Lewis, Jr. called the meeting to order at 9:07 a.m. in the Multi -Purpose Room of the Springfield Oaks Activity Center. COMMISSION MEMBERS PRESENT: Chairman Pecky D. Lewis, Jr., Vice Chairman Richard Skarritt, Secretary J. David VanderVeen; Hugh D. Crawford, Vincent Gregory, Martin Knollenberg, Charles Palmer, John Richards, Suzette Vogt John McCulloch ALSO PRESENT: Parks and Recreation Oakland County 4-H Fair RBI 33, LLC PUBLIC COMMENTS: Ralph Richard, Executive Officer Daniel Stencil, Administrator — Parks Operations Frank Trionfi, Administrator — Parks Administration Joe Figa, Chief of Design and Development Mike Thibodeau, Chief of Golf Clyde Herb, Chief of Parks Janet Pung, Public Communications Officer Sue Wells, Chief of Recreation Mike Donnellon, Architectural Engineer II Jon Noyes, Architectural Engineer I Marge Gatliff, Trails Network Coordinator Timothy Nowicki, Parks Naturalist L.C. Scramlin, General Manager Dave Coleman, President Tin Birtsas, Co-owner Tim Birtsas provided copies of the finalized Friends of the Ellis Barn brochure, plus information on fund-raising efforts to get the barn painted. Commissioner VanderVeen recommended the Clarkston Historical District and the North Oakland Headwaters Land Conservancy be contacted for their interest and possible participation in this effort. APPROVAL OF MINUTES: Moved by Mr. Palmer, supported by Mr. Crawford to approve the minutes of the meeting of December 7, 2005, as written. AYES: Crawford, Gregory, Knollenberg, Lewis, Palmer, Richards, Skarritt, VanderVeen, Vogt (9) 4-1 (Commission Meeting, January 4, 2006) NAYS: (0) Motion carried on a voice vote. ACTIVITY REPORT: The Activity Report for the month of November, 2005 was accepted as filed. Staff will clarify the report showing the month -to -month actual comparisons. ELECTION OF OFFICERS: Chairman Lewis requested Commissioner Crawford assume the position of Temporary Chairman for the purpose of electing new officers for 2006. Commissioner Crawford assumed the Chair and opened the floor for nominations. Moved by Mr. Richards, supported by Mr. Palmer to nominate Pecky D. Lewis, Jr. as Chairman, Richard Skarritt as Vice Chairman, and J. David VanderVeen as Secretary of the Oakland County Parks and Recreation Commission for 2006. AYES: Crawford, Gregory, Knollenberg, Lewis, Palmer, Richards, Skarritt, VanderVeen, Vogt (9) NAYS: (0) Motion carried on a voice vote. Moved by Mr. Knollenberg, supported by Mr. Palmer to close nominations and cast a ballot for the slate as presented. AYES: Crawford, Gregory, Knollenberg, Lewis, Palmer, Richards, Skarritt, VanderVeen, Vogt (9) NAYS: (0) Motion carried on a unanimous voice vote. Chairman Lewis re -assumed the Chair and thanked the Commission for their continuing support. TRAILS MASTER PLAN RESOLUTION: Moved by Mr. Crawford, supported by Mr. VanderVeen to adopt the following resolution: WHEREAS, the Oakland County Parks and Recreation Commission, in conjunction with the Oakland County Trails Advisory Council, has identified the need for the development of a county -wide, non -motorized trails master plan; and 4-2 (Commission Meeting, January 4, 2006) WHEREAS, the Parks and Recreation Commission has been notified that it is the recipient of a $10,000 grant through the Community Foundation of Southeastern Michigan's Greenways Initiative for the purpose of developing said master plan; and WHEREAS, the Parks and Recreation Commission has designated funds in its 2006 Operating Budget for any funding for this project in excess of $10,000; and WHEREAS, said master plan will provide trail linkages for the seven counties and the city of Detroit under the auspices of the Southeast Michigan Council of Government. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission approves acceptance of the $10,OOOGreenways Initiative grant for funding the county -wide, non -motorized trails master plan. FURTHER BE IT RESOLVED that the Oakland County Parks and Recreation Commission forwards this resolution to the Oakland County Board of Commissioners for their approval per the county's grant procedures. AYES: Crawford, Gregory, Knollenberg, Lewis, Palmer, Richards, Skarritt, VanderVeen, Vogt (9) NAYS: (0) Motion carried on a voice vote. 2006 MASTER CALENDAR: The Commission reviewed the 2006 master calendar as presented and accepted it with the following change: March 1 Commission meeting changed to March 15. BID ITEMS: Moved by Mr. Palmer, supported by Mr. Gregory to award the following bids as reviewed and recommended by Purchasing and Parks staff: Boardwalk helical pier foundation materials for the boardwalk and bridge to connect the organizational youth camp to the beach and other park recreational facilities at Independence Oaks to Anchor Tech Foundation Systems, Inc. in an amount not to exceed $50,000. Split the bid for the purchase of materials for Boardwalk A at Independence Oaks and award the purchase of hardware to the low bidder, Lake Orion Lumber, in the amount of $5,119.92, and the purchase of lumber to the low bidder, H. A. Smith Lumber, in the amount of $12,874.57, for a total of $17,994.49. A contingency in the amount of $1,000.00 was also approved, for a total approved amount of $18, 994.49. 4-3 (Commission Meeting, January 4, 2006) Purchase of a mini -excavator torque head attachment to install helical piers for the boardwalks and bridge at Independence Oaks to Anchor Tech Foundation Systems, Inc. in the amount of $7,765.00. Cost for this equipment will be transferred from the 2006 Capital Improvement Project Contingency to the 2006 Operating Equipment Budget, if needed to remain within the budget. BLANKET CONTRACTS — ENGINEERING CONSULTANT FEES: Moved by Mrs. Vogt, supported by Mr. Richards to approve an amount not to exceed $21,000.00 for the White Lake Oaks Clubhouse and $24,000.00 for the Springfield Oaks septic with Giffels- Webster Engineers, Inc. to complete the engineering designs for both projects. AYES: Crawford, Gregory, Knollenberg, Lewis, Palmer, Richards, Skarritt, VanderVeen, Vogt (9) NAYS: (0) Motion carried on a voice vote. ECOTOURISM PRESENTATION: Parks Naturalist Tim Nowicki presented a conceptual presentation on ecotourism in Oakland County that will be made available on a CD or through the website, with a goal to stimulate the economy for marketing, travel, and tourism. LETTER OF INTENT: Moved by Mr. Palmer, supported by Mr. Gregory to accept Executive Officer Ralph Richard's letter of intent to retire effective February 24, 2006. AYES: Crawford, Gregory, Knollenberg, Lewis, Palmer, Richards, Skarritt, VanderVeen, Vogt (9) NAYS: (0) Motion carried on a voice vote. Chairman Lewis remarked that Mr. Richard has done a great job on behalf of the Commission, noting it has been a pleasure to have him with the Parks, and expressed regrets at Mr. Richard's impending retirement. Moved by Mr. Crawford, supported by Mr. Palmer that, upon the retirement of Executive Officer Ralph Richard, the Oakland County Parks and Recreation 4-4 (Commission Meeting, January 4, 2006) Commission promotes and immediately appoints on February 25, 2006 Daniel J. Stencil to the office of Executive Officer of the Oakland County Parks and Recreation Commission. AYES: Crawford, Gregory, Knollenberg, Lewis, Palmer, Richards, Skarritt, VanderVeen, Vogt (9) NAYS: (0) Motion carried on a voice vote. Commission expressed confidence in Mr. Stencil, noting there is no one else who knows the system, people, and politics as well as Mr. Stencil does, and that he is the only person for this job. EXECUTIVE OFFICER'S REPORT: The Executive Officer's Report was as filed in the agenda. EXECUTIVE SESSION: Moved by Mr. Palmer, supported by Mr. Gregory to adjourn the meeting to an Executive Session in order to discuss a proposed land acquisition. Applications are due on April 1, 2006. Staff recommends the following grant applications be submitted for the new funding cycle: Addison Oaks Safety Path Development Springfield Oaks Property Acquisition Addison Oaks Safety Path Development involves the construction of a 1.7- mile connector trail along Romeo Road. The 8' wide gravel pathway would include approximately 1,400' of boardwalk to cross wetland areas and would create a significant linkage between the trails of Bald Mountain Recreational Area and Oakland Township Stoney Creek Corridor. Based on current projects, staff proposes project costs of $450,000 and the application for financial assistance from MNRTF on a 60/40 match with local funds, or from LWCF on a 50/50 match with local funds. Staff requests permission to apply for $270,000 from the MNRTF funds with the matching $180,000 to be provided by Oakland County Parks and Recreation or $225,000 from LWCF and $225,000 to be provided by Oakland County Parks and Recreation. Springfield Oaks Property Acquisition: Staff is recommending the application for matching funds from the MNRTF and LWCF for the purpose of acquiring the 57-acre Samuel Farm adjacent to Springfield Oaks. The estimated cost of acquisition is approximately $900,000. Staff recommends the application for MNRTF financial assistance on a 40/60 match with local funds or 50150 from LWCF. Staff requests permission to apply for $360,000 from the MNRTF with the matching $540,000 to be provided by Oakland County Parks and Recreation or for $450,000 from LWCF and $450,000 provided by Oakland County Parks and Recreation. Both grant projects are consistent with the goals adopted in the 2002-2006 Recreation Master Plan. The Oakland County Parks and Recreation Commission (Commission) will designate the site of the training facility. The site can be changed as the needs of the Commission and/or the Independence Oaks County Park (Park) change. 2. The Oakland County Sheriff's Office (Department) will provide adequate fencing to enclose the facility and will provide its own training props and storage shed (approximately 10 ft. x 10 ft.). Any items installed on the site shall be according to Commission requirements. 3. Any improvements to the site to adapt it for use as a dog training facility (such as water, electricity, fencing, etc.) must be provided and maintained at the sole expense of the Department and pursuant to Commission requirements. 4. The Department will have access to the facility during normal Park hours and will have access to the facility after normal Park hours (24/7) with notice to the Commission's designated representative(s). 5. The Department will inform designated Commission representatives if training exercises will involve the use of smoke or loud noise -making devices (weapons). 6. The Commission may adopt and/or revise rules for the use of the facility and any such requirements (including requirements contained in the permission letter) will be posted at the entrance to the facility. The Department will also provide a copy of the rules to invited policing departments using the facility. 7. The facility will be locked at all times when not in use. The Department will be responsible for providing the locks and keys to the facility. The Department will provide duplicate keys to the Commission's designated representative(s). Only the Department's dog handlers and the Commission's representative(s) will have keys to the facility. 8. The Department may invite dog handlers of other policing departments to use the facility, but only when dog handlers of the Department are present. This permission includes use of the facility after normal Park hours. 11-3 Attachment B Operational Guidelines for the Use of Independence Oaks County Parks for Police Dog Training Page 2 9. The Department (and invited policing departments) will be allowed to utilize any portion of the park to conduct "on leash" rescue and recovery training for handlers and their dogs with prior approval by park supervision. This training will occur on Wednesdays, which is the designated training day. Commission staff may restrict access to some areas of the Park during seasons when this training may negatively impact wildlife, such as nesting grassland birds or the Eastern Massasauga Rattlesnake. 10. Dogs will be on a six-foot leash at all times except when inside the facility. 11. The Commission will maintain the grounds in and around the facility. The Department will require the dog handlers using the facility (including those of other policing departments) to remove all dog feces prior to the end of each training session. The Department, not the Commission, will enforce this requirement. The Commission will provide a container for feces disposal. Feces will be placed in bags provided by the Department. 12. When not using the facility, Department members and members of invited policing departments must follow all rules and regulations of the Commission (Permission Letter Attachment C). This includes rules and regulations that are published or that the Commission from time to time adopts, whether or not they pertain to the use of the Park or the use of the facility. 13. The Commission will provide a parking area outside of the facility. This area will be filled with gravel provided by the Department at its own expense. Parking will be restricted to this area. 14. Any improvements made to the site must be removed when the location of the site is changed or permission to use the site is withdrawn. 15. Any signage posted at the site indicating that this is a Department project musk acknowledge the participation of the Commission and have prior Commission approval. 16. In Michigan, this rate is $17.48 per hour. Therefore, 23,497 volunteer hours x $17.48 = $410,727.56 in Parks Savings. --- Waterford Oaks Court Games Complex: Staff has been evaluating the use and condition of the Waterford Oaks Court Games Complex. There has been a large decrease in use of the horseshoe pits, shuffleboard courts and tennis courts. The tennis courts have also become a safety issue due to the unstable ground shifting underneath. Staff is planning to improve the facility by removing the horseshoe pits and shuffleboard courts in the spring of 2006, and removing the tennis courts in the fall of 2006. This open area can be used for our camps. As part of the CIP budget, we will look at budgeting for another pavilion and playground for that location. ---MRPA Annual Conference and Trade Show: The 2006 will be held at Detroit Westin on February 14 —17. The event will be highlighted by a banquet on Thursday, February 16, during which Dan Stencil will be honored for his year as president. If any commissioner would like to attend the banquet that evening, please contact Karen as soon as possible to order a ticket. 15-1 ---Ellis Barn: The Ellis Barn will be substantially complete by the end of February. Staff is continuing to try to offset the cost of the relocation and rehabilitation project through fundraising and cost saving measures. Staff will be making a presentation at the March 15'h Commission that details project costs, including recent staff accomplishments in retaining full grant participation. ---Oakland County Sheriff — Parks Unit's 2005 Annual Report is attached for your review and information. 15-2 COUNTY OF OAKLAND OFFICE OF THE SHERIFF MICHAEL J. BOUCHARD Parks Unit 2005 Annual Report Attached is the 2005 Annual Report for the Oakland County Sheriff's Office - Parks Unit. Contained in the report are several items that need to be addressed, and / or explained, in order to fully understand the dimensions of our parks patrol operations. Additionally, increases and decreases in the various categories reflect specific action/re-action to activities within unit services. A reduction of 817 hours in "Total Deputy Hours" from the overall manpower used in 2004 (17583 hrs) compared to 2005 (16766hrs) is reflective in the following. 1. 345hrs less for "Total Trusty" details 2. 163hrs less for "Total Patrol' details 3. 461hrs less for "Total Training" details 4. 43hrs additional in "Total Court" details 5. 110hrs additional in "Total Administrative" details During 2005 the Sheriff's Office - Parks Unit was not only required to provide services in the form of patrols, and trusty details, the following issues also demanded extra effort from all of the officers involved. 1. Complete re -build of the Parks Patrol building. a. Accomplished through use of Trusty Camp personnel and inmates with very little direct costs to the Park & Recreation Department. 2. Participation in the National Park Forum. a. Requiring additional assignments in manpower and coverage of our individual parks. 3. Changes in the County payroll system requiring a much larger amount of time required to prepare and submit weekly timekeeping. a. This issue has caused a dramatic increase in "Administration" manpower hours not truly reflected in this report - directly due to the volunteer (no -charge) participation of Deputy Storm. 2800 Watkins Lake Rd., Waterford, MI. 48328-1917 (248) 858-1597 15-3 4. Increases in attendance for both winter and summer months. a. Activity from winter sport areas and the summer waterparks required little additional patrols - but, did generate almost a doubling in number of reports written. 5. Enforcement of Park regulations. a. Regular violations and a specific effort to acquire compliance of our Park Pass purchases resulted in a doubling of citations (so far) for 2005. i. A program was instituted which allowed many of the parking citations to be voided after individuals simply purchased the required passes. ii. The increase in officer "Court" time was heavily offset by the by the large increase in citation revenue. Additional Considerations: The 2006 season will probably see an increase / decrease in the following areas: 1. "Administration" time will almost certainly increase due to the timekeeping report process and scheduling demands required by the County. a. Deputy Storm dedicated almost 1,000 hours of his own time in 2005 just to keep records updated and current. This type of volunteer activity cannot be guaranteed for 2006 2. "Training" hours will definitely increase as a result of weapon updates and State mandated certifications. a. Change over from "wheel" handguns to "semi -auto" pistols require extensive range training. b. First aid, C.P.R., Blood Borne Pathogens, and L.E.I.N. re -certifications are required for 2006. c. TASER training will be required before deployment of the units within the parks system. 3. The "Citizen Contacts" category of the year-end report will be eliminated due to changes (compliance) to Sheriff's Office log sheet protocol. a. All previous years' statistics have only been un-official and not truly reflective of actual "contacts". The men and women assigned to the Sheriff's Office - Parks Unit look forward to the new 2006 season, and will continue to provide the best possible service and protection to our citizens using the Oakland County Parks system.
