SUBJECT: TECHNOLOGY ROADMAP BUDGET SUMMARY — YEAR 3 (2011)
In April 2008, representatives from Oakland County Parks & Recreation (OCPR) and
Information Technology (IT) presented the Oakland County Parks & Recreation Technology
Roadmap to the Parks & Recreation Commission. The Technology Roadmap, or plan, was
developed to facilitate the coordinated development and use of technology solutions within the
OCPR Department. Originally the plan summarized several key technology initiatives to
implement from fiscal year 2009 though fiscal year 2011; however OCPR has requested the
plan be delivered over 5 years (2009 — 2013) with a reduced budget. The original 3 year budget
was $4.5 million. The 5 year budget is estimated at $3.2 million.
IT has actively worked with OCPR to determine the Technology Roadmap initiatives to pursue
and budget for in the third year of the plan. The 2011 fiscal year initiatives are:
1) Wi-Fi Access Phase 1 — Implement Wi-Fi at certain locations within Waterford Oaks,
Glen Oaks, Lyon Oaks, Springfield Oaks, and Red Oaks.
2) Activity Registration Implementation — Implement the activity registration module of
the RecTrac application. This will allow OCPR Staff to register customers for programs,
track enrollment, management rosters, and track income and expenses.
3) WebTrac Implementation — Under this project, RecTrac will be web -enabled which will
allow the public to schedule a tee time, rent a facility, and register for a program online.
4) Asset Management System: CRM and Pubic Portal Requirements Gathering - IT
and OCPR will work together to define the requirements for the Customer Request
Management (CRM) module and the public access portal. CRM will allow OCPR Staff
and visitors to submit requests for improvement on Park grounds and track those
requests from correction to feedback.
5) Asset Management System: Operations Work Orders and Admin Time Tracking -
Extending the Asset Management System implementation to include administrative time,

all of Programs and Services, Marketing and Communication, Organizational Business
Development, Planning and any other full time staff not included in the Maintenance
Work Order Implementation project.
6) DestinationOakland.com Enhancements — Make modifications to the format and
structure of the DestinationOakland.com portal, and add additional functionality, such
weather alerts and scrolling messages.
Information Technology estimated the implementation and ongoing operational costs for the
Year 3 projects, which are detailed in the table below. The costs include the new projects for
2011 and the remaining budget to complete Asset Management System — Maintenance Work
Order project started in 2010.

PROFESSIONAL SERVICES CONTRACT —
SIGNATURE EVENT PLANNING
Staff and Oakland County Purchasing sent out a Request for Qualification
(RFQ) to establish a Professional Services Contract for a Signature Event
Planner who has the ability to identify and negotiate potential sponsors, partners,
areas and locations for signature event planning that creates economic impact
and generates income for Oakland County Parks. Staff and Purchasing
reviewed proposals submitted by the following agencies:

2005-2010 Motown Winter Blast/Detroit's Winter Blast
Jonathan Witz & Associates (JWA) created, developed and produced the Motown Winter Blast for the
Detroit Super Bowl XL Host Committee. In response to an RFP, JWA developed idea, logo, website,
research and programming, marketing strategy and implementation, and managed festival operations
and checkbook for a "Signature Wintertime Event to provide the backdrop for Super Bowl XL in Detroit".
After successfully winning the bid in 2003, JWA worked with the Host Committee to put together a test
run of the festival in January of 2005. Despite difficult weather conditions, over 200,000 people attended
the free admission event during its first year, attracted by the 200 foot snow slide, ice sculptures, snow
sculptures, dog sledding, snow -shoeing, Model-T Rides, as well as musical acts, restaurants and
children's activities inside heated tents and warming zones.
By the time the festival returned in 2006 to highlight winter in Detroit during the Super Bowl, its footprint
had grown dramatically, stretching from the foot of Grand Circus Park through Greektown. Three days
became four, a national stage was added, featuring artists like Smash Mouth, Clint Black, Kenny Wayne
Shepard, and KEM. As a result, the 2006 Motown Winter Blast brought more than 1 million people to
Downtown Detroit by successfully creating an atmosphere that embraced winter experiences and
provided something for everyone. The atmosphere and success at Winter Blast is cited as one of the key
presentations that propelled Detroit to receive positive reviews from the national media, and the NFL for
its hosting of the game.
In 2007, after the Detroit Super Bowl Host Committee expired, JWA continued the Winter Blast. Working
in conjunction with a Grass Roots Event Committee, JWA successfully raised more than $1.2 million
dollars of sponsorship support and trimmed a $3 million budget to $1.25 million; and did so without losing
the winter themed experience events that the festival became known for. In just six weeks the festival
adopted a new city wide program to share its marketing capital with more than sixty-five restaurants, forty
retail stores, four hotels, five theatres and two cultural venues. This program demonstrates not only
JWA's dedication to providing economic impact to the city's businesses and entertainment venues, but
also its ability to grow an event under a 60% reduction of its budget. JWA put on a similar program in
2008, again cutting the budget but keeping the event's winter themed experience, including the giant
snow slide, intact.

In 2009, the economy forced JWA to regroup, and plan a new path to keep the event going without the
amount of sponsorship support that had been available in the past. The budget underwent another 70%
cut and was reduced to approximately $350,000. While the snow slide, heated tents and staff salaries led
the budget cuts, JWA was still able to provide a majority of winter themed activities, keep its large
amount of media partnerships and positive publicity in place, and the Winter Blast continued to draw
thousands of people including the recently completed 2010 Winter Blast, which took place on Feb 12-

Over a six year period, with just one event, JWA showed the expertise and flexibility to create and
produce a world class festival on a behalf of a large event committee led by Roger Penske - that
positively represented the Detroit region to the world; and then demonstrated the savvy to continue the
festival independently under several different budget and economic conditions and working directly with
three different Detroit Mayoral administrations.

2007-2010 Detroit International River Days Festival
JWA was selected from a field of ten companies by General Motors, The Detroit Riverfront Conservancy
and The Parade Company, to produce and manage the inaugural 2007 Detroit International River Days.
In response to an RFP, JWA developed idea, website, research and programming, marketing strategy
and implementation, and managed festival operations and checkbook for a "Signature River Themed"
Event that provided the official festivities for the opening of Detroit's Riverwalk. After successfully winning
the bid, JWA worked with the Detroit International Riverfront Festival Foundation and General Motors to
produce a successful festival with over 500,000 people attending the free admission event during its first
year. Unique programming Including the city's first event lighted boat parade, environmental exhibits,
jumping air dogs, a classic car show, jet ski performances, doggy walk, River Boat Tours, a fishing
tournament, as well as a carnival, children's stage and other family friendly entertainment. JWA's
contract with the Detroit Riverfront Conservancy was extended in 2009 and JWA is currently developing
the 2010 festival. The 2010 festival will be one of the first showcases for the newly developed Milliken
State Park area east of Rivard Plaza. New events are planned to activate this area and the festival will
offer new and exciting activities in 2010 including sand sculpting and chalk artistry.

1998-2009 Arts, Beats & Eats
Jonathan Witz & Associates created, developed and currently produces the Arts, Beats & Eats
festival. This event, held in Downtown Pontiac from 1998-2009, is part of a major "Quality of Life"
initiative of Oakland County Executive L. Brooks Patterson. JWA researched top art and taste
festivals around the country and developed a unique name and theme to meet Mr. Patterson's vision
for the ultimate end of summer celebration in Michigan. The festival's first year attendance topped
300,000 people, and debuted as the 38th best art show in the United States (according to Sunshine
Artist Magazine's top 200 listing).
This past November and December, JWA and Oakland County Executive L. Brooks Patterson,
announced that the festival would be moved to Royal Oak and captured unanimous support from the
seven members of the Royal Oak City Commission and seven members of the Downtown
Development Authority for a five year agreement to host the festival in one of Michigan's most
dynamic cities. Over the festival's first twelve years, Arts, Beats & Eats has become one of the
largest and most anticipated events in Michigan, drawing hundreds of thousands of guests annually
and raising more than 2.2 million dollars for more than 35 local non -profits.

The festival is a free admission event and will feature 10 music stages, 145 art exhibitors, 50
restaurants, 50 craft vendors, three acres of kid's activities and numerous special attractions for its
thirteenth year but first in Royal Oak. The 2009 event had more than 20 corporate partners, along
with 24 media partners. More than $1.5 million of promotional media advertised the festival. The
festival has featured free concerts from the likes of Blues Traveler, Joan Jett, Puddle of Mudd,
Michelle Branch, Eddie Money, Brian McKnight, Starship, The O'Jays, Bad Company, Blake Shelton,

2009 NCAA Final Four Men's Basketball featured community event: THE BIG DANCE.
In late 2008, JWA was selected to coordinate activities surrounding the NCAA Men's Basketball
Tournament. With the 2009 Men's Final Four in Detroit, auxiliary events were scheduled throughout
the downtown area to raise excitement in the host city, led by the Big Dance festival on Detroit's
Riverfront. In producing the Big Dance, JWA worked directly with top NCAA Corporate Champion
Partners AT&T, General Motors and Coca-Cola to schedule all interactive event display logistics,
video production, and concert performances including Fergie, Gavin Degraw and the Pussy Cat
Dolls. JWA also served as the Marketing Agency for the NCAA Big Dance, Hoop City, and Final Four

6. Capability of Qualifications
A. As it relates to the problem statement, please provide staff resumes, certifications and professional
licenses that indicate the education, experience and training of the persons to be assigned to this project.
JWA'S Qualifications and Capabilities lie within its experience and track record in successfully
producing large scale and high profile events under an array of circumstances, conditions and
leadership, especially over the last twelve years.
Governance
JWA takes great pride, and Oakland County Parks should have great assurance, with JWA's ability to
manage events for large committee and non-profit organizations. This started in 2004 with JWA
working under the authority of the Detroit Super Bowl Host Committee and delivering Winter Blast for
Super Bowl. JWA made weekly presentations to large and small committees on the ongoing progress,
development and results of the event. In 2007 through today, JWA has also worked on behalf of the
Detroit Riverfront Conservancy, the Parade Company and General Motors, including the setting of
meeting agendas and the management of multiple stakeholder interests and benchmarks. JWA also
owns and independently operates Arts, Beats & Eats and the current Motown Winter Blast, but does
so in a civic minded way, engaging the region's top political leadership and non-profit organizations.
Creativity
While many events have canceled under the current economic climate, JWA produced events have
managed to survive and thrive, by always adding new activities, initiatives and partnerships that keep
momentum, publicity and the events themselves going strong.
Sponsorship
JWA has been able to sell and activate corporate sponsorships, and is trusted by decision makers in
the region to deliver on proposals and partnerships, as well as the community at large. With more than
$11,000,000 in sponsorships sold and/or managed in the last twelve years, JWA has the experience
and the knowledge to know what's possible and reasonable, especially in the current economic
situation. JWA is one of the only firms in Metro Detroit to sell more than $850,000 of sponsorship in the
last twelve months, which provides a strong indication that JWA is at the top of the field in generating
and managing relationships in the current market place.
Budget Management
In managing special event budgets for the last thirteen years, Oakland County Parks gets a firm that
has learned how to make it work for a very low cost, while maintaining a solid quality to earn positive
reviews from media and patrons. Not many firms can boast keeping an event in a major positive
standing while cutting costs from $3,000,000 to $300,000 as with Winter Blast from 2006 to 2009, or
surviving the loss of $400,000 in revenue in just one year as Arts, Beats & Eats lost Chrysler and other
sponsors in 2009. Moving forward under these drastic circumstances requires top line strategy and
bottom line results, and JWA has consistently delivered no matter what financial hand it has been
dealt. It also should be noted that JWA cut more than $200,000 in production costs from the NCAA's
Final Four Big Dance Festival Budget in 2009 compared to the year prior in San Antonio, while
keeping the event open more hours and adding two additional music stages. 20

Relationships
From its media partners, government relationships, non -profits, and sponsors, JWA knows the right
people, and has their trust to get things done quickly and to secure needed stakeholder buy -ins to
make events happen at a high level. Relationships will play an important role in getting good results
fast with the tight schedule that Oakland County Parks will be facing once their consultant organization
is hired.

Jonathan Witz
Jon Witz has grown a business from a small special events marketing and planning firm to
southeastern Michigan's preeminent producer of special events.
His company, Jonathan Witz & Associates, has created several signature events that have brought
instant recognition to the region for their unique ability to entertain and draw crowds; appeal to wide
varieties of audiences; and be produced with fiscal responsibility. His festivals have also been
community minded, with free admission or a low admission charges in each, and donations generated
of more than $2.2 million to local non -profits. As President and executive producer of events put on by
Jonathan Witz and Associates, Jon is involved in all aspects event planning including sponsorship
sales, creative planning for sponsorship fulfillment, marketing strategy and implementation, logistical
and operations planning, booking of entertainment on both a local and national level, and more.

Mr. Wilson is an experienced arts, sports and music festival operations director in the metro Detroit
area. He has extensive major festival production experience with over 20 years in operations
direction, budget preparation and personnel management. He has served as Operations Director for
the following high profile, marquee; local and national events: Motown/Detroit's Winter Blast 2006 -
present; Arts, Beats & Eats 2005 - present; Comerica Cityfest (TasteFest) 1994 — 1999, 2002 -
present; GM River Days 2007 — present, Ford Detroit International Jazz Festival 1994 — 2004; Detroit
Electronic Music Festival, 2000 — 2005; Detroit Festival of the Arts, 1994 — 1998, and Detroit 300
Event, Concessions Director, 2001. In addition, he has served in a leadership role on the following
national sports events: NCAA Final Four, Distribution Director, 1995 — 2006; NBA & WNBA All Star
