Chairman Lewis called the meeting to order at 9:14 a.m. in the classroom of the Lewis E. Wint Nature Center
at Independence Oaks.
Chairman Lewis announced that, in the absence of Drain Commissioner John McCulloch, Joseph
Colaianne will be serving as his designee for the meeting.

PUBLIC COMMENTS:
Dave Coleman and LC Scramlin provided a special invitation to the Parks Commissioners to attend the
upcoming Oakland County Fair, which is scheduled for July 8 —13 at Springfield Oaks.
Mr. Jim Meenahan, member of Oakland County Business Roundtable's Quality of Life Committee, distributed
copies of the Business Roundtable's 2007 annual report, noting information in the report that links to the
"Place -based Economy/Tourism" Presentation planned later in the agenda.

Budget to $21,650,726, in compliance with the Michigan Uniform Local Budgeting Act and
the Commission Bylaws, with the individual amounts for each cost center to be the same as
those shown in the "Actual" column of page 15 of the audit report from Plante & Moran.

JULY AS PARKS AND RECREATION MONTH RESOLUTION:
Moved by Mrs. Taub, supported by Mr. Crawford to adopt the following resolution in support
of July as Parks and Recreation Month:
WHEREAS, the Oakland County Parks and Recreation Commission's mission is to
provide all residents of Oakland County with recreational, leisure, and learning experiences,
parks, open spaces, and facilities, resulting in a comprehensive county park system that
enhances quality of life; and
WHEREAS, parks, recreation activities, and leisure experiences provide
opportunities for young people to live, grow, and develop into contributing members of
society; and

WHEREAS, parks and recreation creates lifelines and continued life experiences for
older members of our community; and
WHEREAS, parks and recreation generates opportunities for people to come
together and experience a sense of community through fun recreational pursuits; and
WHEREAS, parks and recreation agencies provide outlets for physical activities,
socialization, and stress -reducing experiences; and
WHEREAS, parks, playgrounds, nature trails, open spaces, community and cultural
centers, and historic sites make communities attractive and desirable places to live, work,
play, and visit, in a manner that contributes to our ongoing economic vitality; and
WHEREAS, parks, greenways, and open spaces provide a welcome respite from our
fast -paced, high-tech lifestyles while simultaneously protecting and preserving our natural
environment; and
WHEREAS, parks and recreation agencies touch the lives of individuals, families,
groups, and the entire community, which positively impacts upon the social, economic,
health, and environmental quality of our community.
NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and
Recreation Commission proclaims July as Recreation and Parks Month and encourages all
citizens to celebrate healthy, active lifestyles by participating in their choice of recreation and
park activities.

"PLACE -BASED ECONOMY/TOURISM" PRESENTATION:
Larry Falardeau, Principal Planner from Oakland County Planning and Economic Development Services,
shared an overview of the county's "Place -based Economy/Tourism" presentation. The proposal is being
designed with four major focuses —land use, environmental, downtown development, and historical
preservation —and reflects economic ties of parks and recreation to the economy.
GLEN OAKS DTE EASEMENT AGREEMENT:
Moved by Mrs. Taub, supported by Mr. Crawford to adopt the following resolution in support
of the Glen Oaks DTE Easement Agreement:
WHEREAS, the County of Oakland is the owner of Glen Oaks County Park located in
Farmington Hills Township; and
WHEREAS, the Detroit Edison Company is in the process of upgrading its electrical
services facilities in the area of Glen Oaks County Park and has requested that the County of
Oakland grant a 15-ft. wide easement for underground electric service; and
WHEREAS, the Oakland County Parks and Recreation staff and the Detroit Edison
Company have agreed upon the easement area necessary for the installation and
maintenance of underground electric service at Glen Oaks County Park.

NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission hereby requests that the Oakland County Board of Commissioners
authorize and approve the granting of an easement for underground electric service and
related appurtenances to the Detroit Edison Company for the sum of one dollar, contingent
upon the approval of said easement by Corporation Counsel.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests that that the Oakland County Board of Commissioners direct its
Chairperson or designee to execute said easement for underground electric service and
related appurtenances.

HIGHLAND OAKS DTE EASEMENT AGREEMENT:
Moved by Mr. Gregory, supported by Mr. Crawford to adopt the following resolution in support
of the Highland Oaks DTE Easement Agreement:
WHEREAS, the County of Oakland is the owner of Highland Oaks County Park
located in Highland Township; and
WHEREAS, the Detroit Edison Company is in the process of upgrading its electrical
services facilities in the area of Highland Oaks County Park and has requested that the
County of Oakland grant a 12-ft. wide easement for overhead electric service; and
WHEREAS, the Oakland County Parks and Recreation staff and the Detroit Edison
Company have agreed upon a route for the said overhead electric service, which will
enhance electrical service to the area and provide electric service connection options at
Highland Oaks County Park; and
WHEREAS, the Departments of Facilities Management and Corporation Counsel
have reviewed and/or prepared all necessary documents related to the granting of the
easement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission hereby requests that the Oakland County Board of Commissioners
authorize and approve the granting of the attached easement for overhead electric service
and related appurtenances to the Detroit Edison Company for the sum of one dollar.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests that that the Oakland County Board of Commissioners direct its
Chairperson or designee to execute the attached easement for overhead electric service and
related appurtenances.

EAST MICHIGAN DISTRICT OF THE WESLEYAN CHURCH PURCHASE AGREEMENT:
Moved by Mr. Crawford, supported by Mr. VanderVeen to adopt the following resolution in
support of the East Michigan District of the Wesleyan Church Purchase Agreement:
WHEREAS, pursuant to the authorization of the Oakland County Planning and
Building Committee and the Oakland County Parks and Recreation Commission, the
Department of Facilities Management with the assistance of Oakland County Corporation
Counsel have negotiated the terms and conditions of the attached Purchase Agreement with
the East Michigan District of the Wesleyan Church, for the purchase of 2930 Watkins Lake
Road, Waterford Township, and
WHEREAS, pursuant to the terms and conditions of said Purchase Agreement the
County of Oakland shall pay the East Michigan District of the Wesleyan Church the sum of
$209,000 via a cash sale for the purchase of said property subject to the County performing
its required due diligence investigation of the subject property and obtaining parcel split
approval from the Township of Waterford, and
WHEREAS, sufficient funding for said purchase is available in the Oakland County
Parks and Recreation Land Acquisition Fund, and
WHEREAS, the Departments of Facilities Management and Corporation Counsel
have reviewed and/or prepared all necessary documents related to the attached Purchase
Agreement and recommend its approval.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the approval and acceptance of the terms and conditions of
the attached Purchase Agreement between the County of Oakland as purchaser and the
East Michigan District of the Wesleyan Church, seller via a cash sale purchase.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission has included the EXPENSES for the said project in the budget for FISCAL
YEAR 2008; thereby eliminating the need for a BUDGET AMENDMENT.

TOLLIVER AND DALTON INDUSTRIES PURCHASE AGREEMENTS:
Moved by Mr. Crawford, supported by Mr. VanderVeen to adopt the following resolutions in
support of the Tolliver and Dalton Industries Purchase Agreements:
WHEREAS, pursuant to the authorization of the Oakland County Planning and
Building Committee and the Oakland County Parks and Recreation Commission, the
Department of Facilities Management with the assistance of Oakland County Corporation
Counsel have negotiated the terms and conditions of the attached Purchase Agreement with
Mr. and Mrs. Homer Tolliver, for the purchase of 16.11-ac. of vacant land located at the east
terminus of Alliance Drive, Waterford Township, and
WHEREAS, pursuant to the terms and conditions of said Purchase Agreement the

County of Oakland shall pay Homer and Cynthia Tolliver, husband and wife the sum of
$950,000 via a cash sale for the purchase of said property subject to the County performing
its required due diligence investigation of the subject property, and
WHEREAS, sufficient funding for said purchase is available in the Oakland County
Parks and Recreation Land Acquisition Fund, and
WHEREAS, the Departments of Facilities Management and Corporation Counsel
have reviewed and/or prepared all necessary documents related to the attached Purchase
Agreement and recommend its approval.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the approval and acceptance of the terms and conditions of
the attached Purchase Agreement between the County of Oakland as purchaser and Homer
and Cynthia Tolliver, husband and wife, sellers via a cash sale purchase.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission has included the EXPENSES for the said project in the budget for FISCAL
YEAR 2008; thereby eliminating the need for a BUDGET AMENDMENT.
Also,
WHEREAS, pursuant to the authorization of the Oakland County Planning and
Building Committee and the Oakland County Parks and Recreation Commission, the
Department of Facilities Management with the assistance of Oakland County Corporation
Counsel have negotiated the terms and conditions of the attached Purchase Agreement with
Dalton Industries, LLC, for the purchase of 6.14-ac. of vacant land located at the easterly
terminus of Alliance Drive, Waterford Township, and
WHEREAS, pursuant to the terms and conditions of said Purchase Agreement the
County of Oakland shall pay Dalton Industries, LLC the sum of $270,000 via a cash sale for
the purchase of said property subject to the County performing its required due diligence
investigation of the subject property and obtaining parcel split approval from the Township of
Waterford, and
WHEREAS, sufficient funding for said purchase is available in the Oakland County
Parks and Recreation Land Acquisition Fund, and
WHEREAS, the Departments of Facilities Management and Corporation Counsel
have reviewed and/or prepared all necessary documents related to the attached Purchase
Agreement and recommend its approval.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the approval and acceptance of the terms and conditions of
the attached Purchase Agreement attached Purchase Agreement between the County of
Oakland as purchaser and Dalton Industries, LLC, seller via a cash sale purchase.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission has included the EXPENSES for the said project in the budget for FISCAL
YEAR 2008; thereby eliminating the need for a BUDGET AMENDMENT.
Commissioner Jamian requested staff include language in future resolutions indicating that acquisitions are
consistent with our strategic plan.

SAMUEL FARM LEASE AGREEMENT — SPRINGFIELD OAKS:
The proposed lease agreement for the Samuel Farm property adjacent to Springfield Oaks was withdrawn
from the agenda.
KIDWELL RESIDENCE LEASE AGREEMENT — WATERFORD OAKS:
Moved by Mr. Palmer, supported by Mrs. Taub to adopt the following resolution in support of
the Kidwell residence lease agreement:
WHEREAS, the Oakland County Parks and Recreation Commission, at its regular
meeting of December 12, 2007, approved the agreement to purchase .82 acres of land from
Roger A. Kidwell located at 2896 Watkins Lake Road in Waterford Township; and
WHEREAS, one of the conditions of purchase was the intent to lease the house back
to Mr. Kidwell for a period of a minimum of one year; and
WHEREAS, the closing on the Kidwell property acquisition is scheduled for June 5,
2008; and
WHEREAS, the leasing of this property meets the vision of the strategic master plan
to "maximize the efficiency and revenue capability of each park, recreation facility, program
and service that will create a sustainable park system for all residents in the county to enjoy;"
and
WHEREAS, said lease will be developed by Oakland County Property Management
staff and Corporation Counsel; and
WHEREAS, said lease will be between the County of Oakland and Roger A. Kidwell
in an amount determined by a market assessment.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission hereby requests the Oakland County Board of Commissioners

authorize and approve the lease agreement between the County of Oakland and Roger A.
Kidwell for the house located at 2896 Watkins Lake Road in Waterford Township.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests the Board of Commissioners direct its Chairperson or designee
to execute said lease on behalf of the County of Oakland.

PROS CONSULTING CONTRACT AMENDMENT — PHASE II:
Moved by Mr. Jamian, supported by Mrs. Taub to approve the contract amendment with
PROS Consulting for the completion of a programming plan, regional assessment plan,
business plan, marketing plan, assessment of Springfield Oaks, setting of standards, and
development and training of staff in the amount of $156,280, plus a five percent contingency
of $7,814, for a total budgeted amount of $164,094.

"CONCERTS IN THE PARK" MINI -GRANT:
Moved by Mr. Palmer, supported by Mr. Jamian to adopt the following resolution in support of
the "Concerts in the Park' Mini -Grant:
WHEREAS, the Oakland County Parks and Recreation Commission has applied for
a grant for the "Concerts In the Park" Program through the Oakland County Cultural Council
and Michigan Council for Arts and Cultural Affairs; and
WHEREAS, the "Concerts In the Park" Program was developed to promote music,
arts and culture across Oakland County based on input from community organizations, parks
and recreation department directors, the Oakland County Parks and Recreation Commission
and staff members; and
WHEREAS, the "Concerts In the Park" Program meets the Oakland County Parks
and Recreation Commission's goals and objectives of innovative specialized recreation
programs and cultural experiences; and
WHEREAS, the goals and objectives will assist the Oakland County Parks and
Recreation Commission in determining future specialized recreation programs by providing
these programs to communities and organizations where these resources are otherwise
unavailable and to increase exposure and appreciation for arts and culture; and
WHEREAS the Oakland County Parks and Recreation Commission accepted this
mini -grant application at their regular meeting on March 12, 2008, for forwarding and
approval by the Oakland County Board of Commissioners; and
WHEREAS, the Oakland County Parks and Recreation Commission has included

the "Concerts In the Park" Program in the Recreation Administration/General Service,
Rec/Special Events line item budget for Fiscal year 2008, thereby eliminating the need for a
budget amendment.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the approval and acceptance of the terms of the $2,000
grant for the "Concerts In the Park" Program through the Oakland County Cultural Council
and Michigan Council for Arts and Cultural Affairs.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests that the Oakland County Board of Commissioners direct its
Chairperson or designee to execute the $2,000 grant for the "Concerts In the Park" Program.

TEENS OUTSIDE PROGRAM GRANT FUNDING:
Moved by Mr. Gregory, supported by Mr. Crawford to adopt the following resolution in support
of the Teens Outside program Mini -Grant:
WHEREAS, the Oakland County Parks and Recreation Commission has been
awarded $1,500 for the Teens Outside Program through the National Recreation & Park
Association and the Outdoor Industry Foundation; and
WHEREAS, the Teens Outside Program was developed in response to the need to
advance the access, opportunity and resources needs to increase participation in active
outdoor recreation and sport, to engage youth in outdoor pursuits and to foster environmental
stewardship; and
WHEREAS, the Teens Outside Program meets the Oakland County Parks and
Recreation Commission's Strategic Plan's Core programming areas of Youth Oriented
programs and Camps and Outdoor Adventures Programs and supports the Governor's
Certificate of Proclamation of "No Child Left Inside"; and
WHEREAS, the Core Programming areas identified will assist the Oakland County
Parks and Recreation Commission in determining the future direction of a sustainable
outdoor adventure programming for youth, in extending these programs to communities and
organizations where these resources are otherwise unavailable and to increase exposure
and appreciation for outdoor pursuits; and
WHEREAS, the Oakland County Parks and Recreation Commission has included
the Teens Outside Program in the Recreation Administration/General Service, Rec/Special
Events line item budget for Fiscal year 2008, thereby eliminating the need for a budget
amendment.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the approval and acceptance of the terms of the $1,500
grant for the Teens Outside Program through the National Recreation and Park Association
and the Outdoor Industry Foundation.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation

Commission hereby requests that the Oakland County Board of Commissioners direct its
Chairperson or designee to execute the $1,500 grant for the "Concerts In the Park" Program.

NEW COMMUNICATIONS AND MARKETING INITIATIVES:
Marketing and Communications Officer Jan Pung presented information on new Communications and
Marketing initiatives including:
• Promoting "stay -cations" and "day -cations"
• Collecting basic guest information, such as place of residence
• Digitally scanning user survey data rather than hand tabulating
• Advertising on websites with "click through" to Wave Saver tickets web page
• Improving search engine optimization
• "Social Marketing" — video from park system DVD uploaded to You Tube
• Offering special promotions to those who opt -in with email address
• Digital asset management of images, maps, etc.
QUARTERLY DESIGN AND DEVELOPMENT UPDATE:
Chief of Design and Development Joe Figa presented an update on the capital and maintenance projects,
plus natural resource stewardship programs, throughout the parks system.
EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's report filed in the agenda, the following information was noted:
---Public recognition was given to retiring administrative management staff, including: Clyde Herb, Frank
Trionfi, Jan Pung, Joe Figa, and Mike Thibodeau. Mr. Stencil noted there is 170 years of institutional
knowledge leaving when these staff members retire and expressed his appreciation for their commitment to
the Park System.
NEW BUSINESS:
Commission VanderVeen announced Dennis Muchmore, Director of the Michigan United Conservation Clubs,
has been appointed to the Michigan Natural Resources Trust Fund Board.
Meeting was adjourned at 11:09 a.m.
The next Commission meeting will be at 9:00 a.m. on Wednesday, July 23, 2008 and will include the Fiscal
year 2009 budget work session.

INTERN INTRODUCTIONS
Rebecca Imhoff attends Ferris State University and is majoring in Recreation
Leadership and Management Program with a concentration in Leisure
Recreation Management. She comes to us with experience in programming,
park and facility management, day camps, and grant project work. Her internship
interests include programming for military families and she will be working on a
project plan for this during her time here.
Chandra Robinson attends Ferris State University and is majoring in Sports
Management. She comes to us with athletic experience in programming, sports &
athletics. Her internship interests include programming, aquatics, and recreation
facilities.
Sarah Gwisdalla attends Central Michigan University and is majoring in
Recreation, Parks and Leisure Services Administration with a concentration in
Outdoor Recreation. She just completed the first half of her internship at Arches
National Park where she worked as a front line interpreter. Her experience and
insight into Outdoor Adventure and Nature Interpretive Services will be an asset
during our next phase of Strategic Planning.
We are excited to have them working with us and look forward to seeing each of
them contribute and grow!

STRATEGIC MASTER PLAN CITIZEN SURVEY RESULTS
One important element in the parks system's 10-year Strategic Master
Planning process is feedback from citizens. A written survey was conducted
earlier this summer among a representative sample of Oakland County
households to gauge usage of the parks, how recreation needs are being met,
and support for continued funding.
Ron Vine, of Leisure Vision, (ETC Institute) will present the findings from
the most recent survey and provide comparisons to the 2006 survey. Data
benchmarking the Oakland County Parks to other systems throughout the
country will also be offered.
This information will be used in combination with in -park customer surveys
and other data to assist with future planning efforts.

ENTRANCE DRIVE RELOCATION
RED OAKS GOLF COURSE
Since the installation of a new traffic light located less than 150' north of the City of
Madison Heights' Senior Center and less than 150' south of the existing Red Oaks Golf Course
entrance on John R Road, there has been an increase in automobile accidents. The
Southeastern Oakland County Resource Recovery Authority (SOCRRA) authorized a traffic
study be conducted, which has recommended the relocation of the Madison Heights Senior
Center egress to the existing SOCRRA driveway. These improvements are scheduled for
summer 2008.
The traffic study included the Red Oaks Golf Course entrance, since ingress and egress
distances are similar. This study, completed by Wells & Associates, Inc., recommended that the
golf course entrance also be relocated to the existing SOCRRA driveway.
With the pending GWK Drain Repairs (Contract 6b) that will close the golf course for the
2009 season, staff pursued the opportunity to include this recommended drive relocation within
the restoration of the GWK Drain Repairs as an alternate for safety and for economy of
construction with a larger project.
OCDC received (7) bids on July 15, 2008 for the GWK Drain Repairs. The following are
the three lowest bidders:

Based upon preliminary opinions of OCDC and their engineers, Six-S, Inc. is the lowest
qualified bidder. Therefore, staff recommends approval to proceed with the recommended
entrance improvements and allow OCDC to include the alternate cost of $49,670.00 within
OCDC Contract 6b. Staff further recommends approval of a 10% project contingency

($4,970.00), for a total approved amount of $54,637.00. Upon completion of the project, total
funds will be transferred to the OCDC.
Parks will be required to complete an easement and agreement with SOCRRA, which
would be completed in the next 6 — 8 months and prior to the implementation of the project. This
entrance drive construction will be completed in the spring/summer of 2009. In the interim, we
will need to have our easement completed and approved.
The Proposed FY2009 Capital Improvement Project Budget for this project is $65,000.

Subject: Madison Heights Traffic Study
Board Members:
The traffic study for this location (attached) has been completed by Mike Labadie of HJ Wells.
Mr. Labadie's conclusions are listed on the last page of the report. The conclusions and our
responses to the conclusions are summarized below:
1. The proposed use of our driveway would not result in a significant impact on the
operations of the intersection of our driveway with John R.
2. The driveway approach should be re -constructed and re -striped. Madison Heights has
accepted these recommendations. The attached documents reflect the changes
recommended by Mr. Labadie.
3. The driveway connection to the Senior Center should be located at least 140 feet east
of John R. The proposed driveway connection is approximately 300 feet east of John
R.
4. An observed crash pattern does not exist at John R and the Senior Center driveway.
5. The stop bar configuration on the northbound approach of John R and the existing
Senior Center driveway should be removed. Madison Heights will implement this
recommendation when the Senior Center driveway is no longer used.
6. The existing driveways from John R to the Senior Center and to Red Oaks Golf
Course should be eliminated. Madison Heights has agreed to work with the County
to explore this issue over the next 12-24 months.
7. An analysis should be performed to determine the location of the westbound stop bar
at the end of our driveway. Madison Heights has agreed to perform this analysis.
Based on Mr. Labadie's report, we are recommending that we proceed with the necessary
agreements with Madison Heights.
As part of the settlement agreement reached with Madison Heights in March of 2005, Madison
Heights was supposed to submit easements to SOCRRA in order to resolve several long-standing
property issues regarding our Madison Heights facility and to allow access to our driveway from
the Madison Heights Senior Center. The settlement agreement calls for these agreements to be
approved by SOCRRA after having been prepared by Madison Heights. These agreements have
finally been completed in a form acceptable to Madison Heights, Mr. Davis and me and are
being presented to the Board for approval.
Attached are five agreements:
1. Public Water Main Easement to cover Madison Heights' existing water mains
on SOCRRA's property and to allow the installation of a new main to supply a
fire suppression system at the Madison Heights' Senior Center.

2. Public Sewer Easement to cover Madison Heights' existing sewer main on
SOCRRA's property.
3. Quit Claim Deed to transfer property owned by SOCRRA to Madison Heights.
4. Quit Claim Deed to transfer property owned by Madison Heights to SOCRRA.
5. Easement for Ingress and Egress.
The first two agreements are simply easements for existing sewer facilities and existing and
proposed water facilities located on our property.
The third and fourth agreements are to resolve a property boundary discrepancy that arose from
the 1960 sale of property from SOCRRA to Madison Heights. Apparently, this property was
incorrectly described which resulted in SOCRRA continuing to own a 14 foot wide strip of land
in the Madison Heights Senior Center parking lot and Madison Heights owning a 14 foot wide
strip of land in our property. With the approval of these two quit claim deeds, a property swap
will take place that eliminates this boundary discrepancy.
The final agreement allows the patrons of the Madison Heights Senior Center, which is located
directly south of our property, to use our driveway to enter and exit the Senior Center. This
allows the drivers to use the traffic light at the end of our driveway to safely enter and exit the
Senior Center. Madison Heights proposes to install a short driveway to connect our driveway to
the parking lot of the Senior Center.
In addition, Madison Heights will install a fence immediately east of the connecting driveway in
order to prevent access from the connecting driveway to our facility. They will also install a gate
in this fence and a gate in an existing fence to the east of the proposed fence in order to allow us
access to our facility. A diagram of the proposed construction is attached. This agreement calls
for Madison Heights to have the responsibility to maintain our property between the proposed
fence and John R and to have the complete liability for this section of our property. The
agreement also calls for the agreement to be renegotiated if the use of the facility changes.
The five agreements listed above have been reviewed and approved by Mr. Davis and by the
Authority Staff and are recommended for approval.

STRATEGIC MASTER PLAN UPDATE
At the May 7 Commission meeting, the ten-year strategic master plan was
approved by the Commission. Staff launched the implementation of the plan on
May 8 with the establishment of work teams working on prioritized tactics.
Melissa Prowse was assigned to the role of strategic master plan
implementation coordinator to facilitate the efforts of work teams, consultants,
and partner agencies, such as Oakland County Planning and Economic
Development.
She will provide quarterly updates for the Commission; the first update is
today, as the strategic plan implementation is integrated in the budgeting
process.

DEPARTMENT RE -ORGANIZATION
In order to facilitate the functional components of the recently adopted
strategic master plan - and in light of the retirement incentive program offered by
the county, resulting in 17 full-time people retiring by August 31 - it is now
necessary to re -allocate our most expensive and valuable resource —our staff.
Staff will provide a presentation of the conceptual re -organization, with a
formal resolution coming at the August 13 Commission meeting that will detail
the re -organization and the resulting financial implications. Some positions will be
eliminated, some duties consolidated, and new positions created to fill strategic
master plan needs. Handouts will be provided at the Commission meeting.
Re -organization of county departments requires formal approval through
the Oakland County Board of Commissioners. The following is the tentative
schedule for the approval path of the department's re -organization through the
Oakland County Board of Commissioners:
08/25/08 — General Government; 9:30 a.m.
09/04/08 — Board Meeting; 9:30 a.m.
09/10/08 — Personnel Committee; 9:30 a.m.
09/11/08 — Finance Committee; 9:00 a.m.
09/18/08 — Final Board Meeting; 9:00 a.m.
09/27/08 — Effective Date of Re -organization
This has been an evolving process and has required staff to work closely
with the Human Resource Department to complete Job Analysis Questionnaires
for each proposed new position, resulting in job descriptions and minimum
qualifications.
It is an interest of the staff to promote from within wherever feasible. At
this point, it is apparent that there will be a number of opportunities for promotion
from within, opportunities for existing county employees to be considered and, in
some cases, there may be opportunities for a national search.
Staff is requesting Commission approval of the conceptual re -organization
and to direct staff to prepare the necessary resolution for Commission
consideration of approval at the August 13 meeting.

TOLLIVERIDALTON INDUSTRIES PURCHASE AGREEMENTS
WATERFORD OAKS
The attorneys for the Tolliver and Dalton Industries property have
proposed several changes to the purchase agreements that were approved by
the Commission at the June 18 meeting.
Their attorney expects to provide the final documents in time for the
Commission meeting and will be provided for distribution at the meeting. Parks
staff, Corporation Counsel, and Mike Hughson, Property Management Specialist,
will be available to answer questions on the minor changes.

EXECUTIVE OFFICER'S REPORT
A. Highland Oaks National Trails Day Event: On June 7, National Trails Day, the Headwaters Trails group and
the Highland Equestrian Conservancy held a hike and ride event at Highland Oaks. Nearly 25 riders rode from
Hoffman's farm (on Rose Center Road) to Highland Oaks (where their crossing into the park was assisted by an
Oakland County Sheriff's Deputy). They then rode the 2+ miles of trails at Highland before gathering for a
welcome and bench dedication. Parks staff had the opportunity to see the newly installed equestrian gate in
action and were pleased with its success.
State Representative John Stakoe attended on horseback to lead the dedication of the new bench overlooking the
prairie at the park. Parks and Recreation Commissioner Eileen Kowall was also in attendance.
B. Hershey Track and Field: Hershey Track & Field Program was created over 30 years ago to promote youth
physical fitness and provide fun learning experiences for children 9 to 14 years old. Youth track and field is a
physical fitness program. This program channels the energy and enthusiasm into an organized track and field
program, which provide children the opportunity to learn about themselves, others and teamwork. There are
approximately 20,000 youth statewide who participate in the Hershey Track & Field Program.
The Oakland County Parks System has been one of the dedicated agencies that cooperatively work together to
implement this program. In 2007, the Michigan organizing committee recognized Oakland County Parks as an
outstanding volunteer.
C. Adopt -A -Garden: Therapeutic Recreation and Waterford Oaks are working with Pontiac Life Skills to have
- individuals with disabilities, along with their job coach trainer, assist us in planting and maintaining the flower beds
outside of the Recreation Services building. This program assists us in maintaining the flower beds, as well as
offers the individual with a disability the opportunity to develop a skill that can help the individual grow as an
productive individual.
A sign has been placed to acknowledge the group. This is a trial program that has the potential to be expanded.
D. New Partnering Event: Oakland County Parks recently partnered with the City of Southfield for their 59'h
Anniversary Sports Festival, hosting a wheelchair division of their 2008 Gus Macker Tournament held on June 16.
Three teams registered to play in this event.
E. National Recreation and Park Association Congress: The NRPA Congress is being held in Baltimore,
Maryland from October 14 —18, 2008. This year the block of rooms is at the Baltimore Marriott Inner Harbor
Hotel. Please let Karen know as soon as possible with your interest/intent to attend.
F. MRPA Focus Group: Oakland County Parks hosted a "meet and greet focus group for the new MRPA
Executive Director, Dennis Schornack, on July 9. There were 32 parks and recreation officials in attendance,
representing agencies from Genesee, Oakland, Macomb, and St. Clair counties.
G. Oakland County Fair: Springfield Oaks hosted another successful Oakland County Fair the week of July 8-
13, 2008, drawing 75,000 — 80,000 visitors. The fair draws spectators from Oakland, Genesee, Livingston, and
Macomb counties. Additionally, enrollment and participation by 4-H youth increased, with 6,000 exhibits
submitted.
As a note, attendance at the Oakland County Fair accounts for five percent of the total number of visitors to the
Oakland County Parks annually.

H. Advance Purchasing: One of the initiatives that staff has embarked upon is the advance purchase of fertilizer
at 2008 prices, with reports of those price increases as much as 30% in 2009. Final savings will be shared with
the Commission at a later date.
I. Approval of Payments: Beginning with the August 13 agenda, the approval of payments will once again be on
Commission meeting agendas. This is being done as directed by the auditors. Payment approvals will go back to
cover those months in which the approvals were not provided by the Commission.
J. Upcoming Events: Attached for your information is a listing of the upcoming special events in the Parks.
K. OLHSA Partnership: Oakland County Parks is once again partnering with the Oakland Livingston Human
Services Agency to provide waterpark and day use park passes for eligible low-income residents. Attached for
your information is correspondence from OLHSA regarding this program.
L. County Auction Revenue Summary: Also attached for your information is a copy of the revenue summary
from the Fall 2007 county auction, plus a list of equipment sold in the Spring 2008 auction.

riding the bike trails. They love seeing the water and woods and never miss unless it
is raining. Oakland County is fortunate to have many beautiful nature spots for people
to hike, play, picnic, ski, bike and enjoy the changing seasons.
