AYES: Fisher, Kostin, Lewis, Long, McCulloch, Palmer, Scott, Skarritt, VanderVeen (9) NAYS: (0) Motion carried on a voice vote. 2011 OAKLAND COUNTY SHERIFF'S OFFICE CONTRACT: Moved by Mr. McCulloch, supported by Mrs. Long to approve the 2011 Law Enforcement Service Contract with the Oakland County Sheriff's Office for a not -to -exceed cost of $693,279. AYES: Fisher, Kostin, Lewis, Long, McCulloch, Palmer, Scott, Skarritt, VanderVeen (9) NAYS: (0) Motion carried on a voice vote. RED OAKS LEASE THROUGH WATER RESOURCE COMMISSION: The Water Resource Commissioner has acquired a parcel of property through the Drainage District, located on John R, which abuts the maintenance building at Red Oaks Golf Course. A second amendment to the existing lease at Red Oaks Golf Course was presented. The lease amendment has been reviewed by Jody Hall from Corporation Counsel. Demolition of the existing building is being coordinated by the Water Resource Commissioner with an expected cost of $10,000-15,000 to be paid by Oakland County Parks. After the low bidder is secured, staff will present to the Commission for approval. Mike Donnellon will oversee this project. Moved by Mr. Fisher, supported by Mr. Scott to recommend approval of the second amendment to the lease with the Water Resource Commissioner for property acquired by the Drainage District located adjacent to Red Oaks Golf Course and forward to the Oakland County Board of Commissioners for approval. AYES: Fisher, Kostin, Lewis, Long, McCulloch, Palmer, Scott, Skarritt (8) NAYS: (0) Motion carried on a voice vote. 4-2 (Commission Meeting, December 1, 2010) CAPITAL IMPROVEMENT PROGRAM/MAJOR MAINTENANCE UPDATE: Chief — Parks Facilities Maintenance and Development Mike Donnellon presented an update on the current Capital Improvement and Major Maintenance projects throughout the parks. NATURAL RESOURCE MANAGEMENT UPDATE: Natural Resource Planner Brittany Bird presented an update on Natural Resource Management. Protocol for incidents pertaining to the Eastern Massassauga Rattlesnake is in place, and a traveling exhibit has been created to inform communities about rattlesnakes in Oakland County. CATALPA OAKS BUSINESS PLAN UPDATE: Business Development Representative Melissa Prowse provided an update on the business plan for Catalpa Oaks indicating where staff is in the design process and the application for the Michigan Natural Resources Trust Fund grant opportunity. Four phases were outlined: Phase I consists of defining the partnership with the Oakland County Health Department, design and construction of the parking lot and construction of the restroom service building; Phase II consists of field improvements including underground irrigation, installation of picnic tables, grills and playground; Phase III consists of the recreation commons building, recreation fields, pavilion and multi -purpose room; and Phase IV consists of the maintenance building and detailed plans for full operations. Staff will revisit the building design, detail costs according to the planned phases, and report to the Commission at the January 12, 2011 meeting. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report, the following was noted: --Rattlesnake protocol brochures are available. Please contact Sue Wells for brochures. --Gift cards for use at Oakland County Parks are now available. PRESENTATION: The Commission presented a plaque to Secretary Sue Kici for her years of dedicated service; she has resigned to pursue educational opportunities. YOUTUBE VIDEO PRESENTATION: Staff presented a three -minute video taken at Red Oaks Dog Park, and posted on YouTube, which demonstrates an opportunity to promote activities and special events in conjunction with our website. District Karen Kohn, Supervisor — Administrative Services Mike Hughson, Property Management Specialist Jody Hall, Assistant Corporation Counsel ENBRIDGE CONSTRUCTION LICENSE AGREEMENT AND DONATION AGREEMENT RESOLUTION — ROSE OAKS: Moved by Mrs. Long, supported by Mr. Scott to approve the construction License Agreement with Enbridge Energy to address compensation for use of the additional land, land restoration, and liability issues in conjunction with the pipeline repair activities at Rose Oaks County Park; and to adopt the following resolution to accept a monetary donation from Enbridge Energy for the purpose of constructing boardwalks within Rose Oaks County Park: WHEREAS, the County of Oakland is the owner of Rose Oaks County Park located in Rose Township; and WHEREAS, the Oakland County Parks and Recreation Commission staff will begin to construct boardwalks within Rose Oaks County Park pursuant to its Strategic Master Plan; and WHEREAS, the Oakland County Parks and Recreation Commission has received approval of a Michigan Natural Resources Trust Fund Grant for the construction of boardwalks within Rose Oaks County Park; and WHEREAS, access, education and interpretation of the natural resources within Oakland County Parks are part of the natural resource management guidelines established in the Strategic Master Plan; and 4-1 (Commission Meeting, December 15, 2010) WHEREAS, Enbridge Energy, Limited Partnership of Enbridge Pipelines, (Lakehead), LLC ("Enbridge Energy") holds an easement through Rose Oaks County Park; and WHEREAS, Enbridge Energy desires to promote their efforts and awareness of natural resources within Rose Oaks County Park by making a donation to the Oakland. County Parks and Recreation Commission; and WHEREAS, Enbridge Energy desires to donate $41,000.00 to the Oakland County Parks and Recreation Commission for the specific purpose of constructing boardwalks within Rose Oaks County Park. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission hereby requests the Oakland County Board of Commissioners authorize and approve the acceptance of Enbridge Energy's monetary donation of $41,000 to construct boardwalks within Rose Oaks County Park; and BE IT FURTHER RESOLVED that Oakland County Parks and Recreation Commission shall erect a sign that indicates which portions of the boardwalks within Rose Oaks County Park were constructed with the monetary donation from Enbridge Energy; and BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation Commission hereby requests the Oakland County Board of Commissioners authorize and direct its Chairperson or designee to execute the attached Declaration of Charitable Donation with Enbridge Energy. Commissioner Fisher expressed concern with the charitable intent stated in Paragraph 3 on page 2 of the Declaration of Charitable Donation rather than this sum being compensation for staff time on this project. AYES: Kostin, Lewis, Long, McCulloch, Palmer, Scott, Skarritt, VanderVeen (8) NAYS: Fisher (1) Motion carried on a voice vote. PLANNING SESSION: A. Park Strategic Planning Initiatives The session, as a continuation of the discussion at the October 20 Commission Planning Meeting, addressed the park strategic planning initiatives, which allow the Oakland County Parks to identify our intent, challenges, and opportunities in order to attain the goals of our strategic master plan. The five park initiatives have been identified as follows: • Urban Recreation • Rural Recreation • Natural Resources and Environment • Healthy Living • Sustainability Strategies noted in the strategic master plan's performance matrix have been groups under these initiatives to communicate intent, document successes, and indicate future direction. 4-2 (Commission Meeting, December 15, 2010) Proposals brought to the commission will include how they support the initiatives noted above, how they tie directly to the Strategic Master Plan, and the impact on the organization's budget. B. 2010 Annual Report Format Concept — Draft Staff provided a draft annual report format for Commission input. The Annual Report Y III "used as a promotional piece to tell the Commission's story —who we are and why and how the Parka t the residents of Oakland County. Staff's deadline to complete the report is by the County Executive's State of the County Address and will be produced by staff. Printing will be completed by an outside vendor chosen through Purchasing's bid process. Staff expects to have 1,000 printed for this first year; Commissioner McCulloch indicated the Water Resources Commission prints between 5,000 and 10,000 and suggested the number be reconsidered. Staff will investigate and report back to the Commission at its January 12, 2011 meeting. NEW BUSINESS: ---Commission Secretary VanderVeen presented the Commission with the Bob Brumback Award, Clarkston SCAMP's highest award, in recognition of the Commission's long-standing relationship to promote their efforts with the special populations in Oakland County. Commissioner VanderVeen represented the Commission at SCAMP's annual recognition banquet on December 9 in Clarkston. ---Vice Chairman Skarritt was recognized and thanked for his many years in service to the residents of Oakland County. The Executive Officer and the Commission Chairman, or their designee(s), shall officially represent the Commission and its staff at conferences, interdepartmental meetings of the county government, meetings among local, state and federal agencies, and serve generally -as liaison between the Commission and the 4-Deleted.- public. - - - - ------ - The Executive Officer shall present Commission recommendations to the Oakland County Board of Commissioners. Article XI Budget Section 1. Budget Preparation and Adoption. The Executive Officer shall bear responsibility for the preparation of the budget and shall submit such budget to the Commission for approval and adoption by the first regular meeting in September. Section 2. General Appropriations. The Commission shall abide by the General Appropriations Act. Section 3. Purchasing. The Commission shall abide by the purchasing policies and procedures as approved by the Oakland County Board of Commissioners. Article XI1 Audit An annual audit will be authorized by the Commission prior to the end of the fiscal year. Article Xlll Amendments These bylaws may be amended by a two-thirds (2/31 majority of the Commission members present at any meeting called for this purpose. Based upon the pending approval of the proposed by-laws amendments, the officers committee proposes an appointment to that position. 8C-1 ITEM #8D 2011 RECREATION ASSISTANCE PARTNERSHIP (RAP) PROGRAM The goal of the Recreation Assistance Partnership (RAP) Program is to provide more recreation opportunities and experiences to cities, villages, and townships; community parks and recreation departments; schools; downtown development authorities (DDA); non-profit organizations; and underserved populations. The RAP Program is an element of the park system's evolving Strategic Master Plan to serve all areas and citizens of the county of Oakland and to create community through people, parks, and programs. The RAP Program will be marketed to the designated groups in all 61 cities, villages, and townships in Oakland County. We will offer outreach programs, bus transportation, day camp and program scholarships, and community and recreation collaborations as part of the program. The request of funds for the 2011 Recreation Assistance Partnership Program will be allocated as follows: • $30,000 Outreach Programs, including mobile units, GO Adventures and nature education • $70,000 Bus Transportation to Lewis E. Wint Nature Center, Waterford or Red Oaks Waterpark, designated Oakland County Parks golf courses, or any Oakland County day use park • $10,000 Day Camp & Program Scholarships for youth assistance campers and individuals with disabilities • $20,000 Community Collaborations with cities, villages, townships and DDA's to support community events and festivals • $20,000 Recreation Collaborations with struggling parks and recreation departments The Recreation Assistance Partnership will provide over 100,000 residents and visitors, who otherwise may not have this opportunity, a chance to enjoy quality recreation activities in their community and within our parks. Staff requests the Commission continue to support the Recreation Assistance Partnership Program and approve the funds to the Recreation Programs and Services Department in the amount of $150,000. ITEM #8E SNOW GROOMING ATV (ALL TERRAIN VEHICLE) INDEPENDENCE OAKS We have received from Purchasing the following bid for the purchase of a CAN - AM Outlander 800 ATV 4 x 4 Quad to pull the snow -grooming equipment at Independence Oaks. This replacement equipment is smaller, which will make it easier to transport to other Oakland County parks and golf courses as needed. According to Purchasing, the requests for bids were sent to more than 150 bidders, plus the bid was posted on the Oakland County Purchasing website for online bidding opportunities. However, only one bid was received: Leader Marine $13,356.12 Kalamazoo, MI The Outlander (all terrain vehicle) will be replacing our existing snow -grooming equipment. The original snow groomer was purchased in 1991. Staff continues to maintain this equipment with many repairs each year. The cost to replace the current piece of equipment is $130,000.00. Staff realizes that this is very expensive and has researched other alternatives to grooming. In 2007, we sent staff to a snow -grooming school; they returned with a recommendation to purchase a Tidd Tech groomer, which is pulled behind a snow- mobile or ATV. Our existing snowmobile is not powerful enough to pull the groomer. Staff is now requesting approval to purchase the above ATV. Staff recommends awarding the bid to Leader Marine in the amount of $13,356.12. REMINDER: Group and individual photos will be taken at the Waterford Oaks Activity Center immediately following the Commission meeting. 2. Oakland County Parks and Recreaton has won the 2010 Best Video award from the Michigan Recreation and Park Association. The honor will be presented in February at MRPA's annual conference. The video featured the helical pier process used to construct boardwalks over wetlands on the Ted Gray Trail at Independence Oaks County Park. The mini - documentary was a partnership with Fox Sports Detroit. Additionally, OCPR nominated Jonathan Schechter of The Oakland Press for the 2010 Media Advocate award, which we are pleased to announce he won. The Brandon resident writes a weekly hiking column and a blog focusing on trails in Oakland County. He was also an avid supporter of the millage awareness campaign. 3. Attached is information on a fish habitat restoration project staff is considering for a grant. If OCPR is invited to make a full application, the application will come to the Commission for approval in February. 4. Attached for your review are the upcoming events for winter, 2010 — 2011. 5. The value of the Parks Access Permits used in 2010 has been calculated and is provided in the attached report. The report includes a comparison with 2009. 6. Parks staff were key in providing journalistic expertise in the latest issue of the MRPA Professional Quarterly. The journal includes two articles from staff, one of which is a major piece spotlighting "Top Strategies from Successful Millage Communities." 9C-1 Great Lakes Fish and Wildlife Restoration On December 13°i OCPRC submitted a notice of intent to the Great Lakes Fish and Wildlife Restoration Act (U.S. Fish and Wildlife Service) to evaluate and restore fish habitat in three lakes (Mill Pond — Springfield Oaks, Crooked Lake — Independence Oaks, and Upper Bushman Lake). Fish habitat at Mill Pond and Crooked Lake has been severely compromised by an infestation of Eurasian milfoil. The purpose of the grant will be to: 1. Document baseline conditions of fishery, aquatic vegetation and water quality in Mill Pond, Crooked Lake and Upper Bushman Lake; 2. Use biological control methods to reduce Eurasian milfoil populations in Mill Pond and Crooked Lake to ecological, economic, and culturally -sustainable levels; 3. Protect/enhance water quality by expanding and improving shoreline buffers; 4. Document effects of biological control, shoreline buffers and education through annual monitoring of conditions of fishery, aquatic vegetation and water quality in the three lakes; 5. Reduce movement of Eurasian milfoil beyond current project area by educating recreational lake users on good housekeeping practices for aquatic equipment; and communities and lake associations on lake management best practices, using project areas as demonstration sites. With this project and in cooperation with state agencies, OCPR hopes to launch a new fisheries component to the Natural Resource Stewardship program that will improve aquatic habitat and enhance public land fishing opportunities. Oakland County is home to 1,400 recreational lakes, many of which are already impacted or at risk from aquatic invasives. Many lake associations rely on chemical control of aquatic nuisance species, such as Eurasian milfoil. Successful implementation of the Oakland County Parks Fish Habitat Restoration Project will encourage alternative best management practices, including managed biological control, shoreline buffers, and cleaning of aquatic recreational equipment, throughout the County. Total project cost is estimated at $120,500. The grant request is for $73,500, with an OCPR match of $47,000. This project, which has been a high priority stewardship project for the parks, would be budgeted for in fiscal years 2012 — 2013.
