PUBLIC COMMENTS: No public comments were made. 4-1 (Commission Meeting, June 2, 2010) CATALPA OAKS DESIGN AND ENGINEERING SCOPE: Staff presented design and construction for Phase I of the Catalpa Oaks project consisting of a multi- purpose recreation building and surrounding site amenities, a picnic shelter, and a re -designed and improved parking lot. The estimated cost of these improvements is $2,041,000, which would be expended in fiscal years 2010 and 2011. The multi -purpose recreation building consists of restrooms, a concession area, a multi -purpose room for meetings, event storage, and a covered pavilion area. Site -work for the multi -purpose recreation building would also be considered in the project, including berms, concrete work, and tiered lawn seating. Parking lot improvements include re -design of the layout, paving, striping of the lot, storm water best management practices and surrounding site -work and landscaping. The total amount for the design/engineering contract is projected at $178,588, of which $175,000 was previously approved at the September 2, 2009 meeting. Discussion followed. Commission directed staff to review the costs of the recently completed Red Oaks/Water Resource Commission Youth Soccer Complex project that included a multi -purpose building, concession, restrooms, meeting space, storage and parking lot, and provide a comparison of expenses for the two projects. This item was referred to the July 7, 2010 commission meeting. AYES: Burns, Fisher, Kostin, Lewis, Long, McCulloch, Palmer, Scott, Skarritt, VanderVeen (10) NAYS: (0) Motion carried on a voice vote. 4-2 (Commission Meeting, June 2, 2010) RESOLUTION -DUCKS UNLIMITED FUNDING AGREEMENT FOR DONATION OF PROPERTY: Moved by Mr. Palmer, supported by Mr. Scott to adopt the following resolution in support of the Funding Agreement between the County of Oakland and Ducks Unlimited to facilitate the County's acquisition of properties located in Oakland County, Michigan known as the Upper Bushman Tract and the Eisele Parcel, in cooperation with the Carls Foundation: WHEREAS, Ducks Unlimited (DU) and the County of Oakland willingly choose to enter into this Agreement to facilitate the County's acquisition of properties located in Oakland County, Michigan known as the Upper Bushman Tract and the Eisele Parcel (hereinafter "Sites") as specifically described in Exhibit A and hereby made a part of this Agreement; and WHEREAS, the acquisition of the Sites is part of a project undertaken by the County and DU in cooperation with the Carls Foundation to protect the headwaters of the Clinton, River, which is an area of important wetlands and waterfowl habitat and the protection of such land is consistent with the mission of DU and the mission of the Oakland County Parks and Recreation Commission; and WHEREAS, the acquisition of the Sites has also been undertaken to substantially increase the size of Independence Oaks County Park; and WHEREAS, Wetlands America Trust, Inc. ("WAT") owns the Eisele Parcel located in Independence Township, Oakland County, Michigan and this property is adjacent to the Independence Oaks County Park; and WHEREAS, the acquisition of the Eisele Parcel by the County from WAT will be accomplished via a separate purchase agreement; and WHEREAS, the parties desire to work together to further the goals and purposes of the project as well as the mission and purpose of each respective organization; NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission hereby recommends the Oakland County Board of Commissioners approve and accept the terms and conditions of the attached Funding Agreement between the County of Oakland and Ducks Unlimited. BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation Commission hereby recommends the Oakland County Board of Commissioners direct its Chairperson or his designee to execute the attached Funding Agreement between the County of Oakland and Ducks Unlimited. RESOLUTION -NO CHILD LEFT INSIDE: Moved by Mrs. Long, supported by Mr. Scott to adopt the following resolution in support of the NO CHILD LEFT INSIDE ACT: WHEREAS, the Oakland County Parks and Recreation Commission's mission is dedicated to providing quality recreation experiences that encourage healthy lifestyles, support economic prosperity, and promote the protection of natural resources; and 4-3 (Commission Meeting, June 2, 2010) WHEREAS, parks, recreational activities, and leisure experiences provide opportunities for young people to live, grow, and develop into contributing members of the society; and WHEREAS, concerns exist about youth inactivity and related health issues as many youth favor the use of electronic media, which may lead to sedentary lifestyles and result in future generations with greater health risks; and WHEREAS, research has proven that children who are physically active in the outdoors lower their risks associated with obesity and other health issues; and WHEREAS, research shows a growing disconnect between children and nature, producing a younger generation lacking an understanding of the importance of clean air, water and natural resources stewardship; and WHEREAS, the Oakland County Parks and Recreation Commission provides outlets for physical activity at more than 6,500 acres of parkland offering trails, camps, nature centers, open space and programming, thus nurturing children's health and well- being through exposure to the outdoors; and WHEREAS, the Oakland County Parks and Recreation Commission helps build strong minds and bodies through physical activity in the outdoors in the pursuit of lifelong recreational activities for all members of our community; NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission supports the NO CHILD LEFT INSIDE ACT which encourages participation in and supports efforts that promote outdoor activities for children to foster healthy, active lifestyles and reconnect with nature. BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation Commission hereby recommends the Oakland County Board of Commissioners direct its Chairperson or his designee adopt this resolution in support of the NO CHILD LEFT INSIDE ACT. RESOLUTION-JULY AS NATIONAL RECREATION AND PARKS MONTH: Moved by Mrs. Long, supported by Mr. VanderVeen to adopt the following resolution in support of proclaiming July as Recreation and Parks Month: WHEREAS, the Oakland County Parks and Recreation Commission's mission is to provide all residents of Oakland County with recreational, leisure, and learning experiences, parks, open spaces, and facilities, resulting in a comprehensive county park system that enhances quality of life; and WHEREAS, parks, recreation activities, and leisure experiences provide opportunities for young people to live, grow, and develop into contributing members of society; and WHEREAS, parks and recreation creates lifelines and continued life experiences for older members of our community; and (Commission Meeting, June 2, 2010) WHEREAS, parks and recreation generates opportunities for people to come together and experience a sense of community through fun recreational pursuits; and WHEREAS, parks and recreation agencies provide outlets for physical activities, socialization, and stress -reducing experiences; and WHEREAS, parks, playgrounds, nature trails, open spaces, community and cultural centers, and historic sites make communities attractive and desirable places to live, work, play, and visit, in a manner that contributes to our ongoing economic vitality; and WHEREAS, parks, greenways, and open spaces provide a welcome respite from our fast -paced, high-tech lifestyles while simultaneously protecting and preserving our natural environment; and WHEREAS, parks and recreation agencies touch the lives of individuals, families, groups, and the entire community, which positively impacts upon the social, economic, health, and environmental quality of our community. NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and Recreation Commission proclaims July as Recreation and Parks Month and encourages all citizens to celebrate healthy, active lifestyles by participating in their choice of recreation and park activities. WATERFORD OAKS MASTER PLAN CONCEPT: Planning Supervisor Jon Noyes provided the method used by staff to develop the conceptual phase for each master plan, which includes data from surveys and trends. Staff will develop and provide a completed business plan for Waterford Oaks for Commission's approval. ACTIVITY REPORT: The April Activity Report was accepted as written. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report, the following was also noted: --Additional focus group meetings to obtain input on the Urban Recreation Initiative have been scheduled for Thursday, June 10. Pleasant Ridge Parks and Recreation is the location of the meeting from 1-3 pm and Huntington Woods Parks and Recreation is the location of the meeting from 6-8 pm. --Bob Daddow has advised Fiscal Services staff that the 2009 Oak Management audit will not be completed due to reduction of staff in their department. Staff will provide a cost estimate to have an outside firm perform the annual audit. --Due to budget constraints, only one staff person is attending the Special Park Districts Forum in Charleston, SC. --Staff has made 25 Community Connection Initiative presentations to various cities, villages and townships to date. 4-5 (Commission Meeting, June 2, 2010) Meeting adjourned at 11:22 a.m. J. Kici, Recording Secretary Me OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING PUBLIC HEARING FOR THE 2010 OPERATING BUDGET June 2, 2010 Chairman Lewis called the public hearing to order at 9:07 a.m. in the commission room of the Parks and Recreation's administration office. The proposed operating revenue budget is $21,244,013; down (.9%) from the amended budget for FY 2010. Of this amount, $8,493,713 comes from charges for services. The remaining balance of $12,750,300 will come from the'/4 millage, $12,458,000 (58.6%); income from investments, $275,000; and other income; $17,300. The proposed operating expense budget is $28,441,962; decreased (.5%) from the amended budget for FY 2010. The .5% net decrease includes many contributing factors: 2.5% salary reduction as recommended by the County Executive; fringe benefits increase due to the cost update for many full-time positions; final payment of $550,000 in FY2010 to the Oakland County Building Authority for the Lyon Oaks bond; Information Technology Master Plan 3rd year cost decrease ($600,000) to $1,200,000. The IT Master Plan has been revised to reflect a five-year implementation period. Other points of interest: • Salaries and fringe benefits total $11,589,350; 40.74% of the total operating expense budget • In numerous budget centers Special Events revenue and expenses have increased due to the increased priority in recreation programming to meet the demand of residents as identified in the citizen survey. 4a-1 (Public Hearing — 2011 Operating Budget, June 2, 2010) • IT Roadmap development and its related increase in operational costs is because of the IT Master Plan, i.e. Point -of -Sale System (POS) and Collaborative Asset Management System (CAMS) • Energy conservation audits will be completed for most facilities and energy management systems upgraded • Significant increases in recreation programming for Upper Bushman Lake, the Greenhouses, OC Market and Special Events. All nine core service areas; adaptive recreation, aquatics, special events, outdoor recreation, mobile recreation, golf, health and wellness, volunteers, and nature interpretation have been programmed county -wide through outreach, collaborations, partnerships, sponsorships and parades • The Revenue Pricing Policy has allowed staff to fill facilities during non -peak times • Additional budget centers have been forecast: FY2011 revenue for the OC Market is projected to offset the operation of the market; funds are allocated in contingency for management of the Madison Heights Nature Center • Red Oaks Dog Park, our newest facility, opens this year • Staff's Budget Task goal is to increase actual revenue and/or decrease actual expense by combined 10% for FY 2010 and by combined 15% for FY 2011 in order to replenish the Stabilization Fund • Capital equipment expenditures have been reduced from $508,405 in FY2010 to $228,080, of which $199,480 will be spent on replacement equipment • CIP projects have been limited due to the availability of funds; however, staff is projecting out on a 10-year cycle • Future CIP projects reflect a strategy of creating "Inventory of Design Opportunities" that will be grant -ready. Oakland County General Fund Conformance: The "Planned Use of Balance" revenue shown in the Operating Budget Revenue summaries increased $3,487,849. This is due to a change in the line item used to budget a reduction to fund equity. In FY 2011 a reduction to fund equity is budgeted as a positive amount in the Planned Use of Balance revenue line item. In FY 2010 a reduction to fund equity was budgeted as a negative amount in the Non - Departmental Capital Improvement Program expense line item. The FY 2011 figure of $7,197,949 is comprised of $3,651,800 - the amount of non -cash depreciation included in the current fiscal year's expense, and $3,546,149 - the amount of the reduction to fund equity. This reduction to fund equity will reduce the funds available for the Capital Improvement Program. A separate budget book details projects planned for the FY 2011 Capital Improvement Program. The Nutro Company (owned by M&M/Mars) produces Nutro brand dog food and Greenies dental chews dog treats. This nation-wide volunteer day for The Nutro Company, a program titled "Room to Run," provided $2,000 in donations to the Red Oaks Dog Park in the form of two recycled -plastic benches and three dog -waste stations. Staff have currently budgeted $20,000 for burns at these two parks through the grounds maintenance budgets for FY2011. The grant of $12,000 offsets that cost, bringing OCPRC's cost down to $8,000, to complete all indicated burning at Independence and Rose Oaks in 2011. No resolution was required by the MDNRE to make this application, however the Chairman of the Oakland County Board of Commissioners is required to execute the grant agreement. ITEM #8E EXECUTIVE OFFICER'S REPORT 1. Due to staff vacations, the Payment Register and Combined Statement of Operations for the month ending 5/30/10 (FM 8, FY 10) were not finalized at the time the agenda was printed. These items will be distributed at the commission meeting. 2. The purchase agreement for Ducks Unlimited is currently being reviewed by Corporation Counsel. The agreement may be completed and presented at the meeting. 3. Upper Bushman Property Acquisition Update: At this time, parks staff, Corporation Counsel and Facilities Management are prepared to close on the Upper Bushman. All necessary paperwork has been taken care of on behalf of the County. Staff is currently waiting to receive a request for a closing date from Mr. Arnold, which has been delayed due to negotiation of a short sale with his lender. Staff has received permission from the DNRE to close on the property. The DNRE has also granted an extension to the date on which the property is required to be open to the public (DNRE guidelines requests public access within 90 days of closing). Upon closing staff will begin fencing the property and installing a public parking area, with the park officially opening to the public in April 2011. At its June meeting, the Commission requested an update on the contributions of project partners for the acquisition. Attached is a breakdown of the partners and their status. Following the chart is the complete cost breakdown for the acquisition. 4. Attached is a report that was presented to the Michigan Natural Resources Trust Fund Board on June 16, 2010 explaining the impact of recent oil and gas lease auctions creating an increased opportunity for grant opportunities. 5. Highland Oaks Acquisition — The County closed on a 4-acre linear parcel of property extending north from the northwest corner of Highland Oaks to Munger Road. The property was purchased for $10,000, with a final cost (including tax, title and recording fees) of $11,097.33. This property is an important connection in the proposed Oak Routes county -wide trail network and also provides a northern access point to Highland Oaks. The same corridor extends north past Munger Road as an undeveloped road right-of-way owned by the Road Commission for Oakland County. This undeveloped right-of-way extends north to Demode Road, and will continue to be explored by the township and the Oakland Trails Advisory Council for future trail connectivity. 6. The Red Oaks Dog Park is projected to open on Tuesday, July 6. The Grand Opening will take place on July 24, 2010 from 8-11 a.m. with no formal ceremony planned. 7. OCPRC mobile units on NBC reality TV show — On Monday June 28th an episode of "Losing It with Jillian Michaels" was filmed at Scout Park in Hazel Park (for a "reveal"/birthday party picnic). The show is a spin-off of NBC's hit series "The Biggest Loser." OCPRC assisted the production crew in finding a suitable site, and also rented our climbing tower and obstacle course for the shoot. Staff's assistance with the production was requested only 4 days prior, and did an excellent job of pulling together resources and staff to work at the event. The show is a nationally televised series, so watch for the units and our staff on Tuesday July 13th at 8:00 p.m. on NBC. An added benefit for OCPRC is that these units would likely not have been otherwise rented on a Monday night, so we received an unanticipated $700 in revenue for working quickly to accommodate the production on a short timeline. 8E-1 8. OCPRC recently received two grants for invasive species control. The first grant is Federal Stimulus Funding via the MDNRE to address swallow -wort in Michigan (a high -priority invasive plant). Oakland County is not actually receiving this grant or any cash, but rather three of our park sites (Independence, Rose and Highland Oaks) were chosen by the MDNRE as project sites, including several private properties adjacent to these parks. MDNRE is administering the grant and hiring and managing the contractor for all of the 50 sites chosen throughout the state. While OCPRC is not the actual grantee, we will be receiving 70 hours of survey work and 300 hours of herbicide treatment work between our three parks. The value of the contracted work is estimated by staff to be nearly $20,000. This work will occur June — September 2010. 9. Upon completion of the business plan and revised project scope for Catalpa Oaks, staff will bring the Catalpa Oaks Design and Engineering Scope to the Commission for approval. 10. The event will be a fast -paced, high-energy ski -jump tournament, featuring the world's top 10 jumpers reaching speeds of 75 miles per hour and jumping nearly 230 feet on Stewart Lake. Competition will begin around 7:30 p.m., with the final skiers of the evening (competing for a $20,000 purse) jumping in the darkness, lit up only by lights on the jump.
