Chairman Pecky Lewis called the meeting to order at 9:07 a.m. in the commission room of the parks and
Recreation Commission's administration office.

COMBINED STATEMENT OF OPERATIONS:
The Combined Statement of Operations for June (FM 09, FY 2003), 2003 was accepted as filed.
CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE:
The Capital Improvement Projects Budget Update as of June 30, 2003 was accepted as filed.
AWARD PRESENTATION:
Public Communications Officer Jan Pung reported that Waterford Oaks has been the host site of the
Rainbow Connections Picnic for children with life -threatening illnesses. Staff member Kim Soncrainte has
worked closely with them in the coordination of this event.
Rainbow Connections awarded a plaque to the Commission in thanks for our continued support and
generosity; Ms. Pung presented this plaque to Chairman Lewis and congratulated the Commission.
SULLIVAN PROPERTY ACQUISITION GRANT APPLICATION UPDATE:
Jon Noyes, Design and Development staff member, reported on the supplemental information compiled for
presentation to the State of Michigan for their additional consideration in the ranking process of the Sullivan
acquisition grant application.
The three areas staff has focused on include:
- The value of the property as part of a wildlife corridor. This acquisition would expand publicly owned
land in the wildlife corridor between Addison Oaks and Bald Mountain State Recreational Area and
increase the connections with the Stony Creek Watershed.
- The design and use of the property allows the opportunity to focus on the creation of universally
accessible facilities for hunting and nature appreciation.
- If the property is acquired and the universally accessible hunting is promoted, it would be the first facility
of its type in Oakland County and only the seventh in the state. Benefits to sportsmen with special
needs would be enormous, and would add to the economic and tourist opportunities within the county.
PARK PERMIT POLICY: i
Administrator -Park Operations Dan Stencil reported on the current park pass policy, as it pertains to day
use during non -peak seasons, and requested Commission approve a change to actively enforce the
requirement for a park permit year round.
Commission suggested consideration to have park staff who patrol the parks sell permits, provide the entire
list of agencies who sell permits on our behalf to park patrons, add HCMA and the joint park pass
information on the list of selling agents, plus investigate the use of vending machines at the park sites to
assist in the sale of the permits.
Moved by Mr. Richards, supported by Mr. Gregory to approve the change in the Parks
Commission's park pass policy to allow enforcement of the park permit requirement
effective October 1, 2003.

WATER MAIN IMPROVEMENT — SPRINGFIELD OAKS ACTIVITY CENTER:
Moved by Mr. Skarritt, supported by Mr. Richards to authorize the additional expenditure of $11,683.00 to
be added to the contract to Greenan Excavating for the installation of an underground water system at the
Springfield Oaks Activity Center; new contract amount will be $72,883.00.

ELLIS BARN UPDATE:
In response to Commissioners' questions posed at the July 23 meeting, Chief of Design and Development
Joe Figa presented detailed information on the Michigan Department of Transportation approval process
for the grant to relocate the Ellis Barn to Springfield Oaks. He also noted that the owners of the barn have
once again contacted The Henry Ford for their possible interest in placing the barn at their site; a reply is
expected within 30 days. Staff is also investigating whether the grant will be transferable.
Citing the tight time frame involved in completing this process by the required deadline, Mr. Figa requested
the Commission approve a contract now for limited assistance in the development of an MDOT approved
Proposal, Specifications, and Estimates (PS&E) package to the architectural firm of SmithGroup in an
amount not to exceed $35,100. If The Henry Ford decides to accept the barn, costs incurred through this
contract should be minimal and could be considered a contribution to The Henry Ford as part of this project.

DEER MANAGEMENT PROGRAM — INDEPENDENCE OAKS:
Administrator -Parks Operations Dan Stencil requested Commission approval to begin a deer management
program at Independence Oaks with a managed hunt during the archery season. Hunters would be
stationed on the undeveloped, east side of the park only; park visitors will still have access to the west side
of the park, which includes the trails and nature center.

The Michigan Department of Natural Resources and the Township of Independence have both approved
the proposed program. .

program for Independence Oaks.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Executive Officer Richard noted that staff is working with Drain Commission staff to formalize a lease
agreement on the Red Oaks Golf Course. The Drain Commission will also be paying to replace the concrete
pads for the picnic shelter at the waterpark, which had been removed for the drain expansion project.
---Landscape Architect Jon Noyes updated the Commission with information on the Emerald Ash Borer,
including a proposed protocol for the identification, removal, and replacement of infected trees.
The meeting was adjourned at 10:17 a.m.
The next Commission meeting will be 9:00 a.m. on Wednesday, September 10, 2003.

AMENDMENT TO THE 2003 OPERATING BUDGET
In accordance with the Commission's 2003 General Appropriations
Act, which incorporates the Uniform Local Budgeting Act, the
Executive Officer or his fiscal officer shall not permit
expenditures to exceed the appropriation for any budget center as
approved or amended by the Commission.
After reviewing current costs and anticipated costs, staff
requests the following adjustments to the 2003 Operating Budget:

Unanticipated expenses for Lyon Oaks Golf Course: Building
Maintenance $14,700 (window cleaning), Depreciation $255,000
(clubhouse and related CIP projects closed to Fixed Assets in
FY2002, per Auditor's direction) and Maintenance Department
Charges $8,000 (FM&O's installation of clubhouse alarm system).
Staff recommends the transfer of funds from the 2003 Operating
Budget Contingency in the amount of $277,700 to Lyon Oaks Golf
Course's Building Maintenance line item in the amount of $14,700,
to Depreciation line item in the amount of $255,000 and to
Maintenance Department Charges line item in the amount of $8,000.

TRANSPORTATION ENHANCEMENT FUNDING CUTS
On behalf of the Oakland County Trails Advisory Council (OTAC),
the Trails Network Coordinator is asking for your support of the attached
resolution to restore funding to the Transportation Enhancement program
through the transportation appropriations bill.
The funding for trails and non -motorized paths is in danger of being
eliminated. We want to reiterate our commitment to trails in Oakland
County and maintain the funding for the various agencies we represent.
Additional information is attached to provide further information
regarding this important issue.

TRANSPORTATION ENHANCEMENTS
RESOLUTION
WHEREAS, Congress established Transportation Enhancements (TE) in 1991
as a guarantee to America's communities that a small percentage of gas tax dollars
would be targeted to small-scale, locally -initiated transportation projects, as part of an
effort to create balanced, intermodal transportation networks which address community
concerns; and
WHEREAS, TE is the largest source of federal funding for pedestrian, bicycle
and trail facilities, and also beautifies our roadways with landscaping, and protects our
scenic and historic resources; and
WHEREAS, the TE program has supported more than 16,000 local
transportation projects in almost every county and Congressional District in the country,
making American communities better places to live by inspiring community
revitalization, creating safe places to walk and bicycle, restoring historic transportation
infrastructure, and sparking hometown pride; and
WHEREAS, TE accounts for approximately one -and -a -half cents per federal
surface transportation dollar, but produces an exceptionally popular program which
promotes health, safety, economic development and community pride; and
WHEREAS, on July 24, 2003, the United States House Appropriations
Committee voted to eliminate funding for Transportation Enhancements in Section 114
of the transportation appropriations bill, even as the bill increased highway spending by
$4.5 billion more than the President's request; and
WHEREAS, the transportation appropriations bill, now known as H.R. 2989, will
be voted on by the full House of Representatives in early September, at which time an
amendment will be offered to reverse the committee action and restore the funding set -
aside for TE; now therefore
NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and
Recreation Commission expresses its unequivocal support of Transportation
Enhancements, and asks the United States House of Representatives to restore full,
guaranteed funding for Transportation Enhancements by striking Section 114 from H.R.
2989 and opposing any other amendments that might be offered that undercut the
Transportation Enhancements program.

Re: Transportation Enhancement Funding
On behalf of Oakland Trails Advisory Council (OTAC), I urge you to take action to save the
Transportation Enhancements (TE) program.
Our group consists of community leaders from Oakland County who are dedicated to trails and
physical fitness. We are shocked that the Appropriations Subcommittee on Transportation and
Treasury voted to eliminate Transportation Enhancements. Transportation enhancements are of
great importance in our county. The elimination of this funding will have all extreme negative
impact on our region.
We believe that the TE funded projects should not be sacrificed, while highway funding
continues to increase by billions of dollars.
We are closely watching for the results of the final outcome of this very important funding source
for trails and non -motorized paths. Oakland County, a forerunner in trails, hope that you will
support our position and use whatever means possible to reverse this decision.

UNITED STATES NATIONAL GUARD TRAINING REQUEST
GROVELAND OAKS
Staff has been contacted by representation of the United States National
Guard to host a special military training exercise at Groveland Oaks November 1
and 2, 2003.
Staff has contacted the Groveland Township Supervisor, who advises that
there are no township ordinances prohibiting such a training exercise. Staff will
notify all adjacent homeowners/subdivisions with prior notice of the training
session.
The United States Army currently utilizes Groveland Oaks and Springfield
Oaks as rally sites in the event of national emergency.
Staff requests authorization to facilitate this training request, as the
discharge of firearms is prohibited in the park system unless approved by the
Commission.

Dear Mr. Richard
I am requesting the use of the Groveland Oaks County Park, Holly, MI for both Saturday, November
1, 2003 and Sunday, November 2, 2003. The hours of training will be from 8AM to 5 PM for both days.
This unit will be conducting training with active duty elements from Ft Benning, GA. The training
will consist of movement trough open fields utilizing M16A1 rifles with blank ammunition and laser
training devices known as the MILES system.
Training to be conducted will consist of movement to contact where soldiers will fire on enemy
positions using M16's loaded with blank ammo. Noise level for these blanks is equivalent to the sound of
a .22 round being fired, as the M16 will be equipped with blank adapters on the muzzle of the weapon.
The MILES Laser system is used to simulate casualties. Each weapon will have a laser system attached
to it, whenever the system is activated (blank round is fired) it sends an inferred signal towards the target.
Each soldier will be wearing a harness with receivers that activate a buzzer on the soldier whenever he
has been hit with the inferred signal.
We are expecting approximately 60-70 soldiers to participate in this training. We will be using 1200
rounds of M16AI blank ammo with each soldier carrying an M16A1 rifle and blank adapter. A police
call of all brass and trash will be accomplished prior to the unit departing the park.
We are currently an Army Reserve unit consisting of Drill Sergeants, whose mission is to train new
soldiers in Infantry tactics at Ft Benning, GA. November's training will be conducted by active
component soldiers from Ft Benning to improve our ability to instruct to instruct Basic Trainees on new
weapons systems and techniques at Ft Benning in the future.

SPRINGFIELD OAKS ACTIVITY CENTER
OAKLAND COUNTY 4-H FAIR ASSOC LEASE NEGOTIATIONS UPDATE
Staff and 4-H Fair Association negotiators are reviewing final contract
language. The parties intend to present the proposed contract to the Oakland
County 4-H Fair Association Board on September 15 and the Parks Commission
on October 1.
During the impending final negotiations, staff requests Commission
approval to extend the current lease agreement on a month -to -month basis for
up to six months.
The new lease agreement will be a three-year annually renewed contract
during the pursuit of the equestrian center at Springfield Oaks.

AGRICULTURAL LEASE
ACCOUNTS RECEIVABLE WRITE OFF
Robert Brock leased 100 acres of hay fields at Lyon Oaks from 1994
through 1998. In 1999, he again "leased" the land, but a signed copy of the lease
was never obtained from him.
Staff has made numerous attempts to collect the lease payment of $1,500
with the assistance of the Oakland County Sheriff's Department and Oakland
County Corporation Counsel.
Staff is being advised that, because there is no signed copy of the lease,
we have no additional recourse; Corporation Counsel recommends dropping the
issue.
Therefore, staff is recommending the amount of $1,500 be written off from
the Parks' accounts receivable.

ADDISON OAKS
Bids have been received for electrical supplies for the electrical upgrade of
the existing 43 semi-modern/primitive campsites at Addison Oaks. Electric and
water service will be provided to each individual campsite.
The following are the bidders who met the required specifications:

Staff will bring the Commission up to date on the revised equestrian center
proposal at Springfield Oaks Activity Center. At the time of printing, staff was
meeting with the Finance Committee of the Oakland County Board of
Commissioners.

EXECUTIVE OFFICER'S REPORT
---Parks operations staff continues to research potential systems for providing self-service park
permits for the undeveloped and minimally staffed day -use parks. Staff projects making a
program proposal to the Commission as soon as more information is available.
---Attached for your review and information is a copy of the Commission's auction revenue and
expense summary for the Fall 2002 and Spring 2003 County Auctions, along with a breakdown
of the equipment of the equipment sold.
---Discraft Inc. recently made a generous donation of nine disc golf baskets for the disc golf
course at Addison Oaks. A copy of the letter of acknowledgement from the park supervisor is
attached for your review.
---Orion Township received only two bids for the construction of the Clarkston Road safety path.
The low bid was $711,000, much higher than anticipated. The township rejected all bids and will
re -bid for spring construction. Hopes are for a better bidding climate, plus they will also be doing
some value engineering to see why the bids were so high.
---Wright and Filippis hosted the 241h Annual Wheelchair Daze Picnic on Saturday, August 2,
2003 at Independence Oaks County Park. There were over 1,500 individuals with disabilities
along with 250 volunteers at the event. Each year, this event grows larger.
The event includes lunch, music, carnival games, petting farm, pontoon boat rides and a hands-
on activity from the Independence Oaks Nature Center Staff. Wright and Filippis provide this
event at no charge to the participants.
---Warren Orlick Inclusive Golf Outing: In memory of Warren Orlick, the PGA (Professional Golf
Association) has sponsored the upcoming golf outing with a donation of $1,500 that will be used
towards the purchase of additional adaptive golf carts. Wright & Filippis has also donated
$3,000, bringing the total of sponsorship dollars for this event to more than $7,000. The golf
outing is scheduled at White Lake Oaks on Friday, September 19, 2003.
---Attached is correspondence from Tim Birtsas, RB133, LLC, with an update on the status of the
Ellis Barn and its possible relocation to The Henry Ford/Greenfield Village.
---Staff is recommending the commission meeting tentatively scheduled for Wednesday,
September 17 be cancelled. The next meeting would be Wednesday, October 1.

---Power Blackout: Power was out at all park facilities at one point or another during the August
14 power outage. Through the use of generators, operations at the campgrounds were
minimally affected; one event at Glen Oaks banquet facility was relocated; and the waterparks
were closed until Saturday at approximately 1 p.m.
Staff has submitted a damage report to Oakland County Emergency Management totaling
$49,000 in lost revenues and damage to county property.

Oaks County Park.Our course has been expanded to 24 holes with a practice basket near
the first tee. The course is playable now and has been advertised to be ready for play by
August first. As of this date golf discs are available for sale at our new Contact Station.

should provide a lasting challenge for the disc golfer.

RE: Correspondence with Henry Ford / Greenfield Village on status of Ellis Barn Relocation
Dear Dan,
I am providing this letter to bring you up to date on my conversation with Greenfield Village Director, Christian
Overland.
I had previously faxed him my written correspondence to Judith Endelman on 8/5/03, as well as leaving him a
message at that time.
I was not able to speak directly with him until 8/19/03. At that time, in a phone conversation with him, I briefly
summarized the status of the proposed relocation of the Ellis barn.
I indicated that the Oakland County Parks and Recreation Commission (OCPR) and Road Commission for Oakland
County (RCOC) had applied for and received an MDOT Tea 21 Grant in the amount of $600,000, in its Historical
Preservation category for the year 2003. I mentioned it was my understanding it was a transferable Grant, received
with a 20% requirement for private funding. (Total relocation projection was $750,000).
I also mentioned that it was currently projected to be relocated to Springfield Oaks County Park (on a regional scale)
but both local and state supporters felt a Barn of this magnitude may be better situated at Henry Ford/Greenfield
Village (a national scale).
He seemed interested, and told me he would get back to me after investigating the situation, the Barns size, and
whether it fit into their needs at this time.
I would expect they will contact me in the next week.
