PUBLIC HEARING
March 10, 2004
Chairman Pecky Lewis called the public hearing for grant applications to order at 9:10 a.m. in the commission
room of the Oakland County Parks and Recreation Commission's administration office.

Chief of Design and Development Joe Figa noted that the Department of Natural Resources notified staff
that the deadline to submit applications to request matching Michigan Natural Resources Trust and Land
and Water Conservation funds for 2003 is April 1. A public hearing is also a requirement of the DNR to
qualify for funds. Notice of the hearing was advertised in area newspapers.
The projects staff selected are as follows:
Addison Oaks Acquisition
Independence Oaks Organizational Youth Camp Connector Trail
Emerald Ash Borer Tree Replacement
---The Addison Oaks Acquisition consists of 346.2 acres of former farmlands, woods, and wetlands. The
property lies to the east of Addison Oaks across Walker Road. The Krohn Drain runs from Lake Buhl at
Addison Oaks through the property. The property has road frontage on Walker and Romeo Roads, and has
an easement allowing access from Rochester Road.
The Project total is $4,280,000, with a $1,712,000 from the MNRTF and $2,568,000 from Oakland County
Parks and Recreation.
---The Independence Oaks Organizational Youth Camp Connector Trail consists of approximately 6,000
linear feet, which includes 4,890 feet of 8' wide asphalt trail, 1,060 linear ft. of 8' wide boardwalk, and a 50-
foot bridge. This trail will cross the Clinton River and associated wetland areas, offering accessible
opportunities for all park visitors, expanded opportunities for nature center programming, and provide a
valuable connection from the Organizational Youth Camp to the rest of the park.

The project total is $365,000 with $219,000 from MNRTF and $146,000 from the Oakland County Parks
and Recreation Commission, or $182,500 from LWCF and $182,500 from the Oakland County Parks and
Recreation Commission. The Land and Water Conservation Fund requires a 50% match.
The grant projects are consistent with the goals adopted in the 2002-2006 Recreation Master Plan.
---The Michigan Department of Natural Resources also announced on February 4, 2004 that applications
for cost sharing grants of up to $20,000 for tree replacement grants are available with submission
deadlines of March 5, 2004. These grants will allow municipalities to apply for up to $20,000 in matching
funds to assist in mitigating the effects of the Emerald Ash Borer infestation.
The Oakland County Parks and Recreation Commission approved $100,000 in the 2004 budget for the
removal and replacement of trees infected with the Emerald Ash Borer. The 50/50 match for the Tree
Replacement Grant will be derived from this allocation and is retroactive to mitigation efforts conducted
after October 1, 2003.
No questions were asked; therefore, the public hearing was declared closed at 9:16 a.m.

to approve a 7-acre site at Springfield Oaks be designated for use by the WAM program for a community
garden.
Executive Officer Richard noted Mike Hughson at Facilities Management is working on a property
description for the parcel; staff is also working out details for watering the garden. A recommendation on
this program will be presented to the Commission at the April meeting.

Moved by Mr. Crawford, supported by Mrs. Vogt to approve the minutes of the meeting of
February 4, 2004, with the following correction:
Page 4 — 2 under Oakland County Sheriffs Office Contract: change the support from Mr.

GRANT APPLICATION SUBMISSIONS:

the submission of grant applications:
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that application for cost sharing grants
from the Michigan Natural Resources Trust Fund and Land and Water Conservation Fund
may be submitted by April 1, 2004; and
WHEREAS, the Oakland County Parks and Recreation Commission has identified
and established priorities for acquisitions and established priorities for improvements within
the adopted Recreation Master Plan within the adopted Recreation Master Plan; and

low bidder, General Sports Turf, in the amount of $22,073.00.
Fireworks for the 411 of July fireworks shows at Addison Oaks and Groveland Oaks to
Colonial Fireworks Company in the amount of $16,000.
Interior and exterior furniture for the new Red Oaks Clubhouse including 40 sled base
stack chairs, ten round tables, four patio tables with 16 chairs, four umbrellas and bases
from Steel Equipment Company in the amount of $10,533.84.
Cabin furniture for the two new six -person cabins at Addison Oaks County Park to Moon
Valley in the amount of $8,410.00.
Four-wheel drive John Deere 4510 tractor with a front-end loader for Independence Oaks
to Weingartz Supply in the amount of $21,573.00. Justification for the John Deere was
noted as follows:
• Commission currently owns two John Deere tractors and would like to keep our parts
supply with the same vendor.
• The John Deere has 39 HP diesel compared to 36 HP diesel for Cub Cadet.
• The John Deere has 12 forward and 12 reverse transmission gears and the Cub Cadet has
only 8 forward and 8 reverse gears.
• The hydraulics on the John Deere has 2,500 max pressure for lifting and the Cub Cadet has
2,413 psi.

• The PTO on the John Deere has 33 HP and the PTO on the Cub Cadet has 29.5 HP.
• The rear tires are larger on the John Deere: 17.5x24 industrial tires compared to 13.6x24 on
the Cub Cadet.
• The lifting capacity for the 3-pt hitch on the John Deere is 2,500 lbs. and the Cub Cadet is
2,050 lbs.
• The John Deere has a larger fuel capacity, with a 12.5-gallon tank compared to a 9.2-gallon
tank on the Cub Cadet.
Two lake aerators for Addison Oaks to the low bidder, MCI Aquatic Company, in the
amount of $10,142.60.
One 24 ft. mobile climbing wall for Mobile Recreation to the low bidder, Extreme
Engineering, in the amount of $22,648.00,
Purchase of 110 chaise lounge chairs for the Red Oaks and Waterford Oaks Waterparks
to Taylor & Associates in the amount of $15,150.30.
Two 20 ft. x 40 ft. frame tents for the Red Oaks Waterpark to Armbruster Manufacturing
Company in the amount of $11,060.00. Funds for this expenditure will be transferred from
the Operating Budget Contingency to the park's Small Tools line item.
Large 3-point hitch fairway aerator for White Lake Oaks to the low bidder, Weingartz, in the
amount of $16,840.00.
Three Jacobsen riding greens mowers for White Lake Oaks, Springfield Oaks, and Lyon
Oaks to the low bidder, W. F. Miller, in the amount of $48,094.00.
Two Toro 109" 60 HP diesel rotary mowers for Glen Oaks and Red Oaks Golf Courses to
the low bidder, Spartan, in the amount of $43,131.00 each, for a total purchase price of
$86,262.00.
Four Golf Express adaptive golf cars for the golf courses to Olivers LLC in the amount of
$13,600.00.
Riding 18 HP golf course greens aerator for White Lake Oaks to W. F. Miller in the amount
of $14,872.00.
Split the bid and award the purchase and delivery of a 30' x 60' pre -manufactured wood,
curved beam pavilion for Addison Oaks to the low bidder, Timber Systems, in the amount
of $13,779.00; plus award the purchase and delivery of a 20' x 28' pre -manufactured wood,
curved beam pavilion for Lyon Oaks to the low bidder, RCP Manufacturing, in the amount
of $4,830.00. Total purchase price for the two pavilions is $18,609.00.

of the stormwater drain of the Waterford Oaks Court Games Complex, including excavating
and removing 40 feet of corrugated metal pipe, saw cutting the asphalt, providing 21AA,
6A stone, and sand for the pipe bedding at the drive crossing, and removing the excavated
material, to Pacitti and Forrest in the amount of $12,000.00. Funds for this expenditure will
be transferred from the Operating Budget Contingency to the Waterford Oaks Tennis
Complex Grounds Maintenance line item.

nine holes of regulation golf for the northwest section of Lyon Oaks including design, grading plan, irrigation
plan, landscaping and sundries to Arthur Hills/Steve Forrest and Associates in the amount of $75,000.
Commission also approved an additional $25,000 for services rendered during the construction period for
approximately 15 site visit reviews, for a total contract amount of $100,000.00,

SPRINT CELL TOWER — ADDISON OAKS:
Jody Schaffer, Assistant Corporation Counsel, presented two options for a proposed license agreement with
Sprint to erect a cell tower at Addison Oaks.
Moved by Mr. Skarritt, supported by Mr. Gregory to approve the option 1 License
Agreement between the County of Oakland Parks and Recreation and Sprint Spectrum,
LP for the construction and maintenance of a 190-ft. high monopole tower at Addison
Oaks.
Commission directed staff and Corporation Counsel to add the requirement of a regular inspection report,
plus requested consideration to have Sprint provide a cash guarantee on the tower removal.

POLE BARN DONATION — SPRINGFIELD OAKS ACTIVITY CENTER:
Executive Officer Richard reported on the status of the pole barns being donated to the Parks through
Maple Grange, LLC. Corporation Counsel is working to develop agreements to facilitate this donation, which
should be available for Commission review and approval at the April meeting.
EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Design Resources, consultants retained to assess the repairs for the Addison Oaks Conference Center,
have completed the assessment and prepared plans and specifications for bidding.
---The targeted marketing report for the 2004 summer season was provided for Commission information.
---An informational video on the upcoming 2004 Special Park Districts Forum was presented.
NEW BUSINESS:
---Commissioner Crawford announced plans for a retirement party for his wife, Kathy, who is retiring after
25 years of service to the City of Novi as the Senior Coordinator. Commissioners were invited to attend the
event, which will be held on Friday, March 19, from 5 to 10 p.m. at Central Park Estates on Beck Road.
The meeting was adjourned at 10:53 a.m.
The next Commission meeting will be 9:00 a.m. on Wednesday, April 7, 2004.

TRAILS PRESENTATION
Anthony Casasanta, Gerard Santoro, and John Crumm, representatives
from the Macomb Orchard Trail System, have been invited to attend the meeting
and share information on their trail system with us.
They will be highlighting trail connections between Macomb and Oakland
Counties, plus some history on their major trail system and plans for the future.
Staff is hoping to work together to make this multi -use trail system a key
recreational factor for the residents of Oakland County.

Goals and Objectives
• Work with Oakland County Parks and Recreation to
establish goals for the Trail Coordinator and to review
his/her accomplishments.
• Map existing and planned trails.
• Develop a County trail master plan.

Mission Statement
The Council exists to assist public and private groups
to develop trails in their area of interest,
to encourage the connection of individually managed
trails,
and to initiate actions that result in the
continued planning, development, and maintenance
of a complete non -motorized countywide trail network
for the citizens of Oakland County.
WAVE POOL REPAIRS
RED OAKS WATERPARK
Bids are due on April 5, 2004 for the repairs to the back wall of the Red
Oaks wave pool. This wall, which was constructed in 1985, was covered with
ceramic tiles. Over the years, small areas of deteriorated and loose tiles were
replaced. The tile has always been difficult to obtain and now it has been
discontinued. The wall deteriorated to the point where it had to be removed.
We are now replacing it with metal sheeting, which is factory painted to
prohibit corrosion and chemical deterioration. Once the metal has been installed,
graphics will be created on this new surface.
Staff will present additional information, the bids, and a recommendation
at the commission meeting.
BANQUET/CONFERENCE CENTER REPAIRS
ADDISON OAKS
Bids are due for the repairs to the Addison Oaks Conference Center on
April 2, 2004. This work consist of repairs to the stucco and EFIS walls, roof,
flashing, sill wood trim details, gutters, garden wall, tuck pointing of brick,
chimney repairs, replacement of decking, installation of cap detail over windows
of the last addition, stone maintenance, insect extermination, and painting of the
entire structure.
There is $275,000 remaining in the grounds maintenance budget. Staff will
present the bids and a recommendation at the commission meeting.

ASPHALT PAVING
ADDISON. INDEPENDENCE & LYON OAKS
Bids were received Monday, March 29, 2004 for the following paving projects at Addison,
Independence and Lyon Oaks.
Addison Oaks Buhl Lake Trail Paving:
Base Bid #1 consists of an 8-foot wide paved trail approximately 2.5 miles long. Due to the
terrain and wetlands located northwest of Buhl Lake, the majority of the proposed trail utilizes
existing gravel trail routes within the park. This paved trail will connect the main trailhead, located at
the Beach Concession Building, to all the existing gravel trails.
Alternate #1A includes the additional paving of approximately 1,000 linear feet of existing 8-
foot wide gravel trail, connecting the main trailhead to the winter parking lot near the old conta�t
station.
Independence Oaks — Maintenance Road Paving
Base Bid #2 consists of the paving of the existing gravel maintenance road, approximately
520 linear feet, connecting the paved maintenance yard and the paved park roads. Staff anticipates
this project will reduce the maintenance cost of grading and dust control measures that are routinely
applied to this section of road.
Lyon Oaks — Day -use Entrance Road Paving:
Base Bid #3 consists of the paving of approximately 600 linear feet of the existing gravel
entrance boulevard to the day use park and nature center.
Alternate #3A includes the additional paving of approximately 600 linear feet of the 8-foot
wide existing gravel path from the designated parking area to the nature center.
Combined Paving Projects
Also, staff requested a Deduct Base Bid #4, to reduce the overall cost of paving, if all three
projects were awarded as one contract.

PAVILION INSTALLATION
ADDISON OAKS & LYON OAKS
Quotations were received on March 22, 2004, for the installation of two pre -
manufactured wood, curved beam pavilions. The purchase of these pavilions was
approved at the March 10, 2004 Commission Meeting for the following parks:
♦ Addison Oaks — 30'x60' Pavilion for the Existing Tent Area #1
(Timber Ridge Shelter)
♦ Lyon Oaks — 20'x28' Pavilion for the Recreational Field II
The pavilion for Addison Oaks will be replacing a 4-year old tent (300-person
capacity) in an area that has been rented for corporate picnics, high school reunions,
and weddings for several years. The Lyon Oaks pavilion will be installed at the newly
constructed recreational field II (Cricket Field) as a rental area for the sports groups
using the field.
Requests for Bids were issued to twelve qualified contractors; only two bids were
received, as follows:

a contract to the low bidder; J.C. Walker & Sons, Corp., in the amount of $36,989.00,

The approved 2004 Capital Improvement Projects (CIP) budget allocated
$130,000 for the purchase and installation of both pavilions. The total project amount,
including the purchase of the pavilions, is $55,598.00.

MINI GOLF
GROVELAND OAKS
Staff has been investigating additional revenue -generating activities and
recreational opportunities for campers and day users at Groveland Oaks. Mini golf was
selected due to its minimal space requirements, a relatively low initial cost, predictable
revenue generation, and its appeal to all ages.
Staff prepared a Request For Proposal (RFP), which allowed for the design and
installation of a very basic 9 or 18-hole course with a venue for a variety of amenities
that could be added. The RFP included two potential course sites near the newly built
shower/laundry facility, in order to allow for mini golf rentals to be managed from that
location. (This arrangement would help to minimize maintenance and staffing costs by
utilizing existing managers of laundry and wood sales.)
Proposals were received from the following companies: Atlantic Miniature Golf,
TourTurf, Cost of Wisconsin, Inc. and Hittle Construction (in conjunction with Adventure
Golf Services). See Attached.
Staff has reviewed these proposals and will make specific recommendations for
bid and amenity selection at the April 7 meeting.
Based on the cost projections of $150,000, for an 18-hole course, staff predicts a
5-year pay off.
There is $55,000 budgeted in the Capital Improvements Projects Budget for this
mini golf course. The proposed bark park facility at Groveland will be postponed,
providing an additional $25,000. The balance of the funds will come from CIP
Contingency.

EXECUTIVE OFFICER'S REPORT
---The Park, Recreation, Design and Development and Sheriffs Departments have been
working closely with the Michigan Geocaching Organization to develop these guidelines and
permit for geocaching within the Oakland County Parks. We are currently developing maps that
will outline where caches will be permitted within each park. We are very close to being able to
implement this outstanding program in our park system. A Promotional Kick-off Event is being
planned.
---Staff has learned the Parks did not receive the $4,000 grant we applied for through the
Oakland County Cultural Council for the programs at the Independence Oaks Cohn
Amphitheater. The Cultural Council's budget was cut in half; several other projects throughout
the county were also affected by the cut.
---Staff received notification that former Parks Commission Chairman E. Frank Richardson
passed away on March 29. Ideas for a possible memorial will be solicited from the Commission
at the meeting.
---On Tuesday, April 13, from 4 — 7 p.m., representatives of the Michigan Department of
Transportation will be hosting an informational open house regarding the Ellis Barn Grant.
Commissioners are invited to attend.
---On Thursday, April 22, from 5 — 8 p.m., Parks staff and representatives of the Oakland County
4-H Fair Association will be holding an informational open house regarding the master plan for
the Springfield Oaks Activity Center and seeking public input at that time. Again, Commissioners
are invited to attend.
