COMBINED STATEMENT OF OPERATIONS:
The Combined Statement of Operations for the month ending September 30, 2006 was accepted as
filed.
CAPITAL IMPROVEMENT PROGRAM BUDGET REPORT:
The Capital Improvement Program Budget Report for the month ending September 30, 2006 was
accepted as filed.
ACTIVITY REPORT:
The Activity Reports for October and November, 2006 were accepted as filed.
Staff will ensure the headings of the reports carry over on each page for clarification.
COMMISSIONER RECOGNITION:
Chairman Lewis announced that, as a result of his election to the Michigan House of Representatives,
Commissioner Martin Knollenberg has resigned from the Commission effective January 4, 2007.
Commissioner Knollenberg was presented with a plaque in recognition of, and thanks for, his service to
the Commission and the residents of Oakland County.
STAFF INTRODUCTION:
Administrator — Parks and Recreation Operations Sue Wells introduced Matt Pardy, a senior at Central
Michigan University, who will be interning for Oakland County Parks for 30 weeks. Matt has worked for
Oakland County Parks since 2001 at Red Oaks Waterpark as lifeguard, head lifeguard and most recently
as a manager.
ELECTION OF OFFICERS:
Chairman Lewis requested Commissioner McCulloch assume the position of Temporary Chairman forthe
purpose of electing new officers for 2007.
Commissioner McCulloch assumed the Chair and opened the floor to nominations.

Lewis, Jr. as Chairman, Richard Skarritt as Vice Chairman, and J. David VanderVeen as
Secretary of the Oakland County Parks and Recreation Commission for 2007.

OAKLAND COUNTY4-H FAIR ASSOCIATION PRESENTATION
Art Noren and Terri Burnett from the Oakland County 4-H Fair Association gave a PowerPoint
presentation on the Oakland County Fair and reported on their association's outreach program to different
agencies across the county. They are sharing the message of the new name and focus for the Oakland
County Fair, encouraging both youth and adult groups to become involved.
COUNTY -WIDE CITIZEN SURVEY PRELIMINARY REPORT:
Ron Vine, president of ETC Institute/Leisure Vision, reported on the preliminary results of the county -wide
survey conducted to measure resident awareness, usage, and future needs of the county parks.
This survey was conducted to provide information for the five-year recreation master plan, as well as to
gather data for the strategic plan for future planning.
Commission recommended staff plan a retreat for strategic planning purposes to gain a consensus and
understanding what the issues are, as indicated by the survey, and to make informed decisions and set
priorities based on this information.
2007 COMMUNITY ASSISTANCE PROGRAM
Staff shared plans for the expansion of the Community Assistance Program and requested Commission
approval of the expanded program amount of $100,000 for 2007. The recommended breakdown of funds
is as follows:
• $30,000 — Mobile Recreation visits
• $20,000 — Discounts to non-profit and community groups in Oakland County
• $20,000 — Partnerships and collaborations with cities, villages, and townships with struggling or
eliminated parks and recreation departments
• $15,000 — Transportation to nature centers and day use parks
• $10,000 — Program scholarships for at -risk youth and handicapped individuals
• $5,000 — Discounted trips to the waterparks, youth group camping, the refrigerated toboggan run
and nature centers
Moved by Mr. Palmer, supported by Mr. Crawford to approve the 2007 Community
Assistance Program in the amount of $100,000.

HIGHLAND TOWNSHIP PROPERTYGRANT PROJECT AGREEMENT:
Moved by Mr. Crawford, supported by Mr. VanderVeen to adopt the following resolution in
support of the approval of the Highland Township Property Grant Project Agreement:
WHEREAS, the Oakland County Parks and Recreation Commission has
been notified of the award of the TF05-032 Highland Township Property
Acquisition Grant, administered by the Michigan Natural Resources Trust Fund;
and
WHEREAS, the One Million Four Hundred Forty Thousand
($1,440,000.00) dollar grant will help offset the cost of acquiring this parcel, which
will create the twelfth Oakland County Park; and
WHEREAS, the matching funds for the Highland Township Property
Acquisition Grant will come from the % mil for parks.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks
and Recreation Commission supports the acceptance of the TF05-032 Highland
Township Property Acquisition Grant.
FURTHER BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends the revised Project Agreement be
forwarded to the General Government, Planning and Building, and Finance
Committees for approval by the Oakland County Board of Commissioners.

recommended by Purchasing and staff:
Contract for the renovation of the formal garden walkway at Addison Oaks
Conference Center to brick pavers to the low bidder, Worry Free, in the amount of
$24,206.00, plus a ten percent contingency of $2,420.00, for a total budgeted amount
of $26,626,00. Funds for this expenditure will be transferred from the 2007 Operating
Budget Contingency to the Addison Oaks Conference Center Building Maintenance
line item.
• Contract for the fire safety system upgrade for the Glen Oaks Clubhouse to the low
bidder, Healy Fire Protection, Inc., in the amount of $21,550.00, plus a ten percent
contingency of $2,150.00, for a total budgeted amount of $23,700.00. Funds for this
expenditure will be transferred from the 2007 Operating Budget Contingency to the
Glen Oaks Operating Budget Building Maintenance line item.
• Purchase of one ADA accessible pedalboat and five standard 4-person pedalboats
for the Groveland Oaks boat rental facilityto the single bidder, DMM Industries, in the
amount of $10,198.15.

• Purchase of 8 6-foot and 64 8-foot picnic tables, plus 200 6-foot and 300 8-foot picnic
table boards for Addison, Groveland, Independence, Orion, Waterford, and the Wint
Nature Center to the low bidder, Engan Tooley Doyle & Associates in the amount of
$22,976.75.
• Purchase of a Kubota Utility Cart for Waterford Oaks to the low bidder, Weingartz
Supply Company, in the amount of $12,511.97.
• Purchase of 80 electric and 39 gas golf carts for Lyon Oaks and Springfield Oaks golf
courses, including the trade in of 80 carts, to Club Car in the amount of $314,055.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted:
---Staff was notified by the Land and Water Conservation Fund that our application for the Lyon Oaks
Trails Development Grant was not approved for funding.
---Executive Officer Stencil reported briefly on the urban strategy, noting a name change to Urban Parks,
Recreation Programs and Services Strategy to reflect the broader focus.

Discussion followed on the east portion of the Proud Lake State Recreation Area property. Commission
directed staff to send a letter to the Michigan Department of Natural Resources to add into their public
comments regarding the proposed land consolidation, urging their continuance of public ownership and
preservation of this parcel.
The next Commission meeting will be at 9:00 a.m. on Wednesday, January 31, 2007 at the Parks
Commission's administration office.
The meeting was adjourned at 11:40 a.m.

AWARD RECOGNITION
2007 MRPA AWARDS
Chief of Park Operations Clyde Herb received the Park Resource
Leadership Award for his outstanding contributions to park maintenance and
operations through programs, systems and attentiveness to facility functions.
Mike Willhite received the Innovative Park Resources Award for
Equipment Design. An equipment mechanic with Technical Support, Mike
created a custom attachment for existing equipment. It was used to install helical
piers for the River Trail boardwalk at a savings of $23,000.
Volunteer Roger McCarville received a Special Award for his personal
commitment to keeping the disabled population active. He has been a
partner/volunteer of the parks for 30+ years. McCarville hosts radio and TV
programs focusing on recreation for the disabled.
Partners/Volunteers receiving community service awards:
John Jacob worked to save the Drayton Plains Nature Center from
closure and expand it as an educational facility. Oakland County Parks and
Waterford Schools have partnered so students in grades 1-12 are visited by Wint
Nature Center naturalists as part of their science curriculum.
Since 1966, A. Purves Excavating, Inc. has repeatedly donated time and
labor. Purves supported the Ellis Barn relocation and restoration project by
scraping the mortar from and hauling the barn's original foundation field stones to
Springfield Oaks. This donation totaled approximately $15,000.
The partnership between Oakland County Parks and the Oakland County
Sheriff's Office was recognized. Deputies patrol portions of the system's 6,000
acres and provide security at large special events. Divisions involved include:
community corrections; K-9 unit; marine and dive team; plus the aviation,
mountain bike, mounted and trusty operation divisions.

supporter of the Parks, passed away January 21. Mr. Filippis had recently been
nominated for the Michigan Recreation and Park Association's Hall of Fame; he
will be inducted posthumously in October.
In recognition of Tony's many years of support in programs throughout the
Parks, staff is recommending the establishment of a memorial garden to be
planted around the gazebo Mr. Filippis sponsored at Independence Oaks. The
garden will be planted and cared for through the therapeutic gardening program.
Staff is requesting approval of the attached resolution in recognition of
Tony's support and of the establishment of the memorial garden.

to live full lives and enjoy recreational pursuits; and
WHEREAS, Tony Filippis has been a major supporter of Oakland County Parks and Recreation
Commission adaptive recreation programs; and
WHEREAS, Mr. Filippis has been a faithful sponsor of the parks system's wheelchair basketball
programs, sports clinics and a disabled golf league; and
WHEREAS, his company, Wright and Filippis, sponsored the "Wheelchair Daze" Picnic at
Independence Oaks County Park for more than 25 years; and
WHEREAS, Tony Filippis created The Athletes with Disabilities Hall of Fame in 1999 to
recognize athletic excellence among the disabled; and
WHEREAS, Mr. Filippis was recently nominated and will be posthumously inducted into the
Michigan Recreation and Park Association Hall of Fame on October 11, 2007.
NOW THEREFORE BE IT RESOLVED that, in recognition of his support of the above -

ADDISON OAKS PROPERTY ACQUISITION
MNRTF GRANT APPLICATION
The Oakland County Parks and Recreation Commission has been notified that
applications for the Michigan Natural Resources Trust Fund (MNRTF) may be submitted
for 2007. Applications are to be postmarked by April 2, 2007.
Staff recommends application to the MNRTF for financial assistance in the
acquisition of 100 acres of the Upland Hills Farm adjacent to Addison Oaks and Bald
Mountain State Recreation Area. This acquisition would preserve a large tract of priority
one natural area and would significantly add to the recreational opportunities provided
by Addison Oaks, including providing beach access to Prince Lake and trails through
mature maple -beech forests.
The estimated cost of acquisition is approximately $1,400,000. Staff
recommends applying for a $616,000 grant (44% of the acquisition total) with a local
match of $784,000 (56%). (The 44/56% funding match maximizes the point value of
Oakland County Parks' contribution.)

SPRINGFIELD OAKS PROPERTY ACQUISITION
MNRTF GRANT APPLICATION
The Oakland County Parks and Recreation Commission has been notified that
applications for the Michigan Natural Resources Trust Fund (MNRTF) may be submitted
for 2007. Applications are to be postmarked by April 2, 2007.
Staff recommends re -application to the MNRTF for financial assistance in the
acquisition of the 57-acre Samuel Farm adjacent to Springfield Oaks. This acquisition is
the last opportunity to significantly increase the size of Springfield Oaks before it is
bounded by residential development.
The proposed acquisition of the Samuel Farm did not score well during the 2006
funding cycle. Given the funding priorities of the Trust Fund, the 2007 application is
unlikely to earn additional points. Staff recommends that the Parks Commission
consider re -submitting the application with a substantially larger local match in order to
be considered a Small Acquisition Grant (under $100,000).
The estimated cost of acquisition is approximately $850,000. Staff recommends
applying for a $99,500 grant (approximately 11.79,o) with a local match of $750,500
(89.3%).

ADDISON OAKS TRAIL CONNECTOR
MNRTF GRANT APPLICATION
The Oakland County Parks and Recreation Commission has been notified that
applications for the Michigan Natural Resources Trust Fund (MNRTF) may be submitted
for 2007. Applications are to be postmarked by April 2, 2007.
Staff is recommending re -applying for financial assistance from the Michigan
Natural Resources Trust Fund (MNRTF) for the construction of a 1.7-mile connector trail
that would provide non -motorized access from Lake George Road to the future parking
area of the recently acquired Sullivan property.
This project received wide support from the recreational community and scored
relatively well in the 2006 MNRTF Grant Review. (Staff has also proposed a higher
local match to garner additional points.)
Staff estimates a project cost of $520,000 including engineering, site preparation,
and the installation of gravel path ($20/linear ft) and boardwalk ($250/1inear ft). (The
proposed boardwalk construction cost has been increased to meet the anticipated costs
of universally accessible design and the projected cost of construction materials.)
Staff recommends applying for a $228,800 grant (44% of the total project costs)
with a local match of $291,200 (56%). (The 44/56% funding match maximizes the point
value of Oakland County Parks' contribution.)

LIFEGUARD TRAINING FOR THE WATERPARKS AND BEACHES
We have received from Purchasing the following bids for a three-year service contract for
lifeguard training:

5. Aquatic facility inspection prior to opening each facility.
6. Risk Management assessment 365 days a year.
There was one other bid on the contract; however, it was received late, so the bid could not be
accepted.
Administrative and operational staff have been very satisfied during the past 20 years with the
services that Jeff Ellis & Associates has provided, plus the level of safety for the guests and
staff. By continuing with Ellis, it is easier to maintain the 100 guards who get trained at a
professional level, which coincides with the high standards at Oakland County Parks and
Recreation Commission.
Therefore, staff recommends awarding the bid to Jeff Ellis & Associates. Contract is not to
exceed $60,000 per year.
Funds for this expenditure are budgeted in each respective park's Operating Budget Training
line item.

Bids were received for services to provide the installation, plant care and removal
of annual flowers, planting fall mums and spring pansies for the park system at some of
the day use parks, golf courses, and banquet centers. This professional services contract
is used at high maintenance and high visibility gardens.

in Royal Oak and Ferndale.

LYON OAKS WETLAND MITIGATION PROJECT
In March 2006, the Commission supported a staff proposal to issue an
RFP for the design and construction of a wetland mitigation project in a portion of
the Lyon Oaks Natural Area. The project, as proposed, would create restored
wetlands to augment the natural area used by the Lyon Oaks Nature Center for
environmental education and would be entirely funded through a cooperative
agreement with the Road Commission for Oakland County (RCOC).
Using a Qualifications Based Selection approach, OCPR staff worked with
Oakland County Purchasing and representatives of RCOC to identify the top two
of the five candidates that submitted proposals: Ducks Unlimited and Niswander
Environmental, LLC.
After interviewing both candidates, staff recommends entering into
contract with Niswander Environmental, LLC for the following services if an
acceptable use agreement can be arranged between Oakland County and the
RCOC:

There were a total of 14,000 WAM hours provided at a variety of parks

2006 Volunteer Program Hours
This year, we increased the usage of volunteers by 31 %. We had 519 individuals
volunteer 31,285 hours. Volunteers are essential to make our facilities and program a success.
The fiscal savings in 2006 for utilizing volunteers utilizing the Bureau of Labor Statistics standards
was $546, 861.
Any volunteer donating more than eight hours will receive a thank you letter and a
coupon for four people to attend the Fridge or Water Park in the 2007 season.
The date for this year Fridge Night is Tuesday, January 23, 2007. The summer picnic is

RE: Proud Lake State Park
At its January 3, 2007 meeting, the members of the Oakland County Parks
and Recreation Commission discussed the proposed sale of the east unit of Proud
Lake Recreation Area.
The Commission directed staff to submit for public comment their expression
of strong support for the continuance of public ownership and preservation of this
parcel.
The Parks Commission hopes the Department of Natural Resources will
endeavor to ensure this property remains open space to the benefit of all the
residents of the state of Michigan.

Re: Objection to proposed sale of Proud Lake Recreation Area land
Dear Mr. Freed:
As Oakland County Drain Commissioner, I am acutely aware of our need to
preserve and protect our natural resources. In 2005, 1 wrote a letter to
Governor Jennifer Granholm urging her support to retain the Proud Lake
Recreation Area as land reserved for public use.
Today, I renew my efforts to protect this legally dedicated natural area which
plays a critical ecological role in the Kent Lake and Upper Huron Watersheds.
Home to the protected box turtle and cricket frogs, this natural area is an
integral part of an extremely fragile ecosystem. Further, the loss or
degradation of this important area would result in decreased water quality in
nearby lakes, rivers and streams.
As I indicated in my letter to the governor, this land is among the few
remaining undeveloped open spaces in southeastern Oakland County. The
DNR understands the importance of protecting this unspoiled property. It
proudly proclaims on its Web site that this unique property's outstanding
feature is a deep depression formed as the glaciers receded. The crater we see
today is the last remnant of that prehistoric phenomenon.
I urge you to continue to protect this natural resource for the benefit of present
and future generations.
