Chairman Pecky Lewis called the meeting to order at 9:13 a.m. in the commission room of the Parks and
Recreation Commission's administration office.

Waterpark, to the low bidder meeting specifications, Weingartz, in the amount of
$12,677.00.
One Toro 72" outfront rotary mower for the Red Oaks Golf Course to the low bidder,
Spartan Distributors, in the amount of $13,245.00.
One 126" 44 hp rotary mower for Lyon Oaks Park to the low bidder, Spartan Distributors,
in the amount of $34,652.00.

bidder, Turfgrass, in the amount of $13,236.60; plus awarded the purchase of 1 ton of Urea
fertilizer to the low bidder, United Horticultural, in the amount of $250.00. Total purchase
price for the fertilizer was $13,486.60.

Annual supply of liquid fertilizer for Lyon Oaks split and awarded the purchase of 44
gallons of 10-3-4 + FE, 33 gallons of 1-0-14 + MIC, and 10 gallons of 6-4-4 liquid fertilizer
to the low bidder, Turfgrass, in the amount of $3,192.64; plus awarded the purchase of 23
gallons of Bio-Stim liquid fertilizer to the low bidder, Simplot, in the amount of $971.75.
Total purchase price for the fertilizer was $4,164.39.
One 23 hp diesel utility vehicle for Red Oaks to the low bidder, Weingartz, in the amount
of $17,990.00; and one 10 hp utility vehicle for Red Oaks to the low bidder Thesier, in the
amount of $5,205.01. Total purchase price for the two vehicles is $23,195.01.

of steel retaining walls to edge portions of the irrigation pond at Glen Oaks to the low

$3,800, for a total budgeted amount of $41,800.00.

services for Addison, Glen, Groveland, Independence, Red Oaks Waterpark, Springfield,
Waterford, and White Lake Oaks for 2003 to the low bidder, Gifts of Remembrance, LLC,
in the amount of $35,425.58, plus a contingency in the amount of $14,574.42, for a total
budgeted amount of $50,000.00. In July, staff will provide an update with the new
requested plantings, plus the recommended fall mums and spring bulb plantings.
Later in the year, staff will present a recommendation for approval of an extension of the contract.
Secretary Korzon expressed concern with the way the additional plantings were included in the agenda
information, requesting a clearer presentation of this information in the future.

-- Vice Chairman Skarritt reported that engineering plans through the Road Commission for Oakland County
for the corner of Williams Lake Road and M-59 will not affect the golf course at White Lake Oaks, except
for the road being paved.

RULES AND REGULATIONS
Staff has been notified by the Oakland County Board of Commissioners
administration that the General Rules and Regulations revisions approved by the
Parks Commission at the February 5, 2003 meeting require a formal resolution
for their review and adoption.
That resolution is attached for your adoption.

RESOLUTION
WHEREAS the Oakland County Parks and Recreation Commission was established by the
Oakland County Board of Supervisors in 1966 under P.A. 261; and
WHEREAS P.A. 261 includes a provision to allow county parks commissions to make rules
for the protection, regulation and control of all its facilities and areas with the approval of the
Oakland County Board of Commissioners; and
WHEREAS the Oakland County Parks and Recreation Commission has established rules
and regulations for this protection, regulation and control; and
WHEREAS revisions for clarification purposes are requested, which have been reviewed
and approved by Oakland County Corporation Counsel; and
WHEREAS the Oakland County Parks and Recreation Commission approved these
revisions at their regular meeting on February 5, 2003.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission adopts this resolution for forwarding and approval by the Oakland County Board of
Commissioners.

EXECUTIVE OFFICER'S REPORT
---Glen Oaks, Springfield Oaks, and White Lake Oaks are scheduled to open this last weekend
of March; Lyon Oaks is scheduled to open Friday, April 4.
---Staff has been notified that our tree planting grant application through the DTE Energy Tree
Planting Grant program was not among those approved for award this year. This was a 50/50
grant with $3,900 coming from the grant and $3,900 coming from Parks funds, for a total
program of $7,800.
---Attached is a copy of the 2002-2003 Year End Report for The Fridge for your information.
---The Trails Network Coordinator position has been posted; no closing date has yet been set.
Applications will be reviewed on April 4 for the list of candidates; from there we will see about
setting up interviews.

---On Saturday, March 8, four staff members attended the annual conference of the Michigan
Barn Preservation Network at MSU in East Lansing. The 300+ attendees participated in a
variety of seminars including barn restoration, relocation, tours, programs, and special events.
At the luncheon, RBI 33, LLC, represented by Tim Birtsas, received recognition from the MBPN
for the Ellis Barn as the "2003 Barn of the Year."

The Fridge End of the year Report for 2002-2003
Quickly stated the Fridge had its best year ever! Opening day was December 22, 2002 and
the last was March 13, 2003. One of the key factors was the cold weather staying
consistently below 30. We were open 12 more days than last year for a total of 74, a 16%
increase. Riders were up over 18% to 23,577 visits at the Fridge. Revenue toped out
$128,273.00 up 17.5%.
Our reserved groups accounted for 27% of the riders and 24% of the revenue. Of the groups
over 25% are church groups, the balance is Scout, youth, and other affiliated groups. New
this year was Scout night on Wednesday nights. Over 284 Scouts took advantage of the
special rate on a usually very slow night. Our Special opening groups (Sunday, Monday,
and Tuesday nights) were sold out at one point (two canceled) with 20 groups accounting for
7.3% of total revenue.
The Ice crew did an excellent job of keeping the ice consistently in great shape. The crowd:
were quite large during the holidays and the Sundays in January. For 2003-2004 season we
should look at rationing tickets or selling only a preset number like ski hills during expected
times. Over 98% of the evaluations from the public had a great time, but most want a lift
system to transport the toboggans.
