parks Commission for staffs efforts in making the Rainbow Connection's picnic at Waterford Oaks a success. AMENDMENT TO THE 2002 OPERATING AND CIP BUDGETS: Moved by Mr. VanderVeen, supported by Mrs. Taub to amend the 2002 Operating Budget by approving the transfer of $1,108,279 from the FY2002 Capital Improvement Projects Budget to the FY2002 Operating Budget Operating Expense line item, in accordance with the Commission's 2002 General Appropriations Act, which incorporates the Uniform Local Budgeting Act. HESS GRANT Moved by Mr. Kuhn, supported by Mr. McCulloch to adopt the following resolution in support of the acceptance of the $5,000 grant from the William and Myrtle Hess Charitable Foundation for assistance in the development of the organizational youth camping area at Independence Oaks: WHEREAS, the Oakland County Parks and Recreation Commission has identified the development of an organizational youth group camping area in the master plan for Independence Oaks County Park; and WHEREAS, the Oakland County Parks and Recreation Commission has included the Youth Camp Site Development Project in its 2003 Capital Improvement Projects Budget; and WHEREAS, the Parks and Recreation Commission has been notified that it is the recipient of a $5,000 grant through the William and Myrtle Hess Charitable Foundation for the purpose of developing an organizational youth group camping area at Independence Oaks County Park. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission approves acceptance of the $5,000 William and Myrtle Hess Charitable Foundation grant for funding to assist in the development of the organizational youth group camping facility at Independence Oaks County Park. FURTHER BE IT RESOLVED that the Oakland County Parks and Recreation Commission forwards this resolution to the Oakland County Board of Commissioners for their approval per the county's grant procedures. THERAPEUTIC RECREATION EQUIPMENT: 4-3 (Commission Meeting, September 4, 2002) Moved by Mr. VanderVeen, supported by Mr. Obrecht to approve the purchase of adaptive recreation equipment from Don Krebs in an amount not to exceed $5,000.00, for reimbursement through the Beaumont Hospital — Community Connection Program. CONTACT STATION — ADDISON OAKS: Bids were presented at the August 7 meeting for the construction of the contact station at Addison Oaks, at which time the Commission directed staff to re -bid the project. Chief of Design and Development Joe Figa met with the low bidder, Cedroni Associates, Inc., who clarified some of the main issues related to the bids. Mr. Figa reviewed those clarifications and recommended the Commission reconsider awarding the bid to the low bidder. Mr. Figa also requested approval of an addendum in the amount of $3,082 for electrical installation Moved by Mr. McCulloch, supported by Mr. VanderVeen to award the bid for the construction of the contact station at Addison Oaks to the low bidder, Cedroni Associates, Inc., in the amount of $97,253.00 for the base bid, plus an addendum in the amount of $3,082.00 for electrical installation, for a total contract amount of $100,335.00. Commission also approved a five percent contingency of $5,000.00, for a total budgeted amount of $105,335.00. WATERFORD OAKS WAVE POOL RENOVATION: Chief of Design and Development Joe Figa reported that the bids received for the Waterford Oaks Wave Pool renovation project far exceed the budgeted amount. Staff is currently evaluating the project with the low bidder and consultant for possible modifications to reduce the cost of the project. Mr. Figa noted that, even with the modifications, the project will be over budget. And, if the modifications will not be a value change, staff may re -bid the project. However, because this project has grant funding, staff will also contact the state to ensure we do not lose the grant because of a possible delay. Staff is also contacting the Oakland County Health Department for approval to postpone the replacement of the marsite in the splashdown pool on the waterslide for another year. OAKLAND COUNTY TRAIL/PATH NETWORK ASSESSMENT: Commissioners received a copy of the Oakland County Trail/Path Network Assessment Study. Staff requested this study be placed on the next meeting's agenda to allow for additional review and recommendations. Commissioner Obrecht requested staff proceed with the creation of the trails coordinator position. 4-4 (Commission Meeting, September 4, 2002) EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---Executive Officer Richard updated the Commission on discussions held with Mr. Walter Robinson; Mr. Robinson has approached staff with a proposal to erect a dome covering 4 to 8 of the tennis courts at Waterford Oaks. Mr. Robinson is seeking financial support for this endeavor and working with officials from the Waterford School District and Waterford Township for support of this project. He will present his proposal to the Parks Commission once he has received local approval. Commissioner McPherson requested staff and Commission continue to consider providing a sports complex for county residents. ---Commission will be providing free park entry to the parks on September 11 as "Remembrance Day" for those people who may wish to spend this day in quiet contemplation. OLD BUSINESS: ---Commissioner Skarritt shared information on the Springfield Oaks Golf Course from two books dated 1925 and 1929, including the donation of the land by Manley Davis in honor of his father, and the $.35 green fees for a round of 9 holes of golf. ---Staff has been working with Management and Budget and the County Treasurer on the financing for the renovation of the Red Oaks Golf Course through the Delinquent Tax Revolving Fund. Commissioner McCulloch suggested a resolution in support of this financing may be helpful; he also suggested requesting the funds be tied into the state revolving fixed interest rate of 2.5%. Moved by Mr. Skarritt, supported by Mr. McCulloch to adopt a resolution in support of the Oakland County Parks and Recreation Commission borrowing up to $3 Million for a ten- year term with a fixed interest rate of 2.5 % through the county's Delinquent Tax Revolving Fund for the re -construction of the Red Oaks Golf Course. NEW BUSINESS: Commissioners inquired about spraying within the parks for mosquito control. Commission predicted this will become a major issue next year and suggested staff begin now to market our efforts_ in addressing this issue and assure the public that the parks are safe. The proposed revenue budget for Fiscal Year 2003 is $21,029,026, up 7.1% over the proposed budget for Fiscal Year 2002. Of this amount, $8,593,600 comes from fees and charges and interest on investments; the remaining balance of $12,435,426 will come from the millage. The proposed operating budget for Fiscal Year 2003 is $18,724,823, an increase of 18.7% over the 2002 proposed budget. The higher increase is due to the inclusion of depreciation costs of $2,450,240, plus a 3.0% salary increase for full-time, part-time eligible employees, and part-time non -eligible employees. In addition, $498,767 has been included in the Administration Operating Budget for indirect cost charges; the county will be subsidizing $413,167 of this amount, leaving a total indirect cost to Parks and Recreation of $85,600. Our Fiscal Year 2002 adjusted operating budget is 83% or $1,306,435 more than originally budgeted due to depreciation costs. Our Fiscal Year 2002 revenue budget is 3.7% or $735,153 less than originally budgeted. 4a - 1 Operating Equipment requests for Fiscal Year 2003 total $784,500. Of this amount, $226,500 will be spent on start-up equipment at Red Oaks Golf Course. Estimated new funds for capital development for Fiscal Year 2003 total $4,643,870, of which $572,100 is earmarked for payment to the Oakland County Building Authority. We are also estimating a debt retirement charge of $300,000 for Red Oaks Golf Course. The balance of $3,771,770 is available to fund additional capital projects. Commissioner Obrecht questioned the placement of the trail coordinator position in the 2003 Operating Budget. Staff noted the funds are available and earmarked in the contingency line item, then explained the upcoming procedure for approval of this position. ITEM #6 OAKLAND COUNTY TRAIL/PATH NETWORK ASSESSMENT Last month staff distributed copies of the Oakland County Trail/Path Network Study Assessment for Commission review. Staff is recommending that the Parks Commission receive this study. Staff is also recommending we hold a meeting, as recommended in the study, inviting representatives from all the trail groups to review the trail staff position to ensure we are hiring the right person for the job. This meeting has been scheduled at the Parks office at 9:30 a.m. on Friday, October 25. Staff is also hoping to initiate the advisory committee, as detailed in the study assessment. Staff will be available to answer any questions you may have. 6-1 WATERFORD OAKS WAVE POOL RENOVATION Bids were received on August 28, 2002 for the renovation of the Waterford Oaks wavepool. There were several base bids and alternates. Base Bid #1 consisted of the demolition and repouring of the concrete pool bottom; replacement and/or repair of the drainage system; replacement of the pool surface; replacement of the pool coping, as required; repair of the pool lights, gutter, and other miscellaneous repairs. Also included was a reconfiguration of the approach to the pool to allow for some new water features. Alternates for Base Bid #1 were for new water features and associated piping, a new feature at the back of the pool, and amenities at the pool entry. Base Bid #2 was for the removal and installation of new wave making equipment. Base Bid #3 was for the renovation of the smaller mat water slide pool, including replacing the adjacent concrete deck. There were also three alternates for different ways to renovate this pool. Base Bid #4 was to separate the filtration system for raft ride and children's play structure. The bids are attached. The bids were considerably higher than anticipated and over the amount that was budgeted; therefore, our consultants and staff met with the low bidder, Aristeo Construction, to look at some alternative value engineering. This proved to be quite successful in reducing the overall cost without compromising the intent of this project. The 2003 Capital Improvement Project Budget identifies $700,000 for the wavepool renovation and $60,000 for the mat slide pool repairs. There is also a $250,000 CMI Clean Michigan Initiative grant for this project. The approved 2003 Capital Improvement Project Budget (CIP) identifies $1,000,000 for the Clubhouse Building and Site Construction. The Commission previously approved the contract for the construction of the clubhouse building in the amount of $495,047 on August 7, 2002, for a total remaining budgeted amount of $504,953. In an effort to begin construction before inclement weather, staff is requesting Commission authorize approval of the contract for the site construction to the lowest qualified bidder, with a 5% contingency, as long as the bid does not exceed the budgeted amount. If approved, staff will report at the November meeting with the contractor name and exact amount awarded. 7-3 ASPHALT CART PATH GLEN OAKS Bids were sent out to asphalt contractors for the paving of most of the cart paths from tee to green at Glen Oaks Golf Course. This project was bid out this past spring; however, with a low response from contractors (one bid) and the price over budget, we rejected the bid and choose to scale down a few areas and re -bid. This bid is expected to be received after this September 25 Commission meeting. Staff is asking for permission to award this bid to the low bidder, providing they are not over the budget amount of $115,000. This would enable the contractor to get started by mid -October and complete the project before snowfall. Staff would report back to the Commission at the November meeting as to the exact amount and contractor that was awarded the bid. 7-4 ADDISON, GROVELAND AND LYON OAKS PLAYGROUND CONSTRUCTION A request for bids was sent out for playground construction for three parks: Addison, Groveland and Lyon Oaks. Each park has an individually designed playground, modeled as per individual manufacturer's specifications. Each site will also have different costs associated with development. The approved 2003 Capital Improvement Project (CIP) budget amount for the completion of all three projects, inclusive of equipment, was $135,000. The amount expended for purchase of equipment was $67,810 and was approved at the September 2, 2002 Commission meeting. The total budget remaining for the construction phase is $67,190 for the three parks. Bids are due after the September 25 meeting. Staff is requesting authorization to award the contract(s) to the lowest qualified bidder, with a 5% contingency, contingent upon the bids not exceeding the budgeted amount. If approved, staff will report at the November meeting with the contractor name and exact amount awarded. 7-5 LYON OAKS ROAD & PARKING EXPANSION A request for bids was sent out for construction for Lyon Oaks; sealed bids are due on October 2, 2002. The project involves construction of a gravel road, gravel parking, and asphalt handicap parking, as well as the drainage, grading and seeding of the two athletic fields totaling 15 acres, north of the Bark Park. The approved 2003 Capital Improvement Budget (CIP) identifies $225,000 for the project distributed between two line items: Day Use Recreation Field Development $95,000 Day Use Drive and Parking Lot, Bark Park $130,000 Staff requests authorization to award the contract to the lowest qualified bidder with a 7% contingency, contingent upon the bids not exceeding the budgeted amount. Work should begin in October and conclude in the spring of 1 If approved, staff will report at the November meeting with the contractor name and exact amount awarded. 7-6 ITEM #8 RED OAKS GOLF COURSE Staff has discussed the loan for the reconstruction of the Red Oaks Golf Course with Oakland County Treasurer Dohany, and other meetings are taking place to secure funding based through the county's Delinquent Tax Revolving Fund. Presently they want to charge the Parks Commission a variable rate; we are working towards a fixed rate for a ten-year period. In the interim, the Oakland County Drain Commission is paying our construction costs; the Parks Commission will reimburse these costs once the funding details are worked out with the County Treasurer and Management and Budget. 8-1 ITEM # 9 EXECUTIVE OFFICER'S REPORT --- SEMCOG AWARD HONOR — The "Seedlings to Trees — A Natural Partnership" entry in the SEMCOG/MAC 2002 Joint Public Services Awards program received an honorable mention in the category of Outstanding Public/Private Partnership. ---Lifeguard Rescues - This summer Oakland County Parks lifeguards made a total of 522 successful active rescues (where the guard enters the water) at the three beaches and two waterparks. Despite the hot summer, the rescues were down by 3 from 2001.
