Moved by Mr. Crawford, supported by Mr. Gregory to approve the minutes of the meeting of March 10, 2004, with the following corrections: On page 4-1, change Commissioners Present and Absent to reflect Commissioner 4-1 (Commission Meeting, April 7, 2004) Charles Palmer present and Commissioner John McCulloch absent. On page 4 — 2, change the sentence under Combined Statement of Operations to read, "The Combined Statement of Operations for the months ending December 31, 2003 and January 31, 2004 was accepted as filed. On page 4 — 2, add the following after Combined Statement of Operations: "CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE: The Capital Improvement Projects Budget Update as of December 31, 2003 was accepted as filed." The meeting was adjourned to an Executive Session at 10:00 a.m. The meeting was re -convened at 10:03 a.m. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---Executive Officer Richard reported that former Parks Chairman E. Frank Richardson passed away on March 29. Commission directed staff to order a memorial bench and tree to be placed at Independence Oaks in Mr. Richardson's honor. ---Commissioners were reminded to provide names and addresses as soon as possible of those people they wish to be invited to attend the Grand Re -opening of the Red Oaks Golf Course on Wednesday, May 5. The commission meeting will be held at the clubhouse at 9 a.m. that morning, with the "ceremonial drive" scheduled for 11 a.m. OLD BUSINESS: Commissioner Skarritt questioned whether or not a sculpture or statue was still planned for the paved circle in front of the administration office. Staff will re -fund that project in the budget and move plans forward. ADJOURNMENT: Moved by Mr. VanderVeen, supported by Mr. Richards to adjourn the meeting. Please understand that the Commission can withdraw its permission to use this site at anytime. In addition, the Commission can impose additional conditions or remove existing conditions, as it deems necessary. The conditions the Commission is appending to the use of the site are as follows: ■ The Commission will designate the site of the garden. The site can be changed as the Commission deems necessary. ■ Any improvements to the site to adapt it for use as a garden (such as water, electricity, fencing) must be provided and maintain at the sole expense of the Community Corrections Division or Public Services. ■ Any improvements made to the site must be removed when the project is completed or permission to use the site is withdrawn. ■ The majority of the site may be used to grow vegetables for donation to charities. BROOKS PATTERSON, OAKLAND COUNTY EXECUTIVE Phillip R. Bertolini Director Oakland County and the CLEMIS (Court and Law Enforcement Management Information Systems) Consortium are constructing a new Public Safety Radio System. The purpose of this System is to provide county wide, interoperable radio communications for all law enforcement, fire and emergency medical services throughout Oakland County. This project was initiated by the leadership group of the CLEMIS Consortium following several public safety emergency situations in which the lack of interoperable communication systems impeded the ability of the responders to coordinate effectively. The project is funded by a 9-1-1 telephone surcharge, which was approved by the Oakland County Board of Commissioners in 1999 (Miscellaneous resolution #99-279). A Radio Oversight Sub -Committee of the CLEMIS Consortium researched the available technology, developed specifications, drafted a Request for Proposal, diligently evaluated the proposals, and made a recommendation to the CLEMIS Consortium regarding a vendor for the new System. On January 17, 2002, the CLEMIS Consortium voted to adopt the recommendation of the Sub -Committee to select M/A-COM as the vendor for the new System. The recommendation of the CLEMIS consortium was approved by the Oakland County Board of Commissioners, and on July 18, 2002, the contract with M/A-COM was signed. The design of the new System is intended to provide a high level of portable radio coverage within substantial buildings and throughout the challenging County terrain. In order to achieve this level of coverage, the System design requires thirty-six radio tower sites. To provide state of the art connectivity between the sites, and to eliminate costly and unsightly microwave dishes on the towers, the System design utilizes the existing OAKNet fiber wherever possible. At this time, locations for tower sites for the new Public Safety Radio System are being finalized. In order to achieve optimal portable radio in building coverage, the System design recommends a tower to be located in the Orion Oaks County Park. The CLEMIS consortium and Oakland County request the cooperation of Oakland County Parks and Recreation in placing this tower. The proposed tower would be a 185' monopole, with antennae extending to an overall height not to exceed 199'. Orion Township ordinances require that the tower be at least 200' from .a roadway and 1000' from residential property. Proximity to utilities is also a consideration. The tower site would also include space for a 10' by 12' equipment shelter and generator.
