AMENDMENT TO THE 2005 OPERATING BUDGET:

from the 2005 Operating Budget Contingency in the amount of $225,100 to the following
park/budget centers:
• Lyon Oaks Golf Course: $15,000 to Equipment Repair and Maintenance, $10,300 to
Security; and $3,700 to Drain Equipment; total $29,000
• Red Oaks Golf Course: $21,400 to Small Tools
• Addison Oaks Conference Center: $49,500 to Building Maintenance
• Independence Oaks: $25,000 to Building Maintenance; $5,000 to Equipment Repair

2006 OPERATING BUDGET ADOPTION:
Moved by Mr. Crawford, supported by Mrs. Vogt to approve the adoption of the Oakland
County Parks and Recreation Commission's 2006 General Appropriations Act
incorporating the 2006 Operating Budget and to approve the adoption of the Commission's
2006 Capital Improvement Projects Budget.

POSITION OF OAKLAND COUNTY PARKS GOLF COURSES IN PUBLIC RECREATION:
Public Communications Office Jan Pung presented a draft white paper stating the position of the Oakland
County Parks and Recreation Commission's golf courses in public recreation. The paper included
background information, public input substantiating the need and demand, financial commitment,
partnerships, fair pricing practices, economic benefits, and how the parks serve populations with special
needs.
Commissioners recommended several minor changes, which will be incorporated for presentation and
approval at the next meeting.
TORNADO SIREN PROPOSAL:
Moved by Mr. VanderVeen, supported by Mr. Palmer to approve the expenditure of
$27,000 to participate with Oakland County Emergency Management Services in the 2005
Homeland Security Grant Program to install six tornado sirens, one each at Addison Oaks,
Independence Oaks, Rose Oaks, White Lake Oaks, Orion Oaks, and Lyon Oaks.

SULLIVAN PROPERTY WETLAND MITIGATION:
Design and Development staff member Jon Noyes detailed staffs efforts to cooperate with the Road
Commission for Oakland County to identify opportunities to perform wetland mitigation within the Oakland
County Parks that would satisfy requirements placed upon the Road Commission by the Michigan
Department of Environmental Quality.

Staff has received conditional approval for the preservation of 125 acres of wetlands on the Sullivan
property that will generate 12.5 mitigation credits. For this, the Road Commission for Oakland County will
pay Oakland County Parks $70,000 and cover additional costs associated with the mitigation program,
including conservation easement surveys and a Natural Features Inventory.
Staff recommended entering into a contract with the Road Commission for Oakland County, with Oakland
County Parks agreeing to establish and maintain a conservation easement over 125 acres of wetlands and
surrounding buffer strip on the Sullivan property, once acquired; the Road Commission will pay $70,000 and
associated costs for this easement.
Commission discussed the benefits and negative impact to the Oakland County Parks, if this easement is
granted. They also questioned the justification used to set the value of this easement and suggested an
independent evaluation be done to provide additional justification on how the mitigation credits and costs
were determined.
This agreement should be formalized prior to the acquisition; however, closing on the Sullivan property is
expected to be scheduled before the end of this month. Commission directed staff to continue moving
forward with the closing of the property; since staff has received tentative approval that we have satisfied
the criteria for this easement,

directed staff to proceed with the acquisition of the Sullivan property. In the meantime, Mr. Noyes will work
with Assistant Corporation Counsel John Ross and Property Management Specialist Mike Hughson to
ensure they have all the necessary paperwork for the proposed easement, contact the Oakland County
Board of Commissioners to begin the approval process, and then meet further with the Road Commission
for Oakland County staff on the value determination.
Commissioner McCulloch suggested staff incorporate specific information on the value of the mitigation
credits into any future acquisitions.
OAKLAND COUNTY MANAGEMENT & BUDGET DEPARTMENT'S ACCOUNTS PAYABLE BUSINESS
t'RUGESS REDESIGN:
Administrator — Parks Administration Frank Trionfi updated the Commission on the upcoming business
process redesign, which is part of the county's new PeopleSoft financial system implementation that
includes all departments/divisions currently processing invoices for payment. Impact of the new system will
be the decentralization and transfer of Parks and Recreation's Accounts Payable payment process to the
County Executive's Fiscal Services staff. Staff expressed concern that, in addition to the increased
complexity and time required to process Parks' payments accurately, plus a negative impact on staffs
ability to further provide Parks' payment inquiry and analysis services, this new system will create a
significant loss of fiscal control to the Parks Commission as an autonomous governing body.
Laurie VanPelt, Director of Fiscal Services, shared information on the advantages of this system, including
the ability to receive electronic invoices, a strengthening of internal controls, and increased accountability.
Questions were raised on several issues including:
• Additional indirect costs to the department
• Time table for initiating the new system
• Consequences if Parks and Recreation does not become part of this system, including additional costs
to the county for changes required to exclude the department
• What will happen to Parks' leadership if this control goes to Fiscal Services
• Available options if Parks and Recreation chooses not to participate in this financial system

After further discussion, Commission concurred to establish an ad hoc committee to review the
implementation of the PeopleSoft system for Parks and Recreation. Committee members will include
Deputy County Executive Robert Daddow, Parks Commissioner John McCulloch, Auditing Manager Jim
Fitzpatrick, Fiscal Services Deputy Director Art Holdsworth, and either Parks Executive Officer Ralph
Richard or Administrator — Parks Administration Frank Trionfi.
In the 60-90 day interim, Parks and Recreation will continue to operate as they currently do, regarding
accounts payable, within the new PeopleSoft system. Staff will also put any remaining concerns about
participating in the new financial system into measurable time frames; ie, payments taking longer now. After
the interim time frame, the Commission will review the findings to address all concerns.
EXECUTIVE SESSION:
Moved by Mr. Gregory, supported by Mr. VanderVeen to adjourn to an Executive Session
for the purpose of discussing a proposed land acquisition.

The purpose of the public hearing was to discuss the proposed Fiscal Year 2006 operating budget.
The proposed revenue budget for Fiscal Year 2006 is $23,086,468, up 3.9% over the proposed
budget for Fiscal Year 2005. Of this amount, $9,439,468 comes from fees and charges and
interest on investments; the remaining balance of $13,647,000 will come from the millage.
The proposed operating budget for Fiscal Year 2006 is $21,862,863, an increase of $1,016 over
the 2005 proposed budget. A 2.0% salary increase has been included for salaries in Fiscal Year
2006 for full-time employees. The part-time non -eligible employee's salaries are frozen for 2006.
Our Fiscal Year 2005 adjusted operating budget is 5.3% or $1,102,099 less than originally
budgeted due to depreciation and salary costs. Our Fiscal Year 2005 adjusted revenue budget
is 0.8% or $170,577 less than originally budgeted.

Operating Equipment requests for Fiscal Year 2006 total $369,800. Of this amount, $309,800
will be spent on replacement equipment.
Estimated new funds for Capital Development for Fiscal Year 2006 are $4,188,817, of which
$475,000 is earmarked for payment to the Oakland County Building Authority. The balance of
$3,713,817 is available to fund additional Capital Projects, of which $250,000 is allocated for
future roofing and asphalting projects.

Attached for your approval is the Position of Oakland County Parks Golf
Courses in Public Recreation, incorporating input and revisions provided at the
September 7 Commission meeting.

The Position of Oakland County Parks
Golf Courses
In Public Recreation
Since 1966, The Oakland County Parks and Recreation Commission has
been preserving green space in a once rural region that has become the most -
populated in Michigan. Included in its parks system are several golf courses,
conserving nearly 1,000 acres of open space for recreational use. The parks system
exists to provide service to the public
With 11 other Oakland County courses being sold for development within
recent years, a constant remains: Oakland County Parks and Recreation courses
will continue to be protected as parkland. (See addendum A)
Expressed Public Need and Support
Voter endorsement, ongoing research and public input substantiate the
demand, need and significant usage of golf courses that will continue to exist as
public holdings. Since the parks system was created in 1966, each parks tax
renewal vote has been approved by at least a 60 percent margin.

Thirteen city councils and township boards passed resolutions supporting the
parks ballot proposal in 2000. Nearly every daily metro and daily local newspaper,
as well as several other publications endorsed the renewal.
Providing recreational golf at reasonable rates has presented an opportunity
for many individuals to learn and enjoy a lifelong sport.
A 1999 countywide telephone survey was conducted to evaluate public
awareness, perceptions and use of Oakland County Parks and Recreation facilities
and programs.
Golf was selected as the sixth most used by respondents, among 15
recreational choices offered in the survey. Of these respondents, 58 percent said
they were "very satisfied" with their experiences at Oakland County Parks and
Recreation golf courses.
In addition, 30 percent of all survey respondents indicated that were likely to
golf at an Oakland County Parks and Recreation course in the future.
Public and Onsite Feedback
Opportunities for public comment have been provided whenever a new
property acquisition is proposed. All Oakland County Parks and Recreation
Commission meetings are open to the public.

A variety of methods including hundreds of comment cards and first tee
surveys provide input from golfers including support for Oakland County Parks
golf facilities, services and programs. (See addendum B for sample
correspondence, comments from golfers and letters to editors.)
Annual Rounds
Demand and usage of the courses is significant with an average of 200,000 —
225,000 rounds played annually at the five Oakland County Parks golf courses.
39-year Financial Commitment
Since 1966, the parks system has committed more than $3.5 million to the
acquisition of golf course green space and existing buildings. In addition $2.3
million has been awarded through state and federal grants and donations.
A History of Public and Private Partnerships
Most of the Oakland County Parks golf courses have been acquired through
donation of land or restoration of previously private operations.
In 1925, the Daniel L. Davis family donated 100 acres of land near
Davisburg to Oakland County to be used to build a golf course. Press reports at the
time quoted the township supervisor saying that the addition of the public course

would increase property values and draw new residents to the community. In
1966, Springfield Oaks was turned over to the parks commission and nine holes
were added.
A nine -hole golf course and clubhouse built in 1928 in White Lake
Township was purchased from the Vantine family in 1971 and expanded to 18
holes. The Vantines had been in financial danger of losing the course. The
clubhouse at White Lake Oaks is currently being replaced.
Glen Oaks in Farmington Hills was part of the Oakland Subdivison housing
development built in 1923, including a golf course and clubhouse. After years of
several private ownerships, Glen Oaks was purchased with state grant funds by
Oakland County Parks and Recreation in 1978 from the Moslem Temple Detroit
area Shrine when the organization purchased another facility for banquet use. The
English -style clubhouse has been preserved as a Michigan registered historical site.
Built by Oakland County Parks over the Red Run Drain and opened in 1978,
Red Oaks Golf Course in Madison Heights offers recreational opportunities on
otherwise unusable land. Once an unsightly, open 62-million gallon reservoir and
drain, the site is also home to a waterpark. The nine -hole course was rebuilt in
2002-2003 after major drain reconstruction.
Lyon Oaks County Park had originally been slated to become a private
development consisting of condominiums, a golf course, hotel and office complex.

When that plan did not succeed, the land, which consists of significant wetland
areas, became available. It was purchased by Oakland County Parks and
Recreation with assistance from state grants. The 200-acre 18-hole golf course
opened in April 2002. The future plan includes an additional 18 holes. The
remaining 800-plus acres of the park are used for nature interpretation, hiking,
picnicking, cricket, glider planes and a dog park.
Fair Pricing Practices
With an understanding of and sensitivity to the issue of pricing greens fees,
Oakland County Parks and Recreation conducts an annual cost comparison with
similar courses in the region. Each year staff evaluates its rates and sets greens
fees in the middle range so as not to undercut or overprice.
Net revenue from the golf courses helps to assist in operating other parks
and services in the system. Some of the programs are for senior citizens,
children's environmental education, and recreation for individuals with disabilities.
Economic Benefits
Operation of the golf courses also sends dollars back to Oakland County
communities. Last year more than $2.6 million in salaries and fringe benefits for

full-time and nearly 200 seasonal employees, including students and senior
citizens, helped local economies.
Serving Populations with Special Needs
The parks system's golf courses have introduced the sport to many young
people over the years. Greens fees are priced low for junior players to provide
more access to the sport. Four courses have hosted annual Junior Tournament
outings with an estimated 3,900 youth competing. In 2005, Lyon Oaks Golf Course
offered youth clinics. Additionally, the courses serve as the "home course" for 10
area high school teams.
Individuals who have had to give up golf, due to disabling injury or illness,
can participate using adaptive carts. Weekly golf leagues are offered for those with
disabilities by adaptive recreation staff. An annual outing pairs able-bodied golfers
and golfers with disabilities. The courses also welcome service dogs that assist
persons with disabilities.
Four courses have hosted annual senior/retiree tournaments for
approximately 11,200 seniors over 20 years. Persons over 62 years of age play at
discounted rates.

In Summary
The Oakland County Parks and Recreation Commission has operated golf
courses based on the demand, expressed need and support of County residents for
more than 39 years. The parks system will continue the public ownership of these
lands, which are open year round for golf and cross-country skiing.

CANINE TRAINING CENTER
INDEPENDENCE OAKS
Parks staff has been approached by Sgt. Joe Lamborn, Oakland County
Sheriff's Office, who is responsible for the Canine Division. The Sheriff's Office is
working with Parks Operations staff to develop a training facility at Independence
Oaks.
The area to be used for this is approximately two acres located in a non-
public area behind the maintenance building off Sashabaw Road. The facility will
be used year round and periodically at night.
The cost for fencing is being provided by the Sheriffs Office; labor to
install and maintain will be provided by the Oakland County Sheriff's Trustee
Camp.

ELLIS BARN UPDATE
The barnwrights are working on the roof of the Ellis Barn with the goal of
having the barn being substantially complete in November.
Staff will show a brief Powerpoint presentation during the meeting to
review the relocation project and discuss current fundraising efforts.

Staff will present a brief update on the progress of the White Lake Oaks
Clubhouse construction.

SULLIVAN PROPERTY WETLAND MITIGATION
At the September 7 meeting, Parks staff was asked by the Parks
Commission to provide additional information on the valuation of wetland
mitigation.
OCPR staff has evaluated the mitigation proposal and has determined that
the preservation is compatible with the uses proposed to the Board of
Commissioners, and the conservation easement will pose no significant hardship
on park management or resources.
Staff recommends that the Parks Commission resolve:
— To empower OCPR staff representatives to appear before the Planning
and Building Committee to request the ability to enter into negotiations
with the RCOC over the preservation of wetlands as wetland mitigation
A presentation to detail the above will be made at the meeting.

RESOLUTION
SUPPORT FOR WETLAND MITIGATION AT ADDISON OAKS
WHEREAS, the Road Commission for Oakland County has expressed interest in
providing financial assistance to Oakland County Parks and Recreation for the preservation of
wetlands on the newly acquired Sullivan Property at Addison Oaks County Park; and
WHEREAS, the Michigan Department of Environmental Quality has approved the
suitability of 125.1-acres of wetlands on the Sullivan Property for Preservation as Wetland
Mitigation by the Road Commission for Oakland County; and
WHEREAS, the wetland mitigation and resulting Conservation Easement would not
unreasonably restrict the proposed use of the Sullivan Property as parkland; and
WHEREAS, the wetland mitigation and resulting Conservation Easement would not
place a financial burden on Oakland County Parks and Recreation or the Oakland County
General Fund; and
WHEREAS, the preservation of natural areas for passive recreation is consistent with
established priorities in the 2002 Parks and Recreation Master Plan;

Recreation Commission supports the exploration of wetland mitigation opportunities on county
parkland and recommends entering into negotiations with the Road Commission for Oakland
County for the development of said mitigation to the benefit of Oakland County Parks and the
residents of Oakland County.

EXECUTIVE OFFICER'S REPORT
---Fiscal year end has arrived. Staff is closing out the books for the FY 2005 and expects to
provide a more comprehensive report on our season at the next meeting.
---Closing on the Sullivan property is scheduled for 1:30 p.m. on Wednesday, October 7; final
negotiated price was $3.43 million.
---The camping season is winding down. The weekend of September 24/25 is the final weekend
for Groveland Oaks; Addison Oaks will remain open weekends through October. The upcoming
Halloween Happenings at Addison are normally very popular, selling out for two weekends at
the park.
---Special Events:
• Waterford Oaks Waterpark Appreciation Day was held on Sunday, September 11; 1,800
patrons visited the waterpark for the last day.
• Dog Days of Summer Dog Swim was held Sunday, September 11 at Red Oaks Waterpark;
135 canines participated in the event.
• Women in the Wilderness was held September 10 & 11 at Addison Oaks. The two-day
program introduced women to outdoor survival, geocaching, hiking, camping, canoeing and
other outdoor skills.
• The Fall Mountain Bike Race was held at Addison Oaks on Sunday, September 18. Four
hundred riders participated in the yearly event. This event is part of the MMBA Point Series
Race.
• The Autumn Triathlon was held on Sunday, September 18 at Independence Oaks. Over 275
riders participated in the running, swimming, cycling event.
• The Fall Color Tours have been held the month of September. Senior groups participated in
touring the community garden, Ellis Barn, Springfield Oaks and the Lewis E. Wint Nature
Center.
• The Fall Color Car Classic will be held on Sunday, October 2 at Independence Oaks.
• The Hidden Forest Trail Run and Walk is going to be held at Independence Oaks on
Sunday, October 9.
---Common Scents Canine Center, an agency that uses Groveland Oaks annually for an special
training session session for their tracking dogs, has donated $150 to People For Parks in thanks
for the Parks' assistance in their project.
---Staff has received numerous contacts from Oakland County communities wanting to rent
Mobile Recreation units in support of local Hurricane Katrina/Rita fund-raising efforts. Attached is
information detailing Parks' program in response to this effort.
