Page 4-5, under Executive Officer's Report, add the following sentence: The Bottle Bill
Resolution adopted by the St. Clair County Parks and Recreation Commission was

ACTIVITY REPORT:
The Activity Report for month ending August 31 (FM 11, 2008) was accepted, with clarification
coming at the next meeting for the following:
• Independence Oaks Day Camper Totals
• Lyon Oaks Dog Park Totals
Executive Officer Stencil presented the Commission with an award from Oakland County
Executive L. Brooks Patterson for assisting in the Schrauger Family Home Project.
The North Oakland Headwaters Land Conservancy also presented Executive Officer Stencil with
the Blue Heron Award at their annual fundraising event in October. Executive Director Katie
Anderson will present this award to the Commission at the December 10 meeting.
DEPARTMENT RE -ORGANIZATION:
Executive Officer Dan Stencil presented the proposed department re -organization, providing a
brief explanation of the old organization of the department, along with a detailed explanation of
the proposed organization and how it aligns with the Commission's strategic master plan.
Staff plans to look at a second phase of this re -organization in the future, as noted in the
resolution. Once approval has been received by the Oakland County Board of Commissioners,
staff will hold an "all department meeting" to launch the re -organization, scheduled for
Thursday, November 6, 2008.
Staff will report back to the Commission on an annual basis on how the re -organization has
created efficiencies, increased grant and sponsorship opportunities.
Moved by Mr. Crawford, supported by Mr. Jamian to adopt the following resolution in
support of the department's re -organization:

WHEREAS Oakland County Parks and Recreation strives to be recognized and
viewed by citizens as a "World Class" park system; and
WHEREAS the Parks and Recreation Commission retained Pros Consulting to
assist with developing a ten-year strategic plan; and
WHEREAS the strategic plan includes acquiring and developing park land for
active and passive recreation as desired by the citizens through a survey; and
WHEREAS this reorganization of staff is the first of two phases in reaching the
goals of the ten-year strategic plan; and
WHEREAS the current departmental structure is vertical and each park operates
as a separate entity; and
WHEREAS the County offered a retirement incentive and 17 Parks and
Recreation Department employees accepted the incentive; and
WHEREAS the timing of these retirements aligns with the proposed strategic
plan to change the department to a horizontal managed structure that operates
interchangeably in a team environment; and
WHEREAS the strategic plan includes plans for increased park and program
planning, a central reservations system, a parks -wide maintenance system, greater
fiscal efficiencies and business development; and
WHEREAS this reorganization creates, deletes, reclassifies and realigns
positions to meet the requirements of the strategic plan.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the approval of the department re -organization.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission recommends the Oakland County Board of Commissioners approve the
Parks and Recreation Department re -organization as shown below:

QUARTERLY CIP/NATURAL RESOURCES UPDATE:
Architectural Engineers Mike Donnellon and Jon Noyes presented an update on the capital,
major maintenance, planning, and natural resource projects throughout the park system.

By -Laws as follows:
Article XI
Budget
Section 1. Budget Preparation and Adoption. The Executive Officer shall bear the
responsibility for the preparation of the budget and shall submit such a budget to the
Commission for its approval and adoption at by the first regular meeting in September.

North Oakland Headwaters Land Conservancy 24-Hour Liquor License:
Moved by Mr. Palmer, supported by Mr. VanderVeen to approve the request from the
NOHLC for a 24-hour liquor license for their annual fundraiser event to be held at the
Springfield Oaks Activity Center on October 11, 2008.
Commission directed Executive Officer Stencil to research the laws and recommend how to
proceed for future events requiring commission approval, including whether the commission can
give authority to the Executive Officer to approve this type of request if time constraints are an
issue.
Staff will also ensure the procedure is clarified for those booking the Springfield Oaks Activity
Center.

OAKLAND COUNTY 4-H FAIR ASSOCATION TRANSITION:
Executive Officer Stencil discussed the transition plan for OCPRC to resume management of the
Springfield Oaks Activity Center as of November 5, 2008. Staff expects to have a Letter of
Agreement in place by November 5, as well as a public communications plan to field questions
from the public.
Commission recommended staff write a rebuttal to a recent letter printed in the opinion page of
The Oakland Press regarding the change in management at the park. The Oakland County 4-H
Fair Association stated that they would complete this.

Moved by Mr. Gregory, supported by Mr. VanderVeen to adjourn to Closed Session for
the purpose of discussing proposed land acquisitions.

--The estimated cost for the Tolliver — Phase II Environmental Assessment is $4,500. This
assessment will determine the level of contamination that exists and will be instrumental with
negotiation.

STAFF INTRODUCTION
Kim Wagner, a senior at Central Michigan University, will be interning with
Sandy Dorey in the Therapeutic Recreation unit. Kim expects to graduate in
December with a degree in Recreational Therapy. Post graduation, she hopes to
leave for active duty with the U.S. Navy as a member of the construction
battalion.
Zach Crane was recently hired as a full-time GIS/CAD Tech I and will be
working with Mike Donnellon in the Facilities, Operations and Maintenance unit.
Zach has been a college intern and a seasonal employee for the parks
department for the past three summers. We are excited to have Zach on staff.

CATALPA OAKS COUNTY PARK MASTER PLAN
PUBLIC REVIEW ANALYSIS AND RESPONSE
Staff provided the proposed Catalpa Oaks Master Plan available on-line for the
department's standard 30-day public comment period (printed copies were also
available for viewing at the OCPR administrative office). Because of a low response
rate, the public review period was extended to 90 days and contact letters (and a -mails
when appropriate) were sent to neighboring residents, representatives from local cities,
and recreational interest groups.
Staff will make a presentation regarding the commission's input from its May 5,
2008 meeting, recent public response and the revisions that are being proposed as a
result.

ADDISON OAKS PROPERTY ACQUISITION
GRANT ACCEPTANCE
Oakland County Parks and Recreation has received the Award Notice and Grant Agreement for
the Addison Oaks Property Acquisition Grant from the Michigan Natural Resources Trust Fund
and has forwarded the document to Corporation Counsel for review and approval. The Addison
Oaks Property Acquisition Grant Agreement contains the language agreed upon in the previous
agreements for the Independence Oaks Bridge and Boardwalk Connector Trail Development
Grant, the Highland Oaks Acquisition Grant and the Upper Bushman Lake Acquisition Grant.
Staff recommends that the Oakland County Parks and Recreation Commission resolve to
support the acceptance of the Addison Oaks Property Acquisition Grant Agreement and, upon
the review and approval by Corporation Counsel, submit for consideration and acceptance by
the Oakland County Board of Commissioners.
Copies of the Grant Agreement will be available upon request.

WHEREAS, the Oakland County Parks and Recreation Commission has been notified of
the award of the TF07-031 Addison Oaks Property Acquisition Grant, administered by the
Michigan Natural Resources Trust Fund Board and the Michigan Department of Natural
Resources; and
WHEREAS, the Six Hundred and Sixteen Thousand dollar ($616,000.00) grant will help
offset the cost of acquiring this parcel, which will substantially increase the size of and
recreational opportunities offered at Addison Oaks County Park; and
WHEREAS, the matching funds for the Addison Oaks Property Acquisition Grant will
come from the % mil for parks.
WHEREAS, Oakland County Parks and Recreation's master plan strategy 1.2.1 states
"Acquire, improve and maintain quality parks land that support the community's values for the
preservation of natural areas and open spaces, equity of access, and the natural heritage of
Oakland County."
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation

WATERFORD OAKS
2008 PARKING LOT IMPROVEMENTS
DTE EASEMENT REQUEST
As part of the 2008 Parking Lot Improvements project at Waterford Oaks
administration complex and court games area, funded in part by a Clean
Michigan Initiative Grant, staff is working with DTE representatives to remove
existing overhead utility lines and poles within a proposed storm water detention
area and reinstall the utility underground. Please refer to the enclosed site
drawing. As a result of this reinstallation, DTE requires a 10' wide maintenance
easement.
Attached is a resolution by Oakland County Parks and Recreation
Commission requesting the Oakland County Board or Commissioners to execute
an easement to DTE for this underground utility.

REQUEST TO GRANT EASEMENT FOR UNDERGROUND ELECTRIC SERVICE TO
THE DETROIT EDISON COMPANY — WATERFORD OAKS COUNTY PARK
WHEREAS, the County of Oakland is the owner of Waterford Oaks County Park
located in Waterford Township; and
WHEREAS, the Oakland County Parks and Recreation staff is beginning parking
lot improvements for the administration complex, located at Waterford Oaks County Park,
improving parking and water quality of existing storm water; and
WHEREAS, Oakland County Parks and Recreation's master plan strategy 4.1.3
encourages the development of new and alternative funding opportunities for park
improvement and maintenance projects, including grants; and
WHEREAS, the Oakland County Parks and Recreation Commission has received
a Clean Michigan Initiative Grant for the proposed water quality improvements; and
WHEREAS, protection of the natural resources of the Oakland County Parks and
Recreation land is part of the natural resource management guidelines established in the
strategic master plan; and
WHEREAS, the water quality improvements require the removal and relocation of
the existing primary overhead utility lines and poles; and
WHEREAS, Oakland County Parks and Recreation park standards require all
utility lines within the county parks be buried; and
WHEREAS, the Detroit Edison Company requires a 10' wide easement for the
primary electrical utility service.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission hereby requests the Oakland County Board of Commissioners
authorize and approve the granting of an easement for underground primary electric
service and related appurtenances to the Detroit Edison Company for the sum of one
dollar, contingent upon the approval of said easement by Oakland County Corporation
Counsel.

SPRINGFIELD OAKS — ELLIS BARN
ELECTRICAL IMPROVEMENTS — CONTINGENCY INCREASE
Upon completion of the Ellis Barn relocation project, staff worked with Risk
Management and its blanket consultants to provide the necessary improvements for
various public events, activities and programs. Electrical and fire alarm requirements for
various public areas of the barn have been identified.
At its August meeting, the Commission approved a contract to Oak Electric, Inc.
in the amount of $46,835, plus a 5% contingency of $2,342. Upon installation of the
electrical, staff approved change orders of $2,865 for additional fixtures and alarm
wiring.. These change orders, required to meet code requirements, resulted in the
contingency exceeding the approved amount by $523.00. Therefore, staff recommends
increasing the original contingency by $523.00.
The remaining FY2009 Capital Improvement Project Budget is $100,897. Other
barn improvements, such as lower level paving, accessible decks and entrances,
handrails, and fire suppression design are in progress and estimated at $90,000.

Since March, 2008, we have been meeting regularly with Human Resources staff,
specifically Kathy Shallal, Lori Motyka and April Bradshaw, to prepare this
resolution utilizing the functional components of our strategic plan as a guide.
>In preparing our reorganization, it was necessary to develop a number of new
classifications. The Human Resources staff, directed by Nancy Scarlett,
facilitated the Job Analysis Questionnaires, developed all job descriptions and
determined the salary grades for each position. They worked tirelessly, including
weekends, to complete this reorganization; and I want to extend my sincere
appreciation and a special thank you to your fine staff, who went over and above
the call of duty to complete this effort. According to ER staff, this was one of
the largest reorganization projects they have worked on.

The attached Notice of Migration of Contamination (Notice) is being submitted for the Ford
Motor Company Site located at 28801 Wixom Road in Wixom, Michigan, Michigan (Site)
pursuant to R 299.5522 and R 299.51017 of the Michigan Administrative Rules.
Specifically, these rules state that an owner or operator of a property that is a Facility who has
L== reason to believe that a hazardous substance is emanating from, or has emanated from, and is
present beyond boundaries of the property in excess of Michigan Act 451, Part 201 generic
residential criteria is to notify the Michigan Department of Environmental Quality (MDEQ) and
potentially affected adjacent property owners.
As identified in the Notice, ten metals have been detected in groundwater samples collected
