STAFF ANNOUNCEMENTS:
Administrator — Parks and Recreation Operations Sue Wells introduced Katie Stavale, the new
recreation specialist for the Waterford Oaks Waterpark and The Fridge. She'll also be involved with
special events.
Executive Officer Dan Stencil also reported that Trails Network Coordinator Marge Gatliff has

tendered her resignation; she has accepted the deputy parks director position with the city ofFraser.
Donna Carrel, Office Assistant II, was introduced; Donna is in training for taking commission
meeting minutes.
AWARD RECOGNITION:
Executive Officer Dan Stencil reported that the Oakland County Parks were recognized by the
County Executive's Office for support of the County Your Steps Program.
2005 AUDIT:
Moved by Mrs. Vogt, supported by Mr. Gregory to receive and file the 2005 audit
report from Plante Moran.

GRANT APPLICATION SUBMISSION — UPPER BUSHMAN LAKE ACQUISITION:
Moved by Mr. Crawford, supported by Mr. Palmer to approve the following resolution
in support of a grant application for the Upper Bushman Lake acquisition:
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that application for cost sharing grants from
the Michigan Natural Resources Trust Fund may be submitted by August 1,2006; and
WHEREAS, the Oakland County Parks and Recreation Commission has identified
and established priorities for acquisitions and improvements within the adopted Recreation
Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recommends
the filing of the following application to the Department of Natural Resources for matching
grant:
UPPER BUSHMAN LAKE ACQUISITION
NOW THEREFORE BE IT RESOLVED THAT the Oakland County Parks and
Recreation Commission recommends submission of the above -said grant application with
the appropriate matching funds to be designated from the one -quarter mill.

COUNTY -WIDE VOTER SURVEY:
Staff recommended the Commission Contract with Leisure Vision/ETC Institute to conduct a county-
wide survey among registered voters in early summer, plus include stakeholder interviews and
geocoding, in the amount of $23,350.
The proposal included a stipulation that the county needs to be divided equally according to the
county's population. Commissioner Crawford recommended dividing the quadrants by Oakland
County Commissioner districts.
Staff will be publicizing the survey prior to it being conducted.
Moved by Mr. Crawford, supported by Mrs. Vogt to award the contract to conduct a
county -wide survey, including 600 completed surveys, 15 stakeholders interviews,
and geocoding of responses, to Leisure Vision in the amount of $23,350.

4-H FAIR ASSOCIATION SPECIAL REQUEST:
In a special letter to the Commission, L. C. Scramlin, General Manager of the Springfield Oaks
Activity Center, requested Commission approval to begin construction of the shell only of Building
E. It is on the master plan, and no Parks funds will be used. If the shell (no offices or restrooms) is
approved now, it will allow enough time for completion in time for this year's 4-H Fair.
Representatives from the Oakland County 4-H Fair Association will make a further presentation at
the June 7 meeting to answer questions raised at the April Commission meeting.
Moved by Mr. Palmer, supported by Mr. Gregory to approve the construction of the
shell only of Building E at the Springfield Oaks Activity Center. Funds for this
construction will come from the Oakland County 4-H Fair Association.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:

---Staff has received a preliminary plan for ADA compliance, which is currently being used to assist
with the budget process. We will have a formal report in September.
---Staff has been notified by the Michigan Department of Natural Resources that the 2006 Land and
Water Conservation Fund grant applications must be submitted by July 1, 2006. A possible trail
system — bridge and boardwalk system — at Lyon Oaks could be considered for submission.
---Staff shared information on two proposed pieces of legislation — HB 5975 and HB 5976.
Moved by Mr. Crawford, supported by Mr. Palmer to direct staff to send a letter to
all the state representatives, communities in the county that have golf courses,
Oakland University, Michigan Municipal League, and the Huron -Clinton Metropolitan
Authority expressing our opposition to HB 5976 and stating our reasons for this
opposition. Staff will also analyze HB 5975 and report back to the Parks Commission
with their findings and recommendation.

OLD BUSINESS:
---Commission directed staff to send letters to all respondents regarding the Catalpa Park issue,
thanking them for their time and interest.
---In response to Commission inquiry on the proposed timeline for the urban park strategy, staff
noted the first step being completed is the inventory of park facilities throughout the county, which
is being done with assistance of Oakland County Planning and Economic Development.
Commission requested staff report on the progress of this project at the July Commission meeting.
The meeting was adjourned at 10:43 a.m.
The next Commission meeting will be at 9:45 a.m. on Wednesday, June 7, 2006, at Independence
Oaks, which will include an open house for the canine training facility beginning at 9 a.m.

2005 AUDIT REPORT
Enclosed is a copy of the audit report from Plante & Moran for the 2005 financial
records of the Oakland County Parks and Recreation Commission. The report shows we
are in sound financial condition. Our revenue budget had a favorable variance of
$111,685 as shown on page 15 and our expense budget had a favorable variance of
$1,232,968 as shown on page 16. This results in an additional $1,344,653 for capital
projects than originally budgeted and $53,385 more than the revised budget estimate
figures we used in the Fiscal Year 2006 Capital Improvement Budget (the $53,385 will be
incorporated into the FY2007 Capital Improvement Budget).
As indicated on page 16 of the audit report, the total actual expenditures for
operations are under the total budget. Therefore, we are in compliance with the Michigan
Uniform Local Budgeting Act and the Commission By-laws.
The net worth of the Commission as of September 30, 2005 as indicated on page 2
of the Management Discussion and Analysis section was $78,161,020. This includes a
Capital assets, net of accumulated depreciation and related debt, balance of $61,308,582
and an Unrestricted fund balance of $16,852,438. However, most of the $16,852,438 was
already included in the 2006 Capital Improvement Budget as a funding source (the
difference will be incorporated into the FY2007 Capital Improvement Budget). Obligations
for current portion and long-term capital lease included $2,600,000 that is for the principal
related to the Lyon Oaks Bond.

GRANT APPLICATION SUBMISSION
The Oakland County Parks and Recreation Commission has been notified that
applications for the Michigan Natural Resources Trust (MNTRF) may be submitted for
2006 funding. The secondary deadline for acquisition applications is August 1, 2006.
Staff recommends the following grant be submitted for the new funding cycle:
Upper Bushman Lake Acquisition
Staff is recommending the application for matching funds from the Trust Fund for
the purpose of acquiring 188-acre Upper Bushman Lake property adjacent to
Independence Oaks. This acquisition is consistent with the goals adopted in the 2002-
2006 Recreation Master Plan.
A brief presentation on the Upper Bushman will be provided by staff. A
resolution in support of the grant application has been prepared for Commission
adoption. The required public hearing for this grant is scheduled for the June
Commission meeting at 9 a.m.
RESOLUTION
APPROVAL FOR GRANT APPLICATION
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that application for cost sharing grants
from the Michigan Natural Resources Trust Fund may be submitted by August 1,2006;
and
WHEREAS, the Oakland County Parks and Recreation Commission has
identified and established priorities for acquisitions and improvements within the adopted
Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission
recommends the filing of the following application to the Department of Natural
Resources for matching grant:

COUNTY -WIDE VOTER SURVEY
To provide current data for the parks system's master plan and for use in
developing an updated strategic plan, staff is requesting Commission approval of a
research firm to conduct a county -wide survey among registered voters in early summer.
The purpose of the survey is to gauge public awareness and usage of the parks
system, measure satisfaction with facilities, determine the interests of residents in
quadrants of the county, obtain public comments and feedback, and gather demographic
information.
Much of the data will be correlated with previous survey responses to measure
improvement and comparisons. (Similar surveys were conducted in 1991, 1996 and
1999.)

Leisure Vision has conducted research for and maintains a data base of survey
information from parks and recreation open space plans, strategic plans and feasibility
studies from throughout the country. Michigan clients have included several Michigan
cities and townships, including Orion Township currently.
Staff reviewed all of the proposals and recommends awarding the contract to
Leisure Vision in the amount of $23,350 to include 600 completed surveys, 15
stakeholders interviews and geocoding of responses.
(Cost for the 1999 survey was $17,600.)
Public Communications budgeted $20,000 for this survey. Sufficient funds are
available in the Public Communications Budget for the complete project.

---New Staff Assignments: Attached is a news release detailing new staff assignments
throughout the parks system. Also provided is a copy of the department's updated
organizational chart.
---Special Recognitions:
• Sue Wells, Administrator — Parks and Recreation Operations, has been recognized by the
state of Michigan for her years of service as a member of the Carnival -Amusement Safety
Board. A copy of the resolution is attached for your information.
• NACPRO has awarded Ralph Richard with the 2006 NACPRO Award in the Lifetime
Achievement category. He will receive the award on Monday, August 7 at the annual NACo
meeting to be held in Chicago.
• Waterford Oaks Waterpark (along with Michigan Adventures) has been selected by readers
of the Oakland Press as the best waterpark in Michigan.
--NRPA Congress: The annual NRPA Congress and Exposition will be held October 10 — 14 in
Seattle, Washington. Please contact Karen as soon as possible to let her know whether or not
you are planning to attend.
---NRPA Accreditation: Staff has inquired with the NRPA regarding its Commission for
Accreditation of Parks and Recreation Agencies program and will make application with budget
considerations in the 2007 proposed budget.
---CAP Program: At the March 15, 2006 meeting, the Commission approved the establishment
of the 2006 Community Assistance Program. As part of the application process, local units of
government submit a written application. Those applications, with endorsement letters, are
enclosed in today's commissioners' review folder. It is important to note the significance of this
program to the participating communities.
---Community Connection Initiative: Attached is a copy of the letter being sent to the cities,
villages, and townships introducing Dan Stencil as the new Executive Officer; but more
importantly, introducing the concept of the Community Connection Initiative, where staff will
meet with elected officials and parks and recreation staff/advisory boards to receive input
regarding programmatic and facility recreation needs. The program is planned to be launched
late summer/early fall with the information gathered to be used in developing the comprehensive
recreation master plan revision.
---ADA Transition Plan: Straub, Pettitt and Yaste have completed their park inventory. They
have provided us with a preliminary plan that outlines the areas that need to be updated to meet
the Federal Guidelines. Each facility at every park has been reviewed, and the consultants

have provided information on updating as well as an estimated cost.
The ADA committee will be meeting to review the data and develop a plan of action, which will
include prioritizing and incorporating the updates into our future budgets for CIP and operations.
The formal report will be presented at the September Commission meeting.
---Land and Water Conservation Fund: Staff has been notified by the Michigan Department of
Natural Resources that the 2006 Land and Water Conservation Fund grant applications must be
submitted by July 1, 2006. Staff will be making a recommendation at the June 7 Commission
meeting. The LWCF requires a minimum of 50% local match.
---Habitat Management Maintenance Contracts: Staff was unable to proceed with the
prescribed burns at Lyon and Independence Oaks as scheduled. A clarification of insurance
requirements necessitated a re -bid for habitat management (including prescribed fire) as a
maintenance contract. Staff has requested that contracts be established with three vendors to
provide habitat management for Oakland County Parks. Staff will proceed with various habitat
management projects as appropriate.
---Legislative Breakfast & Golf Outing: Attached for your information is a copy of the flyer for
the Friday, June 16 Legislative Breakfast and Golf Outing being jointly held with the Oakland
County Senior Advisory Council.
---Oakland County Trails and Greenways Workshop: Also attached for your information is a
copy of the invitation and agenda for the Oakland County Trails and Greenways Workshop
scheduled for 6:30 p.m. on Monday, May 22, at the Southfield Public Library. Please plan to
attend, if possible.
---Springfield Oaks Activities Center Building E Update: Staff has been working with the
Oakland County 4-H Fair Association to develop agreements for Building E and Building K. At
this point in time, the Association has scaled back their plans and will concentrate on Building E
only. If they receive site plan approval and a building permit is issued by Springfield Township,
the Association will be requesting Commission approval to put up the shell only of Building E,
with all of the money provided by the Oakland County 4-H Fair Association and no Commission
monies involved. Moving forward in this manner will allow the additional building space in time
for this summer's fair.
Also attached is a letter from Oakland County 4-H Fair Association General Manager LC
Scramlin regarding this request.

OAKLAND COUNTY PARKS ANNOUNCES NEW STAFF ASSIGNMENTS
OAKLAND COUNTY - Oakland County Parks and Recreation has promoted four staff
members and laterally moved another. The changes came about after several long-time employees
retired.
"We continually encourage our employees to update their skills and challenge them with
new tasks. When the retirements happened, it was only natural to promote from within," Dan
Stencil, executive officer, said. "All of these individuals are dedicated to providing leisure services
to the county's residents."
Susan Wells has been promoted to Administrator - Parks and Recreation Operations from
Chief of Recreation. She was also a Recreation Supervisor for the parks system. Wells has been
with Oakland County Parks for 18 years. Previously, she was the Parks and Recreation Director for
the City of Frankenmuth.
Wells, a Royal Oak resident, holds a Bachelor of Science and Master of Administration from
Central Michigan University. She is a CMU Distinguished Alumni of the Parks and Recreation
Department. She is also a member of the World Waterpark Association, Northwest Parks and
Recreation and the National Association of Interpreters. She has held various board member
positions with both the Michigan Recreation and Park Association and the National Recreation and
Park Association.
Jim Dunleavy has been promoted to Chief of Recreation from Recreation Supervisor. The
Linden resident has a Bachelor of Science in Recreation Leadership & Management from Ferris
State University. He has held several positions in 16 years including Recreation Specialist and Park
Supervisor. Additionally, he worked part-time for six years before becoming a full-time employee.
He has held numerous professional board positions with MRPA, Northwest Parks and
Recreation, City of Linden Parks and Recreation, Southern Lakes Parks and Recreation and North
Oakland Technology Advisory Board. Dunleavy was also honored with the Distinguished Alumni
Award from FSU's School of Education.
Boyd Brokenshaw has been promoted to Park Supervisor at Groveland Oaks County Park.
He has been a parks employee for 13 years. Brokenshaw was previously a general maintenance
mechanic at White Lake Oaks Golf Course.

He has also served as an equipment mechanic and groundskeeper II. Prior to his start with
parks and recreation, he worked for FMO Grounds of Oakland County for four years.
Brokenshaw has a Bachelor's Degree in Conservation from Northern Michigan University.
He is a Clarkston resident.
Mike Boyd has been transferred laterally to Park Supervisor of Independence Oaks County
Park. Boyd, of Brandon Township, was previously the Recreation Supervisor of Waterford Oaks
Waterpark and The Fridge toboggan run.
Boyd has a Bachelor in Science in Outdoor Recreation from Northern Michigan University.
He has been with the parks system for 21 years (seven years full-time and 14 as a seasonal
employee). He has worked as a laborer, program leader, seasonal program specialist, assistant park
supervisor and recreation specialist. He is also a certified aquatics facility operator. He received the
New Professional Award from MRPA in 2002.
Rachel Meyers has been promoted to Recreation Supervisor from Recreation Specialist. She
is in charge of Red Oaks Waterpark and The Fridge. Meyers of Farmington has been with the parks
system for five years.
She has Bachelor of Science from Western Michigan University. Previously she was a
corporate trainer for Starbucks and a convention coordinator.
She is a Certified Pool Operator and is vice chair of the MRPA Aquatics Committee. She
also assists with the parks system's Women in the Wilderness program.

By now you may have heard the administrative leadership of the Oakland County
Parks and Recreation Commission has changed.
Ralph Richard retired after 21 years of service. The Parks Commission appointed
me as his successor. I'm both proud and excited to be named Executive Officer
for the Oakland County Parks and Recreation Commission.
The future of the system will not be one of drastic change. I want to continue the
legacy of the previous leaders Ralph Richard, Eric Reickel and the founder, Ken VanNatta.
My preliminary goals for the parks system focus on four areas:
• financial sustainability
maintenance of the system's infrastructure, buildings and facilities
acquisition of "green infrastructure" such as wetlands and open space
development of a natural resources management plan for each of the park holdings.
A "rolling" three-year strategic plan is being developed as the catalyst to accomplish the
previously mentioned goals. The plan will incorporate the VIP Action Plan created by the
California Parks and Recreation Society. The plan positions parks and recreation as an
essential public service which contributes significantly to creating community while
enhancing the quality of life through people, parks and programs.
Additionally, the Oakland County Parks will continue to work with the 61 cities, townships
and villages within Oakland County. We want to continue to work together to provide
quality recreation experiences for county residents. There are many partnerships to continue
and new opportunities to be explored. These new opportunities will include the development
of an urban park strategy.

This letter is to ask for the go a head on construction of the " C,,'' Building on the Springfield
Oaks Master Plan. The fairboard has the funds and the workers to do the shell for the building
before this year's fair. We would cover all cost of this part of the building wid ara va)y asking
for the ok from staff and the Park Commissioners. No offices or restroorns would be built in this
first phase. It would be just as it was approved on the Master Plan and .Exhibit Building,
We realize we would need all township approval and to work with your staff oil all work we do.
The township approval could come before your June Commissioners Meeting and we need all
the time we can to complete this before the 2006 Fair. This is the reason for this letter and the
need for approval bcforc the June meeting.
We fully plan to be ready to come back to the commission in June with the rest of our plans and
