Under Catalpa Park, on page 4 - 3, add the following comment: "Commissioner Palmer suggested the Parks Commission recuse themselves from any involvement in the negotiations for the Catalpa Park property." Executive Officer Richard reported that the Michigan Natural Resources Trust Fund, as its meeting of December 6, 2005, approved the Commission's grant in the amount of $1,440,000 for the acquisition of the Highland Township property. Part of the success in this effort was due to the letters from various groups in support of this project; thank you letters, on behalf of the Parks Commission, will be sent in response. ACTIVITY REPORT: 4-2 (Commission Meeting, December 7, 2005) The Activity Report for the month of October was accepted as filed. CATALPA PARK: Commission reiterated their position of recusing themselves from any involvement in the negotiations for the Catalpa Park property and directed staff to refer any additional inquiries on this issue to Property Management Specialist Mike Hughson. BID ITEM: LOADER/BACKHOE TRACTOR — TECHNICAL SUPPORT: Moved by Mr. Palmer, supported by Mr. Richards to award the purchase of a backhoe/loader tractor for Technical Support to the low bidder, Munn Ford Tractor, in the amount of $93,129, less a trade in of a 1987 JD 210C for $16,000, for a total purchase amount of $77,129. SUMMER 2005 — MARKETING REPORT HIGHLIGHTS: Public Communications Officer Jan Pung reviewed the highlights of the Summer 2005 Marketing Report, including the significant impact of the web site, with nearly 6,000 daily visitors for the months of July and August; coupon redemption program, with more than 11,000 coupons redeemed for use at the waterparks, group camping, camper packages, discount booklets, et al; and the successful season at both waterparks, which was reflected in significant increases in attendance at both waterparks. Ms. Pung also shared details on the new golfer loyalty program at the golf courses, plus disappointing results from a postcard mailing to more than 70,000 south Oakland households that directed the recipients to the web site for a coupon. Commissioner suggested continuing the mailing program, but include the $2 off coupon directly on it, rather than making the recipient download it from the Parks web site. 2005 WATERPARK EVALUATIONS — WATERFORD OAKS AND RED OAKS: Chief of Recreation Sue Wells shared results from thewaterpark evaluations for the 2005 summer season, reporting on record attendance; lifeguard rescues; swim lessons, including new evening lessons; plus programs, such as the river walk for exercise and dog swim, both held at Red Oaks. FIRST TEE SURVEY: Executive Officer Richard shared results of a "first tee" survey conducted by golf staff for 4-3 (Commission Meeting, December 7, 2005) approximately one, month at Springfield Oaks, Lyon Oaks, and Glen Oaks. Golfers were asked what other courses they play, what city they live in, how many times a week they play golf, and their reason for choosing that particular course. 2006 MASTER CALENDAR: A draft of the proposed 2006 master calendar was distributed for commission input and approval at the January 4, 2006 meeting. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---The boiler at the Springfield Oaks Activities Center must be replaced, having completely broken down last weekend. Staff has temporary heating in place and is in the process of getting the old unit replaced. Cost information will be brought back to the Commission at the next meeting, for approval of the expenditure. LC Scramlin announced that Michigan Geocaching Organization has just booked their six -day Midwest Regional Event at the Springfield Oaks Activities Center this coming July. This event will use the entire facility and include contests and vendors. ---The Fridge at Waterford Oaks is scheduled to open for the season on Friday, December 16. Staff requests Commission adoption of the resolution and will be available to answer any questions you may have. 7-1 RESOLUTION WHEREAS, the Oakland County Parks and Recreation Commission, in conjunction with the Oakland County Trails Advisory Council, has identified the need for the development of a county -wide, non -motorized trails master plan; and WHEREAS, the Parks and Recreation Commission has been notified that it is the recipient of a $10,000 grant through the Community Foundation of Southeastern Michigan's Greenways Initiative for the purpose of developing said master plan; and WHEREAS, the Parks and Recreation Commission has designated funds in its 2006 Operating Budget for any funding for this project in excess of $1 O,GGG; and WHEREAS, said master plan will provide trail linkages for the seven counties and the city of Detroit under the auspices of the Southeast Michigan Council of Government. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission approves acceptance of the $10,000 Greenways Initiative grant for funding the county -wide, non -motorized trails master plan. FURTHER BE IT RESOLVED that the Oakland County Parks and Recreation Commission forwards this resolution to the Oakland County Board of Commissioners for their approval per the county's grant procedures. Mini -Excavator — Torque Head Attachment — Technical Support HELICAL PIERS MATERIALS INDEPENDENCE OAKS Oakland County Parks and Recreation has received a Michigan Natural Resources Trust Fund Development Grant to build approximately 1,100-foot boardwalk, with a bridge over the Clinton River, to connect Camp Wilderness (Organizational Youth Campground) to the beach and other park recreational facilities. The boardwalk, along with approximately 5,000 linear feet of asphalt trail, will complete a 2.1-mile improved surface trail loop through the park. Oakland County Purchasing has set up a blanket contract with Anchor Tech Foundations Systems, of Clarkston, Michigan, for the purchase of the boardwalk helical pier foundation materials (Please refer to figure A). Commission's Technical Support Department will purchase and install these piers over the next year to support the boardwalk and bridge. Since the installed depths of the helical piers in the wetland could vary widely, it is estimated that the purchase of the piers could be approximately $50,000. Therefore, staff requests Commission authorization to purchase the helical pier materials up to $50,000, from the blanket contract supplier, Anchor Tech Foundation Systems, Inc. The 2006 Capital Improvement Budget for this project is $365,000, with 60% of this budget to be reimbursed by the MNRTF Grant. 9-A BOARDWALK A — LUMBER & HARDWARE MATERIALS INDEPENDENCE OAKS Oakland County Parks and Recreation has received a Michigan Natural Resources Trust Fund Development Grant to build approximately 1,100-foot boardwalk, with a bridge over the Clinton River, to connect Camp Wilderness (Organizational Youth Campground) to the beach and other park recreational facilities. The 8'-wide boardwalk and bridge foundation will be installed and constructed by the Commission's Technical Support Department over the next year, which will require the purchase of lumber and hardware. It is estimated that the lumber and hardware for the entire project is approximately $60,000. Since this project is expected to be accomplished over the next year, staff has divided the material purchases into three parts, Boardwalk A, B & C. (Please refer to Figure B). Staff is reviewing eight bids received on December 22, 2005 for the purchase of lumber and hardware for Boardwalk A and will make a recommendation at the January 4, 2006 Commission Meeting. Staff also recommends approval of a $1,000.00 contingency for miscellaneous materials and small tools for a total of approved amount of-$18994.49. The Adopted 2006 Capital Improvement Budget for this project is $365,000. 60% of this budget will be reimbursed by the MNRTF Grant. MINI -EXCAVATOR — TORQUE HEAD ATTACHMENT TECHNICAL SUPPORT On past boardwalk projects within the Oakland County Parks, staff has contracted with a local contractor to install the proprietary A.B. Chance Co. — Helical Pier Foundation System. The contractor uses a mini -excavator with a torque head attachment to install the helical piers. Refer to attached A.B. Chance Co. Helical Pier Brochure. The installation of these helical piers has proven to be environmentally friendly, easy to install, and is accepted by state and local permitting authorities. However, since the A.B. Chance Helical Pier Foundation System is a proprietary system, it can only be installed by certified A.B. Chance Co. professionals with equipment designed for this purpose. Purchase of this torque head attachment for the OCPR mini -excavator could result in substantial savings, by allowing OCPR staff to install the Helical Pier Foundation System. Therefore, staff contacted A.B. Chance Co., its distributor, and contractor to arrange for equipment specifications for the required torque head attachment (Refer to Figure A). A.B. Chance Co prefers to work through its distributors and certified contractors to provide this equipment. Bids were originally sent to ten distributors/manufacturers with no response. Upon contacting the distributors/manufacturers, bids were resent for the purchase of the torque head, gauges, and equipment adapters. Staff received a single bid from Anchor Tech Foundation Systems, Inc., Clarkston Michigan, in the amount of $7,765.00. Staff recommends approval to purchase the required equipment for installing the A.B. Chance Helical Pier Foundation System from Anchor Tech Foundation Systems, Inc., in the amount of $7,765.00. Staff also recommends a transfer of this amount from the 2006 Capital Improvement Project Contingency to the 2006 Operating Equipment Budget for this purchase. 9-C ITEM #10 BLANKET CONTRACTS ENGINEERING CONSULTANT FEES Oakland County Purchasing regularly establishes Blanket Contracts with design professionals that staff utilizes for various maintenance and capital improvement projects. Generally the professional service fees for these projects do not exceed $10,000. However, staff has identified the following professional service fees for two capital improvement projects that have exceeded the $10,000 amount: White Lake Oaks — Clubhouse Engineering - $17,596.72 (12-14-05) Springfield Oaks — Septic Engineering - $16,645.95 (12-14-05) The professional service blanket contract utilized for both projects is with Giffles- Webster, Engineers, Inc. The fees resulted from local, state and municipal design approvals, plan revisions, contract administration, and plan reproduction costs. Both projects are in progress and may require additional services. Contract administration for White Lake Oaks — Clubhouse is approximately 75% complete, with an estimated remaining amount of $2,500. Springfield Oaks — Septic Field design is substantially complete; however, construction staking, layout, inspection, and contract administration will be required for installation of the septic field in the estimated amount of $7,000. Staff recommends approval of a not -to -exceed amount, including contingency, to the professional service blanket contract for Giffles-Webster, Engineers, Inc. to complete both projects as follows: White Lake Oaks $21,000.00 (0.6% of Construction Contract) Springfield Oaks $24,000.00 ($25,000 Budgeted) Funds have been allocated in the Adopted 2006 Capital Improvement Project budget. 10-1 ITEM #11 ECOTOURISM PRESENTATION Parks Naturalist Tim Nowicki will present a short conceptual presentation on ecotourism, which will detail the natural resources and attributes of Oakland County as an economic stimulus for marketing, travel, and tourism in Oakland County. Parks staff is working cooperatively with Oakland County Planning and Economic Development in this effort. ITEM #12 EXECUTIVE SESSION Staff is requesting an Executive Session to discuss a proposed land acquisition. 12-1 ITEM # 13 EXECUTIVE OFFICER'S REPORT --- Oakland County Parks and Recreation will commemorate its 40t" Anniversary throughout 2006. The milestone will be celebrated with appreciation events, banners, posters, giveaways, special messages on the web site, reduced rates, and more. ---Staff is in the process of developing and refining questions as well as preparing a request for proposal for a County -wide survey expected to be conducted in the spring. The survey will ask voters about their knowledge, satisfaction, usage, and comments about Oakland County Parks and Recreation facilities, programs and services. This survey is something the Commission does every five years. It is helpful for the five-year revision to the Commission's Recreation Master Plan, which allows us to apply for grants. ---Commission's next Appreciation Day is Monday, January 16, 2006 (Martin Luther King Day). Park patrons will receive free entry into the day use parks. ---The Fisheries Division of the DNR recently released 50 12" Northern Pike into Crooked Lake at Independence Oaks. ---Attached for your information is an article from the December 21 Spinal Column regarding the grant awarded to the Parks Commission for the Highland Township land acquisition. ---2005 Park Pass Citations: There were a total of 446 "no park pass" citations issued in 2005. Of that total, 157 people contacted Sgt. Hurst and bought a resident park permit at $28.00 each, which generated $4,396.00 in park revenue, and $21,980.00 in lost court revenue. Another 56 citations were issued that the people contacted Sgt. Hurst and bought a non-resident park permit at $48.00 each, which generated $2,688.00 in park revenue, and $7,840.00 in lost court revenue. There were 233 "no park pass" citations issued at $140.00 that Sgt. Hurst was never contacted about, which generated $32,620.00 for the courts. ---Controlled Deer Management Program: Attached for your information is an update on the Controlled Deer Management Program in our system, along with a survey of the last ten years. In its seventh year, the IMBA Report Card ranks U.S. states and other countries on their trail quality, quantity, and access for off -road bicycling. The IMBA Report Card rewards progress and new trail developments and alerts trail users where riding is threatened or in short supply. Final grades were tabulated using a formula that takes into account many factors, including strength of local organizations, percent of trails open to riding, relations with land managers and other user groups, and threats to bike access. IMBA solicited input from their network of IMBA official state representatives, staff field experts, and an online poll. "Not too many people give Michigan trails their due," said Todd Scott, executive director for the Michigan Mountain Biking Association (MMBA). "The truth is we have a great variety of well -maintained trails throughout the state.
